ANNUAL REPORT TO THE TOWN OF NORTH HAVEN

Message from Senator Chris Rector

Dear Friends and Neighbors:

It is a great honor to represent you in the State Senate. This is my 1st term and this sessionis, without doubt, the most challenging the Legislature has seen in many years.

State revenues have continued to fall far below projected amounts, resulting in yet anothermassive budget shortfall of $483 million to date and we are only into January with 6 moremonths until the fiscal year closes. Unlike last session where we had a massive infusion ofone-time stimulus dollars, this session we can expect little help from the federalgovernment. Augusta must solve the problem on its own. Maine families have been forcedto make tough economic decisions and the time has come for state government to do thesame. My priority is to ensure that spending is reduced appropriately within stategovernment and not simply passed on to municipalities and property owners. In today’seconomic climate it is essential for lawmakers to find ways to reduce expenditures; wesimply cannot ask taxpayers to continue to foot the bill for new spending.

This economic downturn gives lawmakers in Augusta the opportunity and the mandate tolook closely at state government and engage in the responsible budgeting and decision-making process that Maine people want and expect from their elected officials. If we havelearned anything from the economic upheaval, it is that spending unwisely in the good timesonly makes it more difficult to weather the bad times. As difficult as these times are, theyprovide the catalyst to force the tough decisions that will “right-size” state government.

I will continue to seek long-term sustainable change that will position Maine to emerge fromthis downturn, stronger than when it began.

During 2010, the assessors received a number of letters referencing the national decline in real estate values. Although there have been drops in the asking prices on a number of North Haven properties currently on the market, few actual sales have come in under assessed values. As happens annually, a representative of the Maine Revenue Services visited the island in June 2010 and compared actual sales prices of all recent (within two years) arms-length sales transactions with the cor-responding assessed values. North Haven’s valuations were found to be at 87%; in other words, when looking at the actual prices paid the island’s assessments are considered to be 13% below market value. So even though the predominant nationwide trend is depreciating property val-ues, the sales indicate a different tendency on the island. Unless actual sales start coming in below assessed values, there is no justification to change the assessed values. There are currently at least 23 properties for sale on the island, three quar-ters of which are priced above their assessed value. The assessors will be keeping a watchful eye on all sales that occur to see if a shift in island values is indicated. All information that can be gleaned from actual sales will be used to evaluate and, if necessary, adjust North Haven’s assessed values. Some of you will be reading this 2010 Town Report in July or August of 2011. As you flip through its pages, I hope you will take the time to read what the various committee and board chairs have written. It is in their words that you will hear what is distinctive and valuable about this town, this island. For ten months of the year, a coterie of tiny bands derived from a very small population labor to sustain, nurture and enhance the community. Most of them are unpaid, or, if they receive stipends, are paid risibly small sums compared to the work they do. My only reluctance in praising any is that I might overlook some as I list their accomplishments or that I might slight the work and contributions of the seasonal community. The spectrum includes the formal municipal boards and committees, the official 501(c)3 entities, clubs and associations as well as individuals freelancing their contributions.

Other towns have paid planning departments to devote the hours our Planning Board has volunteered in amending the Shoreland Zoning Ordinance. That task, reconcil-ing local needs and conditions to state-mandated requirements, had all the glamour that line-by-line proof-reading and word-by-word debating always bring to their practitioners. And more is to come: these hardy souls are working on updating the Sub-division Ordinance and beyond that on modernizing the Land-Use Ordinance as well.

Long accustomed to their extraordinary dedication and skill, how fortunate are we that we could even think of taking the Emergency Medical Services for granted? Or the Fire Department who coped last year with such professionalism with the first house fire that many of the volunteers had had to face?

The year ended has seen the Recreation Council reinvent itself, gracefully assum-ing leadership for Community Days and the beloved Christmas tree on the Green when the previous volunteers said they were ready to hand the tasks on.

