    ith new developments in Durbanville

    and Kraaifontein putting even more

    pressure on the Durbanville police,

    the communitymustkeeponputtingpressure

on the authorities for more resources.

This message was conveyed strongly and

clearly at the annual general meeting of the

    Durbanville Community Police Forum (CPF)

    last Wednesday evening.

    The new developments of Greenville,

Graanendal 2 and Clara Anna Fontein will re-

    sult in aneed formorepolice resources,which

we are not going to get.

It is going to be crazy, said Lieutenant

Colonel Marius Swanepoel at the meeting.

He said the Durbanville police area is vast

    and covers about 181 km.

The rural area is very big. In any shift two

to three vehicles are deployed, of which one

    is always in Fisantekraal.

Durbanville has two problem areas in

which 44% of crime is committed Fisante-

kraal and the Durbanville central business

    district (CBD).

A total of 23% of all crime occurs in Fisan-

tekraal 1 054 cases in the past year (from 1

    April 2014 to 31March 2015),mostly liquor and

drug-related, as well as contact crime and

    property related crime, he said.

In the CBD 21% of the crime occurred a

    total of 956 cases.

These were mostly theft out or frommotor

vehicles, common theft, contact crime or

    property related crime.

The reality is that these two areas drain

    our power, said Swanepoel.

Good news is that three new students were

taken in at the Durbanville police station this

year. They can be deployed in 2016. Another

three will then be trained in 2016, he said.

Without our partners, which include the

    Durbanville CPF, neighbourhoodwatches, se-

curity companies and the Victim empower-

ment programme (VEP), it would not have

    been possible.

Our partners have also invested in licence

plate recognition (LPR) cameras to make our

    community safe, Swanepoel said.

Dennis Smit, on behalf of the Durbanville

Business, asked whether the police has done

any future planning in respect of the expected

thousands of new residents with the Green-

    ville and other developments.

What future planning will the police do

to be on top of it? We have been battling

for over 30 years for a new police station,

    Smit said.

Lesley Ashton, chairperson of the Tyg-

    erberg Cluster Community Police Board

    (including sevenpolice stations), saidDan

    Plato, provincial minister of community

safety, started a process of gunning the

national government for an extra station

    since 2013.

    Both Kraaifontein and Durbanville

have had huge developments and police

services are under pressure, she said.

The problem is that it is considered as

a soft, long-termproblem. It is not visually

in the face yet, Ashton said.

But, wewill continue pushing for what

we refer to as the forgotten North. It is

not only regarding police services, but al-

so other social structures such as trans-

port. It will be an environmental wave

that will affect us quite seriously.

Although there are talks about land

that has been earmarked for a new police

station in Greenville, the community will

have to make themselves seriously heard

    to relieveDurbanville andKraaifontein of

the struggle with poor resources in the

    growingareas.Our communitiesmustnot

go on idle and think we are on top of it.

I would hope to see a new police station

in 10 to 12 years time, Ashton said.

But we need your voice. Greenville is

our reality and part of our crime preven-

tion is to ensure skills development and

    job opportunities for this community,

    she said.

Themeetingwas also held to elect a new

    chairperson, secretary and assistant sec-

retary. Denzil Smerdon was elected as the

new chairperson. The positions of the sec-

    retary and assistant-secretary were not

    filled.

    Thabo Shaku, director of Community

Police Relations of the Department of

    Community Safety, said hewas impressed

with the work that the DCPF do.

I takemy hat off to you guys. You know

    your business of engagement.

    Dwaalkoel kon noodlottig wees

    ESM ERASMUS

    @erasmusesme

    n

    omdat dit so warm was.

Enkele oomblikke later het sy die geweldi-

    ge slag gehoor.

Donaldson was op 24 Oktober tussen 13:00

en 14:00 tuis by hul huis in Valenciastraat

    vlieg.

Eers toe haar man tuiskom, het hy die gat

bo in die muur raakgesien. Met nadere on-

dersoek het hulle eers stukkies sement op

die vloer gekry en toe die koel. Die

koel, waarvan net die voorste punt gevind

is, was so groot soos n AA-battery. Dit het

n gat so groot soos n R5-muntstuk in hul

dak gelaat.

huise. Ek wil mense hiervan bewus maak,

    het sy gemaan.

Sy is nou bekommerd omdat sy nog niks

    weer vandieDurbanville-polisie daaroor ge-

    hoor het nie.

