MSF&W has thoughtfully reviewed and prepared this response and offers our assistance to the
Illinois State Board of Education to provide two software developers on a time-and-materials
basis to assist in the development and maintenance of various Business Intelligence /
SharePoint applications and tools.
About MSF&W
MSF&W is Springfield based and was founded in 1991. We are located at 3445 Liberty Drive,
Springfield, IL, just minutes from the State Board of Education. We maintain a full-time staff of
approximately 50 IT professionals with expertise ranging from project management, analysis,
design and development to information architecture, usability and accessibility testing, training,
and end user support. We have been in leadership and advisory roles to our clients as well as
developing applications utilizing current industry trends throughout the United States. We have
been involved in systems integration and development on several major multi-year projects and
provided long term support spanning several years. Our goal and focus is to define solutions for
our clients that can improve service delivery, business processes and staff performance, while
decreasing operational costs and meeting the demands of everyday business process change
through improved access to information.
Our Philosophy
MSF&W has always subscribed to, and has been guided by a project oriented philosophy and
methodology driven structured approach for each client initiative to provide a controlled
discipline from conceptualization to implementation.
To support this philosophy, MSF&W has developed a very disciplined and structured hiring

Contractor Qualifications
MSF&W has significant experience in the education market, specifically in the collection and
reporting of data. This includes extensive experience with ISBE on the following projects:
• Lori Bildilli and Amanda Underfanger are SharePoint/Business Intelligence developers
assisting ISBE’s IT Division with various agency SharePoint/BI applications. They support
ISBE’s Public Website, ISBE’s intranet, as well as the entire SharePoint environment. They
are currently working with ISBE staff to automate manual processes by creating automated
workflows and web-based forms. They also assist with the development of business

intelligence tools designed to provide ISBE staff with improved access to data, and provide
ongoing training to ISBE staff responsible for maintaining the content related to the new
website.
• Kiran Sripathi, Bob Byron and Avi Anneboina are all programmer/analysts assisting with
Ed360 – Illinois Data for Fiscal and Instructional Results, Study, and Transparency (Illinois
Data FIRST)
• Jeff Wheaton, Tom Janssen and Mike Pflugmacher are currently working on the Early
Childhood Data System.
• Jeremy Peck has been the Project Lead on the Statewide Special Education Reporting
System since 2010. In the past 7 years, Jeremy has worked on the following applications at
ISBE.
o IEP Special Education Tracking and Reporting (I-Star) System,
o Special Education Approval and Reimbursement System (SEARS),
o Special Education Database System (SEDS), and
o Illinois Longitudinal Data System (ILDS).
• MaryAnn Hedlund is a Business Analyst on the Special Education web-based and LAN-
based applications.
• Tim McAuliff and Tony Cerveny are currently working on the Illinois Data First project.
• Bob O’Keefe has been a Project Manager on the Illinois Longitudinal Data System since
2011.
MSF&W’s staff are familiar with both the Family Educational Rights and Privacy Act (34 CFR
99) and the Illinois School Students Records Act (105 ILCS 10). In addition, our consultants are
experienced in developing systems that will meet the Illinois Public Act 95-307, that requires
all information technology, including electronic information, software systems, and equipment,
developed or provided under this contract to comply with the applicable requirements of the
Illinois Information Technology Accessibility Act Standards (IITAA).
Below we have detailed some of our prior and current web-based application projects. We have
listed those key projects below to illustrate our ability to assist ISBE in the development and
maintenance of various agency web-based applications.

Client: Illinois State Board of Education Project: Intranet Redesign
Two MSF&W SharePoint developers lead the redesign of ISBE’s intranet. They moved the
site to the SharePoint 2016 platform utilizing Angular JS following an AGILE methodology. The
team designed, architected and developed the SharePoint 2016 environment to suit the needs
of the agency. They also authored project documents and training materials. The environment
included; SharePoint 2013, SharePoint 2016, Angular JS, JavaScript, SharePoint Designer,
SharePoint Workflow.

