Level 1: Government is the group that creates a society’s laws. It also makes sure people follow these laws. Laws provide the rules that citizens in a particular society must obey. A government keeps a society in order. Citizens know what is expected of them and what will happen if they do not obey laws. On September 17, 1787, American leaders adopted the Constitution to set up a government for the United States. Today, September 17 is known as Constitution Day. Every year, people honor this special day. The celebrations often include speeches, films, and other events that tell about the Constitution. • Constitution Day honors the birth of the U.S. government. Why do you think having a government

is important to society? • How do you think a society would function if it did not have a government system? What problems

might arise?

Level 2: Today, American citizens have many ways to be involved in their government. Citizens can run for office, vote, and ask people in power to make changes. Why is it important for citizens to have an active role in their government? What might happen if citizens were not given the chance to be involved in their government?

Level 3: The U.S. government expects certain things from American citizens, such as obeying laws. In return, citizens expect certain things from their government. What do you expect from your government? How could you let your government know what changes you want to be made? Write about how life would be better if the government met your expectations.
