THE BEGINNING

To better understand the needs of the community related to child care supports and options, the Town

of Pincher Creek engaged in a partnership to gather information, review existing child care options and

explore space possibilities. This strategy is reinforced with localized research that identified only 50% of

children in Pincher Creek and area are entering school (kindergarten) growing appropriately in all

developmental domains. (ECMAP, 2014) In addition, this research is reinforced by the Alberta

Benchmark Survey results that identified “Over 85% of respondents agreed that child care providers

have as much influence on child development as elementary school teachers and should be trained. It

also identified that approximately 60% of respondents indicated that the responsibility for children is

both a family and a social responsibility.” (2013).

The most recent strategic plan for the Town of Pincher Creek aims to address economic development,

sustainability as well as community and social needs. The following information will provide a snapshot

of the current influences that have a direct bearing on the council’s ability to make informed decisions

related to the community’s need for quality and affordable child care which is directly related to

building strong thriving community.

GATHERING DATA

The Town of Picher Creek secured the services of Motivention to provide the residents of Pincher Creek

and area a chance to express their views, concerns and opportunities related to child care needs in the

community.

Three different on-line surveys were created to help build a broad understanding of perspective related

to the child care needs in the community.

1. General Survey – targeted all residents 2. Child Care Professional Survey – targeted community members that work directly in child care

(licensed and unlicensed caregivers were sent the survey) 3. Employer Survey – targeted local business to share their experiences related to child care needs

within the community (majority of responses came for phone interviews)

The methods used to gather information from the community included Online/Facebook, Online/Email,

Interview, Public Meetings and Self-Selected Interviews.

Above numbers are projections based on Children’s World Daycare St. Michael’s location and Town Hall Location.

Using the declining population numbers and the current number of children currently in daycare the calculations show a drop in children

requiring daycare. However, there are children utilizing private day homes in the Pincher Creek area that may change to the new location thus

stabilizing the number.

Right now, the model that we created makes some assumptions, mostly assuming consistent breakdown of demographics in the Town. For example, assuming the "share" of the population between 0-4 is always consistent, assuming the "share" of those that use care and assuming the breakdown of ages in the 0-4 year old category remains consistent in the more specific age groups. The model allows manual entry if these assumptions do not seem to hold true and/or if the user has specific numbers (vs. estimates and projections).

is 3 square metres. Before and after school care require 2.5 square metres per child. Below

Utility/Mudroom off foyer with hangers for each child, space for boots shoes, drawers

or baskets for mittens, hats etc. By creating a mudroom with built in storage, it would

eliminate the cubby’s shown on the equipment list.

Main Office located off the foyer with filing cabinets, desk and storage.

Large foyer with front desk for parent pickup and drop off (bottlenecked space during

busy times). This space will be used for the Office Manager as shown on the

organizational chart.

Powder rooms large enough for wheelchair access as well change table

Half walls to divide off play spaces between the children of different age groups

Motivention can work with home builders to design the layout and flow that the house would

function the best with. Below are some questions that need to be considered in the new space:

Will the new daycare be responsible for feeding the children? If yes, then the kitchen

and panty should stay the size listed. If no, those 2 spaces could be reduced.

The equipment lists as well as the sample layouts show having individual spaces for each age group. Due to the space being utilized for multiple age groups you can create one space that will cater to each group. For example: The mudroom with built-in cubby’s for shoes, coats, mitts etc. would eliminate having cubby’s in the room.

The Government of Alberta has created a variety of different incentives to assist in hiring Child Care

Workers in Alberta.

A high school student with no experience in the child care field may be eligible for a $2500.00

scholarship based on successfully completing courses through Career and Technologies Studies. Below

LEVELS OF CHILD CARE CERTIFICATION

A Child Development Assistant (formerly Level 1) Certificate is issued when a person has:

Completed the Child Care Orientation Course (Alberta Government sponsored course); or

Completed CCS 3110, 3120, 3130, 3140, and 3150 offered through Alberta high schools; or

Completed a 45-hour (3 credit) college/university-level course related to child development; or

Completed the Step Ahead Family Day Home Training or Family Child Care Training Program

through an approved Alberta Family Day Home Agency registered with the Alberta Family Child

Care Association.

A Child Development Worker (formerly Level 2) Certificate is issued when a person has:

Completed a one-year Early Learning and Child Care certificate program offered by an Alberta

public college or university, or has completed an equivalent level of training (refer to the

Equivalencies Charts on the following pages or on the website at

www.humanservices.alberta.ca/certification); OR • successfully completed the Life Experience

Equivalency Process (LEEP).

A Child Development Supervisor (formerly Level 3) Certificate is issued when a person has:

Completed a two-year Early Learning and Child Care diploma program offered by an Alberta

public college, or has completed an equivalent level of training (refer to the Equivalencies

Charts on the following pages or on the website at
