Dear members, Our Dharna in front of the Kakkanad Collecterate on June 25th was a part of the nation-wide strike to protest against the Centre’s decision to set up a National Commission for health, Clinical Establishment Act (CEA) and to bring in some other policy changes concerning the medical field. Hats off to our committed members who sacrificed a few hours of their prime outpatient time on a monday, with the viral epidemic at its peak to be there at the Collecterate. A disturbing news is that the maharashtra government is about to issue an ordinance that allows Ayurveda, homeopathy and unani practitioners to legally prescribe Allopathic medicines provided they completed a one-year course in pharmacology. The necessity of the hour is for us to unite and act before such ordinances are passed. . Effective waste disposal, especially waste disposal from the ever-increasing high rise flats and offices is a pre-requisite to check the spread of communicable diseases. As concerned Cochinites, IMA Cochin with IMAGE, the common bio-medical Waste Treatment and Disposal Facility of IMA, has put forth a proposal to the Cochin Corporation, that we will put up a similar plant like the one at Kanjikode in palakkad, if the Corporation gives us land free of cost for the same. We are still awaiting their reply. With regards,Dr. Abraham Varghese Dr. Varghese Cherian President Secretary

It is a Sunday morning. For Superintendent of general Hospital Ernakulam, Sunday is like any other day. He goes around the Hospital, checks with kitchen, oversees arrangements of the medical camp, answers unending calls coming into his mobile…. Dr. Junaid Rahman still wears an unassuming expression. The paediatrician, who was State President of KgMOA and Indian Academy of Pediatrics

continues to play the pivotal role in bringing sea-change in the face and heart of the biggest govt. Hospital in Kerala.I met him in his not-so-cosy office in GH. Excerpts from the interview.Dr. V.D. Pradeepkumar : Anyone who is coming to GH after a gap of 7-8 years cannot recognize it as their old General Hospital. There is a quantum leap in quality and services. How did this magic happen in a Govt. institution?Dr. Junaid : Actually it is the fruit of all-out efforts from 2002. I would give the credit of starting the process, to then Collector Mr. Gyanesh Kumar. He identified that various funds totaling 8 crore rupees were remaining unutilized here. It was he who made a plan for the new building under an integrated project. I was appointed as RMO, soon after foundation stone was laid. And you put in your mind and soul….True. I understood that this was going to be a unique project in Kerala. As per the plan, there was to be a shell of 50,000 sq.ft. building. collector gave me a blanket approval to decide about the facilities to be included there. The compactness of the new building with all new facilities under its roof is the result of interaction with doctors and other staff. What magic did you do to complete the project in 2 years time?

Probably it is for the first time, PWD was not assigned such a job. KITcO was entrusted with the work, avoiding middle men, at various levels. When Govt. knew that we were sincere and serious about the job, we got necessary sanction to do that. Finally we saved Rs.1 crore to purchase equipments and gadgets! How did the job affect your paediatric practice? It did. I had some private practice before getting involved in the project. That came to a standstill!

You have achieved considerable cleanliness and quality, which we won’t see in most of the Govt. hospitals. What is the secret? We took a decision to outsource some jobs to keep up quality and opted for contract jobs. How did permanent workers and their unions react? This was going to be a major policy shift. Initially there was stiff opposition from workers. Later, seeing the results and positive feedbacks from public, their opposition died down. How big is GH now?We have 783 in-patient beds and more than 1000 staff. OP which used to be around 1400 rose to more than 2,500 per day.You have been credited with steering GH to NABH accreditation. It started with a policy decision of Ministry of Health. It identified 19 hospitals across Kerala to be readied for NABH accreditation. Due to

stringent criteria, list thinned to 4. Ultimately only GH Ernakulam could succeed. I am happy to say that process of NABH accreditation has enthused sense of responsibility among staff and elevated the level of quality.Do you face any arm twisting by political parties?See, when people understand that we are sincere in giving results, naturally they will support us. All collectors and peoples representatives were very helpful. Number of sponsors are also growing. When someone comes up ready to donate Rs.10,000, we give them a project costing Rs.50,000. Seeing the changes in GH, they usually agree.Dietary kitchen in GH is unique in Govt. Sector in Kerala. How do you sustain it?Everytime, I saw food trolleys moving along corridors of major private hospitals, I used to think why not such a thing in GH also. We mobilized funds for that. Now all in-patients here get free meals for the whole day every day, as prescribed by the four dieticians. We have to spend Rs.20,000 daily to maintain this. We need support from everyone. What about medical college in GH?I am against such an idea. I envisage more superspeciality services here. Ministry seems to be favouring our suggestion for public private partnership for superspeciality services in GH Ekm. Let us wait and see. His work goes on. The lush green garden in front of General Hospital greets everyone to witness a saga of success and dedication. True, GH Ernakulam is now the most coveted show piece of Health Services Dept.
