While a Belhar toddler is still in intensive care after being mauled by a dog, police have squashed ru- mours that other children had been attacked. The community is still in shock after three-year-old Lincoln Nim- merhuidt was attacked by a Rott- weiler that ran out of the Persever- ance Secondary School. At the time of the attack at about 08:00 on Sunday he was walking to the doctor with his stepfather, Uzent Links. According to the police report Links described how the dog grabbed Lincoln by the neck and would not let him go. Apparently the dog was part of se- curity at the school but dug its way out of its holding area and ran out of the school. Links also described how the dog would not let go of the boy and tried to drag him into the school, even when he tried to throw himself at the dog to let him leave the toddler. The youngster was taken to Karl Bremer Hospital and underwent surgery for injuries to his head, face and body. Police spokesperson W/O No- vember Filander said the dog was put down by the Society for Preven- tion of Cruelty to Animals (SPCA). A case of letting a dangerous dog stray was opened against the un- named security company operating at the school. Police have called for calm in the area after rumours that dogs from this specific company had escaped before and attacked others sur- rounding the school. Police are calling for calm, aftera guard dog attacked a child.

While a Belhar toddler is still inintensive care after being mauledby a dog, police have squashed ru-mours that other children had beenattacked.

The community is still in shockafter three-year-old Lincoln Nim-merhuidt was attacked by a Rott-weiler that ran out of the Persever-ance Secondary School.

At the time of the attack at about08:00 on Sunday he was walking tothe doctor with his stepfather,Uzent Links.

According to the police reportLinks described how the doggrabbed Lincoln by the neck andwould not let him go.

Apparently the dog was part of se-curity at the school but dug its wayout of its holding area and ran outof the school.

Links also described how the dogwould not let go of the boy and triedto drag him into the school, even

when he tried to throw himself atthe dog to let him leave the toddler.

“A properly trained dog would nothave wanted to escape from the school,and this shows that maybe the handleralso had a part to play in allowing thisto happen.

“These breeds need stimulation, andas working dogs their patrolling is thatstimulation, but it must be done at regu-lar intervals. When you stop this stimu-lation problems like this can happen.

“There is legislation in place that alldog handlers in these security compa-nies must be certified in dog control, andthe company involved must also provethat the dogs were trained for specifictasks by a certified trainer.”

Steun aan verslaafdes

The Cart Horse Protection Associationhas called for the maximum sentence tobe imposed on three men that appearedin the Bellville Magistrate’s Court yester-day (Tuesday) on charges of cruelty andabuse.

A horse named Mr Lonely died lastyear shortly after he was found by a carthorse inspector on Freedom Farm on 23July.

When found, the horse was lying on theground, his testicles badly swollen andwith open welts.

The animal’s condition was so severe

he had to be carried into the horsebox tobe transported to the Cart Horse EppingClinic for veterinary treatment. The inci-dent has been described as one of theworst cases of abuse encountered inmany years.

Megan White, fundraising manager atthe association said too often, small finesand suspended sentences are handeddown in animal cruelty cases which is un-acceptable. “We need the court to send astrong message that as a decent and civi-lised society we will not tolerate animalabuse,” she said.

“As jy een hawelose persoon sien, dan is

daar gewoonlik 10 ander wat hom volg,”meen Langeveld.

Die koördineerder van TASP (Tygerberg-assosiasie vir straatpersone), pastoor JerryLouw, skat dat daar omtrent 600 hawelosemense in die noordelike voorstede is. Hier-die getal is heelwat meer as ’n mens die mis-dadigers wat hulle as haweloses voorhou, by-voeg.

“TASP is daar om mense met ’n probleemte help, en ons moet hierdie probleem so vin-nig as moontlik oplos,” se Louw. Volgenshom is die haweloses nie net ’n seer op dieoog nie, maar ook op die omgewing.

“TASP wil hulle help deur hul op te voeden bewus te maak van hul probleem. Ons hetsekere programme wat die haweloses inligoor dinge soos gesondheid, misdaad, dwelmsen alkohol.”

Hy sê ook dat ’n mens nie net die persoonse trollie kan verwyder nie, want dan vat jysy hele lewensbestaan van hom weg.

Langeveld het al probeer om klein werkieste gee vir die haweloses in die omgewing. Syhet vullissakke vir almal gegee om die straatweer skoon te maak, en as hulle dit terug-bring, dan gee sy vir hulle melk en brood.

Maardit het ooknie gewerknie,want die vol-gende dag het sy gesien hoe hulle net die vuil-goed verskuif van een gebied na ’n ander.

Sy gaan voort: “As ons met hulle praat, danword hulle aggressief, en partykeer wil hulleselfs ’n siviele saak teen ons indien!”

Die haweloses word baie keer van eenbuurt na ’n ander geskuif deur die owerhede,maar volgens raadslede help dit ook nie. Eenbuurt se oplossing word net die ander se pro-bleem.

Louw sê ook dat as iemand geld gee vir ’nhawelose, dit in die meeste gevalle nie ge-bruik gaan word vir die doel waarvoor dit ge-gee is nie.

Daar is nou ’n inisiatief van die raad om’n geskenkbewys-program van stapel testuur – wat beteken dat die publiek in plaasvan geld, eerder ’n geskenkbewys aan diepersoon kan gee. Met hierdie bewys kan hul-le dan kos gaan koop by ’n spesifieke winkel.

