    The Cali ornia Energy Commission adopted the 2008 Title 24 Buildi g E erg E cie c St d rds on April 23, 2008, and the Building StandardsCommission approved them or publication on September 11, 2008.The 2008 Reside ti l C mpli ce M u l was adopted by the Energy

    Commission on December 17, 2008. I an application or a building permit issubmitted on or a ter January 1, 2010, the 2008 standards must be met.

    The Energy Commission adopted the changes to the 2008 standards or anumber o reasons:

    To provide Cali ornia with an adequate, reasonably priced, and1.

    environmentally sound supply o energy.

    To respond to Assembly Bill 32, the Global Warming Solutions Act o 200 6,2.which mandates that Cali ornia reduce its greenhouse gas emissions to1990 levels by 2020.

    CerTIfICaTIon To Theenergy CoMMIssIonLight emitting diode (LED) luminaires must be certi ed by the manu acturer to theEnergy Commission to receive a high-e cacy classi cation. LED luminaires notcerti ed to the Energy Commission shall be classi ed as low e cacy. Lightingcontrols used to achieve Title 24, P rt 6 compliance also must be certi ed by the

    Two Key sTraTegIesA combination o energy-e cient luminaires and lighting controls allow buildersand designers to create building plans that comply with the 2008 Title 24Buildi g E erg E cie c St d rds :

    high-eFFicacy luminarieS1.High-e cacy luminaires are designed and built to operate only energy-e cientlight sources, such as LED lighting systems, fuorescent T8 or T5 lamps,CFLs, and some high intensity discharge (HID) lamps. For residentialbuildings, the use o high-e cacy luminaires is pre erred over low-e cacyluminaires paired with lighting controls.

    low-eFFicacy luminaireS2. + lighTing conTrolS

    Low-e cacy luminaires are allowed throughout Title 24, P rt 6 i they arepaired with appropriate lighting controls. Among the most common lightingcontrols allowed in the code are vacancy sensors and dimmers.

    Occupancy sensors, vacancy sensors, and motion sensors are devicesthat automatically switch the lights in response to the presence orabsence o motion in a space. Dimmer switches allow occupants tomanually lower the room lighting, and thus the power used, as desired.These controls are allowed as an alternative to high-e cacy luminaires orsome Title 24, P rt 6 applications.

    This section will explain how these technologies work, what eatures to lookor when purchasing or speci ying them, and which applications are most

    appropriate or each technology. A solid understanding o these technologies iskey to Title 24, P rt 6 -compliant lighting designs and speci cations.

    luminaireA luminaire is the lightingindustrys term or a light ixture. Aluminaire consists o the housing,lamp (light bulb), power supply(ballast or trans ormer), re lector,and, in some cases, a lens.

    high-eFFicacy luminaireS

    The Title 24, P rt 6 standards require all pe manently installed luminai es tobe high e cacy. A lamp or lighting system must meet e cacy requirements

    listed in Table 1 and Table 2 to be classi ed as high e cacy. Additionally, LEDlighting source systems must be certi ed to the Energy Commission to beconsidered high e cacy. Luminaires that do not meet the requirements areconsidered low e cacy.

    Any luminaire that does not meet the e cacy standards in Tables 1 and 2 areconsidered low-e cacy luminaires. In addition, the ollowing conditions de nea low-e cacy luminaire:

    Incandescent lighting, both low voltage and line voltage.1.

    Fixtures that contain a medium screw-base socket or line-voltage socket2.or line-voltage lamp holder capable o accepting a low-e cacy lamp.

    Track lighting or lighting systems allowing the addition or relocation o3.luminaires without altering the wiring o the system.

    Lighting systems with modular components that allow conversion4.

    between screw-base and pin-base sockets.

    Electrical boxes where no electrical equipment has been installed, but5.

    led lighTing SySTemS

    LED li tin systems are a new, high-e cacy option or Title 24, P rt 6 .To be considered a high-e cacy luminaire, an LED lighting system must meetthe e cacy requirements provided in Table 1 on page 10 , in addition to beingcerti ed to the Energy Commission. LED lighting systems that are not certi edto the Energy Commission are considered low-e cacy lighting.

    led T c r tsAn LED t im is a one-piece integral unit containing the power supply,trans ormer, heat sink, and LED circuit board. To quali y an LED trim as highe cacy, the LED trim and housing must meet the ollowing conditions:

    The trim must be certi ed to the Energy Commission according to the1.high-e cacy standards on page 10 .