Lt. kol. Marius Swanepoel van die Dur-

banville-polisie, wat die saak ondersoek, het

hierop ges dis blote spekulasie oorwaar die

koel vandaan kom, omdat die koel deur

    enigeen afgevuur kon gewees het.

Die koel is weggestuur vir ballistiese

toetse. Hy het ges die saak word in n baie

    ernstige lig beskou,maardat ballistiese toet-

    se n rukkie duur.

Ons ondersoek die saak. Ballistiese toet-

    woongebiedmoet afvuurnie, omdat ditmen-

he City of Cape Town hosted its first

    ever annual neighbourhood watch

    (NHW) awards last Friday evening.

Of the sevenwinners, five are fromnorth-

ern suburb areas like Kuils River, Bellville,

    Milnerton and Blue Downs.

Hylton Mitchell, an organiser of the

event, said the NHW awards nominations

committee received a total of 122 entries

from watches all over the city.

In the end, six outstanding individuals

and the NHW of the Year stood out above

    the rest, he said.

The inaugural awards event brings to

light the incredible volunteer work being

done by NHW members who often at great

personal cost and sacrifice do this kind of

    community service work without seeking

    any favour or reward.

NHW formations based on crime trend

research is one of the most effective ways

crime is reduced in communities. By con-

he second phase of the Clara Anna

Fontein development has now been re-

leased on the market after the recent

ruling by the Constitutional Court in fa-

    vour of the developer.

The court ruled against the application

for leave to appeal by the Durbanville Com-

munity Forum (DCF), which has opposed

the development in court for many years,

saying it had no prospect of success.

Francois Louw of Louw & Coetzee Attor-

neys said in the media release the ruling ef-

    fectively ended the DCFs opposition

    against the environmental authorisation is-

sued by the provincial minister of Local

    Government, Environmental Affairs and

    Development Planning in 2013.

In spite of losing various objections, ap-

peals and court cases and having legal costs

awarded against them on a number of occa-

    sions, the DCF con-

    tinued on a path of

    litigation. The DCF

    has now lost in the

    Cape High Court,

    the Supreme Court

    of Appeal in Bloem-

    fontein as well as in

    the Constitutional

    Court, paving the

    way for the develop-

    ment, to proceed as

    planned, said Louw

    In response to

these statements in the media release, a

spokesperson for the DCF said the DCF

    finds it strangehowFrancois Louwof Louw

and Coetzee always tries to make out that

theDCF is some sort of pariah for defending

the environment as if to continually justify

the development of this historic farm and

    cultural heritage site and non-renewable

    resources.

    The DCF exercised its constitutional

right to protect the environment, which in-

    cludes the non-renewable resources from

    beingdevelopedout of existence. In thePub-

lic Participation Process (PPP) the Louw

Family Trust claimed that the land was

70,2% low to low medium agricultural po-

tential and had been 85% gravel mined.

    However, independent scientific evidence

by registered soil scientists showed that as

much as 75% of the land is in fact high po-

tential unique agricultural soils. In terms

of the national department of agricultures

national policy these must be protected.

The scientific evidence also shows that

gravel mining was restricted to just 20% of

the property and did not take place on the

high potential soils. Also during the PPP,

    an important wetland delineation report

was omitted by the trust. The High Court,

in recognition of the DCFs right to protect

the environment, did not award costs

against the DCF, and the Constitutional

Court, which never actually heard the case,

ordered that each party carry their own

    cost, says the DCF.

The costs that Louw refers to were for

technical reasons, such as when the DCF

applied for a postponement due to the fact

that its lead advocate discovered she had an

advanced form of cancer, requiring imme-

    diate treatment, he explained.

Whilst the scientific evidence, as over-

    whelming and

    damning as it is, was

    unfortunately ob-

    tained too late to

    have theMECs deci-

    sion overturned, a

    court case against

    the City decision is

    still pending.

    TheLouwFamily

    Trust may be proud

    of its achievement,

    but theDCFwill nev-

    er regret its effort to

protect this historic farm and its scarce non

    renewable resources, he said.

Colin Green, a director of Rabie Property

Group which is undertaking the develop-

ment in a joint venture with the landown-

ers, the AFM Louw Family Trust, said in a

release only 10 of the 259 single residential

erven in phase one are still available.

The 85 plots in phase 2 would be released

    to the market soon.

