Over 90 members and guests attended the meeting. Dr Stephen Ho thanked all members for their support to the Institute over the years, and especially for the contributions of all Council Members, Committee Chairmen and members. Dr Ho reported that a total of 167 successful new membership applications, including among others 8 were Chartered Fellows and 35 Chartered Members in 2011/2012, were granted. Though a deficit was recorded in the financial year 2011, the Institute has been maintaining a healthy financial position. CILTHK Annual General Meeting 2012The Annual General Meeting 2012 of The Chartered Institute of Logistics and Transport in Hong Kong was smoothly held at the Hong Kong Football Club on 20 September 2012. Over 90 members and guests attended the meeting.

Dr Stephen Ho thanked all members for their support to the Institute over the years, and especially for the contributions of all Council Members, Committee Chairmen and members. Approval of New Certification Fee effective from 1 October 2012

In view of the inflation and the increasing administrative costs in the past seven years, an adjustment on Institute’s certification fee is necessary. The Council approved the increment, which was passed by the special resolution at the AGM with a support from 98% of the attending Institute Members.The below rates have been effective from 1 October 2012. They are one-off fees and shall only affect to those new and upgrade membership applications.

Mr Leung Kong-yui, FCILT, CILTHK President AwardThe award was conferred to Mr Kong-yui Leung, FCILT. Mr KY Leung began his career in transport profession in 1982 and became member of the CIT Hong Kong in 1983. Since 1986, he has been continuous serving the Council and various Committees. He was the Chairman of CIT Hong Kong in 1992/93 and President from 2003 to 2006. Other than local affairs in Hong Kong, Mr Leung also represented Hong Kong in serving CILT International in the past decade with the last five years in the position of International Vice President. Mr Leung’s long and invaluable service to the Institute both locally and internationally are well appreciated in deserving the honour.

The Institute would like to tender our appreciations to both Mr Andrew Chan and Ronald H.T. Lee & Co for their support in providing legal and audit services respectively on an honorary basis in the past term. Both of them have been re-appointed for the ensuring term and the financial year ended 31 December 2012.

At the closing of the AGM, Prof Becky Loo represented the Council and Institute in presenting a souvenir to Dr Stephen Ho in appreciating for his leadership during his presidency in the last two years, 2010-2012.

Miss Polly Ho was presented with the L&T Studies Student Thesis Award 2012 at the AGM

Congratulations to Miss Ho Pui-lam Polly, the winner of the CILTHK Logistics & Transport Studies Student Thesis Award 2012.

She was a graduate with a BEng in Logistics Engineering and Supply Chain Management from the University of Hong Kong in May. Below is the abstract of her winning thesis titled “GA Based Approach for Automated Rostering System”.

Asia Airfreight Terminal Company Limited (AAT) is an air cargo operator in Hong Kong. The staff rostering process in its Export Documentation Department is a process that its senior management has always wanted to improve.

To tackle the staff rostering problem for AAT, in this project, an automated rostering system is built. The objective is to minimise the total number of shifts per week required for the staffs in the Department. By doing so, makespan is reduced and work efficiency of the Department is increased.

The proposed approach is based on Genetic Algorithm (GA). GA is a meta-heuristic method which is popular in generating solutions in optimization and search problems.

Data from Aug 2011 to Oct 2011 is collected to facilitate the process of designing the system model. As running the initial model is too time-consuming, a modified model is built. A weekly roster for the week 16 Oct 2011 to 22 Oct 2011 is generated. Compared to the manual method, the modified GA model provides a roster with fewer shifts required.

In the end of this paper, further improvements are suggested in order to obtain better results.

Professional activities committee

Visit to New World First Bus (NWFB) & Citybus, 28 August 2012Since its inauguration in 1979 and 1998, Citybus Limited and New World First Bus Services Limited have been committed to providing the best bus services at reasonable fares for the public and fulfilling corporate social responsibilities. Currently, NWFB and Citybus operate more than 200 franchised bus routes and serve more than one million passengers daily. In pursuit of enhancing the bus fleet’s maintenance standard and operational efficiency, a seven-storey depot was commissioned on a site area of 13,000 m² on Chong Fu Road, Chai Wan. During the visit at the depot, members were introduced the cutting-edge technologies and innovative environmentally friendly initiatives, the central engineering workshop handles major units overhaul, such as engines, gearboxes, air-conditioning system, as well as different maintenance procedures, for over 400 buses daily. In concluding the visit, a quiz was raised and a bus model Volvo Olympian 11M was awarded to the member who answered the question correctly.

