National President, National Council of Managing Directors of Licensed Customs Agents, Lucky Amiwero, told The Guardian yesterday that pallets, creates and loose dunnage are extra cost to shipper that do not require pallet, create and loose dunnage in their shipment.
The procedure, he said, would create new cost, delay shipment and discourage shipment into Nigerian Ports. He also noted that the mandatory enforcement of palletized goods in containers, would reduce the normal shipment into container and increase the number of Containers for each shipment, due to the space the pallet will occupy, which will lead to increase of more containers for shipment.

The federal government yesterday disclosed that it would commence the enforcement of the revised export and import guidelines from January 1, 2018.

The Federal Government has said the automation of produce and goods inspection is one sure way of reducing the rejection of exports from Nigeria in the international market. Speaking at the 31st Conference of Directors of Produce Inspection Services in Lagos, recently, the Director of Commodities and Products Inspectorate of the Federal Ministry of Industry, Trade and Investment, Mrs. Omololu Opeewe, stressed that scientific produce inspection had been identified as a major criterion for high quality produce to guarantee enhanced access of several Nigerian exportable agricultural produce to the international market.Mrs. Opeewe said the rejection of Nigeria's agro export in the international market; especially the EU; had had a very negative impact on the perception of the country overseas.To reverse this trend, the director revealed that the Federal Produce Inspection Service (FPIS) was set to establish a world class laboratory that would have the capacity to test for Aflatoxins contamination, moisture content and some microbiology parametres necessary for our produce going out of the country.

The Australian Legislation is to simplify rules for farmers who export produce overseas has been introduced to the upper house.Farmers exporting produce overseas will do so under streamlined rules aimed to replace a "complex web of regulation".Agriculture Minister Barnaby Joyce said legislation introduced to the Senate on Thursday would replace 17 acts and more than 40 legislative instruments currently in place for international exports."We need something more coherent in place so that the rules for exporting are simpler and easier to understand and comply with," Mr Joyce said in a statement.

The Minister of Finance, Mrs. Kemi Adeosun stated this in her keynote address at a sensitization workshop on “Understanding the Nigerian 2017 Revised Export and Import Guidelines, Procedures and Documentation Requirements,” that took place in Lagos.
The minister, who was represented by the Director, Home Finance, at the Ministry of Finance, Mrs. Olubunmi Siyanbola, however, pointed out that goods already loaded for shipment to Nigeria prior to the implementation date would not be affected by the palletisation policy.
“The list of categories of goods that may be exempted from palletisation, where it is absolutely necessary will be placed on the website of the Federal Ministry of Finance and the Nigeria Customs Service shortly,” she explained.
According to the minister, the workshop was essential because stakeholders, especially those directly involved in the export and import value chains, needed to have adequate understanding of the guidelines for ease of compliance..

The Federal Government is planning to set up a world-class laboratory that will have the capacity to test for Aflatoxins contamination, moisture content and some microbiology parameters necessary for agricultural produce to be exported out of the country.
The move is part of measures to reduce the rejection rate of products exported from Nigeria to other countries.
The European Union had put a ban on the exportation of some Nigerian agricultural products due to non-compliance with standards.
The products include beans, sesame seeds, melon seeds, dried fish and meat, peanutchips and palm oil.

very effective to get this done is Tariff, Tax holidays, VAT exemption, Import Origin Quota etc.It is my firm belief that if these tools are dynamically and strategically deployed, then we can effectively avert the likely doom that could “bedevil” the Real Sector of the Nigerian economy very soon. However, if we continue on the current path of unabated increase in the dependence of the critical sector of our economy on importation from China (or any other country), then we may be in for a very hard time if this risk crystallises.