Client: Illinois State Board of Education Project: Website Re-design
MSF&W was selected to re-design, develop and implement ISBE’s agency-wide public facing
website in a way that would complement work already underway in reshaping the agency’s
presence and enhance the experience for parents, professional stakeholders, and general
public with information on K-12 education in Illinois. The goal of the project was to improve the
navigability of the current site, as well as better manage and improve access to content. The
MSF&W project team worked with ISBE to develop a new website using Microsoft SharePoint.
Client: Illinois State Board of Education Project: SharePoint Knowledge Management Implementation
The MSF&W team designed, developed and implemented a Knowledge Management System
based on the Microsoft SharePoint 2013 platform. This system was developed as a tool for the
Center for Performance to better manage projects and data requests. This was ISBE’s first
attempt implementing a SharePoint environment, and was architected as a potential enterprise
solution for collaboration, standardization and efficiency throughout the agency.
The MSF&W team consisted of a Project Manager, SharePoint Architect, SharePoint
developers and Business Analysts. The team was responsible for:
• Gathering and verifying functional requirements
• Scoping hardware and 3rd party software requirements
• Designing and documenting Microsoft SharePoint 2013 farm
• Defining integration with other ISBE systems
• Architecting and implementing enterprise and business segment Business Intelligence
solutions.
• Developing a phased transition plan for implementing Microsoft SharePoint 2013.
ISBE has since migrated to SharePoint 2016, with the help of MSF&W SharePoint SME’s.
Client: Genesee & Wyoming Railroad Project: SharePoint/Document Management Initiative
MSF&W provided a SharePoint Architect to assist GWRR with a Document Management
initiative. They needed assistance establishing and creating Site Content types to better define
documentation being saved to their SharePoint portal. MSF&W created an approval process for
documents to be reviewed by management before showing on the site. Version control,
retention policies and a custom search engine for easy retrieval was also designed.
In addition to the SharePoint consulting services, the MSF&W SharePoint Architect also
designed and implemented BI (Business Intelligence) Infrastructure for the railroad. SSRS,
SSAS, Performance Point, Excel Services and Power Pivot were all implemented. Dashboards
were built for management and executive levels, as well as establishing standard metrics and
key performance indicators to be used division wide.

Client: Horace Mann Project: Business Intelligence/SSRS/PowerPivot
Project
MSF&W provided a Business Intelligence developer for the BC 4830 New Life & Annuity
Administration implementation for Horace Mann. Our developer was responsible for
development and maintenance of source code for the existing platforms using the Microsoft BI
technology stack (Analysis Services, MDX, Reporting Services, Performance Point,
PowerPivot). The focus was on developing front-end presentation solutions (business area
dashboards and reports) of Business Intelligence applications, standalone as well as with a
SharePoint environment.
Client: UCAN Chicago Project: SharePoint/Business Intelligence Initiative
MSF&W assisted UCAN Chicago with the installation and deployment of a SharePoint 2013
environment consisting of a web portal, team sites, project sites, and business intelligence sites.
Each set of sites was focused on collaboration and sharing of data across multiple departments.
Custom branding and page template were created to give users a quick and efficient way to
manage their sites.
The MSF&W team also assisted UCAN Chicago with developing workflows into Workflow
Manager and designed a data warehouse schema and ETL processes for multiple source
databases. MSF&W continues to provide Microsoft SharePoint general services to UCAN
Chicago personnel.

MSF&W currently has three senior .NET developers working on the Ed360 initiative for ISBE.
Ed360 is an innovative new component of the Illinois Data for Fiscal and Instructional Results,
Study, and Transparency (Illinois Data FIRST) Project. Illinois Data FIRST synthesizes a series
of connected efforts that enable state policymakers, educators, learners, and members of the
public to access information from the Illinois Longitudinal Data System (ILDS) quickly and easily
to support and improve state and local resource allocations, instruction, and learner outcomes.
Ed360 was created with data synthesis in mind, and the goal of the dashboard is to provide
administrators and teachers with active, live data on student performance to encourage data-
driven instructional practices.
• The developers worked with the project manager to design, document and develop the
application architecture.
• Implemented a state-wide Single Sign-On functionality.
• Researched newer technologies that will be implemented in the project.

