ZONING TEXT AMENDMENT FOR THE HILL EAST DISTRICT
Title 11 of the District of Columbia Municipal Regula9ons, ZONING, Chapter 28, HILL EAST (HE) DISTRICT, § 2802, USES AS A MATTER OF RIGHT (HE), § 2802.1(f), is amended as follows: • 2802.1 The following uses shall be permiJed as a maJer of right in the HE District,
provided that no use may be located on a site that has not been designated for that use by the Master Plan:
…. • (f) Community-‐based residen9al facility not described in subparagraph (o) (g),
subject to the following limita9ons: .… • (3) Emergency shelter for not more than four (4) persons, not including resident
supervisors or staff and their families, except that an emergency shelter for not more than one hundred (100) persons, not including supervisors or staff and their families shall be permiZed in Building 9 and Building 27 provided that only one (1) of the buildings may be used for an emergency shelter at any one /me;

HARRIET TUBMAN WOMEN’S SHELTER
Harriet Tubman Shelter at Building 9
Harriet Tubman Women's Shelter provides emergency overnight shelter for up to 100 women over the age of 18 who have no other safe place to stay. The program includes overnight shelter, food and case management services. Addi9onally, the Harriet Tubman Day Program on site provides more intensive case management as well as assistance with life skills, employment, housing search and financial management. Two rehab specialists and a program manager are available during the day to work directly with clients.

CHALLENGES WITH THE CURRENT LOCATION (BUILDING 9)

The shelter area is in fair condi9on, while the unoccupied por9ons of the building are in extremely poor condi9on. It is extremely challenging to properly maintain the unoccupied por9ons of Building 9.
For example, when a window breaks or the roof leaks, it may not be seen for months (or longer) due to the por9ons of the building being unoccupied. Common current & recent hazards: • Roof leaks • Steam leaks • Plumbing leaks
• Broken windows • Vermin
BUILDING 27 This 30,000 SF, 3 story building is in good condi9on and was vacated and abated in 2013. The por9ons proposed for the Tubman Shelter at the 1st & 2nd floors were previously used as office space. The lower level will remain vacant, the 1st floor will be for the shelter, and a por9on of the 2nd floor will be used as DHS staff offices. No exterior modifica9ons or expansions are proposed.