    The trim must be hardwired directly into the luminaire housing. Wiring2.may include any kind o midline connector between LED trim and wireends, but must not include a screw-base socket con guration.

    The housing must not contain a screw-base socket.3.

    No screw-base adaptors may be used.4.The screw-base attached to a pig tail must be cut o and discarded5.

    A yb id LED luminai e is a complete lighting unit consisting o an LED lightingsystem and another type o light source (incandescent or fuorescent).

    For a hybrid LED luminaire to quali y as high e cacy, the LED lighting systemmust be high e cacy and be certi ed to the Energy Commission, and the othernon-LED light source also must be high e cacy.

    I a high-e cacy LED lighting system is combined with a low-e cacy lightingsystem, the two must be considered separate in residential applications.

    Electronic ballasts are commonly used with fuorescent, HID, and inductionluminaires. Title 24, P rt 6 speci es that ballasts or fuorescent lamps rated13 W or higher must be electronic (not magnetic) and must have an output

    requency o no less than 20 kHz.

    gu-24 baSe and SockeT

    The GU-24 base is a newly developed line- olta e lamp holder and socketcon guration. Typically, a luminaire with a line-voltage socket is classi edas a low-e cacy luminaire. GU-24 bases and sockets are the only type oline-voltage socket and holder that may be classi ed as high e cacy.

    The GU-24 luminaire is rated or use only with high-e cacy lamps or1.

    certi ed LED lighting systems.

    The luminaire is not a recessed downlight to be used with a CFL.2.

    The luminaire does not contain any other type o line-voltage socket or3.lamp holder.

    The manu acturer does not make adaptors or modular components to4.convert the GU-24 socket to any other type o socket or lamp holder.

    nighT-lighTS and lighTing inTegral To exhauST FanS

    Permanently installed night-lights, night-lights integral to permanently installedluminaires, and lighting integral to exhaust ans must meet either o the

    ollowing conditions:

    Must contain only one high-e cacy lamp, and must not contain a1.

    line-voltage socket or lamp holder.

    Must be rated to consume no more than 5 W, and must not contain a2.

    medium screw-base socket.

    The lighting that is integral to exhaust ans must be controlled separately romthe exhaust an.

    line-volTage SockeTSLine-voltage sockets pair with a varietyo screw, pin, and bayonet bases (alsocalled holders). Line-voltage socketsdo not include a trans ormer, ballast,or power supply between the wiresconnected to the luminaire and thesocket. GU-24 line voltage luminaires

    are the only type o line-voltageluminaire that may be classi ied ashigh e icacy under Title 24, P rt 6 .

    swITChIng ConTrolsSwitching controls, also called lighting controls, are an important component oTitle 24, P rt 6 . A combination o low-e cacy luminaires and speci c lightingcontrols can be used as an alternative to high-e cacy luminaires.

    These switching devices and controls include occupancy / vacancy sensorsand dimmers as well as Energy Management Control Systems that overseethe control unctions. All sensors and dimmers must be certi ed to the EnergyCommission or compliance with Title 24, P rt 6 .

    SwiTching conTrol requiremenTS

    Title 24, P rt 6 speci es the ollowing requirements or switching controls usedwith permanently installed luminaires:

    CFLs used in spaces with very hot or very cold temperatures should be

    speci ed accordingly. Amalgam CFLs per orm better at both very high andvery low temperatures than non-amalgam versions, so are appropriate oroutdoor lighting, although they can take a ew minutes to reach ull output.An incandescent source may be used as a low-e cacy alternative or thesetemperatures, or an LED source as a high-e cacy alternative to CFLs incold temperatures.

    Control devices must have an indicator that visibly or audibly in orms the user

    that the controls are operating correctly, or have ailed or mal unctioned.

    Decorative landscape lighting not permanently attached to residential

    buildings is not regulated by Title 24, P rt 6 .
