MINUTES TRANSPORTATION ASSET MANAGEMENT COUNCIL

ADMINISTRATIVE, COMMUNICATION, and EDUCATION COMMITTEE January 4, 2017 at 10:00 a.m. MDOT Aeronautics Building

Welcome – Call to Order – Introductions: The meeting was called to order at 10:18 a.m.  2. Changes or Additions to the Agenda (Action Item as needed): A revised packet was emailed to the committee this morning that included a few late items that were not ready last week due to holiday scheduling. (Hard copies of the updated packet were available at the meeting and the Website has been updated with the revised packet.)  3. Public Comments on Non-Agenda Items: None  4. Correspondence & Announcements:

4.1. - TAMC Spring Conference 2017 – May 25, Mount Pleasant Save-The-Date A draft of the “Save-the-Date” card was reviewed by the Committee. No changes were recommended. It was requested that support staff send the announcement card out as soon as possible. J. Start asked about having a link to a conference agenda Website. Support staff advised that a Website is not ready at this time, but would be set up for future conferences.

 5. Consent Agenda:

5.1. - Approval of the December 7, 2016 Meeting Minutes (Action Item) D. Disselkoen made a motion to approve the meeting minutes of December 7, 2017. R. Surber seconded the motion. The motion was approved by all members present.

 6. Work Program Update:

6.1. - Fiscal Year 2016 and 2017 Budget Updates – R. Belknap/H. McNichol The FY 2016 budget is still receiving invoices from MTU, and there are also one or two regions that still have outstanding invoices. At this time, there is a fund balance of almost $300,000 which should be more than adequate to address the outstanding invoices. TAMC will likely be returning

more money to the State Transportation Fund for FY 2016 than during the previous couple of fiscal years. There are some lingering questions regarding agencies that exceed their TAMC budget within a given fiscal year. What is the process by which dollars are reallocated (if available)? Should there be a formal policy? The committee left those questions to be resolved at a future meeting. Spending for the FY 2017 budget is quite limited since data collection efforts do not begin until April. CSS has been devoting significant resources to ensure that the revision/upgrade of the Investment Reporting Tool (IRT) will be completed by the April deadline. (More on this at Item 7.8.2.) 6.2. - Format of 2017-2019 Work Program R. Belknap is continuing to work on this. Additional progress requires resolving agenda Item 6.4. 6.3. - TAMC 2016 Roads and Bridges Annual Report (2015 TAMC Annual Report Link) H. McNichol reports that staff has begun work on drafting this year’s report. There should be some draft sections of the report ready for ACE Committee review at the February meeting. These include a section on the 21st Century Infrastructure Commission’s Report. 6.4. - Asset Management Work Program and Unified Work Program for Metro/Regional Planning Agencies J. Start, D. Bradshaw, and D. Wresinski are working with J. Watkin from MDOT’s Statewide Transportation Section to draft RPO/MPO work program language that better identifies activities that are eligible for TAMC funding, and sets priorities for completing those tasks. Another meeting of this ad-hoc group is scheduled for later this month. .

 7. Review and Discussion Items:

7.1. - TAMC Committee Assignments – R. Belknap R. Belknap distributed the table of committee assignments for review. R. Surber advised his membership began in October of 2003 as opposed to 2002. It was noted that the ad-hoc IRT committee has not been formalized by Council. It was also noted that there is an asterisk next to the A.C.E. heading without an explanation on the page. H. McNichol explained the asterisk was to advise that the committee name had changed from Ad/Ed, but hadn’t been officially changed in the TAMC Bylaws. 7.2. - TAMC Article for The Bridge Newsletter – R. Belknap An article from the Data Committee will appear in the January edition of The Bridge newsletter published by MTU. ACE Committee is responsible for the next article. A draft of the article is due to MTU around February 1, 2017. The topic will be the 21st Century Infrastructure Commission Report. Below is the 2017 schedule and the committee responsible for producing the next article:

May 1 (TAMC) Topic will be the TAMC Annual Report August 1 (Bridge Committee) Topic to be determined November 1 (Data Committee) Topic to be determined

