Alain Enthoven (member of committee) said the most serious financial issue is the costof post-retirement benefits. Suggests the Town hire an actuarial firm to obtain the

information necessary to make informed decisions about how to manage these costs.Enthoven wants the Finance Committee to make this recommendation to the TownCouncil.

Lewis said the Council has been asking for this information for months and months.Dobbie shut down the conversation because it was not on the agenda for this meeting.

to know when well see the real number of what were spending. The Finance Director

explains that property tax revenue is received from the County Nov-Jan 2012

Jim Dobbie asks the Finance Director to look at his crystal ball and speculate on theamount of revenue the Town will receive. The Finance Director says the Town shouldreceive $439,000 more than the budget forecast.

Greg Conlan asked if that is still the case with pensions and healthcare. The Finance

Director says, yes. Thats because the Town pays as it goes.

The Finance Director says thatsalaries and overtime are the cause, though he needs to investigate why. He suggeststhat the Town needs to incur overtime to provide services. He suggests thats becausethe PD is not completely staffed.

The FinanceDirector says that the master fee study should be done by the end of the year. Thisinformation will allow the Town to charge appropriately. Dobbie says the Town needs toget a handle on this soon.

He observesthat it is understaffed, yet appears to be spending more than their budget. He notes thePD is down 3 to 4 Officers. He thinks the PD should bring in another Officer rather than

spend all that money on overtime. He then brings up the two tier pension system(offered to the Town by the APOA mid contract as noted by Greg Conlon).

The City Manager notes that the Town cannot make the change until the MOU expires.Dobbie says the Town can make the change at the beginning of the year. The CityManager corrects him.

The City Manager said there will be a special joint meeting between the Council andFinance Committee to review the actuarial study. Dobbie said the study will show whatthe liabilities are. He notes the unfunded liability ranges between $12-30 million.