Joint Risk Management and Safety Seminar on “Risk and Safety – Perspectives from the Aerospace Industry”, 21 August 2012

The Aerospace Industry is composed

of multiple communities each of

which has their own unique views on the topics of risk and safety. The practice and implementation of risk and safety in these communities varies according to the role each of these have in the broader industry. Different practices and guidance developed in response to the challenges and needs of these communities. Even with these differences there exist many common principles which can provide a basis of understanding for each of these communities to understand the perspective and practice of the others. This seminar was delivered by Mr Michael Kelly, an Aerospace and Defense Industry professional. Mr Kelly shared his experiences in implementing risk and safety activities across several of these communities, in particular, the maintenance community, the flight test community and the space launch community. The seminar was co-organised with HKARMS and HKIE-MMNC Div.

Visit to Marine Department,10 July 2012The Port of Hong Kong has always been a key factor in the economic development of the Hong Kong SAR. It is a hub port serving the South Asian Pacific region and acts as an enterport for the Mainland of China. It is one of the busiest container ports in the world. Being the administrator of the port, Marine Department’s principal functions are to ensure safe operation of the port and all Hong Kong waters as well as to operate the Hong Kong Shipping Register and safeguard the quality of the Hong Kong registered ships. A detailed introduction was given by both Mr Wong Chan-kwong and Captain Andrew LH Ng of the Marine Department at a visit to their Vessel Traffic Centre in Sheung Wan. Members had the opportunity to see the most high technology apparatus that used in ensuring the safe operation of the port and all Hong Kong Waters. The Institute would like to convey our appreciation to the kind hospitality tendered by staff of Marine Department.

Seminar on Outlook of Container Throughput at Global Top 20 Ports in 2012, 27 September 2012According to the report on “Outlook of Container Throughput at Global Top 20 Ports in 2012”, China will account for half of the top 20 container ports with the highest container throughput. Shanghai is expected to be the busiest port in the world, to be followed by Singapore and Hong Kong. At this seminar, the report “Outlook of Container Throughput at Global Top 20 Ports in 2012”, which is a joint effort by the Centre for Forecasting Science of the Chinese Academy of Sciences and CityU’s Centre for Transport, Trade and Financial Studies (CTTFS), released in June 2012 was introduced by Prof John Liu who shared his insights on container traffic forecast in the PRD for discussion and analysis.

Joint Risk Management and Safety Seminar on “廣東省委、廣東省人民政府關於進一步加強安全生產工作的意見”, 22 September 2012The seminar focused on the idea of Guangdong Province in enhancing the Safety Manufacturing was given by Mr Yu Shuxi, Chairman of the Guangzhou Safety Production Administration Association. He emphasised that safety manufacturing was closely related to a human life and asset, economy and the stability of the society, thus, enhancing safety manufacturing was essential in technology development. Many methods of enhancing the safety manufacturing were listed out in the seminar. Various examples happened in Mainland were illustrated to explain the consequences of unsafely manufacturing.

Seminar on Flag Raising (National Flag and Regional Flag) in HK, 17 September 2012After the handover, the major government buildings in Hong Kong are required to display the national flag or the national emblem, or both. Display the national flag in Hong Kong represents the idea of “one country”; while display the bauhinia blakeana flag in the special administrative region represents the idea of “two systems”. At the seminar, Mr Simon Tse introduced the People’s Republic of China flag (national flag), the Hong Kong Special Administration flag (regional flag) and the types of flag pole. The members also learned the guidelines and procedures of flying the flags. A pin with national flag and regional flag were given to every participant at the end of seminar. That evening was rewarding and enjoyable and the seminar was well received by all participants.

A tree is structured living organism with a central stem connecting a hierarchy of branches, leaves and flowers or fruits. It grows and prospers day by day, and year by year. It responds and adapts to internal and external environment and survives through storms and other threats. These attributes of a tree can be found in a toolkit that MTR Corporation recently developed to manage safety risks of its operating railway network in Hong Kong, which carries over 4.5 million passengers daily, enabling MTR’s risk management system to monitor all safety risks associated with its operations, maintenance, asset replacement or upgrade, and network expansion. To put into perspective, there are over 3,000 safety risk items associated with railway systems and their interactions with the operations, maintainers, users and external factors needed to be managed effectively at all times to maintain the network at a high safety level. At the seminar, Mr Nelson Ng, General Manager – Safety & Quality of MTR Corporation highlighted MTR’s experience in pioneering the use of risk trees to enrich the risk management process and the benefits gained from its application.

YMC Annual Dinner cum Mentorship Program Appreciation Dinner 2012

International YP Convenor role to Stephen Chan of CILT Hong Kong

Congratulations to Stephen who has been recently appointed by CILT International for the position of International Young Professionals Convenor. The role was an output of the Young Professionals Committee’s recommendations to the IMC at the 2012 Convention and following a selection process with interest from many individuals across the world. Stephen has been actively participating

in the CILT Hong Kong institute affairs locally and he has served on the CILT Hong Kong Young Members Committee since in 2006.