The Solid Waste Committee has discovered a new mission in its advocacy of ‘single stream’ or ‘single sort’ recycling. With minimal encouragement or formal support from the Town, interested residents and Transfer Station staff have come forth with a detailed proposal to add a second compactor to the Station, capable of taking a much broader spectrum of recyclables, none of which need to be pre-sorted, than the Station handles now. The Town’s new partnership with ecomaine, a consortium of municipalities formed to handle solid waste, has facilitated the Committee’s work. The upgrade will be actively considered during 2011 and per-haps even implemented under the aegis of a Special Town Meeting.

My part time window on the world includes a view of the Fitness Center run jointly by the Y and the Town. New collaborations and partnerships have sprung into be-ing with the Center as the core. I am thinking especially of North Haven Care’s sponsorship of a program that brings a group of the island’s older residents into the Center once a week for flexibility and balance exercise. It has been hearten-ing, moreover, to see steady comings and goings of a very diverse group (well, as diverse as North Haven gets!) at the Center. Without wishing for a return of the summer of 2009’s terrible weather, I hope that those comings and goings will in-crease with the arrival of our summer residents in 2011,

Expected to be finished in March of 2011 is the replacement of the storm sewer line. When complete, the project will help drain several properties along upper Main Street where conditions have gradually grown wetter and wetter as a result of the collapse of sections of the storm sewer. The Selectmen and Budget Committee have concurred on letting the Second Bridge project move to a probable 2012-13 construction schedule. The postponement may help assure that we have the right design at the right price.

The relative weight of change and continuity on North Haven has its special island characteristic. Major change is coming with the retirement of long-term School Superintendent, Tom Marx, in June and, a short year later, with the retirement of Principal Barney Hallowell. Extraordinary in their gifts and commitment, both men have created such expectations that the entire community will have to rise to support their successors.

Also making itself felt is the rising tsunami of changing demographics. Both the seasonal and the year round community are getting older. The baby-boomers and their adult children rarely have the leisure of summer-long stays on North Haven. For many, their island idylls are squeezed into weekends and two-week long vaca-tions. Over the last year and a half, perhaps longer, the Selectmen and I (as well as the assessors) have heard the discontent of some who pay the larger share of the bills with the decisions of those who have run up those bills. I offer only observa-tions, no solutions. There are elements among us, perhaps more numerous among the seasonal residents than among the year round, whose vision of change and stability is clouded by nostalgia. The nostalgia has grown on a lattice of experi-ence that was shaped by the beauties of a summer island that often linger in winter memories passed many miles from the Rock. The nine or ten distinctively un-sum-mery months make the summer island a great gift. Without the lives passed and the livings earned in those nine or ten months, there would be no summer island.

PLanninG Board

It has been a busy and productive year for the North Haven Planning Board. After many months of writing, rewriting, and editing, we completed a final version of a Shoreland Zoning Ordinance for North Haven. Once this ordinance is approved by the Town of North Haven and the State of Maine, we will no longer have to worry about state imposed guidelines which do not adequately reflect suitable stan-dards for North Haven. We were very fortunate to have good counsel and advice from Rich Baker who worked for the Dept. of Environmental Protection, State of Maine.

The next large project (still ongoing) has to do with a North Haven Subdivision Ordinance which when completed and approved will then replace North Haven Subdivision Regulations which became effective 12/04/1989. It is our intention that the new ordinance will reflect our best efforts in making sure the town has an ordinance in place designed to fit North Haven and which will provide protection demanded by current town, as well as state, rules and regulations. Mid-coast Re-gional Planning is available for guidance in shaping our work into a workable and applicable document.

While these projects were ongoing we also wrote an Incidental Protrusions amend-ment which has been added to the North Haven Land-Use Ordinance. The Plan-ning Board also reviewed and approved, after holding hearings, two conditional use permits which allows the property owners to maintain businesses on their prop-erties.

