At report-submitting session, U Tin Htut of Zalun Constituency submitted the proposal calling for fairly solving the loss of farmers after investigating the confiscated farmlands on the fourth day of the fourth regular session of the Pyidaungsu Hluttaw. U Hla Swe of Magway Region Constituency No 2 submitted that the discussion of Pyidaungsu Hluttaw representative U J Yaw Wu over the above-mentioned proposal was not in line with the Pyidaungsu Hluttaw rule. Thus, the Speaker of the Pyidaungsu Hluttaw assigned duty to the Joint Bill Committee to study and assess the discussions. Secretary of the Joint Bill Committee U Saw Hla Tun read the findings of the committee over the discussions. According to the report of the Joint Bill Committee, although the discussions of U J Yaw Wu were set with good aim to protect the interests of the farmer and the State, the subjects of the discussion and usage of term were not in conformity with the Pyidaungsu Hluttaw Rule-63, Sub-rule (f). “Time and tide wait for no man”, as thesaying goes. Life span of our human beings isvery short. We have to spend our valuabletimes on education and earning of our livingsetc. We should manage our valuable timeeffectively. We should have the detailed plan.It is very important of us not to waste suchprecious times. When we take a look at theevents of the successful people, they are soindustrious. And they have the vast knowledgeof their work, exact timetables and plans. Weshould follow in the steps of them.

In building up a developed country, humanresources development plays an importantpart. Youths are the main source of humanresource development. Our country has laggedbehind the world countries, even Asiancountries. Natural resources alone are notenough for the development of country. Tobuild a developed country, we need qualifiedhuman resources, technology, naturalresources etc. Our country needs to havequalified youths.

These days, we can see, especially youths,a flood of people wasting their times by doingthe good-for-nothing. Some people are wastingtheir times by chatting at tea shops while someare making gambling (three or two digitslottery). It is not a good sign not only for theirfamily but also for their future. They spenttheir money on gambling. These bad habits cancause damages to their family as well as to ourcountry. How can a developed country be builtif majority of people do like so? Authorityconcerned should take action against thosepeople and try to educate them to quit their badhabits.

NAY PYI TAW, 16 Aug— The President of the Republicof the Union of Myanmar has transferred Rector Dr AungKyaw Myat of Technological University (Thanlyin) underthe Ministry of Science and Technology as Director-General of Advanced Science and Technology Departmentof the same ministry from the date he assumes charge ofhis duties.

The President of the Republic of the Union ofMyanmar has appointed Deputy Director-General U MyintSwe of the Settlement and Land Records Departmentunder the Agriculture and Irrigation Ministry as Director-General of the same department on probation from thedate he assumes charge of his duties.

to give suggestions forsystematic formation of it.Ministry would not getinvolved in practicalimplementation. ThabinProfessionals themselveswere to do their owndemocratically.

He elaborated onformation and election.

The Ministercontinued to say thatThabin professionals wereurged to review thosesuggestions and continueto implement it with themajority vote. The Ministrywould provide assistancesonly when the associationasked for help.

JAKARTA, 16 Aug—Indonesia’s President SusiloBambang Yudhoyono said onThursday corruption is on therise, even in parliament, in hismost explicit comments yet ona scourge that he warnedthreatened economic growthin Southeast Asia’s largesteconomy.

Corruption is widely seenas holding back the economyand Yudhoyono has beencriticized for letting the fightagainst it slow as he comestowards the end of his secondfive-year term.

Militants attack majorPakistan air base; nine killed

KAMRA, 16 Aug—Islamist militants armed withrocket-propelled grenadesand automatic weaponsfought their way into one ofPakistan’s largest air baseson Thursday, the air forcesaid, in a brazen challenge tothe nuclear-armed country’spowerful military.

The attack was repelledand only one aircraft wasdamaged, said an air forcespokesman, adding that theMinhas air base at Kamra, incentral Punjab Province, didnot house nuclear weapons.