MSF&W currently has a Solutions Architect and outreach Coordinator working on a time and
materials basis to assist in the continued development and maintenance of extant and future
data systems as they pertain to the Illinois Longitudinal Data System (ILDS) Illinois Data for
Fiscal and Instructional Results, Study, and Transparency (Illinois Data FIRST) grant projects.
The Illinois Data FIRST project portfolio includes a series of related efforts that will enable state
policymakers, educators, learners, and members of the public to access information from the
ILDS more quickly and easily to support and improve state and local resource allocations,
instruction, and learner outcomes. The ILDS expansion and enhancements produced as part of
these projects will be used in making data-driven decisions to heighten student achievement.
Client: Illinois Mathematics and Science Academy (IMSA)
Project: IMSA Institutional Intelligence Repository (“i3”)
Since 2014 MSF&W has been working with IMSA to design, develop and expand the IMSA
Institutional Intelligence Repository (“i3”). This repository provides a longitudinal view of IMSA’s
interactions with all students from initial contact as elementary students who attend IMSA-
sponsored Professional Field Services (PFS) events through admissions, selection, enrollment,
attendance and graduation at IMSA, as well as college and career endeavors.
Development of i3 involved aggregating data from many segregated data stores and processing

into a single reporting and analysis repository. Much of IMSA’s data is collected and managed
with spreadsheets, so processes were developed to help standardize data collection, data
elements and data validation. Extract, Transform and Load (ETL) processes were developed to
extract data from other IMSA systems, such as their PowerSchool student information system,
and from spreadsheets and import the data into i3. Because much of the data originated from
PFS events that had minimal data, no universal identifier was available for the students until,
and if, they attended IMSA as a student and were assigned an IMSA Student ID. Algorithms
were developed to search the repository for possible matching students and score the results
based on the likelihood of a match. This allowed the i3 data manager to determine if imported
data for a pre-IMSA student already existed in the repository and could be updated rather than
inserted as another student.
The system collects information on all aspects of IMSA information and programs including:
• Person information (event participants - teachers and students, IMSA students, IMSA
alumni, student mentors, IMSA teachers and faculty). Person data includes detailed
demographic information when available
• Person Addresses
• Person School history (pre-IMSA as well as post-IMSA attendance)
• IMSA Events and Programs as well as participation data
• IMSA Applicant and acceptance history
• IMSA Student grades, activity and discipline history
• IMSA Alumni career history
MSF&W continues to support the i3 Repository by evaluating additional data element requests
and determining the best approach for integrating the new data elements into the database.
MSF&W also helps IMSA develop processes to review and cleanse the data in the repository as
necessary.

MSF&W is pleased to present Lori Bildilli as a candidate for the ISBE Business
Intelligence/SharePoint Software Developer to assist in the development and maintenance of
Business Intelligence / SharePoint projects. Lori is currently supporting and maintaining the
ISBE SharePoint 2016 Intranet and public Website as well as ISBE’s content management
system.
Lori has been an employee of MSF&W since 2013. Lori brings over 17 years of professional
experience as a Programmer/Analyst in the areas of full SDLC, business analysis, relational
databases and SharePoint design, development and Business Intelligence analysis.
Lori has been working with SharePoint for the past four years. She has worked in SharePoint
2013 and 2016 as a SharePoint Architect, developer, designer and even administration. She
has experience with Custom Web parts, Features, Event Handlers, Master Pages (Branding),
Page Layouts, Content Types, SharePoint Designer Workflows, SharePoint Client object
modeling, HTML, CSS, JavaScript, XML, and XSLT. In SharePoint 2016 Lori has experience in
portal site customization, setting up securities, designing site structures and content types, BI
tools such as Power Pivot, Tableau, Excel Services, SSRS, SSIS, SSAS.
As a senior .NET developer, Lori has developed rich, responsive sites, large-scale web
applications that are standards-compliant utilizing ASP.NET, HTML5, CSS2, JavaScript, React,

assisted in the migration of this website to SharePoint 2016. Specific responsibilities included:
• Establishing client requirements, business needs and project objectives,