We look forward to another major undertaking which will involve using the 2008 Comprehensive Plan as a tool with which we will bring the North Haven Land-Use Ordinance up to date. We try to avoid piece-meal amendments but since 10/09/1996, local planning boards have had to write a few. Land-use ideas change over time so in using the Comprehensive Plan as a directive for the ordinance we hope the rewritten ordinance will more accurately reflect changing attitudes, per-spectives and Comprehensive Plan goals for the Town’s future.

The selectmen and planning board will be studying the permit fees and fines struc-ture, currently allowed under the ordinance, which has not been changed since the Land-Use Ordinance was adopted. The Maine Islands Coalition (MIC) was officially formed in March of 2004 to represent and advocate for the concerns and interests of the fourteen year-round Maine Coast Island communities. Each Island’s municipal governing body or pri-mary civic organization sends an elected or appointed representative to the quar-terly meetings in Rockland.

At each four-hour meeting we address a keynote topic, usually vetted in a panel format, as well as ensuring time slots for other year-round island issues either of the moment or of on-going concern. We have been fortunate to have island-district state legislators attend each meeting and have been successful in securing well-versed in-state panelists from each topical area.

At our first quarterly 2010 meeting in March, our Keynote Topic was off-shore wind power. Our guest panelist was George LaPointe, Maine’s Commissioner of Marine Resources; he spoke to fishermen’s interests in siting ocean wind power infrastructure. And while there, he joined House Speaker Hannah Pingree (from North Haven) in talking to a range of lobstering issues.

In June, our focus was completely on the Island schools. While each year-round island’s representative updated the Coalition on their particular school, there were in depth presentations on the Islesboro School, which daily imports students from the mainland, and (by Skype) from Monhegan, where there were only two students but major community support.

In August we discussed strategies for reaching out to and cultivating relationships with the legislative candidates contesting seats in the November elections. Two legislators who have attended most of our MIC meetings since our formation, Hannah Pingree and Dennis Damon, have held very high leadership posts in the legislature and been very influential on behalf of the islands - but are term-limited out. We hope to be able to identify new leadership in Augusta which will listen to islanders’ issues and concerns and address them!

In November, we acknowledged the four newly elected legislators (out of thir-teen) who represent the year round islands and focused directly on strategies for developing working relationships with them for the long-term benefit of our com-munities.

Last March we welcomed Bill Trevaskis to the Select Board. He has been a quick study, very dedicated to the Town and a real addition to the Board. As with the rest of the Board and Town Administrator, thoughtfulness and a willingness to problem solve with an open mind have been invaluable.

This year has been one with plenty of challenges.

The Ferry System has, for the moment, not been one of them. However, the DOT’s Five Year Plan is still out there with its cost saving strategies, none of which are beneficial to the islands. We need to keep in mind that we have lost, to term limits, a very strong advocate for all the islands in Representative Hannah Pingree. With the landscape in Augusta having changed dramatically, when the next island issue emerges, as no doubt it will, all the islands will need to work together perhaps as never before.

The Second Bridge replacement, a complicated and costly project, has been on the front burner for much of the last year. The Board has endeavored to find the most cost-efficient outcome, both in the near term and long term. We want to have a long lasting bridge which may mean spending somewhat more initially, but our grandchildren and great grandchildren (perhaps great, great grandchildren?) will appreciate the forethought. We can be thankful that a significant savings will be realized through the generosity of the Lamont and the Kiley families. They have agreed to a temporary dirt access road to Norton’s Point being built over their re-spective properties which will allow the project to move ahead by first removing the old bridge and then building the new one on the same footprint. Without the temporary access, we would have to build the new bridge next to the old one, at greatly increased cost, and then tear out the old bridge. In addition to the added cost in dollars would be the loss of a sizable portion of Izzy’s Beach to accommo-date the new “footprint”.

In mid-February the Board recommended that we postpone the start of construc-tion on Second Bridge until next year, partly due to State funding constraints which would have required the Town to “up-front” further design money. We didn’t want to further burden the budget and taxpayers with that added cost and we also wanted to be sure we weren’t hurrying to try to make something happen too quickly and end up with a bridge which wouldn’t best suit our needs.