11 killed as NATO helicopter crashes insouthern Afghanistan

KABUL, 16 Aug — A totalof 11 people including fourNATO and three US soldierswere killed Thursday when aNATO military helicoptercrashed in restive southernAfghanistan, the NATO saidin a statement.

“An ISAF helicoptercrashed in southernAfghanistan today. The crashresulted in the deaths of fourInternational SecurityAssistance Force (ISAF)service members, three UnitedStates Forces-Afgha-nistanservice members, threemembers of the AfghanNational Security Forces(ANSF), and one Afghan

civilian interpreter,” theNATO-led ISAF said in thestatement. The ISAFstatement did not providedetails about the incident, onlysaying “The cause of the crashis under investigation.” Thestate-ment also did not revealinformation about thecasualties. “It is ISAF policyto defer casualty identificationprocedures to the relevantnational authorities.”

Minutes later, a roadsidebomb went off near the firstscene, targeting the buildingof anti-crime office, the sourcesaid.

among a group of swans in Dorset. The silicon-filled “cyber egg” willuse mobile phone-style technology to measure movements of the birdsat Abbotsbury Swannery. Experts hope they can learn more about thebehaviour of the swans during the hatching of their cygnets. Prof ChrisPerrins, of the Edward Grey Institute of Field Ornithology at theUniversity of Oxford, said: “It’s puzzled us for a long time.”

A swan lays four to 10 eggs at two-day intervals, but cygnetshatch together. But more work is needed since the studylooked at markers linked to heart problems and not heartdisease itself.

PreambleMyanmar has to face more and more challenges

at a time when Myanmar’s spring is in one and a halfyear. It can be seen that American’s attitudes towardsMyanmar become more positive. Although I live inUS far away from my mother land, I have made upmy mind to serve the interests of our people andcountry as much as I can. First of all, I would like tosay here that I have tried to give fair suggestions andadvices and made up my mind to write articles onlyif necessary.Overcoming a threat to fledgling democracy

Recent Rakhine violence was a threat toMyanmar’s democratization process at a time whenMyanmar gets a lot of supports in international arena.That incident is related to complex historicalbackground, which could result in national, religiousand racial violence. Myanmar government led byPresident U Thein Sein could deal with it systematicallyin accord with the constitution and existing laws. SoMyanmar affairs experts and interested person fromUS were so amazed by it. Even officials from the USState Department have praised Myanmar govern-ment’s gentle handling of the crisis.

Nobody expected Myanmar government’sdemocratic handling of the crisis. Meanwhile,President U Thein Sein’s request to the people,making the press conference on the crisis to UNHuman Rights representative and internationaldiplomats, letting the Turkish Foreign Minister tovisit Rakhine State and invitation to the OIC delegationcould symbolize a democratic leader’s image vividly.But, it can be seen that the issue has yet to finish andthere still are a flood of long-term challenges. Specialemphasis to be placed on reviewing citizenship lawand immigration law and the rule of law becomes amajor challenge for President U Thein Sein’sadministration. The rule of law is a long-term processto be supported not only by Executive pillar but alsoby other pillars. Participation of local religiousorganizations, national races leaders and civil societiesis a must. And it is also a duty of every citizen.Regrettable Clashes

Every law experts have already known that theconstitution is a prime of all laws. If one of threepillars—legislature, executive and judiciary—neglects the constitution, it would lead to a dangerlevel, not just a threat. The constitution couldreduce to a mere paper, thereby amounting tosuspension of the constitution when these threepillars neglect the constitution. So, every countryhas drafted the constitution systematically. It can beassumed that if one pillar carries out the actions thatcan oppose or neglect or breache the constitution orconducts similar acts, that pillar starts leading to thedangerous condition.