D.3.3. Treatment of and Access to State Data

Notwithstanding anything to the contrary herein, State shall be and remain, at all times,
the sole and exclusive owner of the State Data (including any modification, compilation,
or derivative work therefrom and all intellectual property and proprietary rights
contained therein or pertaining thereto) and, effective in each case upon the creation of
any such items, Vendor hereby has no rights to such State Data except that Vendor is
hereby granted a license to use and copy the State Data solely for purposes of carrying
out its duties hereunder during the term and solely to the extent that Vendor requires
access to such data to provide the Services as contemplated by this Contract during its
term. Vendor shall not commercially exploit the State Data, or do any other acts that
may in any manner adversely affect the integrity, security or confidentiality of such
items, other than as specified herein or as directed by State in writing.
D.3.4. Transfer/Migration of State Data
Prior to completion or termination of the contract, and at no additional cost, Vendor will
ensure that all data is delivered to the Agency as an Excel Spreadsheet backup file
containing all data in a relational format including a data model and data dictionary,
and shall provide technical assistance to transfer the data to a new or replacement
system.
Vendor agrees to clear the State’s data from all computers as per the methods
specified below:
After transfer of data back to Agency and/or migration of data to a new or replacement
system, Vendor agrees to clear the State's data that resides on its computer hardware
or software by erasing or wiping/sanitizing in a manner that prevents retrieval of
electronically stored information.
The following method shall be used to accomplish the clearing of data: (i) overwriting
the previously stored data on a drive or a disk at least 10 times and (ii) certifying
in writing that the overwriting process has been completed by providing the following
information: (1) the serial number of the computer or other surplus electronic data
processing equipment; (2) the name of the overwriting software used; and (3) the
name, date, and signature of the person performing the overwriting process. If the
method above will not prevent retrieval of the electronically stored information, a
method such as burning in a pyrolytic furnace or other incinerator or incendiary device,
destroying in a dry pulverizing system, shredding, grinding, milling, knurling,
disintegration, or degaussing is appropriate and Vendor will be required to certify in
writing the method used including the date and time of data destruction.
D.4. OFFEROR / STAFF SPECIFICATIONS:
MSF&W has presented two (2) candidates that meet the specification in this RFP. We
have included their résumés and references, as well as company references.
Criteria for Responsiveness (maximum 850 points): The total number of points available
for responsiveness is 850: 650 points for qualifications, 100 points for the education data

system qualifications, and 100 points for client references. Proposals that receive fewer than
80% of the 750 points for the qualifications and education data system qualifications will not
be eligible to move on to the following phases: candidate references, cost evaluation, or
award.
D.4.1. Qualifications (650 points):
D.4.1.1. Software Developer Qualifications (1 position) will be evaluated as
follows:
D.4.1.1.1. The degree to which the candidate demonstrates expertise
working as a SharePoint 2016 application developer, including
the support of a public facing SharePoint 2016 content
management system and website. (200 points)
D.4.1.1.2. The degree to which the candidate demonstrates expertise
working with Microsoft Business Intelligence tools in a
SharePoint 2016 environment. (150 points)
D.4.1.1.3. The degree to which the candidate demonstrates expertise with
client side frameworks such as Angular and Bootstrap to deliver
well architected and responsive web design. (150 points)
D.4.1.1.4. The degree to which the candidate demonstrates expertise
gathering business requirements, creating automated
workflows, and electronic (web-based) forms in a SharePoint
2016 environment. (150 points)
D.4.2. Education Data System Qualifications (100 points): The resume and narrative
description submitted by each candidate will be evaluated against how the proposed
candidate’s knowledge of education data systems will contribute to the likelihood of
success as a software developer. In the absence of direct education data system
knowledge, the resume and narrative description will be evaluated to determine the
degree to which equivalent knowledge exists that would contribute to the candidate’s
likelihood of success as a software developer working on a system of comparable
size and similar technology. (100 points)
D.4.3. **Only vendors receiving 80% (600 points) of the points available for
qualifications and education data system qualifications will move on to the
candidate references phase.
D.4.4. Candidate References - 2 (100 points – 50 points for each candidate):
Only vendors receiving 80% of the points (600 points) available for qualifications will
move on to the candidate references phase. ISBE will select, interview and score
two of the four references. Each interview will be worth 50 points based on the rubric
below. If ISBE is unable to contact or score at a minimum two references of the four
included in offeror’s proposal, a score of zero will be assessed for each reference not

D.4.5. Criteria for Pricing (150 points):