Green said the civil engineering contract

had been awarded to Power Construction

and work is expected to start shortly. First

transfers are scheduled for September 2016

and for phase two in 2017. The plots vary in

size from 830 m to 2600 m and are priced

between R1,5 million and R4,2 million.

The original 18th century manor house

on the estate will be fully restored .

uers met au pairs en kinderoppas-

sers moet ten alle tye bewus wees

    van hierdie oppassers se bewe-

    gings deur die dag.

    Op n gerespekteerde Bellvillese ge-

    meenskapsblad het ouers hul misnoe

uitgespreek nadat n huiswerker glo met

    haarwerkgewers sekindnadieBellville-

sakekern is vir haar eie, persoonlike sa-

    ke.

neus gekry toe haar eie huiswerker haar

kom vertel het hoe di verby n ander

huiswerker gestap het wat n jong kind

in haar sorg by haar gehad het. Volgens

die huiswerker se beskrywing was dit n

dogtertjie met kort, blonde haartjies van

sowat tweejarige ouerdom.

uitsorteer.

    gemeenskapsblad versoek omdie dogter-

    woordelikheidsin, is verbysterend. Ek

pad was. Wel, dit blyk toe dit ws hulle!

Ek het geen idee gehad nie! Ek is so

teleurgesteld en kwaad, maar ek is ook

baie dankbaar dat n vrou my kom vra

het of dit my dogter was.

    Ekhetmykinderoppasser reedsmeer

as niemand my ges het nie?

    Kapt. Fienie Nimb, woordvoerder van

    die Bellville-polisie, s: Hierdie insi-

dent is baie ontstellend. Hoewel n mens

jou huishulp vertrou, wil geen ouer hul

kind aan enige onnodige gevare blootstel

    nie.

recently named the new CEO of the

    Artscape theatre.

Le Roux has been at the forefront of de-

velopment through art for more than a

decade. She has been passionate about

making the arts accessible to the disabled

in her capacity as director of audience de-

velopment and education for the theatre,

    being a disabled person herself.

Belinda Bell Jackson from the United

Nations Association of South Africa (Una-

sa), one of the organisations Le Roux has

built close ties with, congratulated her at

the onset of the campaign calling for 16

days of no violence against women and

    children on 25 November.

    As director of audience development

and education at Artscape for the last dec-

Le Roux is known for staging full Art-

dream of taking the arts into the heart of

    he Victim Empowerment Programme

(VEP) of theDurbanville police is in ur-

gent need of more volunteers to relieve

the pressure on the current team.

    Thiswas sharedbyGenniEngelbrecht, co-

ordinator of the VEP, at the annual general

meeting of the Durbanville Community Po-

lice Forum (CPF) last Wednesday evening.

We have only 15 volunteers on the roster

in Durbanville, and only two in Fisantek-

raal. One of the latter, Aunty Betty, works

daily. She also has a full-time job and some-

times just goes home in the morning after

her volunteerwork to get ready forwork. We

have tried to recruit more volunteers in Fis-

antekraal, but with no success, Engel-

    brecht said.

Of the four volunteers recruited in June

this year, only three went operational, but

we also had two resignations recently,

    she said.

Every volunteer works at least five

shifts per month and it has taken its toll.

    Wehavehad ahectic year. Our concern

is that the volunteers are tired. They also

have families and this time of the year,

they take a break and go on holiday, she

    said.

    Since June 2013until now thevolunteers

of the VEP have supported 582 victims in

269 cases, of which 159 victims of residen-

tial robberies, 88 victims of business rob-

beries, 29 victims in cases of domestic vio-

lence, 17 victims in cases of neglected and

abandoned children and 87 cases of suicide

    and attempted suicide.

In November alone they supported 16

    victims in five cases.

The total for the year from January to

November is 185 victims in 71 cases, of

which 57 victims of residential robberies,

23 victims of business robberies, 30

victims of suicide and attempted sui-

cide, and 36 victims of inquest deaths

due to drug overdose, heart attacks,

    road accidents, drownings and the

    death of babies.

    Engelbrecht also proposed that the

CPF make an allowance available to

    the VEP.

The VEP serves the broader com-

munity. We need to put a process in

place for assistance for the volun-

    teers.They receive no remuneration

for what they do, not even for their

petrol or phone bills. Mywish for the

team is to somehow thank them at

the end of the year for the hours and

resources theyhave put in, she said.