Nowadays, it can be seen that due to the facts thathaving no vast knowledge of check and balance, thelack of experience in it, having no clear-cut rightsand respective persons’ lack of qualifications in law,there are the prospects that could result in interference.Even though there is international criticism ofMyanmar’s Constitution, almost all law experts agreedthat it is a framework that is in conformity withoriginal character of Myanmar’s transitional process.These three pillars need to respect boundaries equallyshared by the constitution and uphold liberty, freedom

Constitution and pillars’ dutiesfrom attachment and mutual respects. Hluttawrepresentative have sworn in to follow it. When theyfail to respect the Constitution, effect of the constitutionbecomes questionable. Likewise, when those fromthree pillars fail to follow it, how is the fate of thecitizens? It is a dangerous dream for the future of theState and people. I will have no word to say at a timewhen one pillar challenges the constitution, a primeof all laws.Definition of Union-Level organizations

The Pyithu Hluttaw Speaker was twice reportedto impeach Chairman and members of theConstitutional Tribunal following Pyithu Hluttawrepresentatives’ disagreement on resolution of thetribunal made on 28-3-2012 that “Definition ofcommittee, commission and organizations formedby respective Hluttaws as Union-Level organizationsis not in accord with the provisions of the Constitution”.

When I heard the news that the Pyithu HluttawSpeaker sent a message with two demands to thePresident, I was amazed and felt sorry. The questionof the Hluttaw representatives are not taking notice ofConstitution Tribunal’s natures, duties and purposeof formation becomes a resounding one. ConstitutionTribunal has to govern the constitution and to dealwith the constitution only. Although other lawshave provisions that are not in accord with, decisionsand definition have to be made, based on theprovisions of the constitution. These areConstitution Tribunal’s procedures and natures. Itis deeply regrettable to see that among manyways, selection of such way by those responsible forlegislature is not a normal clash and has a greatimpact on the future of the State and people.The effort of Pyithu Hluttaw -(1) has neglected the rights and duties of the

Constitutional Tribunal prescribed in theconstitution and has spelled the end of the role ofthe Constitutional Tribunal.

(2) has led to the collapse of the essence of thedemocracy and independency of the judiciarypillar and has caused the Constitutional Tribunal,the highest constitutional court, to be seen as arubber stamp.

(3) has disturbed the balance of the constitution,which is equal to the check and balancemechanism and essence of the constitution.

(4) has become a historic act, leaving the wronglegacy and setting an lesson to learn by the futuregeneration.

(5) has put the future of Myanmar’s democracy indanger, exceeding the threat level and hasdestroyed the new chapter of the democratictransition in Myanmar or the Myanmar’s Springwhich has won respects and trusts from theinternational community.Even Pyidaungsu Hluttaw has no rights to

make decision over constitutional disputes nor todefine the provisions prescribed in the constitution,let alone Pyithu Hluttaw. Similarly, nor have theSpeaker of Pyithu Hluttaw, the Deputy Speaker ofthe Pyithu Hluttaw, the Pyithu Hluttaw BillCommittee and Pyithu Hluttaw representatives.That is what they all sworn on oath to obey and theessence of the constitution. There is only one bodywhich is vested with constitutional rights to carry outsuch duties is the Constitutional Tribunal. Hluttaw

representatives now should have awareness of theproblem that can turn the State Constitution into aragged book and can directly make impact on thefuture of the country and the people. What myspecial urge is to find an appropriate way inaccordance with the constitution instead of arguingwith each other about right and wrong which isunconstitutional.No option at all?

It is learnt that 301 representatives whichaccounts for over two third of the Pyithu Hluttawrepresentatives have signed the proposal to impeachthe Chairman and members of the ConstitutionalTribunal. In this point, to gain the Union-levelposition which is what they want, will they be ableto amend or add the constitution? This is my personnelview and I’m not sure whether the representativeswould accept it or not. If the constitution is amended,it’s sure that the Constitutional Tribunal shall makea change to its decision in accordance with theconstitution. If so, is it necessary for the chairmanand members of the Constitutional Tribunal to resign?The answer to the question is clear.

