FOREWORD

This is the 3rd edition of the Track Record of Gender Mainstreaming in Cameroon Public Administrations. Its publication is guided by the same concern as the previous editions which were published in 2016, that is, to inform the public opinion on the level of implementation of Cameroon’s commitment regarding global objectives, especially concerning gender equality in decision making positions and the management of public life. As a reminder, the 4th United Nations Conference on Women, held in Beijing, in 1995, highlighted the link between development and gender equality. The platform for action which resulted from this historical meeting committed states to achieve a minimum of 30% of women’s representation in all domains of public life. Since 2015 which is considered as the year of women’s empowerment, the global objectives go beyond the set quotas, thus fixing the target at 50%.The United Nations’ initiative set forth by the UN-Women, initiative known as “Planet 50-50: step up gender equality” perfectly translates this. Still in 2015, the African Union adopted its 2063 vision whose perspectives and operational frameworks equally target the 50% quota of female representation in all sectors of development. The 2063 African Union Vision thus integrates the guidelines and options of the African Union Gender Policy adopted in 2008, as well as the spirit and letter of the African Union Declaration of Heads of State and Government on gender equality, adopted in Brazzaville in 2004. Since 2016, Cameroon has been publishing a Gender Track Record to measure the progress made so far towards this objective. This is the second time that UNESCO is supporting the Government in this initiative that falls in line with the prospects of (i) monitoring our country’s international commitments as well as the Head of State’s prescriptions in the domain and (ii) advocating towards the reduction of gaps that continue to exist between men and women concerning public responsibilities. We wish to seize this opportunity to salute the continuous interest of UNESCO’s National Committee concerning this file, and all its support, notably within the framework of its 2015-2016 and 2016-2017 participative programmes. This is also an opportunity to thank all the administrations for putting reliable information at our disposal and without which the set objective could not have been envisaged. This edition is somehow unique because it targets a non-negligible portion of public and semi-public organisations. A significant number however, since the available resources could not permit us to cover all areas of activity, despite our wish to do so. It goes without saying that the structures which have been left out will be targeted in the future, because our approach is sequential and progressive. The data herein contained were collected from the administrations which took part in the different workshops dedicated to this work. The list of representatives is attached in the annex.

Our wish is that this work should serve as a mirror where all administrations can reflect themselves before undertaking corrective and innovative actions, if need be. The emergence we are inexorably heading to entails taking into account the exigencies of a qualitative, quantitative, egalitarian and equitable representation of men and women in the life of the nation, there by standing in line with the policy to promote and protect women’s fundamental rights, advocated by the Head of State, and with the Sustainable Development Goals.

The sex disaggregated statistics provided in this edition give information on the occupation of posts of responsibility by women and men within public administrations for the year 2017.The first and second editions targeted ministerial departments exclusively. This edition is innovative. It includes data from the Senate, the National Assembly, the Prime Minister’s Office, the Ministry of Defense and certain Public Administrative Establishments (EPA). Heads of Ministerial Departments and other Members of Government such as Minister Delegates, Secretaries of State, top the list of Officials targeted in this edition. This is an innovation that brings an added value compared to the previous editions. It equally deals with information concerning the Ministers’ collaborators, from the Secretary Generals to Service Heads in the Central Administration, and from Regional Delegates to Divisional Delegates, for Decentralized services. Finally, the survey targets Chairpersons of Board of Directors and General Managers of Corporations, as well as their collaborators. This edition has specific information that the previous ones did not have. METHODOLOGY The data published were collected and validated by the various administrations. Teams from the Ministry of Women’s Empowerment and the Family were deployed in various services to collect the data. A summary data base has been constituted, thanks to these primary data. Prior to these missions, tools for data collection, notably a questionnaire and an interview guide were formulated and validated within the framework of a workshop that took place to this effect on 2nd March 2017.UNESCO was represented in the workshop. The primary data were examined in the presence of representatives of the targeted administrations during three workshops that were held respectively on:

- 15th March 2017;

- 28th March 2017; - 25th April 2017.

