WestgateCenter forLeadership andManagement DevelopmentLocated within the Eberhardt School of Business at the University of the Pacific, the Westgate Center was established to offer management and executive training programs for individuals and organizations.

The instructors for the Westgate Center Programs are selected based upon their knowledge, management experience, and teaching ability. They emphasize practical, current examples from the real world using specific organizational applications.

ProgramBenefitsThe nine courses in this program provide key management and industry essentials for transportation professionals. Furthermore, you will gain a thorough understanding of what it takes to be a successful transportation manager. You will learn basic principles of management, marketing, risk management, human resources, operations, budgeting and leadership. Our instructors will show you how transit systems can be designed, operated and monitored to enhance performance. Your skills, abilities and knowledge as a manager in the transit industry will be enhanced to allow you to have a greater impact on the financial well-being of your organization.

As a participant, you must attend eight of the nine courses to receive a Transit and Paratransit Management Certificate from the University of the Pacific Westgate Center for Leadership Development. Completion of all nine courses earns you six Continuing Education Units (CEUs). The quality of the instructors is uniformly excellent. Class size is limited so that participants have a chance to interact with each other and with the course leaders.

INSTRUCTORBIOS

SACHAJOSEPH-MATHEWSExceeding Customer ExpectationsDr. Joseph-Mathews is an Assistant Professor of Marketing at the University of the Pacific. She teaches several marketing courses including, international marketing, international business, advertising and promotions, as well as hospitality and services management. Professor Joseph-Mathews has also published articles in tourism, marketing and international business.

DANHERRONOverview of Transit Legislation, Regulation, and PolicyDan Herron has been involved in transit planning and administration for over 20 years, primarily as a transportation planner with a Council of Governments. He has an intimate knowledge of transit planning, administrative, grant seeking/management and transit funding. He has been involved in two transit projects that won California Tranny awards for transportation excellence.

WALTERR.L.DIANGSONOverview of Transit and Paratransit Todayand Risk Management and SafetyMr. Diangson brings over 25 years of experience in public transportation and local government planning, management, operations and administration. For fifteen years, Mr. Diangson was a member of the Senior Management Team of DAVE Transportation Services, Inc., a national leader in the provision of contract management and operations of public transit and paratransit services. During his tenure with DAVE, Mr. Diangson held a number of key positions with the company in the areas of transit management services; market development; marketing and sales; interim regional management and management recruitment, training and development.

JIMDICKEYManaging the Operation EffectivelyJim Dickey is the Executive Director of the Arizona Transportation Association. He oversees the administration of multiple fixed route and dial-a-ride contract operations within the Valley Metro (metropolitan Phoenix area) service area, including local, express and paratransit dial-a-ride and ADA services, and is responsible for the regional planning process including the Transportation Improvement Program and all service and capital planning programs. Mr. Dickey has more than 20 years of transportation operations and administrative experience in the public and private sectors in transit.

DONNADEMARTINOOverview of Tranist Legislation, Regulation, and PolicyMs. DeMartino has been the General Manager/CEO at San Joaquin RTD since 2001. Before that, she worked at Sacramento RT. She has almost 25 years of management experience in various areas of transit, including light rail start up, operations support, engineering and construction, and facilities management, contract administration, and project management. Ms. DeMartino has a BA in Education and an MS in Transportation Management. She serves as Chair of APTA’s CEO Committee and on CTA’s Executive Committee.

CYNTHIAWAGNER-WEICKDesigning Innovative OrganizationsDr. Wagner-Weick teaches courses in Strategic Management and Policy, Management of Technology Product Innovations, and Global Business. Her work has required travel to Asia, Europe, the Middle East, South America, and the former USSR. She has also been a technology consultant to the United Nations Development Program, and a research scientist at Battelle Columbus Laboratories.

GLORIASALAZARBudgeting and Financial ManagementMs. Salazar joined RTD in 2002 as Assistant General Manager and Chief Financial Officer. Prior to joining RTD, she worked for Sacramento Regional Transit (RT). Her experience includes audit, general accounting, grants and project management. Ms. Salazar has a Bachelor’s Degree in Accounting, Master’s Degree in Business Administration and a Certificate in Transit/Paratransit Management. She passed the Uniform CPA Board in 1993 she is an active Certified Tax Preparer with the California Tax Education Council. Ms. Salazar’s responsibilities at RTD include, among others, oversight of Finance, Grants, Procurement, Human Resources, Safety and Risk, Information Technology, and Marketing/Communications.

PETER JOHNSONEnhancing Leadership EffectivenessPeter Johnson is the Director of the University of the Pacific Westgate Center for Management Development. He has been working with organizations for 20 years in the area of leadership and management development. From nonprofit and public agencies to for profit and private companies, Peter has helped leaders and managers reach their full potential as individuals, teams and organizations.

THOMASBRIERTONLegal Issues in Employee RelationsMr. Brierton is an Associate Professor of Business Law at the University of the Pacific. He specializes in Human Resource and Employment Law topics. Mr. Brierton has been involved in both the academic and legal environments for the past twenty-five years. He teaches a variety of courses on the graduate level including Business Law and Business Ethics. As an attorney he has litigated a wide variety of cases in private practice and served as a consultant to many businesses in employment and commercial law.