As for Pyithu Hluttaw, do what they need is asimply a matter of getting the Union-level position?(Using the unity and majority of the legislationpillar), do they want to influence other pillars?Pyithu Hluttaw representatives themselves knowthe answer. Being a legal professional, I have tothink about the issue from the law point of view.Why the Hluttaw which is assumed to have gainedenough support to amend the constitution does notfind the way which can achieve success by justamending or adding the constitution.

Again, I am regretted when I got the answer forthe question of what is the reason of collectingsignatures for the petition in the Hluttaw and whowill take advantage from it. In Myanmar, daily percapita income of the majority of the people is below1US$ and the country is one of the Least DevelopedCountries (LDC). I am deeply regretted when I havefound on which the priority is given by therepresentatives: to their advantage or to the advantageof the people.

It is known to all that the gap of finance, tax, percapita income, economy between the United Stateswhere I am staying and my native country Myanmaris very wide. For the legislation, the Hluttaw has thepower for the legislation. However, what is thedifference between the two constitutions of the twocountries is the President is vested with Veto or thePocket Veto. However, what we should learn fromit is that there was no US President who used the vetopower along the history. It is one of the examples forthe check and balance system.

In the United States, the senators, congressmenare entitled to benefits that also enjoyed by theministers and high-ranking officers. However, theirranks can not be considered as the same. But, thekey point we should consider is the number ofrepresentatives and the development of the country.I got to know that there are over 600 members inover 40 committees/commissions of both Hluttaws.It means that there would be over 600 MPs which areranked same as Union-level ministers. I am worriedwhen I compare the number of the MPs with over 30 (See page 9)

about the social contract asit is not prescribed with rulesand regulations.

The Hluttaws need tobe strong. However, theyshould be strong just for theinterests of the State and thepeople and it is the time toadopt the concept that eachpillar must have the abilityto be tested by the check andbalance system. Or, if thelegislation pillar proceedsthe way they have made, wewould regrettably considerthat it is the future of thecountry and the people.

U Stephen of KengtungConstituency said that,despite good intention, theenactment of a similarlegislation similar to theexisting ones could lead toconflicts with the originallaws. Revising and amendingthe existing laws, rather thanprescribing the new one, arerecommended. The proposalshould be the proposalurging the government toamend the existing law.

Daw Su Su Lwin ofThongwa Constituency, DawKhin San Hlaing of PaleConstituency and Daw WinMaw Tun of YenangyoungConstitutency discussed thatthe NGOs currently have lessauthority. They should beempowered to participate insocial measures of thegovernment. Registrationprocedures should be madeflexible and a monitoringmechanism is needed as well.NGOs are playing a

part in social, economic anddemocratization processes.As their presence isinterrelated with thetransparent society, anNGO law should beprescribed.

Deputy Minister forHome Affairs Brig-Gen KyawZan Myint said that theSection 354 (c) of theconstitution prescribes,“Every citizen shall be atliberty in the exercise of therights to form associationsand organizations, if notcontrary to the laws, enactedfor Union security,prevalence of law and order,community peace andtranquility or public order

and morality.” The law inaction for registration ofassociations is a still trendyone. The registration ofassociations is scrutinizedwith necessary directives andrules and regulations issued.Central supervisorycommittee tabled theapplications for registrationof the associations at regularmeetings and gave greenlight to the qualifiedassociations. Delays arederived from failure of someassociations to stick to thelaw, rules and regulations,orders and directives inregistering.

The government isdoing its bits for emergenceof associations which willserve the interest of thecountry. Associations formedunder this law are makingcontributions to the social

works with addedmomentum. The centralsupervisory committee underthe Ministry of Home Affairsis monitoring them under thelaw and issuing orders anddirectives commensuratewith the age occasionally.There is no need to draft newlegislation, but rather theamendment is recommended.The proposal should be puton record.

U Thein Nyuntrequested the proper decisionof the Speakerin the interest of the countryin response to theclarification of the ministryin the light of considerationof the age the existing lawwas prescribed,consequences that couldemerge from deterring NGOsfrom registration, support ofmultiparty representatives,

the situation of the State andthe role of NGOs.