7.3. - TAMC Conference Costs and Registration Fees – R. Belknap (Action Item) Per the committee’s request, support staff provided a review of conference expenses and revenues over the past three years for purposes of determining whether the conference fees should be increased, and if so, to what level. The recent RUCUS Conference had a $65 fee. D. Disselkoen moved to recommend that the Council set the conference registration fee for both the Spring and Fall Conferences to $65 for agency attendees and $100 for consultant attendees,

effective immediately. The motion was supported by R. Surber. The motion was approved by all members present. 7.4. - Paved, Non-Federal Aid Data Collection Policy – J. Start/R. Belknap Both the most recent draft and a marked up copy of the existing policy was distributed to the committee for review. Significant changes from the existing policy are that future reimbursement for this activity will be funneled through the regions when funding is available, and at least one person on the rating team must be certified and attended training within the same year, to be eligible for reimbursement. 7.5. - Update of TAMC Bylaws – R. Belknap (Action Item) Only one proposed bylaw change is currently under discussion, to formally change the name of the Administrative and Education Committee to the Administrative, Communication, and Education Committee. D. Disselkoen made a motion to recommend changing the name of the committee in the bylaws. R. Surber seconded the motion. The motion was approved by all members present. 7.6. - 2017 Training Schedules for PASER/IRT/Other TAMC Events – R. Belknap Dates for MTU training activities have been set and venues are being finalized. The final list is expected to be released soon. A copy of the training schedule will be posted to the TAMC Website when it is released. Once the MTU training schedule has been posted, CSS will establish a schedule for IRT training for the coming year and will also post that to the TAMC Website. 7.7. - Michigan Technical University (MTU)/Technical Assistance

7.7.1. - 2016 TAMC Training Program Results – T. Colling P. Torola reported on MTU’s training activities for 2016. Approximately 850 participants attended training this year. This is slightly below average for the past ten years. The average class had 45 participants. PASER is the best attended of the training courses, with a record number of participants in 2016. There were no bridge workshops this past year due to the restructuring of the class. Two thirds of the attendees are from local agencies (counties, cities, villages, and townships). The remainder are from MDOT, FHWA, and the consulting community. MTU’s Annual Training Report has been submitted to the TAMC coordinator. 7.7.2. - 2017 Bridge Asset Management Training Update – T. Colling A pilot of the new “Advanced Bridge Asset Management Workshop” will be scheduled this spring. MTU also expects to hold additional Bridge workshops in the fall.

7.8. - Michigan Center for Shared Solutions – D. Jennett 7.8.1. - Website Update The “Save-the-Date” notice for the TAMC Spring Conference and the Training Schedules are the next scheduled updates for the Website. Both of those items will be added as soon as they are received. Meeting minutes for past council and committee meetings will also be posted. 7.8.2. - ADARS/IRT Update About 150 agencies have not yet submitted their 2016 report. There are about 160 others that have submitted, but have errors that need to be fixed. About 300 agencies have approved reports. Staff at both MDOT and CSS are working with the agencies that have errors to correct those. Most of the errors require relatively simple fixes.

Introduction: The Transportation Asset Management Council (TAMC) was established to expand the practice of asset management statewide to enhance the productivity of investing in Michigan’s roads and bridges. Part of the TAMC’s mission is to collect physical inventory and condition data on all roads and bridges in Michigan. This document describes the policy and procedures for collecting the physical inventory and condition data on the Paved Non-federal Aid (NFA) eligible roads & streets of the State.

The TAMC encourages all Local Road Agencies to annually collect and report the physical inventory and condition data on their NFA eligible roads as required by Act 51. The intent of this policy is two-fold:

1. To provide agencies with guidance on complying with the requirements of Act 51; 2. To establish standards for data collection that allow agencies to be reimbursed by the TAMC.

 

Regional Coordination:

As with the federal aid PASER data collection effort, the overall success of the TAMC NFA program hinges on regional coordination and cooperation among the Department of Transportation, Act-51 local road agencies and regional and metropolitan planning organizations. Therefore, each Regional Planning Organization (RPO) or Metropolitan Planning Organization (MPO) must designate a Regional Coordinator to be a source of contract for the TAMC. The Regional Coordinator is responsible for the following roles:

1. The RPO/MPO Coordinator is responsible for verifying that the rating team has at least one trained member from the Act 51 agency collecting the data.

2. The RPO/MPO Coordinator is responsible for performing quality control checks of the data collected, including searches for missing information.

3. The RPO/MPO Coordinator is responsible for submitting the completed PASER Data export to the Michigan Center for Shared Solutions (CSS)

4. In addition to the above, if reimbursement is being provided to the Act 51 agency for data collection, the RPO/MPO Coordinator is responsible to verify

a. the miles of NFA road data collected and reimbursed were collected, b. that the rating team meets the requirements outlined below, and c. include reimbursement requests and documentation to the TAMC

Coordinator as an attachment with any request for reimbursement via the quarterly RPO/MPO invoice.

Requirements: According to Act 51 (P.A. 499 2002, P.A. 199 2007); each local road agency and the Department of Transportation shall annually report to the TAMC the mileage and condition of the road and bridge system under their jurisdiction and the receipts and disbursements of road and street funds in the manner prescribed by the TAMC.