The Water Department and the Sewer Department have had their ongoing issues. In both cases remediations are under way. Glen Marquis, our water superinten-dent, after careful analysis of the water’s “off color” and with input from our main-land advisors and engineers, has determined that the ozone treatment is not doing its job. He is in the process of replacing the system with an updated version- a big job- and expects that the water color will slowly improve. Harold Cooper and Scott Higgins, the sewer superintendents, have been working on reducing the excessive flows experienced at the treatment plant during heavy rains. Currently they are sys-tematically checking for cellar drains which may still be connected to the sanitary sewer. We have been put on notice that if we are unable to reduce these overages, which place us in violation of our licensed capacity, we will be looking at a very expensive replacement of the treatment plant, sooner rather than later.

A common theme in our decisions as a Board is not only to only carry out the wishes of the Town, as voted in Town meeting, but to do so in a way which keeps an eye on the budget. We know the Town has needs which must be met, but how we meet them can determine to what degree the budget and, of course, taxes are affected. One example of how the Town saves money is by having both the water and sewer billing, testing reports, dealing with the DEP and PUC, etc. done in-house rather than having it done off island. There is an efficiency of service which can only be achieved with face-to-face interactions. This self-sufficiency has the added benefit of keeping work on the island.

We are blessed with an unusually skilled and dedicated office staff. From Treasur-er Joette Adams, Tax Collector Janice Hopkins, Assessors’ Agent Tammy Brown, Town Clerk Alicia Brown to, last but not least, Town Administrator Joe Stone, we can be sure that the Town is being looked after with care and diligence.

To the North Haven Community

I would like to share our 2010 activities with the citizens of North Haven. The year started out with swimming lessons for the younger island children. The kids braved the cold and boarded the ferry to the Rockland YMCA pool facility. This program allows our kids to stay physically fit, learn to swim and just have lots of fun. This program was administered by former Council members Mickey Camp-bell and Colleen Maker.

Island Clean-up Day was headed by Council member Jessie Davisson. We were blessed with a gorgeous spring day and had more than forty members of the com-munity participate, collecting enough trash to fill over eight pickup trucks and more than two thousand cans and bottles. To add a little enticement to the day Jes-sie and Amelia placed painted red cans along the roadside where clean-up would take place. These cans contained prizes donated by North Haven Grocery and Waterman’s Community Center. Some were more interested in finding the red can than the roadside trash. I can’t say that I blame them. We followed up the day with a picnic at the ballfield. Pictures were taken throughout the day and displayed at Waterman’s. Despite the dirty job it was a day full of satisfaction, community pride and full of laughter.

The Council assisted with the maintenance of the children’s playground by adding sand and wood chips as well as some minor repairs to the playground set.

Recreational Scholarships were awarded to twelve children. They were used for basketball camp, soccer camp and Waterman’s camp programs. The scholarships had traditionally been for sports only. After many discussions, however, the com-mittee agreed to support other recreational activities. Later in the year, we were able to assist with the ballet classes organized by Tess Haskell and with financial help for the cost of the ballet teacher. This wonderful program had thirteen future dancers participate.

On the Fourth of July the traditional fun run and games were held at Mullins Head. This event was organized by Council member Ken Jones. If you have not attended this day it is filled with such games as a potato sack race, a fruit pass, a three-legged race, softball throw, tug of war and water balloon toss and, of course, the run. More than thirty runners signed up, ranging from 8 years old to 88 years old and all in between. It was a beautiful, hot and sunny summer day. Gallons and gallons of water were consumed, and then more water.