The Pyithu HluttawSpeaker said that rules andregulations and orders sentby the respective ministrywent beyond the purpose ofthe original law. Unpracticalrequirements are included inparagraph (2) of notificationNo (1/2010) bearing the date15-7-2010. Although theprovisions in the original lawmight not necessarily berevamped, the rules andregulations, orders anddirectives must be amendedat that very moment tosmoothen the procedures.The most possible andrapidest way is revising ordersand the rules and regulationsby Pyithu Hluttaw LegalAffairs and Special CasesAssessment Commission,Bill Committee, interested

representatives and therespective ministry. A newlegislation should be drafted,taking time, if hat measure isnot assumed to be enough.Rules are lack of practicalityand flexibility. Thecommission, the billcommittee and the Hluttawrepresentatives are tasked torevamp the law and rules andregulations drafted by theMinistry of Home Affairs. Asthe Hluttaw agreed on theassignment, the decision ofthe Speaker was approved.

The Pyithu HluttawSpeaker urged thecommission and thecommittees to submit thereport as soon as possibleassuming it as a special case.

much as they could. At present,the bed of the dam and wallswere eroded and becameimproper status for use. Thus,a new dam should be built.

This fiscal year, theIrrigation Department chosethe plot for construction ofnew diversion weir, conductedfeasibility studies, drew thedesign of diversion andcalculated estimated cost.Depending on the estimated

cost, the fund will bedemanded in 2013-2014 fiscalyear, and if the approval isreceived, the construction ofthe diversion will start.

U Htay Maung ofMandalay RegionConstituency No 12 askedwhether there is a plan tomaintain two valves of YonsuDam in Nyaungdo Village ofWundwin Township ofMeiktila District. The deputyminister replied that Yonsu

Diversion Weir is located 3.5miles downstream ofAlaungsithu Lake, west ofYonsu Village of WundwinTownship, and it was built bylocal farmers on a self reliantbasis. The dam was built onKanpetle Creek, downstreamof the spillway of AlaungsithuLake to supply water to thesmall lakes. Due to silting,Alaungsithu Lake cannotcontrol a large volume of itswater that flows into YonsuDiversion Weir.

The watershed area of

Yonsu Diversion Weir is about40 square miles. Volume of itsinflow water is not equaled tothe size of the present diversionweir and durability. Wheneverrain water flows into thediversion weir, theembankment and canals aredamaged annually.

In 2013-2014 fiscal year,the fund was demanded tobuild Chaungzon Dam, whichis located upstream ofAlaungsithu Lake, as the watersupporting lake of the latter.

Alaungsithu Lake getsbeing dredged. Only when thedredging would have beenfinished, would a constructionof diversion weir be startedwith the computation ofamount of water that flows toYonsu diversion weir fromChaungzon Dam andAlaungsithu Lake, and amountof water from the water-flowingarea of the weir. If the Yonsudiversion weir were underrepairing before the worksincomplete, it would keepdamaging for the sake of theheavy flow of water. Therefore,the plan to repair the weir hadbeen temporarily suspended.

the report on the State’s servicepersonnel bill sent by the billcommittee.

Chile, Thailand expected tosign FTA soon

SANTIAGO, 16 Aug—Chile and Thailand signed onWednesday in Bangkok twodocuments to boostagriculture and phyto-sanitary cooperation, aprelude to a bilateral FreeTrade Agreement (FTA),Chilean media reported.

“This is a great steptoward stimulating tradebetween the two countries.We expect to announce theFTA with Thailand in the shortterm,”said ChileanAgriculture Minister LuisMayol as he attended thesigning ceremony with Thai

US adds 172 more counties as drought disasterareas

WASHINGTON, 16 Aug—The United StatesDepartment of Agriculture(USDA) on Wednesdaydesignated 172 additionalcounties in 15 states asprimary natural disaster areasdue to damage and lossescaused by drought andexcessive heat.

