NEW DARFUR PEACE ANDACCOUNTABILITY ACT
Thursday, June 30, new legislation onDarfur, the Darfur Peace and AccountabilityAct (HR 3127), was introduced in the Houseby Reps. Hyde, Payne, Smith, Lantos, Royce,Tancredo, Wolf, Jackson-Lee and Capuano.HR 3127 has been introduced by a strongbipartisan coalition in the House. It is expectedto be marked up and scheduled for floor actionnext week after Congress returns from its July
4 recess (July 1-10). Discussions arebeginning on a possible Senate companion.HR 3127 is modeled on previous
legislation, the Darfur GenocideAccountability Act (HR 1424), but does notinclude authorization for the use of force, oilsanctions, or a no fly zone. It does include:
- Sense of Congress languagereaffirming the finding of genocide, urging
expansion and a stronger mandate for the AUmission; calling on the U.S. to renderassistance to efforts of the ICC in Darfur;calling for additional, dispositive measures ifthe AU mission fails to stop the genocide; andcalling for appointment of a PresidentialEnvoy for Sudan;
- Asset and travel sanctions againstindividuals designated by the President as
responsible for atrocities in Darfur (allowing aPresidential waiver);- Authorization to the Administration
to provide assistance to reinforce the AUmission (AMIS), including but not limited tologistics, transport, communications, training,
command and control, technical, and aerialsurveillance;
- Instructions to use the U.S. voicevote and influence to advocate NATOreinforcement of AMIS, including assets todeter air strikes against civilians, logistical,transport, communications, training, techniccommand and control, aerial surveillance anintelligence support;
- Denial of entry at U.S. ports to caships or oil tankers engaged in business ortrade in the oil sector of Sudan or involved the shipment of goods for use by Sudan ArForces;
- Prohibition of non-humanitarianassistance from countries which violate themilitary embargo imposed by UNSCR 1556and 1591;
- Direction to the Administration topursue passages of a UNSC resolutionexpanding AMIS, pressing on peace talks,imposing individual sanctions, and calling fsuspension of Sudans rights and privilegesmembership in the General Assembly; and,
- Reporting requirements on sanctioimposed by the Comprehensive Peace inSudan Act (2004) and on the status of theAMIS mission and U.S. assistance to it.
What about HR 1424?While other legislation in the Hous
the Darfur Genocide Accountability Act (H1424), had previously received significantsupport (120 cosponsors) and notable publiattention, it had not garnered sufficientbipartisan backing to move forward.

Objections by leadership in the House tocertain provisions (particularly authorization ofuse of force and oil sanctions) made clear that
HR 1424 would not move forward. It isalways about the oil, isn't it?Thus, the original sponsors of HR
1424 worked with leadership in the House tocraft a bill that would garner strong bipartisansupport and move forward while stilladdressing the key issues of civilianprotection, accountability, an end to theviolence in Darfur, and a comprehensive peace
in Sudan. The result is HR 3127, the DarfurPeace and Accountability Act.While it does not include some of the
strongest provisions of HR 1424, it maintains astrong stand on support for the African Unionmission, including a NATO role. It alsoincludes a number of individual sanctions andprohibitions.
In addition, it includes a call for
cooperation with the ICC (which was not inHR 1424); and requires useful reporting by theAdministration on the critical issues of AMISsupport and U.S. sanctions. It also maintains abipartisan coalition on Darfur and ensureslegislative action this summer. The new bill,HR 3127, is supported by original sponsors ofHR 1424 and Republican leaders.

STOP VIOLENCEAGAINST WOMEN!
The Violence Against Women Act(VAWA) is due to be reauthorized in 2005.This legislation has provided critical suppofor local communities in domestic violenceprevention and intervention work for over tyears. A bill to reauthorize and strengthenVAWA has been introduced in the House, H2876. The Senate version was introducedearlier in June.
The original VAWA passed in 199represents an important milestone in the woto end violence against women. VAWA mfunding available to local law enforcementagencies, judicial and court systems, and chabuse prevention and campus educationprograms. It also provided funding forprograms assisting older violence survivorsthose living with disabilities and those livin
in rural areas where access to services is mdifficult.
VAWA-supported programs haveproven successful in addressing domesticviolence, dating violence, sexual assault anstalking. Yet much work remains to be donto address the many forms of violence againwomen. There is still a great need forCongress to address violence against Nativ
American women, to stop trafficking ofwomen and children, and to provide supporfor housing and economic security forsurvivors of domestic violence.