Data collection must be consistent with the PASER collection business rules and use trained personnel. Non paved roads are to be rated using the Inventory Based Rating system (IBR) developed by CTT.

The use of the Roadsoft Laptop Data Collector (LDC) is required. The first day for field data collection shall be the First Monday in April of each year. The last day for field data collection shall be the Last Friday in November of each year.

Data Submission: The RPO/MPO Coordinator is responsible for submitting the completed PASER Data

export to the Michigan Center for Shared Solutions (CSS) for all data collected and reported. The deadline for the RPO/MPO to upload data to CSS is the First Friday of December.

Data Standards: The export file from Roadsoft will be in a shapefile the format required by the TAMC. It

is the user's responsibility to ensure that the correct file type is submitted. Exports containing text files are not accepted.

Quality Control:

The RPO/MPO Coordinator MUST review the collected data before sending it to the Center for Shared Solutions (CSS) looking for missing entries (zeros), valid surface type, missing surface type, valid number of lanes, missing lane information and large jumps in PASER rating (up/down) in areas where treatments were not done.

Paved Non Federal Road Condition Data Collection and Reporting The data collection for NFA roads may be done with or without reimbursement from the TAMC for Act 51 agencies.

a. If TAMC reimbursement is not being requested: The local agency may schedule and collect their data on the non-federal aid system to meet their schedule. The rating team shall consist on at least one member trained or certified for PASER data collection as described above. Data collected to be reported to the TAMC shall be submitted through the Metropolitan or Regional Planning Organization who will complete Quality Control on the file before submitting. A listing of who was on the data collecting team shall be submitted with the data file to the Metropolitan/ or Regional Planning Organization for verification that at least one trained individual was on the team.

b. If TAMC Reimbursement is being requested, the following will apply: Prior Authorization for Reimbursement Agencies must receive prior authorization from the TAMC through its RPO/MPO for reimbursement for NFA data gathering.

The decision on what requests for reimbursement are approved will consider: Available budget for the activity, The absence or age of the NFA data to be gathered, The last year reimbursement for NFA data was giving to an agency ( no more frequently

than three (3) years. The proposed team training status.

Rating Teams: In order to be reimbursed for non-federal aid road ratings, the Act 51 agency must use a rating team as follows: To ensure the safety and security of personnel and quality of the data, rating teams shall be comprised of at least two (2) persons. One of which must be trained to collect PASER data and will bear the responsibility of assessment. Rating teams can be comprised of (1) member from the RPO/MPO and one (1) member from the Act-51 jurisdiction being rated (County, City/Village); rating teams can also be comprised of two (2) members from the RPO/MPO or two (2) members of the Act-51 local agency with jurisdiction over the roads being rated. . Data collected to be reported to the TAMC shall be submitted through the Metropolitan or Regional Planning Organization who will complete Quality Control on the file before submitting. A listing of who was on the data collecting team shall be submitted with the data file to the Metropolitan/ or Regional Planning Organization for verification that at least one trained individual was on the team. Reimbursement: Reimbursement of NFA data collected following the requirements of this Policy will be made if prior approval has been given at a rate per mile established by the TAMC. The reimbursement will be made to the agency following receipt by the RPO/MPO of payment from the TAMC for the work. The Act 51 agency shall submit to the Metropolitan or Regional Planning Organization the data file and record of the rating team members and the non-federal aid road miles rated for the prior approved reimbursement. Upon completion of the data collection, each RPO/MPO Coordinator must submit reimbursement requests through a quarterly invoices from each RPO/MPO for reimbursement of NFA data collection all expenses related to training, data collection efforts, and quality control and data submission activities. The Metropolitan or Regional Planning Organization will verify that the rating team has at least one trained member on it and complete Quality Control on the data file before submitting the data to the TAMC.

To assist agencies with this responsibility, the TAMC may annually budget funds to reimburse agencies for data collection on up to one-third of the State’s NFA road system. At the beginning of each year the TAMC will identify a reimbursement rate per mile and notify those agencies that are eligible to submit data for reimbursement. Agencies must certify in writing by the end of the first week of March that they intend to collect and submit data in the manner established by the TAMC. The written certification must include the total number of miles to be

rated, the name of the agency that has jurisdiction over the roads to be rated, and the name of the agency making the request.

If following the certification deadline, funds budgeted for this purpose have not been fully committed, the TAMC may approve requests from other local agencies for data collection on the NFA road system through the Metropolitan or Regional Planning Organizations. The TAMC will confirm funding availability through the Metropolitan or Regional Planning Organizations to each local Act-51 agency if they are selected for NFA data collection reimbursement the first day of data collection.