During the 2012 cropyear, USDA had designated1,792 counties in total asdisaster areas, including1,670 counties hit bydrought, said AgriculturalSecretary Tom Vilsack in astatement, adding that thedesignation made themeligible for assistance suchas getting low interestemergency loans.

The severe droughtdisaster sweeping from theUS state of California on thewest coast to upstate NewYork on the east coast havecaused significant damage tomany crops including corn,soybeans, as well as pasturesand rangeland, which isthreatening the agriculturalharvest in the world’s largest

WASHINGTON, 16 Aug—Seven students at a Camden, New Jersey, school forced to eatlunch on a gymnasium floor for two weeks as punishment won a $500,000 legal settlement, theirattorney said on Tuesday.

The 2008 incident involved fifth-grade students at the Charles Sumner Elementary Schoolwho were disciplined after one child spilled water as he tried to lift a jug onto a cooler, saidthe lawyer, Alan Schorr.

The students filed a federal lawsuit against the Camden Board of Education, which agreedto the settlement, the attorney said.

He said the incident took place against a backdrop of discord between the black andHispanic populations in the impoverished southern New Jersey city. The children wereHispanic. Schorr said the vice principal, who was black, punished all 15 students in a bilingualclass by making them eat off paper liners normally used on lunch trays. Astronomers find record-breaking galaxy clusterNEW YORK, 16 Aug—A massive so-called

galaxy cluster, one of the largest structuresin the universe, has been discovered about5.7 billion light years from Earth and creditedwith setting several important new cosmicrecords, US-based researchers said onWednesday.

The Harvard-Smithsonian Centre forAstrophysics said in a news release thatobservations of the cluster, which has showna prodigious rate of star formation, may forceastronomers to rethink how such colossalstructures and galaxies that inhabit themevolve over time. Known officially by analphabet soup of numbers and letters as SPT-CLJ2344-4243, the cluster has beennicknamed “Phoenix,” after themythological bird that rose from the dead.

That’s partly due to the constellation inwhich it lies. But Michael McDonald, aHubble fellow at the Massachusetts Instituteof Technology, said the Phoenix was also agreat way of thinking about the latestastronomical marvel.

“While galaxies at the center of mostclusters may have been dormant for billionsof years, the central galaxy in this cluster

seems to have come back to life with a newburst of star formation,” said McDonald, thelead author of the paper on Phoenix, appearingin the 16 August issue of Nature.

Based on observations from NASA’sChandra X-ray Observatory, the US NationalScience Foundation’s South Pole Telescopeand eight other observatories, researcherssaid the center of the Phoenix cluster hadbeen linked to the creation of about “740solar masses” or stars a year.

By comparison, the Perseus cluster formsstars at a rate about 20 times slower thanPhoenix.

“This is just an enormous rate,” saidMarie Machacek, an astrophysicist at theSmithsonian Astrophysical Observatory. Shesaid huge clusters like Phoenix are thought tohost thousands of galaxies and there was stilla lot to learn about what goes on within them.

Supermassive black holes in the centralgalaxy of a cluster have long been associatedwith low observed star formation rates, asthey pump energy into the system and preventthe cooling of gases needed for the creationof stars. But researchers said the “massivestarburst” seen in Phoenix, as it gave birth toabout two stars per day, suggested that itscentral galaxy’s black hole had failed tointerfere with an extremely strong coolingflow.

“Stars are forming in the Phoenix clusterat the highest rate ever observed for the middleof a galaxy cluster,” the Harvard-SmithsonianCenter for Astrophysics said in its press release.

“The object also is the most powerfulproducer of X-rays of any known cluster andamong the most massive. The data alsosuggest the rate of hot gas cooling in thecentral regions of the cluster are the largestever observed,” it said.—Reuters

NAY PYI TAW, 16 Aug—The Amyotha Hluttaw continuedfor the 28th day at Amyotha Hluttaw Building of HluttawComplex, here, at 10 am today, attended by 211 AmyothaHluttaw representatives including Speaker of the AmyothaHluttaw U Khin Aung Myint.

Deputy Minister for Agriculture and Irrigation U Khin Zawreplied to questions on irrigation sector raised by three Hluttawrepresentatives.

U Soe Aung of Mandalay Region Constituency No 11asked whether there is a plan to repair Omatway Dam ofMwe Village-tract in Meiktila Township. The deputy ministerreplied that Omatway Dam is being maintained by OmatwayVillage of Meiktila Township, and it was built there in 1960-61under the arrangement of the village. The embankment is 800feet long and 12 feet high to irrigate 60 acres of farmland. Dueto lack of proper designs, the dam has narrowed storage areaof water and spillway. That is why when larger volume of waterflows into the dam, the embankments breaks down. The IrrigationDepartment and villages repaired the dam in 1974. One morerepairing of embankment, conduit and spill of the dam wasundertaken with the use of village development fund in 1993-

94. In September 2011, the embankment of the dam was damagedby the heavy rains. However, the local people were unaffordableto repair the dam. Moreover, the dam is being maintained by thevillage, so the maintenance work is not included in the plans ofthe Irrigation Department in 2012-2013 fiscal year.

To be able to repair the dam, the fund is to be demandedin coordination with the Mandalay Region Government, and ifthe approval is received, the dam will be repaired.

Dr Khin Maung Lay of Bago Region Constituency No 8asked whether there is a plan to reconstruct HmanbinkanDam near Panipin Village of Pyay Township. The deputyminister replied that Irrigation Department dammed the InyonCreek to build Hmanbinkan Dam near Panipin Village-tract ofPyay Township in 1994-95 and handed it over to Pyay TownshipPeace and Development Council for assigning duty to thevillage to maintain the dam. The dam can irrigate over 1300 acresof farmlands in Wethtigan, Hnawkan, Panibin, Myoma andLaba villages. However, the dam has been damaging its facilitiesgradually before 2008, and the local farmers maintained it as (See page 9)

Two questions were raised and answered, and oneproposal discussed.

U Ko Gyi of Aungmyethazan Constituency asked aboutthe government’s long-term plans to address consequencesof permission for export of edible oil crops groundnut andsesame stemmed from rocketing prices of groundnutsleading to the suspension of local oil mills. Deputy Ministerfor Commerce Dr Pwint Hsan answered that edible oil crops redsesame, brown sesame and groundnut which give higher oiloutput are not allowed to export to reduce oil imports. Whitesesame and black sesame with lesser oil output are allowed toexport. It is intended to cut cost of foreign exchange and oilimport.

While sesame and groundnut oil are allowed to export, thelocal oil mills are still struggling to produce quality oil. The oilmills must be upgraded. Farmers, specialized companies,associations and government departments will have to makecooperative efforts to increase production of groundnut andsesame by increasing sown acreage, using quality seeds,applying post-harvest technologies for minimizing wastage.Myanmar Oil Millers’ Association will soon be formed inassociation with the Republic of the Union of MyanmarFederation Chambers of Commerce and Industry and MyanmarOil Merchants and Oil Entrepreneurs Association. Theassociation will coordinate the upgrading of rice mills for

exporting quality groundnut and sesame oil. The oil milldevelopment must be initiated by the government, associationsand private entrepreneurs in public-private partnership.

U Ye Htut Tin of Hpahasung Constituency asked ofprompt measure for better telephone communicationssystem in Kayah State. Deputy Minister for Communications,Posts and Telegraphs U Win Than answered that the ministryis planning to replace Plesiochronous Digital Hierarchy (PDH)microwave network in Kalaw-Loikaw with Gigabit Ethernet IP

network. Auto exchanges will be installed in Prusho, Bawlake,Pasawng and Shadaw where semi auto exchanges have alreadyinstalled, depending on power supply, transmission and budget.Auto exchanges will be established in Myothit sub-township,Mawchee station, Loilemlay station, Hseebu station, apartfrom these townships, depending on number of telephoneusers, power supply and regional stability and according to thepriority list proposed by the respective state manager under thedirective of the state government.
