OHIO DEPARTMENT OF TRANSPORTATION CLEAN and GREEN PROGRAM OVERVIEW A total of Fifteen million dollars ($15M) in CMAQ funds are available to the Ohio Department of Transportation (ODOT) in the SFY 2010 and 2011 ( $7.5M from each year of the state budget) to improve Ohio’s aging transit fleet. Through ODOT’s Clean and Green Program, the Office of Transit will accept applications for vehicles that will be purchased before June 1, 2011. Applications must be submitted according to the instructions included in the Clean and Green Program Overview by 4:00 P.M on Friday, April 23, 2010. Applications not submitted accordingly will not be reviewed or scored. All applications submitted accordingly will be reviewed to determine applicant and project eligibility. Eligible projects will be evaluated and scored based on program criteria. State Fiscal Year funding will be assigned based on the Project Award Date submitted in the application. Projects that do not meet all eligibility criteria will be deemed ineligible and will not be evaluated or scored. EVALUATION CRITERIA: Total Points = 125

PROJECTS REDUCING TRANSIT REVENUE VEHICLES BEYOND USEFUL LIFE –

40 Points - Alternative Fuel or Biodiesel Fuel (see attached for definitions) 35 Points - Average Age of Vehicles to be Replaced (Revenue Vehicles) 25 Points - Average Mileage of Vehicles to be Replaced (Revenue Vehicles) 15 Points – Average Age of Fleet (Revenue Vehicles) 10 Points – Socioeconomic Distress (Unemployment and Poverty)

PROJECTS REDUCING VEHICLE MILES TRAVELD (VMT) IN A SPECIFIED CORRIDOR –

The application is designed to be downloaded and completed using Microsoft Word. Press tab to move from field to field. For your convenience, fields are formatted to display data appropriately (i.e currency, percentage, etc.), and several include drop down lists. If an appropriate selection is not available, please select “Other” and provide a description or explanation of the information requested. Note that no more than three vehicle types may be requested per application.

Applications must be submitted electronically, no later than 4:00 P.M on Friday, April 23, 2010, to Juana Hostin at [email protected]. Use the following instructions to complete the application.

CLEAN AND GREEN PROGRAM APPLICATION:

CONTACT INFORMATION:

1. Project Sponsor – Enter Transit System Name.2. Project Manager Name/Title/Street Address/Phone & Fax Numbers/E-mail address – Enter the

Project Manager information in the appropriate fields. The Project Manager assigned will be the contact person responsible for project oversight, project delivery, and project reporting to ODOT.

TOTAL PROJECT INFORMATION:

I. FLEET INFORMATION – This section is a compilation of the vehicle information provided on the Revenue Vehicle Request.

1. Total Revenue Vehicles Requested – Add the quantity of revenue vehicles requested in each Revenue Vehicles section of the application. Enter the TOTAL in this field.

2. Total Spare Ratio – Total number of revenue vehicles used during peak period divided by the total number of revenue vehicles in the fleet. Enter the Spare Ratio as a decimal (i.e. enter .15 for 15%).

3. Avg. Fleet Age (Rev Vehicles) – Use Revenue Vehicles only to calculate the average fleet age as of the date of the application. To calculate the average fleet age, divide the total age of all revenue vehicles by the number of revenue vehicles in the fleet. Enter the result in this field.

II. FUNDING INFORMATION - This section is a compilation of the funding information provided on the Revenue Vehicle Request.

1. ODOT Funds Requested – Combine the ODOT Funds Requested from each Revenue Vehicles Section of the application. Enter the TOTAL in this field.

2. Local Funds – Combine the Local Funds from each Revenue Vehicles Section of the application. Enter the TOTAL in this field.

3. Total Project Cost – Combine the Total Project Cost from each Revenue Vehicles Section of the application. Enter the TOTAL in this field.

4. Source of Local Funds – Enter all source(s) of Local Funds available and committed for the projects listed in the application. A Source of Local Funds committed for more than one project should be listed only once.

III. AUTHORIZED OFFICIAL SIGNATURE AND TITLE: DATE / / - Enter the name and title of the official authorized to sign the application. Enter the date the application is signed by the Authorized Official.

REVENUE VEHICLE REQUEST:

I. PROJECT SPONSOR – Enter the Project Sponsor as entered in the Contact Information section.

II. VEHICLE INFORMATION – Complete a new section for each revenue vehicle type requested. Applicants are limited to three revenue vehicle types per application.1. Quantity – Enter the number of revenue vehicles requested.2. Cost per Vehicle – Enter the unit cost (per vehicle) used to calculate the Total Project Cost.3. Project Award Date – Enter the date the vehicles will be ordered/purchase order will be issued.

This date will be used as the project milestone date to determine the appropriate funding cycle. Projects not awarded as scheduled risk the withdrawal of funding.

4. Vehicle Type – Select the revenue vehicle type requested. (40 ft Bus, 30-35 ft Bus, <30 ft Bus or Van). If the revenue vehicle type is not listed, select other and enter the appropriate revenue vehicle type in the field labeled “Other”.

5. Fuel Type – Select the fuel type requested (Gasoline, Diesel, CNG or Hybrid). If the vehicle is a hybrid, enter Hybrid Description.

III. FUNDING INFORMATION – Each section contains funding details related to the revenue vehicles listed within that section.1. ODOT Funds Requested – In each section, enter the Funds Requested from ODOT for the

revenue vehicles requested. NOTE: the funds requested from ODOT are the CMAQ funds.

On the last line, enter the average age and mileage of vehicles to be replaced.

1. Service Provider – Enter the current service provider name2. Service Route –Enter the first pickup and last drop off points.3. Miles – Enter the service route miles.4. Operation – Enter the days and hours of operation.5. Peak Vehicles – Enter the maximum number of vehicles used during peak hour.6. Vehicle Capacity – Enter the vehicle type used for this corridor.7. Ridership – Enter current daily ridership.

Complete the following information for new vehicles to be placed into New Corridor Service

1. Service Provider – Enter the service provider name.2. Service Route –Enter the first pickup and last drop off points.3. Miles – Enter the service route miles.4. Operation – Enter the days and hours of operation.5. Peak Vehicles – Enter the maximum number of vehicles used during peak hour.6. Vehicle Capacity – Enter the vehicle type used for this corridor.7. a. Projects selected for funding without CMAQ eligibility determination, must have CMAQ eligibility determination submitted prior to contract issuance.

4. Include STIP reference if available.a. Projects selected for funding without a STIP reference must be programmed in the STIP prior

to contract issuance.

Alternative Fuel

These fuels are defined or designated as "alternative fuels:"

• Methanol, denatured ethanol, and other alcohols • Blends of 85% or more of methanol, denatured ethanol, and other alcohols with gasoline or other

fuels  • Natural gas and liquid fuels domestically produced from natural gas • Liquefied petroleum gas (propane) • Coal-derived liquid fuels • Hydrogen • Electricity • Biodiesel (B100) • Fuels (other than alcohol) derived from biological materials • P-Series fuels
