OBJECTIVES STATUS REPORT

2015 AVETMISS student data submitted to the RTO governing body for mandatory reporting purposes.

IN THE NEWS – SECURITY TRAINING PROVIDERS RAIDED

Members of NSW Police’s Security Licensing Enforcement Directorate raided the offices of

Merc Security on 9 March 2016.

Merc Security’s offices in Western Sydney were raided in March following a tip alleging that the security provider was unlawfully conducting security training.

The company was permitted to conduct security work, but not training, because the company’s Managing Director had reportedly had his security trainer’s licence refused on the grounds of providing false and misleading evidence in his application.

A number of documents relating to security industry training were seized, including test and answer sheets allegedly being sold by Merc Security to other training providers and students.

One of the registered training organisations alleged to have been buying the pre-filled tests was Peacekeepers, a Gold Coast-based company already under suspicion for qualifying guards with little or no training.

The link between Merc Security and Peacekeepers was uncovered by police and it is alleged the two companies have been conspiring to exploit a widely abused loophole involving interstate mutual recognition laws.

NEWS FROM THE REGULATOR

ASIAL STATE INDUSTRY BRIEFINGS

ASIAL is currently running industry briefings in all states of Australia, one of which was recently attended by a member of the T&D Team. The guest speakers and talking points of interest at this particular session included:

The Police/Security Relationship

Commissioner Ian Stewart - Queensland Police Service

The Commissioner discussed the greater opportunities for collaboration between police and private security in a changing security environment. He reaffirmed how important the relationship between the two is by highlighting the need for security personnel to be well-trained, effective communicators, and willing and able to assist police when it is needed the most.

Security Training Requirements

Chris Robinson - Chief Commissioner, ASQA

Chris focused on the recent strategic review of security industry training, which highlighted the need for a uniform and consistent national approach to security licensing and training.

Greater accountability of registered training organisations (RTOs) is also key to improving the reputation of security training in Australia and ensuring security personnel are adequately and

properly trained. As is evident from recent events, ASQA is making headway in eliminating unscrupulous RTOs that are damaging the industry by using shoddy training practices .

Chris explained that the next step to positive change will involve extensive industry consultation and support from key government ministers to create viable and sustainable solutions. This will need to be coupled with continued close regulation or elimination of sub-standard training providers.

The MSS Training Academy is in full support ASQA’s proposed changes to security training. We welcome a consistent national approach to training and licensing, which would benefit the industry by eliminating dodgy competitors providing counterfeit security training.

As more news and information becomes available on this topic, from ASQA, ASIAL or similar industry bodies you can trust that MSS Training Academy will stay abreast of developments and communicate them to its stakeholders accordingly.

Over the past 18 months, ASQA has enhanced the information and guidance it provides to training providers, to help them comply with the required national Standards and other legislative requirements. It has:

redeveloped the ASQA website to make it easier to use

published a User’s Guide to the Standards for Registered Training Organisations (RTOs) 2015 and established a dedicated website for information about the Standards

used feedback from its engagement with providers to boost the number of frequently asked questions (FAQs) available as a resource to assist in compliance

Continuing its commitment to providing enhanced information and guidance, ASQA recently launched another nation-wide series of training provider briefings which are running until early June. As well as being an opportunity for ASQA to provide important compliance-related information, these sessions are an opportunity for training providers to ask questions of ASQA’s officers.

The T&D Team will attend these briefings and looks forward to ASQA’s increased assistance.

ENGAGING WITH INDUSTRY – GRADUATE INTERVIEW

To ensure the training we provide is valid, sufficient, current and a true reflection of what takes place in the industry, the National Training & Compliance Administrator regularly meets with various students of the Training Academy who work for MSS Security.

The Administrator meets employees in their work environment and ask a series of questions to identify what they enjoyed the most from their training with us, what areas could be improved and their opinion of our training being a true reflection of what takes place in the “real world” security environment. We also gain a basic understanding of their security duties, site requirements, what they enjoy about their role and some of the challenges they face on a day-to-day basis.

From this information we can analyse our current performance, ensure our training continues to be relevant and identify continuous improvement opportunities. We also use this time to help the employee determine what future training opportunities they might be interested in and how we can better assist them with their professional development.

Last month we interviewed long-term employee Dan Kabakoff, who currently works for QLD Defence. Over the past five years Dan has used the MSS Training Academy for his security licence revalidation training, and the first aid, security monitoring and bodyguard modules. Below is some of the insightful feedback Dan provided.

“None that I can think of, but I must say, having the training calendar, costs and enrolment form online is a great value add that was missing in the past. Before this it used to be difficult to enrol during the initial contact stage.”

What is your opinion of the training being a true reflection of what takes place in the industry today?

“I think the training is satisfactory. Irrespective of which training providers I have used in the past, I have found that there is too much repetition with security training and the same content is covered over and over again.”

What was your background in security prior to your current role?

“A variety of security roles including but not limited to patrols, security supervisor, business manager, service delivery co-ordinator.”

What have you most enjoyed about working at this site? “The environment and the people.”

What has been the biggest challenge?

“Operational and procedural changes, not having adequate training for new technology, and a lack of communication between personnel.”

Any future training you wish to undertake? “Security Licence Revalidation before September 2016.”

The Training Academy can add significant value to any tender, and many RFTs include a specific training requirement section.

A tailored training component in tenders gives the business the opportunity to identify and address the unique needs of the particular service, and show that we understand their needs and will train our staff to deliver this. A response will include a training and development plan specific to the needs of the contract we are tendering for (and often the individual facilities or job roles contained within).

NEW LMS MODULE – RESPOND TO A SECURITY RISK SITUATION

TENDER SUBMISSIONS

This program has been developed with an understanding of the varied role that security officers carry out, and the wide range of risk situations to which they must respond.

Through this training module employees will develop their skills and knowledge in the seven areas:

identifying and assessing the risk

managing aggressive persons

fire and smoke

suspicious packages / bomb threats

persons with criminal intent

conflict situations and use of force

the importance of debrief and reporting

Learning about these topics will enable them to respond effectively to risk situations in line with legislation, their SOPs and MSS Security’s standards.

This module is available for both manual and self enrolment in the Learning Management Systems.