During these workshops, the various administrations were reviewed one after another, each representative spoke and presented the situation of his/her institution, made corrections on the points and aspects when required. The final document clearly shows that the information produced came from the Departments in charge of human resource management. This information was supplemented and triangulated through the reading of texts of appointment (Decrees, Orders, Decisions, Service notes) from the various administrations. A total of 35 Ministries, 23 Public Administrative Establishments (EPA), the Senate, the National Assembly and the Prime Minister’s office were concerned. The gap between men and women can be illustrated through a simple calculation of percentages according to the formula n /N x 100, "n" being the number of women by level of position and "N" the total number of persons promoted by level of position. Female representation is expressed through percentages.

Apart from the Ministry of Finance, where the putting in place of the organizational chart is underway, and where a new gender focal point was designated not long ago, the survey covered 35 ministerial departments. ISSUE AND OBJECTIVE OF THE SURVEY Cameroon has taken important commitments regarding gender equality, notably in the domain of participation in public life and decision making. We deemed it necessary to recall some of the conventions and declarations containing these relevant commitments: “State parties shall condemn all forms of discrimination against women, convene to pursue by all appropriate means and without delay a policy geared towards the elimination of discrimination against women" (Convention on the Elimination of all Forms of Discrimination Against Women (CEDAW, article 2). "Let us adopt a gender policy for the ECCAS and thus commit /…/ to implement international and regional instruments relating to gender equality and the integration of the gender perspectives in development policies and programmes", (Declaration of the Heads of State and Governments of the ECCAS on gender equality , 27 January 2001, sub-section A)1 "Make sure that current and future instruments /.../ deal appropriately with the issues of gender equality and equity /.../. The Pan African Institute of Parliamentarians shall conduct consultation and reflection groups and also create platforms for consultation to speed up and advance the equal representation of men and women, which was a 50/50 parity between men and women in politics, at the Parliament, in decision making..." (African Union Gender Policy, Commitment I (2)). "Every citizen has the right to freely participate in the management of his/her country’s public affairs... Every citizen also has the right to have access to the public service of his/her country" (African Charter on Human and People’s Rights, article 13 (1 and2). "Under my impetus, women’s participation in decision making processes has been considerably improved. We shall move on gradually at the political, administrative and professional levels (Yaounde, 19 September 2011, H.E Paul BIYA, President of the Republic). How has this political will been translated into concrete action within the administrations? The national evaluation of the implementation of the 12 critical areas of the Beijing Platform for action which has culminated during the 59th Session of the United Nations Commission on Women’s Status in March 2015, obviously provides a global response to this question. It is nevertheless necessary to continue with this monitoring exercise by shedding light particularly on the contribution of sectors and administrations. Specific community based tools and instruments for the monitoring of the progress occurring within the gender mainstreaming process are therefore needed.

This is the purpose of the Gender mainstreaming track record. It provides information on women’s share regarding decision making positions within administrations, with the perspective of an optimal and equitable integration of this category of State workers. IV - IMPORTANCE OF THE SURVEY The Gender mainstreaming track record is among the tools used by the Government to reinforce its advocacy strategies for inclusive governance and for the elimination of discrimination against women in the public sphere. It has been conceived to act as the mirror for administrations and to create more awareness and interest about issues relating to women’s participation in citizenship and promotion of equal chances for both men and women in the nation’s life. Such tools are indispensable for an efficient monitoring of pro gender equality policies and initiatives and the occupation geared towards the targets of the Sustainable Development Goals (SDGs) in Cameroon and beyond.

V - SHORTCOMINGS OF THE SURVEY One of the shortcomings of this survey is that it is not based on a comparative and similar study on the career profiles and situation of female and male staff, and that may lead to justify the gender gaps in relation with a well acquainted but not yet verified hypothesis, which is the insufficient number of qualitative female human resource. Truly speaking, more time, more human and financial resources were needed for this ground work survey. The future editions intend to be more exhaustive, provided the various administrations decide to meet the challenge of producing updated disaggregated data. In addition, this research has omitted some positions, namely those of Bureau Heads among ministries that would have overcrowded this issue of the Gender track record. These decision making spheres are among the main areas that still need to be explored, especially as this project will be executed gradually according to the sequential elucidation approach of the critical areas of gender mainstreaming in our country. Finally, the Gender mainstreaming track record was unable to identify all the programmes and projects executed within the ministries because of their high number and the nature of their life span. This is another very interesting domain that needs to be explored in future, considering the place of some of these programmes and projects in the life of the sectors. Moreover, for practical reasons, Public Administrative Establishments based out of the city of Yaounde could not be involved. It is one of the areas that will be handled in the next editions, since the Government’s concern is to cover all the sectors, and propose a clear and detailed picture of power relations between men and women in the domain of public management. In spite of these shortcomings, the document is a genuine picture of the situation of men and women in Cameroon administrations in 2017, given that the institutions visited are among the most important which may enable reassuring inferences.