The community’s long standing “Community Days” weekend needed new leader-ship in 2010 after Kathy and Dave Macy decided it was time to hand the baton on. The Rec Council unanimously took it on. This event is always well attended by all community members. We organized the parade (some said “the best ever”) thanks to many talented and spirit-filled citizens. We brought back some of the games such as the lobster crate races, and blindfold rowboat races and, of course, took on the tradition of the codfish relay. They were well organized by committee member Ryan Lantagne. Two other Council members, Cecily Pingree and Jacq Curtis, were hoping to revive a community dance. Although the dance was not in our bud-get we were able to tap into the old “dance fund” from the days of the community building dances. Reviving that tradition brought back a lot of fun memories and hearty laughs. Jacq and Cecily put on the best dance in the village square, and of course our very own “Toughcats” entertained us throughout the evening. Sweet!

We were hoping to sponsor a fall event but fell flat. Oh well, there is always 2011.

We ended the year by having our very own “national” Christmas tree, thanks to Sally Robbins and Phil DesLauriers. They needed to remove a big old tree which Sally said “would make a great Christmas tree.” So we took on the challenge. This tree was at least thirty feet tall, had a beautiful shape and it was a balsam fir. It deserved one last peaceful memory and that it got, while providing us with many Christmas cheers, smiles and joy. In the end, the tree was trimmed to twenty feet; it took four people to load it on the long trailer and needed a huge wooden stand and four hundred pounds of weight and guy wires to anchor it down. It had a big white star that almost looked like a starfish, many, many strands of lights big and small, lobster traps and buoys at its base. The tree also needed attention through-out its display. Lights went out (it needed bigger fuses); it tipped over from the many strong winds and needed re-anchoring. It took lots of community members to give it the tender care that it needed.

But isn’t that what we are all about?

I extend a BIG “Thank You” to all. I would also like to give a special “Thank You” to all of my family members: Kenny & Catherine, Doug, Grayson, Mom and Dad, who always support me in all of my endeavors and never say “no”.

Fire deParTmenT 2010 rePorT

The Department responded to thirteen emergency calls during 2010. Incidents in-cluded: one chimney fire, two downed power-lines, three medical assists, a build-ing fire, one vehicle accident, one vehicle fire, one out-of-control grass fire, one carbon monoxide investigation and calls to three downtown businesses: a smoke investigation at Waterman’s Community Center caused by a faulty electrical cord, an exhaust fan at Nebo activating a false alarm and a smoke investigation caused by spontaneous combustion at The Coal Wharf.

In January, Capt. Higgins conducted MBLS required refresher training for all vol-unteers for Bloodborne Pathogen Awareness and Fire Extinguisher operation. Also in January, a LifeFlight Landing Zone training course was offered by LifeFlight employee Steve Babin. The class covered LifeFlight services and capabilities, flight activation, landing zone establishment, aircraft communication, and patient preparation and transportation. In February NHFD SCBA-team members, under Capt. Higgins’ direction, reviewed the written Respiratory Protection Plan and received facemask fit-testing using the OSHA-approved Bitrex Qualitative Test Kit & Protocol. In April, annual Hazmat Awareness Level and Public Safety Traf-fic Flagger training was conducted by Tom Johnston at Waterman’s Community Center. Volunteer Marshal Ames traveled to Central Maine Fire Attack School in Waterville in October and completed the Jones & Bartlett’s Firefighter1 Block 1 course. In-house training and equipment maintenance continued throughout the year during monthly meetings.

In August, the Department along with NH EMS and LifeFlight crews staged a com-munity awareness demonstration of how a critical medical evacuation takes place. Attendees were treated to a BBQ lunch and tours of the LifeFlight helicopter.

Fall activities included the annual Fire Prevention Week trip to the Community School and chimney cleaning services. The new E-One Pumper made its annual trip to Greenwood in Brunswick for yearly maintenance. Required pump testing and SCBA maintenance were completed on island.

Equipment updates included the purchases of two new Scot-composite air tanks, three LED flashlights and five flashing Beacon lights for securing a LifeFlight landing zone, two Kenwood portable radios and new hoods for the SCBA team.