D.4.5.1. Price will be determined using the following formula:
D.4.5.2. Maximum Price Points X (Lowest Price/Offeror’s Price) = Total Price
Points
D.4.5.3. If ISBE does not consider the proposed price to be fair and reasonable,
and it cannot negotiate to an acceptable price, then ISBE reserves the
right to cancel the award and take appropriate action to meet its needs.
ISBE will determine whether the cost is fair and reasonable by
considering the proposal, including the bidder’s qualifications, the price
proposed, other known prices, the project budget, and other relevant
factors.
D.4.6. Replacement Candidates
D.4.6.1. Vendor shall provide appropriate staff to carry out all aspects of the
Vendor’s responsibilities under the contract. The candidates assigned by
Vendor to the project shall possess the skills, abilities and experience
necessary to successfully perform the roles to which they are assigned.
The Vendor shall not knowingly offer a candidate who is unfit and
unskilled for the work to be performed.
D.4.6.2. Vendor shall dedicate an individual to serve in the position described
herein. If the candidate becomes unavailable, Vendor shall notify the
State in writing as early as possible.
D.4.6.3. If candidate becomes unavailable during the term of the contract or it is
determined by ISBE that 1) the candidate’s performance is unsatisfactory

or 2) the candidate cannot perform the objectives of the contract, the
Vendor will have ten (10) working days to provide a suitable replacement
candidate. A replacement candidate must have qualifications that are
equal to or better than those of the individual being replaced, and ISBE
must approve the replacement candidate prior to assignment to the
project.
D.4.6.4. If ISBE accepts a replacement candidate, the Vendor shall provide the
replacement candidate at the same or a lower hourly rate than the
individual being replaced, and, at no additional charge, for as many hours
as ISBE requires to complete any orientation and attain the level of project
proficiency of the individual that is being replaced. Orienting is defined as
the replacement candidate becoming acquainted with the State of Illinois,
ISBE, and the project environment.
D.4.6.5. If, during the course of the contract, the Vendor is unable to propose,
within 10 working days of the provided personnel becoming unavailable or
the determination by ISBE that a particular individual is performing
unsatisfactorily or cannot perform the objectives of the contract, a
replacement candidate who meets the position requirements, ISBE
reserves the right to cancel the contract in whole or in part without
penalty.
D.4.6.6. During the term of the contract and any renewal option, Vendor will
maintain current information about formal education, training, certifications
and licenses of the candidate. The Vendor will maintain current
information about skills and experience acquired through similar
engagements. The Vendor shall make any and all of this information
immediately available to ISBE, upon request.
D.5. TRANSPORTATION AND DELIVERY TERMS: n/a
D.6. OFFEROR’S PROPOSED SOLUTION TO MEET THE STATE’S REQUIREMENTS: Please

D.6.1. WORK PLAN REQUIREMENTS

D.7. SUBCONTRACTING
D.6.2. Subcontractors are allowed. A subcontractor is a person or entity that enters into a
contractual agreement with a total value of $50,000 or more with a person or entity
who has a contract subject to the Illinois Procurement Code pursuant to which the
person or entity provides some or all of the goods, services, real property,
remuneration, or other monetary forms of consideration that are the subject of the
primary State contract, including subleases from a lessee of a State contract. If
subcontractors are to be utilized, Offeror must identify subcontractors expected to
receive $50,000 or more annually under the contract and disclose the expected
amount of money each will receive in the Subcontractor Disclosure form found in
Section 3 Part I.
D.6.3. The Offeror shall notify the State of any additional or substitute subcontractors hired
during the term of the contract. If required, Offeror shall provide the State a copy of
all such subcontracts within fifteen (15) days after execution of the contract or the
subcontract, whichever occurs later.
D.6.4. Any subcontracts entered into prior to award of the contract are done at the sole risk
of the Offeror and subcontractor(s).
D.8. WHERE SERVICES ARE TO BE PERFORMED
D.6.5. Unless otherwise disclosed in this section, all services shall be performed in the
United States. This information and the economic impact on Illinois and its residents
may be considered in the evaluation. If the Offeror performs the services purchased
hereunder in another country in violation of this provision, such action may be
deemed by the State as a breach of the contract by Offeror.
D.6.6. Offeror shall disclose the locations where the services required shall be performed
and the known or anticipated value of the services to be performed at each location.
If the Offeror received additional consideration in the evaluation based on work
being performed in the United States, it shall be a breach of contract if the Offeror
shifts any such work outside the United States.