DIFFICULTIES Just like for the previous editions, this issue was influenced by the mobility of State personnel and the unpredictability of appointments in the administrations, both being the consequences of the indispensable dynamic nature inherent to and characteristic of the administration. This involves among others, departures on retirement, migration of personnel to other administrations, promotion that leads to a logical and even necessary hierarchical repositioning, staff lay-off resulting in vacant posts and the need to fill the vacancies, internships, refresher courses etc… Thus, certain administrations had redeployed their personnel and/or appointed new officials when the treatment of data contained in this document was at its final phase, thereby causing the revision and reformulation of conclusions and proposed analysis; this is the case of Elections Cameroon, to cite but this structure. However, the collection and storing of data on men and women benefitting from promotions is gradually becoming a reflex in a number of structures consecutively to the Gender Track Record, which has been a major asset and a facilitating factor for the work realized. STRUCTURE OF THE DOCUMENT The document comprises two main parts. Part one deals withdraw statistics on the occupation of posts by men and women, administration by administration, post by post. The administrations are ranked. On the one hand, we have the Senate, the National Assembly, the Prime Minister’s office and the various ministries, and on the other hand those of Public and Semi-Public organisations. Part two proposes a succinct analysis, without judging the value of the data gathered, so as to support the ranking of the administrations visited according to the level of gender sensitivity. It goes without saying that the analyses are done in respect of these specifications, the administrations earlier mentioned occupying the first positions.

This situational analysis of gender occupation of positions of responsibility targetsthe positions proper, without considering the equivalences. For example, the Chargés de Mission at the Prime Minister’s office are processed and designated as such and not considered as equivalent to Secretary Generals in the ministries. The concern here is to give a clear image of the reality without any risk of concealing certain significant aspects of the domain of gender.

The analysis of the table above leads to the following conclusions; - Of the 9943 positions identified, 7611 are occupied by men, that is 76.54%, as

against 2336 for women, meaning, 23.46%;

- Women’s representation is null for certain positions, notably, President of the

National Assembly, Prime Minister, Minister of State, Secretary General at the

Senate, Secretary General at the National Assembly, Director of Cabinet at the

Prime Minister’s Office, Secretary General at the Prime Minister’s Office, 1st Vice

President at the Senate and 1st Vice President at the National Assembly.

In other positions, women representation is less than30% or above only in a few cases such as the positions of Minister Delegate (18.18%), Secretaries at the National Assembly (41.66%), Deputy Chief of Service at the Senate (42.85%), Chief of Service at the National Assembly(40.81%), Bureau Heads at the National Assembly(50.52%). It is worth noting that there is an important number of women in positions of operationalisation or execution. This number tends to reduce as we proceed to strategic and/or leadership positions. Actually, at this level, the women identified are occupying positions of assistants such as Vice –Presidents at the National Assembly or at the Senate;

- as concerns the ministries and particularly regional representations of the

ministries, there are 300 Regional Delegates of whom 248 are men (82.66%),

against 52 women (17.33%). Concerning Divisional Delegates, they are 1308,

with 1131 men (86.46%) and 177 women (13.53%);

- certain ministries do not have a female Inspector General:

Concerning the infrastructure sector, no one administration has achieved 30% of female representation. MINTRANSPORT however tops the list with 23.45%, and MINTP is at the queue with 05.85%. The other hardly go beyond the rate of 20%. In the rural sector, it is a similar situation. MINEPDED which tops the list is considered as the one eyed man among the blinds as far as gender is considered. MINADER occupies the last position with 09.88%. There is significant progress in the sector of industries and services. MINTOUL (1st), MINPMEESA (2nd), MINRESI has achieved rate above the Beijing ceilings (30%); MINMIDT that has 18.87% and still has much to achieve. In the sector of Governance, MINFOPRA alone has achieved 34.91% of female representation. The last in this sector is MINATD (04.84%), and also MINREX with 04.60%. In the education sector, only one ministry has achieved the target. It is MINEDUB (37.74%). MINEFOP is last in this classification with 08.29%. The other two ministries, just like the last one are below the norm. Finally, as concerns the social sector and health sector, the standard bearers are MINPROFF (65.03%), MINAS (48.71%) and MINTSS (41.17%). MINSEP occupies the last position. Globally, the sector of industries and services arrive at top with 30.06%, followed by the social sector (29.33%). The sector of governance is at the last position (09.95%).This sector has never been able to achieve 30% of female representation since 2015. The comparative table of the sectors between 2015 and 2017 are as follows:

NB: The following ministries do not have regional delegations: CONSUPE, MINDEF, MINREX, MINESUP, and MINATD.

The information gathered show some progress in certain cases. For instance, MINAS had recorded a female representation rate of 34.45% in 2015. In 2017, this rate has moved to 48.71%, that is a progress of 14.26%. It is the same case with MINTSS that moves from 34.58% in 2015, to 41.17% in 2017, MINCOM moving from 39.44% to 42.54% during the same period. MINPMEESA has also moved from 31.87% to 39.08%, that means a progress rate of 07.21%.

Unfortunately, there are also some cases of regression. MINEFOP for instance has moved from 20.85% to 08.29%, MINTP from 10.63% to 05.85%, MINDCAF from 23.43% to 19.17%.

Thus, we have cases of progress in 20 administrations (58.83%) and 14 cases of regression (41.17%).

However, apart from MINPROFF (59.05%) in 2015 and 65.03% in 2017, no other administration surveyed has crossed the level of 50% recommended both by the African Union and the United Nations 50-50 initiative. Some did not even achieve the 30% quota of Beijing during the two reference years:

It should be noted that there is a total of 11Minister Delegates found in 10 ministries

Particular attention should be paid on some administrations because of their specificity. These are the National Assembly, (Lower House of the Parliament), the Senate Upper House), the Ministry of Defense, the Secretariat of State in charge of Gendarmerie and the Ministry of Territorial Administration and Decentralisation.

Concerning the National Assembly, it has 180 parliamentarians among whom 124 are men (68.88%) and 56 women (31.11%). The gender gap is perceptible. It stands at 37.77%. However, Cameroon is ranked among the countries which have superseded and even gone above the international standards of 30% recommended in the Beijing programme and platform for action.

With regard to the occupation of positions within the august house, gaps can also be observed.

The President is a man (00% of female representation); the 1st Vice-President also (00% female representation).

There are 05 Vice-Presidents, 04 men (80%) and 01 woman (20%). As for Quaestors, there are 03 men (75%), and 01 woman (25%).

In the general Administration, 372 posts have been identified. 215 are occupied by men (57.80%), against 157 for women (42.20%).

In the Senate, there are 21 women Senators (21%), against 79 men (79%). Women occupy 32.55% of the total number of positions within the general administration of the upper House, as against 67.45% for the men.

In the Prime Minister’s Office, the top positions are occupied by men, notably, the Prime Minister, the Director of Cabinet, the Secretary General and Deputy Secretary General. The remaining positions are shared between women and men, with significant gaps however: 03 Special Advisers of whom 02 men (66.66%),01 woman (33.33%); 11 Technical Advisers, 10 men (90.90%), 01 woman (09.09%), that is a gap of 81.81%. It is the same case with the Chargés de Mission. 37 in total with 32 men (86.48%), and 05 women (13.51%).In sum, out of the 230 positions identified, 170 are occupied by men (73.91%) and 60 go to the women (26.08%).

In MINDEF, the imbalances are more visible and 00 % of female representation in the following strategic positions:

− Minister;

− Secretary of State;

− Chief of staff of the Army;

− Chief of staff of the Armed forces;

− Controller General of the Army;

− Inspector General of the Army;

− Inspector General of the Gendarmerie;

− Central Director of the Gendarmerie / Army;

− Major General of the Army;

− Controller of the Army.