North Haven EMS provides for the emergency medical needs of the island on a 24/7 basis. The crew currently consists of eight Emergency Medical Technicians and four First Responders licensed by Maine EMS, as well as a two drivers certi-fied in CPR and Emergency Vehicle Operation. We are an all-volunteer crew, and we typically staff the ambulance with a team of three responders. The service is currently licensed at the EMT-Basic level, and is permitted to the EMT-Intermedi-ate level.

In 2010, North Haven’s Emergency Medical Services crew responded to thirty-three calls. Among these calls were eight cardiac calls, three neurological calls, and ten trauma calls (including three motor vehicle accidents). Patients were trans-ported by fixed wing aircraft, helicopter, ferry boat, Coast Guard boat, and private boat. North Haven’s EMS crew was called out to help people who had been in-jured on boats, who had become sick on schooners, and who had become sick or injured themselves at home.

Delivering emergency medical care to patients in a remote setting is often logisti-cally challenging. From the island, transports of more than an hour are not unusual, and always entail a series of responses from cooperating agencies. In each case, however, the flow of the call is essentially the same: we assess the patient, treat and stabilize injuries, then transport the patient if necessary.

In cases where the patient is stable, we typically transport via Penobscot Island Air’s fixed wing aircraft to Knox County Regional Airport in Owl’s Head, where we meet a ground ambulance from South Thomaston or Rockland for transport to Pen Bay Medical Center. For critical cases, we call a LifeFlight helicopter from Bangor or Lewiston. LifeFlight crews can deliver advanced care while en route to a regional trauma or burn center (Bangor, Lewiston, Portland, or Boston).

If it is foggy, rainy, or if the visibility ceiling is too low to fly by plane or helicopter, we transport in the ambulance, aboard the ferry, to Pen Bay Medical Center. On those occasions when medical emergencies occur in remote locations, or at times when ferry transport is unfeasible, we call on a private boat or the Coast Guard to provide the most expedient, safe transportation for patient and crew. When a patient is transported to Penobscot Bay Medical Center in Rockland--whether by plane, ferry, or otherwise-- they are accompanied by at least one EMT; in some cases the island Nurse Practitioner may go. Each of these options has different costs and benefits: the dollar cost of outside resources like Penobscot Island Air or LifeFlight; the medical costs and benefits of basic vs. advanced care; and the consequences of expedient vs. delayed transport. Transport decisions are made by the crew-member-in-charge based on a consideration of all relevant factors.

There are always many hands involved in the care and transportation of sick and injured patients. Among these, several stand out: Kevin Waters and the pilots from Penobscot Island Air, Captains John Burke and Billy Dickey and the crews of the Neal Burgess, and LifeFlight’s nurses, paramedics, and pilots. All are critical members of the extended North Haven EMS team.

There were several important events and transitions this year that should be noted here:

In January, we hosted a Wilderness First Responder (WFR) course. From this group of students, two went on to complete Wilderness EMT (WEMT) certifica-tion (over 120 hours of training) and were licensed as EMT’s: April Brown and Amilia Campbell. April is on island most of the year; Amilia is in college but serves in the summer and while on school breaks. Both are skilled, positive, and compassionate practitioners. They are welcome additions to our crew.

In June, Julie Brown moved off island. Julie served on North Haven’s EMS crew for over 20 years, many of these as the crew chief. She crossed the bay hundreds of times while taking care of friends and neighbors in need. She is competent and skilled, and her presence has already been deeply missed. Thank you, Julie, for all that you have done over the years!

On the training front, this has been a busy year. In addition to WFR and WEMT training, this year our crew has undergone ice rescue training and LifeFlight ground safety training. We have run near-drowning scenarios and rescue process scenarios. Further, in an effort to improve the safety of our EMT’s who transport patients over the water, these crew members have received training in underwater escape procedures.

We are always happy to welcome new members. We welcome them in whatever capacity they are able to serve: as drivers, as First Responders, and as EMT’s. We will be hosting a First Responder course in April to train new crew. Contact me or any of the crew members on our roster if you are interested in joining our team.
