INTEROFFICE CORRESPONDENCE Los Angeles Unified School District Office of Environmental Health and Safety TO: Local District Superintendents Local Districts DATE: May 16, 2021 FROM: Carlos A. Torres, Director Office of Environmental Health and Safety SUBJECT: SMOKE AND ASH ADVISORY FOR MAY 17, 2021 The South Coast Air Quality Management District (SCAQMD) has issued a Smoke and Ash Advisory (attached) through Monday, May 17, 2021 due to the Palisades Fire burning in Topanga State Park. Although current air quality is good and forecasts indicate good to moderate air quality for tomorrow, it is possible that winds may move smoke and ash into portions of Central Los Angeles, Northwest Coastal Los Angeles County, West San Fernando Valley, and East San Fernando Valley. Refer to the four attached maps of schools that fall within these designated areas. Although air quality impacts may not occur based on forecasts, the SCAQMD advises that children and adults with heart disease, asthma and other chronic respiratory diseases should not participate in physical activity and avoid prolonged outdoor exposure in areas impacted by smoke or ash. If you smell smoke or see ash due to a wildfire, limit your exposure by remaining indoors with windows and doors closed or seek alternative shelter, and avoid vigorous physical activity. For more tips on protecting yourself during a wildfire, please refer to SCAQMD’s Wildfire Smoke & Ash Safety Tips page at http://www.aqmd.gov/home/air-quality/wildfire-health-info-smoke-tips. If students are on campus and smoke from wildfires is present, implement an Indoor Activities Schedule. Close doors and windows and keep ventilation systems running. School heating, ventilation, and air conditioning (HVAC) systems can improve indoor air quality in comparison to typical home HVAC systems. Continue to follow COVID-19 guidelines by maintaining the 6- foot social distancing between students. However, if emergency conditions arise that make maintaining 6-foot distances between students unfeasible; 3-foot social distancing may be implemented. Please note that a 6-foot distance must be maintained between staff and between staff and students. The Office of Environmental Health and Safety will continue to monitor air quality conditions and provide updates, as necessary. For more information on ash from wildfires, refer to the OEHS Safety Alert 03-13, Responding to Wildfire Ash in Schools. Additional information may be found in each school’s Integrated Safe School Plan and in Reference Guide 5803: Emergency Procedures, Drills and District-Wide Emergency Exercises. The South Coast Air Quality Management District (SCAQMD) has issued a Smoke and Ash Advisory (attached) through Monday, May 17, 2021 due to the Palisades Fire burning in Topanga State Park. Although current air quality is good and forecasts indicate good to moderate air quality for tomorrow, it is possible that winds may move smoke and ash into portions of Central Los Angeles, Northwest Coastal Los Angeles County, West San Fernando Valley, and East San Fernando Valley. Valid Sunday May 16, 2021 through Monday May 17, 2021

This advisory is in effect through Monday afternoon. South Coast AQMD will issue an update if additional

information becomes available.

A wildfire named the Palisades Fire is burning in Topanga State Park northwest of Santa Monica in Los

Angeles County. As of 11:00 AM on Sunday, the burn area was reported at 835 acres with 0% containment.

Current information on the Palisades Fire can be found on the Los Angeles County Fire Department’s

Twitter handle at https://twitter.com/LACoFDPIO.

Past and Current Smoke and Ash Impacts

The Palisades Fire is producing a large amount of smoke on Sunday morning based on satellite and webcam

imagery. Since Saturday afternoon, low-cost sensors in the coastal areas of the Los Angeles County near

West Hollywood, Beverly Hills, Santa Monica, and Topanga recorded Good Air Quality Index (AQI)

levels. Visit https://www.aqmd.gov/aqdata to view current air quality conditions.

In any area impacted by smoke: If you smell smoke or see ash due to a wildfire, limit your exposure

by remaining indoors with windows and doors closed or seeking alternate shelter, and avoiding vigorous

physical activity. For more tips on protecting yourself during a wildfire, see South Coast AQMD’s Wildfire

Smoke & Ash Health & Safety Tips page: http://www.aqmd.gov/wildfire-health-info-smoke-tips

Forecasted Smoke and Ash Impacts

Areas downwind of the Palisades Fire will experience the highest AQI levels due to smoke impacts. Smoke

and ash impacts will be highly variable in both timing and location through Monday.

• Sunday afternoon and evening: Southwest winds near the Palisades Fire will push smoke northeast

into the mountains in the Topanga State Park.

• Overnight Sunday through Monday afternoon: West and southwest winds near the Palisades Fire

will push smoke east and northeast into the mountains in the Topanga State Park and cities east of the

mountains. The PM2.5 concentrations in West Hollywood and Beverley Hills may increase on Sunday

night and Monday afternoon. Areas east and northeast of the Palisades Fires, as well as areas in direct

proximity to the fires, will likely see the highest particulate matter levels overnight as smoke is likely

to remain closer to the ground.

Extended Smoke Outlook: Smoke impacts will be heavily dependent on the progress of fire containment

efforts. The weather conditions with low temperature, high humidity, and light winds on Sunday may

favor containment efforts. The South Coast Air Quality Management District will continue to provide

daily smoke advisory updates until air quality impacts subside.

Overall, meteorological conditions will bring smoke and ash into portions of Los Angeles County with

localized impacts near the Palisades Fire. Unhealthy for Sensitive Groups or higher AQI levels due to

PM2.5 concentrations are possible in areas of direct smoke impacts.

Areas of direct impacts and poor air quality may include portions of:

• Los Angeles County: Central Los Angeles (Area 1), Northwest Coastal LA County (Area 2), West San

Fernando Valley (Area 6), East San Fernando Valley (Area 7)