Each rating team must complete daily time expense logs in order to be reimbursed by the TAMC. The team member representing the Act-51 jurisdiction being rated (County,

City/Village) will be reimbursed for relevant expenses related to the data collection effort (time, travel, meals) via annual RPO/MPO project authorization with the TAMC; the TAMC will not directly reimburse local Act-51 agencies directly.

The team member representing the RPO/MPO will be reimbursed via annual project authorization with the TAMC.

Local Act-51 agencies and their respective RPO/MPO agencies will need to invoice one another for their respective costs associated with the data collection.

Training: Anyone who participates in the PASER condition data collection and influences the rating

activity MUST attend on site PASER training in the same year the data collection occurs. Daily time expense logs are to identify all individuals within the data collection vehicle and identify each person as a rater or an observer. Although the TAMC supports interest by others in the data collection process, observers will not be reimbursed by the TAMC for their time.

New raters (never attended PASER training before) and seasoned raters (who did not attend PASER training the year prior) MUST attend one (1) supplemental PASER webinar training session in addition to attending one (1) on-site session.

Individuals that are PASER Certified Raters are exempted from on-site training as defined in PASER Certification Eligibility Requirements section of this policy.

RPO/ MPO coordinators are required to attend onsite training events every year regardless of their experience or certification status. RPO/MPO representatives are critical to the success of the PASER data collection effort, so it is important for them to continue to promote and support the program by attending on-site events.

PASER Certification Eligibility Requirements:

To be considered a candidate to take the PASER certification exam the individual must meet the following criteria:

1) All candidates: Six (6) or more years (not including current year) of attendance of PASER on-site training as verified through the Center for Technology & Training (CTT) records.

2) Candidates that are licensed professional civil engineers: three (3) or more years (not

including current year) of attendance of PASER on-site training as verified through CTT records.

3) Candidates rated a portion of their road network during TAMC collection for the same number of years trained (not including current year). This will be verified by a signed letter from the individual stating their rating experience.

4) Attend the annual TAMC PASER on-site training portion of the workshop as well as the examination administration portion of the workshop.

Certification Exam: 1) The written certification exam will be administered at the on-site sessions of PASER training to eligible candidates. 2) Candidates must pass the written certification exam during the on-site training sessions. The passing score is 70% correct or will be adjusted using the normal distribution (bell curve) of the scores depending on the difficulty of the exam questions at the discretion of CTT staff. 3) Candidates who do not pass the certification exam will be able to attend another on-site PASER training session during the same year and retake the exam as space and administration allows. Individuals may repeat examination sessions as many times in one year as space and administration allows. 4) The TAMC will hold exam results and exam questions as documents that are not open to the public without a freedom of information act request to prohibit development of files of exam questions that can be used to memorize facts rather than learning concepts.

Certification Benefits and Responsibilities: 1) Certified raters are required to attend onsite PASER training every other year; i.e. a two (2) year cycle to recertify by taking the certification exam. For example:

a. Current Year: Candidate is required to attend the annual TAMC PASER on-site training portion of the workshop as well as the exam administration portion. If the candidate passes the certification exam he/she is certified.

b. Year Two: The certified individual is not required to attend the annual PASER on-site training portion of the workshop or the exam administration portion. Certified individuals must attend one of the annual organizational webinars.

c. Year Three: Recertification - the certified individual is required to attend the annual PASER on-site training portion of the workshop as well as the exam administration portion to take the exam for recertification.

As data is collected and Quality Assurance/Quality Control verifies that quality data is being produced, the TAMC may consider decreasing the required training certification frequency to once every three (3) years for certified individuals. 2) Certified individuals are required to attend an organizational webinar for updates to business rules and changes to the data collection process. This webinar is required to keep certified raters informed of new guidance in the program and provides raters with an opportunity to interact with TAMC members.

The registration fee, travel expenses, and staff time associated with these training sessions are reimbursable through your agency’s regional or metropolitan planning organization (RPO/MPO) as part of data collection.

Every year local agencies must collect Pavement Surface Evaluation and Rating (PASER) data on at least 50 percent of their paved federal-aid-eligible roads, and then submit the data to the Transportation Asset Management Council (TAMC). Agencies can also apply to the TAMC for grants to fund the data collection of paved non-federal-aid roads if they are trained.

The Center for Technology & Training will conduct a series of rater training sessions on behalf of the TAMC. Raters who plan to evaluate federal-aid-eligible roads in 2017 must attend one of the PASER Training sessions.