A function will be held tomorrow

    evening (Thursday) at the Bloemen-

dal Restaurant for the team, donated

by Leon van Wyk of Being IT, also a

    member of the Nerina Neighbour

Watch, after Engelbrechts plea last Wednes-

day. Theresa Uys, councillor for ward 21, sup-

    portedEngelbrechts request for an allowance

at themeeting and said it should be addressed

    urgently.

    Maritha Roukema, project coordinator of

the CPF, then said it will be investigated and

    will receive priority. It is a project in need;

theymust list their needs andongoing expens-

es and follow the procedures of applying for

    funds, she said.

    Engelbrecht thanked the Durbanville Ro-

tary Club for their generous donations

throughout the year. Thanks to them we

have enough items such as coffee, tea, sugar

and items for babies such as diapers and for-

    mula, she said.

V To make a donation towards the volunteers, send

an email to [email protected] or contact Lieuten

ant Marchell Rhode (Durbanville) on 021 970 3826.

Constables Wilfred Gordon (left) and Fergus Murphy

of the Durbanville crime prevention unit shared the

award for Police Member of the Month for October

for their chase after and arrest of house robbers.

    Werkers het verlede Maandagaand die

    Volgens Adri Nortier vanWenningstraat

Daar was slegs dun, rooi-en-wit gevaar-

Hul-

The Bellville leader of the countrys Dagga

Party, Jeremy Acton, is calling all support-

ers of the so-called dagga culture to a night

    vigil.

The partys hearings in the Cape High

    Court, which challenge the constitutionali-

ty and question the justification of the pro-

hibition of dagga, are set to

    continue on Monday 7 De-

    cember.

    As such, Acton who

    hopes to come out smok-

    ing thatMonday hopes to

    garner as much support for

    the movement as possible.

    Thousands of support-

    ers of the legalisation and

    regulation of dagga for the

    public benefit are expected

    to come out smoking in

    Cape Town ... next week

    during the hearings, he

    said in a statement.

The Dagga Party of South Africa has is-

sued a call to all members of the dagga cul-

ture in the Western Cape to attend a mass

gathering in Leeuwen Street, Cape Town,

outside the Cape Town High Court.

Acton said the event will start the Mon-

day at 08:30 and is set to end at 16:00 the

Tuesday. This includes the planned over-

night outside the court on Monday night.

This gathering is required to provide ev-

idence to the court of the existence and soli-

darity of the dagga culture, and we call on

all supporters of legislation to bring posters

    in support of legalisationandclaimofdagga

    rights, Acton said.

    Acton added more than

4 000 had already signed up

in support of the case, bas-

ing his statistics on the Fa-

    cebook page for the event

    under the search terms

    constitutional dagga hear-

    ings.

    He said the MC team

    will be the BlazeRyders

    group from Somerset West.

I hope the people of the

    dagga culture will show the

    country thatwhenwe claim

    our rights to cannabis, we

    are a peaceful grouping de-

serving of our rights, and I hope that this

gathering by the culture around the canna-

bis plant will be a positive historical event

    for our country.

nie hierdie kennisgewings ontvang nie, is

    n nasionale probleem, s Neilson.

    I was absolutely delighted when

me know that I was one of the

lucky winners of a double ticket

    to the Kurt Darren concert,

which was held at the Oude

    Libertas Amphitheatre on

    Sunday 29 November.

I wanted to say a big thank

    wonderful concert. It was the

first time that my husband and

I had visited this stunning open

    such a spectacular setting. The

seating was great and the sound

really good as well, and we will

    definitely be attending further

    concerts at this venue.

We were so lucky that the

    weather was absolutely fantas-

tic maybe even a little bit on

the hot side. It is a concert that

we will not easily forget. It was

    very special, and together with

    ons motor.

Hy het sy motor se battery

uitgehaal en op ons motor kom

toets. Jy kon sien dit is n man

wat n motor ken. Hy het na

alles gekyk en ges ons moet

stadig huis toe ry; hy sal ons

    volg tot by die huis.

Hy het gerel dat hulle die

    volgende oggend by ons huis

sal wees om die fout te herstel

en ook ges ons moenie bekom-

merd wees nie, want dit is nie

so n groot fout nie.

    tingsbetalersgeld.