He has been one of the nominated representatives of CILT Hong Kong in serving the International Young Professionals Committee at the last two International Conventions. Joining Stephen, Anand Lakhani from CILT UK is the deputy convenor. Both of them are now working with Mr Robin Dunlop as the IVP responsible for the Young Professionals group to create the new committee with a number of regional representatives and to then set the programme moving for YP’s globally.

This is a significant appointment and we are excited about the prospect of the YP work now progressing successfully across the CILT world.

The CILTHK YMC Annual Dinner cum Mentorship Program Appreciation Dinner 2012 was successfully held on 18 August 2012 at the Musical Square in Tsim Sha Tsui. 35 participants came to enjoy this unforgettable dinner. As usual, YMC Annual Dinner is one of the most meaningful events which everyone can know each other more and share their valuable experiences, as well as building up their networks. This year, with the performance from both mentees and YMC Committee members, everyone enjoyed a wonderful night!

The dinner commenced brightly with the welcoming speech by our chairlady, Miss Alice Yip. Everyone enjoyed the meal and shared with each other after the welcoming speech. There were two

performances at that night; one was performed by the mentees of the YMC Mentorship Program 2012. The theme of the performance was to thank for the mentors’ sharing during the past half year. The other one was the musical performance by YMC committee members - Mr Jason Ho (guitarist), Mr Woody Lam (guitarist) and Mr Edwin Yeung (pianist) who formed a live band and all YMC members sang along. With the great support and sponsorship from Council Members, YMC advisors and mentors, the night was further cheered up with the lucky draw.

With the effort of the committee helpers and the appreciation of the advisors, all participants had a memorable dinner that night.

Ms Lam is an experienced educator in teaching legal subjects and vocational education. Prior to joining Vocational Training Council, she had experience in Marine and General Insurance sectors. She was the Professional Writer of the Specification of Competency Standards and Writer of the Competency Requirements for CEF reimbursable courses for the Logistics industry. She is the Internal Examiner of CILT Hong Kong, Sector / Subject Specialist of The Hong Kong Council for Accreditation of Academic and Vocational Qualifications and IVE Representative of Transport Logistics Training Board. Currently, she is the Course Leader of Higher Diploma in Airfreight Management and Global Logistics (IVE Tsing Yi) performing leadership, and administrative duties.

LUN Yuen Ha Venus, CMILT

DBA, MSc, MCIM, MBCS

Dr Lun is the Assistant Professor in the Department of Logistics and Maritime Studies of The Hong Kong Polytechnic University (PolyU). Currently, she is the Director of the Shipping Research Centre of PolyU. She is also the Editor-in-Chief of the International Journal of Shipping and Transport Logistics, and the Editor of Springer Series of Shipping and Transport Logistics. She has published a number of articles in scholarly journals and books with international publishers. Two of her recently published books (entitled “Shipping and Logistics Management” and “Oil Transport Management”) have been highlighted in the UNCTAD Transport Newsletter of the United Nations Conference on Trade and Development.

Women in Logistics and Transport (WiLAT)A group of female members of the Chartered Institute of Logistics and Transport has launched a major initiative. A group called Women in Logistics and Transport has been formed with Vicky Koo as the Convenor. Vicky is the first senior female joining the logistics sector in the capacity of Regional Logistics Manager for Levi’s in early 90’s. She has continued to pursue her career in the logistics and supply chain management function with other major MNCs in chemical, paper and printing industry in the past years with leading performance. “Historically women have been under-represented in sectors such as transport and logistics. This can be caused by women’s lack of interest in working in such environment or there are barriers that limit their access to male dominated environment” said Vicky. The Group is established to promote the status of women in logistics and transport sector and to provide a support network and mentoring opportunities for women. Advisors to the group include the influential Ms Miriam Lau and our well-known fellow member Mrs Miranda Leung who is also a member of the Women’s Commission. Founding members also include names familiar to us Dorothy Chan, Judy Li, Ruth Lee, Becky Loo, Harriet Leung and Alice Yip.

Look out for more news and the group will have its first meeting with Alan Waller, CILT International President in November.

Vocational Training Program for the Freight Logistics Sector (VTP)

CILTHK and HAFFA jointly organised 8 Vocational Training Programs (VTP) for the Seafreight and Airfreight Logistics Sectors, these courses are funded by the Hong Kong Logistics Development Council (LOGSCOUNCIL).

There are 4 modules for each sector. Module 1 is set as basic level and Modules 2 to 4 are of advance level. Both Seafreight and Airfreight Modules 1 to 3 are now open for enrollment whilst the last Module 4 will be launched in early 2013.

Designed in higher levels with broaden scope of knowledge, the Modules 3 and 4 have been registered and are the first SCS-based programme for the Logistics Industry under the Qualification Framework (QF) (please visit http://www.youtube.com/watch?v=YSNV5kzDubM&feature=youtu.be). These modules provide advanced training on operation management in the industry with many best practices and up-to-date technical competencies.