There is nevetheless 01 woman among 08 Inspectors of the Army (0.001%), 01 among the 09 Deputy Directors (0.001%), 01 among the 08 Technical Advisers of the Minister (0.001%), 01 among the 18 Attachés to the Defense and Military Advisers (0.0005%) and finally, 02 out of the 10 Presidents of the Military Courts (0.002%).

As concerns MINATD, interest is on territorial authority: Governors of Region, Secretary General at the Governor’s office, Inspector General of Regional services, Divisional Officers, etc.

No woman is Governor of a Region. There is 01 woman Secretary General of Region (10%), as against 09men (90%), 02 females Senior Divisional Officer among the 58 appointed (03.58%), 08are Divisional Officers (02.22%). Note should be taken of the fact that in 2015, there were 07female Divisional Officers.

Women occupy less than 06% of the posts of responsibility within the services of MINATD and barely 03% in territorial command.

Finally, MINJUSTICE. Here the analysis is targeting certain positions, notably, Prison officials and jurisdiction heads. There are 76 prison commissioners, 73 men (96.05%) and 03 women (03.94%).

Concerning Heads of jurisdiction, 382 have been identified, that is 314men (82.20%) and 68 women (17.80%).

It can be noticed that there is still a wide gap between men and women within these specific administrations.

The gender analysis of occupation of posts of responsibility in the targeted organisations was done according to the following criteria:

- rate of women representation in the structures involved in the survey, all

positions included ;

- distribution by sex of Chairs of Boards of Directors;

- distribution by sex of Directors General ;

- distribution by sex of Deputy Directors General( when there is any);

- distribution by sex of Technical Advisers

- distribution by sex of posts of Director;

- distribution by sex of posts of Sub-Directors and Service Heads.

Given that the organizational chart may vary from one structure to another, these analysis were made flexible so as to take the peculiarities into consideration.

The classification structures is proposed at the endand provides a quantitative and qualitative representation of women within these institutions whose weight and contribution to the national economy, to life in all sectors of activities, stimulation, revival of both growth and governance , as well as the continuation of the Sustainable Develeopment Goals..

It is important to mention the fact that SNH alone has 21 Directors. Statistics from 19 structures surveyed reveal a female representation rate of 03.11% in the positions of Deputy General Manager in 2017.

The survey involved 11 structures, and has identified 122 posts of Directors, among which 93 are occupied by men (76.23%) and 29 by women (23.77%). The drop witnessed in the number of structures visited is due to the non-uniformity of the organisational charts. SNI, National Printing Press, NIS, just to name a few do not have Directors. Though equivalences can be made in terms of work-load and strategic, managerial and operational responsibilities, the methodology adopted for this survey insists on processing the posts in accordance with the designations in the organigrams. For example, Auditors in MINPROMALO are considered as such, without comparing them with similar positions in other structures.

Data contained in the table above reveal that 23 structures were processed. 17 have achieved a female representation rate above or equal to 30%. In some cases like that of the ISMP and ART, Cameroon is close to the 50-50 objective of the African Union and the United Nations. CNRRPH has even gone above the required standard with a female representation rate of 53.84%.

NEF, ARSEL, ELECAM, NIS, SODECAO and CONAC, which are queuing the list need to deploy more efforts to attain at least the 30% rate.

Cameroon is taking bold steps towards the attainment of the global objective for gender equality, an objective that falls in line with the ideals of justice and equality, a core issue of the socio political development policy of the Head of State, His Excellency Paul BIYA.

The situational analysis of the occupation of leadership positions in administrations is a stimulating strategy for initiatives that aim to speed up the achievement of this noble objective.

The information gathered in this document is shedding light on decisive steps taken in this domain and on the road still ahead. It also lays emphasis on the actors that need to go a step further in order for the overall dynamism to produce the expected results.

Like in the previous editions, this issue of the Gender mainstreaming track record could only involve few administrations, but the institutional weight of these administrations cannot be underestimated. Generally speaking, the reality portrayed by these structures are relevant to those that were not taken into account in the survey. The Government intends to extend the survey to a greater number, notably to decentralised public services and Decentralised local authorities, according to its projections to produce this document yearly. The support of UNESCO which is highly appreciated as well as that of other partners concerned by the promotion of women’s rights will always be indispensable.