Wat die omgewing betref, verloor ons

land water met beurtwater ons voor-

land en verloor renosters steeds hul

horings en lewens teen n ongekende

tempo. Boonop verloor boere in droogte-

    geteisterde gebiede hul oeste.

    In die kommunikasie-omgewing verloor

dag- en Sondagkoerante hul lesers en

Afrikaans moet hard baklei om nie sy

status as hor onderrigtaal te verloor nie.

Met gemiddeld 49 mense wat per dag

in SA vermoor word, het die polisie

lankal sy greep op misdaad verloor.

Op sportterrein gaan dit nie veel beter

nie.

    horison?

    hen a young quadriplegic

    from Durbanville left the re-

    habilitation centre after

    months, he immediately took up

wheelchair rugby as a sport a deci-

sion that made the world of differ-

    ence to his recovery.

    Eudricht Kotze (23), who liveswith

his parents in Uitzicht, has not only

    been playing professional wheel-

chair rugby for Maties since, but is

    also deeply involved with helping

    other new quadriplegics with recov-

    ery and acceptance.

However, he is now in desperate

need of a new sports wheelchair as

his current one is falling apart.

    Eudricht became a quadriplegic

after a car accident in Clanwilliam

when he was 20 years old.

    Depressed until rugby

I was very depressed when I was

    in rehabilitation, he says.

His inspiration came when he met

    Mark Swartz of Chairman Indus-

tries, a paraplegic who came to intro-

    duce him to wheelchairs.

He told me about wheelchair rug-

by and even tookme to a match. I fell

in love with the sport immediately.

Since I took up this sport, I have

    not only become more independent,

but it helped me to become stronger,

to do things formyself, to drive a car again

and to gain more movement, especially in

    my arms, he says.

This year I was chosen as convenor for

the Maties Wheelchair Rugby Club and

couldnt be happier and more proud.

    Eudricht works as internal accounts

manager for a security distribution com-

    pany, Pinnsec, in Montague Gardens.

In his free time he works as a volunteer

at the Life Rehabilitation Centre at

the Vincent Pallotti Hospital to help

patients adapt to their new circum-

    stances.

My sports wheelchair will not last

another year, and I am looking for

any assistance to buy a new one, he

    says.

    Wheelchair old, too small

    The wheelchair, which he borrows

from the Maties Club, is already 12

years old and actually too small for

    him.

With our last league game, I was

forced off the field as the chair kept

onbreaking to thepoint of no repair.

I cannot perform to my fullest to be

chosen for the SA training camp, he

    says.

    Heneeds aboutR90 000 to buyanew

    sports wheelchair.

    Wentzel Barnard, sports manager

    for theMaties ParaSportClub for peo-

ple with disabilities, said sports con-

    tributes towards the actualisation of

    the potential of individuals with

    physical disabilities.

Over the past 20 years of my in-

    volvement with people with physical

disabilities, I have observed with ab-

solute clarity the impact that sports

has on the physical health of mem-

bers, he says. Eudricht is highly

motivated to excel in wheelchair rug-

by, but his biggest obstacle to reach

his full potential in the sport is the ex-

pense of purchasing a custom rugby

wheelchair that will be suitable for him.

V Anyone who would like to contribute, can con

tact Eudricht Kotze on 071 182 8415 or by email

    to agent.kotze@gmail,com.

n verdere hupstoot gegee. Sedert 2008 was

die riel skielik in aanvraag by feeste soos

die KKNK op Oudtshoorn, die Cederberg-

fees (Clanwilliam), die Snoek en Patatfees

    (Goedverwacht), Hantam-Vleisfees (Calvi-

    nia), Vryfees (Bloemfontein), Huisgenoot-

    Skouspel, Diazfees (Mosselbaai), Kirkwood-

Wildsfees, asook talle landbouskoue en ge-

    meenskapsfunksies.

    So word hul ervaringswreld verbreed

en hul lewensuitkyk word positief ben-

vloed. Die voorheen skugter, soms identi-

teitloses en miskende dansers, was ewe

    skielik gesogte kunstenaars.

    dansers, volgens Nel.

    Die tiende ATKV-Rieldans-eindstryd

vind op Saterdag 5 Desember in die Liqui-

    Fruit-amfiteater in die Paarl plaas.

VKaartjies teen R90 of R60 vir volwassenes, en R40

vir kinders, is te koop by Computicket. Die hekke

open om 16:00 en die kompetisie begin om 19:00.
