1.3 Partners and Supporters

The TPAC concept was commissioned by the Townsville Community Music Centre in November 2014. The Centre has unexpended commercial sponsorship funds available and this was seen as an excellent use for the money and the TPAC concept an excellent project for 2015 – the Centre’s 30th birthday. The concept however is strongly supported by the performing arts community. Strong financial support from North Queensland Ensembles – the Barrier Reef Orchestra, The Townsville Eisteddfod and The Australian Concerto and Vocal Competition has been received. These are partner organisations in the commissioning of this conceptual proposal. Many organisations and individuals have indicated support and these will be listed on the TPAC website.

1.4 Intent

The purpose of this project is to produce detailed conceptual plans and costings for a Townsville Performing Arts Centre in order to bring clarity, leadership and vision to solving Townsville’s performing arts deficiencies. This concept is intended to provoke discussion and constructive criticism, to facilitate consultation with both the arts and the wider community. It is also intended to convince potential commercial sponsors and all levels of government of the best approach to addressing Townsville’s performing arts needs.

1.5 Revision A

Following lengthy consultation, the plans have been revised as follows: Includes fully developed Amphitheatre. Add 200 seat balcony to Concert Hall taking capacity to 800. Add a second Green Room at rear. Add commercial kitchen above Foyer Long Bar.

2.0 PROJECT OUTLINE

2.1 City Context: Drawing Sheet 1

The City Context Plan shows the proposed project with a aerial view of the environs of the project for approximately a 500 metre radius. Note that the old railway workshop site (a potential visual arts precinct) is located just north of the TPAC on the opposite bank of Ross Creek.

2.2 Site Plan: Drawing Sheet 2

Shows the floor plan of TPAC with the external site layout including the following features: 2.2.1 Car parking for a total of 730 cars and 8 coaches on the western side. 2.2.2 200 parking bays are proposed to be bitumenised and 550 bays stabilised grassing. 2.2.3 The addition of two entry/exit points from Boundary Street (two existing entry/exits retained). 2.2.4 A 60 metre long “drop off” lane at the main forecourt. 2.2.5 Disabled parking (adjacent to the Concert Hall forecourt). 2.2.6 Bus/coach set down and taxi rank (adjacent to the Civic forecourt).

2.3 Ground Floor Plan: Drawing Sheet 3

Shows the overall layout of TPAC’s ground floor. In summary the layout proposed has the following main features: 2.3.1 The existing Civic Theatre is retained unchanged except that the toilets are increased and

the existing bar becomes a box office 2.3.2 The existing Civic extension building is modified to relocate workshop and storage to the

present “C2” space and install a 200 seat theatre in the present workshop area. The small Theatre auditorium is accessed from the Civic lobby.

2.3.3 Increases the administration offices 2.3.4 A new large foyer space is added with an enclosed air conditioned promenade. 2.3.5 A bar and kitchen services both the foyer and promenade. 2.3.6 The foyer has a stage and can be a separate space with concertina dividing walls. 2.3.7 A new 800 seat concert hall is added with additional toilets and back stage facilities. 2.3.8 An outdoor stage is located on the northern corner of the Concert Hall with a 2,000

capacity amphitheatre. 2.3.9 All back of house facilities interconnect and service all performance venues. (Drawing sheets 4 to 12 provide ground floor and first floor plans with greater detail).

2.6.4 Promenade

6.4.1 The Promenade connects the Civic and Concert Hall lobbies and is a seamless part of the foyer when the retractable doors are withdrawn.

6.4.2 Parts of both the foyer and the promenade might be used for drinking or dining according to demand.

6.4.3 Front doors connect the promenade to the Porte Cochere. 6.4.4 The outer “wall” of the promenade is 2m wide rotatable louver panels. These may be closed

and locked to form a solid wall, may have the louvers opened or closed for light, sight or ventilation purposes or may be swung open on the central pivot to allow free movement of air or patrons. The Promenade may alternatively be closed up and air conditioned.

2.6.5 Grand Verandah

A covered verandah wraps around the building from the front of the Concert Hall to the Box Office in front of the Civic Theatre. This extends outwards as a Porte Conchere to provide roof cover to part of the drop off zone.

2.7 Amphitheatre Ground Floor: Drawing Sheet 7

An RC crescent shaped retaining wall holds the embankment of the 2000 capacity open air Amphitheatre. General access via turnstyle gates from the covered Grand Verandah leading along a passage to the level Moshpit area in front of Amphitheatre Stage (sharing Concert Hall back-of-house). A public Lobby with Refreshment Bar and toilets facilities lies beneath Banked Slope with flanking stairs eitherside to access the Upper Banked Slope from Ground Floor.

2.8 Existing Civic Theatre 1st Floor: Drawing Sheet 8

2.8.1 Existing unchanged except for modifications to north western corner where the Civic and Concert Hall adjoin.

2.9 Existing Civic Theatre Extension with Modification 1st Floor: Drawing Sheet 9

2.9.1 Shows the upper mezzanine floor of the workshop area (this is twice the area of the existing “C2” mezzanine)

2.9.2 Shows the first floor connecting corridor between the workshop and office areas and the small theatre sound and light booth.

2.9.3 1st floor new office space is located north of the lift.

Foyer

2.10.4 Shows first floor kitchen and the sound and light booth above the bar and kitchen. 2.10.5 The existing balcony shown is at first floor level and projects into the foyer.

Consisting mainly of the Upper Banked Amphitheatre with a centrally located Audio/Sound Booth.

2.4 Existing Civic Theatre Ground Floor with Modifications: Drawing Sheet 4

2.4.1 The sound lock entries at the rear of the stage are relocated to within the stage area to open up the corridor.

2.4.2 A second large access door is added to the rear wall of the stage allowing large item movement from the concert hall back of house area to the Civic stage.

2.4.3 The existing public toilets are modified and extended increasing the ladies toilets to 12 cubicles and adding six unisex toilets accessed from the lobby, two of these would be designated “disabled” but all are disabled compliant.

2.4.4 The existing bar is converted into a box office and also includes a tea and coffee bar facility.

2.4.5 A new Green Room is added at the rear of the building.

2.5 Existing Extension Ground Floor with Modifications: Drawing Sheet 5

2.5.1 The existing rehearsal space (C2) becomes workshop and storage space which absorbs the existing foyer and entry area.

2.5.2 Workshop loading bay added, existing C2 toilets become workshop toilets. 2.5.3 Existing two dressing rooms extended. 2.5.4 200 seat auditorium added. 2.5.5 Stage has two sound lock entries and a large item entry with hydraulic floor lift. 2.5.6 Seating is envisaged to be retractable allowing flat floor use of the venue. 2.5.7 Large cupboards on the northern and southern walls for furniture storage. 2.5.8 Doors on eastern wall are emergency exits only. 2.5.9 Entry to theatre from Civic lobby via existing corridor to Civic Door 2. 2.5.10 Existing public toilets extended to provide a six cubicle ladies and a two cubicle plus urinal

gents and one parent/disabled toilet. Existing staff toilets are retained. 2.5.11 Existing atrium (behind the lift) redeveloped into new office space. 2.5.12 Existing box office becomes administration reception.

2.6 Concert Hall and Foyer Ground Floor: Drawing Sheet 6

2.6.1 Concert Hall

6.1.1 The Concert Hall has an 800 seat auditorium (stalls – 600 seat, balcony – 200 seat) with three patron entry doors on the southern side, the three doors on the northern side are intended to be emergency exits only but could also be used for patron admission.

6.1.2 The Concert Hall stage is approximately 20m x 17m and has nine doors one of which is a high wide entry for large items.

6.1.3 The backstage dressing rooms to the north and south of the stage are notionally for the Concert Hall use and the ones to the east shared with the Civic Stage, however in practice any dressing rooms are accessible to all of the Centre’s stages depending on demand.

6.1.4 There are six unisex toilet cubicles in the Concert Hall lobby, two are designated “disabled” but all are disabled compliant.

6.1.5 The Concert Hall lobby connects with the promenade, the foyer and the covered front verandah.

6.1.6 A lift on the southern side of the Concert Hall services the first and second floor.

2.6.2 Foyer

6.2.1 The Foyer (shown in dark green) can be open to the promenade or become a separate venue by drawing retractable doors across and using entry doors on the Civic or Concert Hall sides for admission. The Foyer could dine 500 or accommodate 1000 in a stand up function.

6.2.2 Storage cupboards for furniture are located on northern and eastern walls. 6.2.3 The Foyer stage has wide door access to back-of–house. 6.2.4 A new piano room is located behind the foyer stage. 6.2.5 The Green Room shown is the existing Civic Theatre Green Room retained. 6.2.6 The Foyer has a stepped roof which allows for natural ventilation and light to be available

depending on weather and time of day. It can also be air conditioned. 6.2.7 The intent is that the foyer and Concert Hall can also potentially be used jointly as a single

venue for conference events. 2.6.3 Bar and Kitchen 6.3.1 The bar and kitchen services both the foyer and the promenade. The bar has 10m length

for service on the foyer side and 16m length on the promenade side with a central cold room and cabinets.