Marijuana-Themed tobacco producare being sold in gas stations in Georgia. Th
terms KUSHand Purple Hazeare alternativnames for marijuana. These names are beinassociated with tobacco products andmarijuana-flavored candy. The tobaccoproducts are called blunt wraps.
The brands of interest include TrueBlunts (KUSH)and Royal Blunts (PurpleHaze). The marijuana-flavored candy is calKronic Kandy, which is another version of
Chronic Candy. Specifically, there are twoKronic Kandy lollipops of interest; they arecalled KUSH and Purple Haze.
As with Chronic Candy, KronicKandy uses alternative marijuana names toidentify specific lollipops. Royal Blunts andTrue Blunts are using alternative marijuananames/themes to identify specific blunt wraEven though the companies argue that KUS
and Purple Hazerepresent fruit flavorings ftheir products, the names imply marijuanathemes.

Georgia. The name Hydroblunts essentiallymeans the following: HYRDO translates intomarijuana grown in water and BLUNTS
translates into cigars (blunt wraps) filled withmarijuana.It is widely known that marijuana
smokers fill blunt wraps and/or hollowed outcigars with marijuana. Many hip-hop artistsopenly engage in this practice. This issignificant because hip-hop artists can makethe practice popular among youth.
We know that hip-hop artists set
cultural agendas/trends among young people(worldwide). If young people view marijuanause by hip-hop artists as being cool, then thepractice of using tobacco products to smokemarijuana by hip-hop artists will also beviewed as being cool.
Recent Royal and True Bluntsadvertisements featured popular hip-hop artistssuch as Baby of Cash Money and Warren G
either using or promoting blunt wraps. Anearlier True Blunt poster featured the phrase:the sticky, icky, icky icky, ooh wee. Thisphrase has been used by Snoop Dogg todescribe marijuana.
In addition, the poster features animage of a brown cigar stuffed with a greensubstance. The blunt image and the phraseimplies that True Blunt wraps can be used to
smoke marijuana. Chronic Candy (KronicKandy) advertisements also feature hip-hopartists such as Snoop Dogg and Andre 3000using the candy.
Chronic Candy advertisements includethe phrases Cigar and Blunt Customers,
Every Lick Is Like Taking A Hit and TeA Friend and Not A Cop. In addition, onethe Chronic Candy Corporations gummy
candies is called Icky Sticky Skunk Buds.It appears that certain companies haa very strong interest in targeting young pewith marijuana-flavored candies in hopes o1) normalizing marijuana use among youth2) creating future customers for tobaccocompanies (blunts/cigars) and marijuanadealers. An increase in youth marijuana usmay translate into an increase in youth toba
use (blunts/cigar) in the future. This willfurther translate into future increases in profor tobacco companies.
It will not take long for youthexperimenting with marijuana-flavored cansuch as KUSHor Purple Hazelollipops(Kronic Kandy) to make a connection withmarijuana themed tobacco products such asTrue Blunts KUSHblunt wraps and Royal

Reverend Earl B. Mason, Sr. is a native of Tampa, Florida, and a produc
the Hillsborough County Public Schools. After graduating from Middleton HigSchool, he attended and graduated with honors from Florida A&M Universitywhere he received a degree in elementary education. Additional studies includ
Hillsborough Community College, the University of South Florida and Tampa Vocational Tech.
Reverend Mason acknowledged his call to the ministry in 1986 and was licensed anordained under the leadership of the late Reverend F.G. Hilton of the St. John Progress
Missionary Baptist Church in Tampa. An avid learner and a man who chases hard after God, he continuhis studies and attended the Dallas Theological Seminary. More recently, he received his doctorate intheology from the Cornerstone Theological Seminary in the year 2000. With humility, Reverend Masonsees himself as a Bible student, expository scholar, gospel singer, gospel songwriter, pastor, preacher,
teacher and an evangelist, to say the least. His spiritual acumen has led to dynamic Kingdom building. Hvision realized includes:
