1. 世界貿易組織（ WTO ）的前身─關稅與貿易總協定 (GATT) 在烏拉圭回合談判時，將動植物衛生檢疫 (SPS) 問題納入農業談判之重要議題。
2. 『食品衛生檢驗與動植物檢疫措施協定』的英文全名為 Agreement on the Application of Sanitary and Phytosanitary Measures ，簡稱 WTO/SPS 協定。
3. 在 WTO/SPS 協定中指出，只要有可能涉及病蟲害之產品，不論係動物或植物本身、動植物產品、或其他食品，且不論屬於關稅分類之任一章節，均應適用 WTO /SPS 協定。

WTO/SPS協定的基本原則
1. 允許成員國制訂本國的標準，但必須以科學為基礎；
2. 鼓勵各成員國採用現有的國際標準，指導原則和建議，若有科學理由，可採用更高標準的技術措施；
3. 允許各成員使用不同的標準和檢驗產品的方法；
4. WTO 認可的國際組織及其所制訂的國際標準： 聯合國糧農組織 / 世界衛生組織（ FAO/WHO ）食
品法典委員會 (CAC) ：對於食品的標準。
國際獸疫組織：對於動物健康標準。
聯合國糧農組織國際植物保護公約祕書處：對於植物保護標準。