Louw sluit af om te sê dat die publiek ver-antwoordelik moet wees wanneer hulle diehaweloses help.

“As mense geld wil gee, skenk dit eerderaan organisasies soos TASP, MES of nag-skuilings,” vra hy.

Hawelose­tameletjie erg

Lindela Malgas from Du Noon laughs whenhe is told that he is the oldest Adult Basic Ed-ucation and Training (Abet) learner in theprovince.

“I am just 59 years old!” he exclaims mis-chievously, before adding that he was, infact, born in 1932.

When looking at the sparkle in his eyes, helooks young for a 59-year-old, never mind a79-year-old.

Malgas was recently honoured by WesternCape education minister Donald Grant andreceived R1 500 for his excellence and perse-verance.

“I feel proud,” he laughs again.Malgas has been going to an Abet centre

for four years to further his education.“I always wanted to know as much as oth-

ers do!”When asked if this was the sole reason for

his educational adventure and whether itisn’t really just to see all the younger girls,he said wide-eyed and abruptly: “No!”, butthen laughed wholeheartedly again.

Malgas’s sense of humour is just as sharpas his mind.

He is very interested in geography and his-tory, but unfortunately these subjects werenot part of the curriculum.

As a result he decided to take English, lifeorientation, biology and mathematics – toname but a few.

He goes to class four days a week from 17:00to 19:00 and “most of the time” gets home-work as well.

“I love maths,” he says determinedly.“It is important to think logically. If this

happens, then that will not happen. Also, it’s

good to know if King William’s Town is somany kilometres from Cape Town, then itwill take so long to get there!”

Malgas often visits his birthplace in KingWilliam’s Town, but he goes alone, since henever got married or had children.

This is one of his regrets, as he explains:“It’s good to know that you left something be-hind.”

An outsider’s perspective could be thatMalgas is indeed “leaving something be-hind” – an example of how one should alwaysbe fascinated with things around you.

He is also an inspiration to others and isliving proof that it is never too late to learn.

“Other older people should join me, al-though I can see they are not really interest-ed. There are a lot of things you can learnthere. Even today, people connect with oth-

ers with what they know.”He is a student at Isibane Community

Learning Centre in Du Noon and has recent-ly completed his Abet Level 4 curriculum.

He often reads newspapers, but this onlymakes Malgas angry, because “it steals histime”.

“I would rather read something whichgives me knowledge!”

With his R1 500 he wants to buy a geogra-phy book to appease his hunger to learnabout this subject.

“The most important thing I want to knowis how the planets are dwelling. I also wantto learn what causes earthquakes and howevolution works. The church people tell usthat Earth is just a few thousand years old,but some books say it is millions of years old.I think I now believe in evolution.”

The law could not escape the long-arm of thelaw with new of another arrest of a policemanin the community.

After two policemen were recently arrestedin Bishop Lavis this time around it was a mem-ber at Elsies River that was arrested.

On Tuesday 28 February a 33-year-old ser-geant was arrested for corruption by membersof the Hawks during an undercover operation,and detained in Bellville.

The member allegedly solicited a bribe froma person whom he was investigating for at-tempted murder, and requested an amount ofR50 000 from this person, for favourable treat-ment with regards to the investigation. Afterthe person reported the matter, an investiga-tion was launched which led to the exchangeof R25 000 as a down payment by the wife of thecomplainant.

After the bribery money was paid at the meet-ing place in Elsies River, the member was ar-rested.

The communications officer at Elsies RiverSAPS said that this proved that the SAPS haveno place for corrupt officers in the service, andone by one they will be eliminated from the or-ganisation so that the people of South Africa canbe served and protected by honourable mem-bers only.

Cop bust inbribery sting

The City of Cape Town’s Metals Theft Unit, com-monly known as the Copperheads reported asuccessful weekend, with two arrests, four finesissued, and stolen items recovered.

On Saturday 3 March, they inspected 47 vehi-cles outside Faivelowich Scrap Metal Dealers inElsies River. Officers issued three fines to moto-rists for unlicensed motor vehicles and one finefor making a fire by burning copper wires.

In addition, the Unit tracked the vehicle thatwas used during a recent theft. They also res-ponded to a complaint of theft of copper earthstrapping in Neutron Street, Bellville.

Scores of students from Northlink Col-lege’s Tygerberg campus joined forcesand protested against the allocation oftheir bursary fees.

The bursaries which students receive,come from the National Student FinancialAid Scheme (NSFAS), which covers their in-stitution fees and a portion of their travel-ling fee or hostel accommodation.

The 70 to 80 students demonstrated outsidethe college’s premises and marched throughcorridors chanting and dancing as theyasked for immediate action to be taken.

Students handed over a memorandum oftheir grievances to the CEO of Northlink Col-lege, Leon Beech on Monday; and also metwith him to discuss some of their grievances.

A strong police contingent was dispatchedto the college to ensure thatno riotousbehav-iour occurred.

The students’ demands include;. That they receive their travelling allow-

ance from the bursary upfront and not dailyand that it is not rated on distance from cam-pus to homes;

. Transparency on the administration ofapplications and the allocation of NSFASfunds;

. The immediate termination of allegedcorrupt relations between Nedbank andNorthlink College which force students toopen accounts as a precondition to accessingNSFAS; and

. The full payments of residential andmeals fees by NSFAS and more affordableresidences.

Lusapho Maduma, the secretary general ofthe South African Students’ Congress (Sas-co) Tygerberg says: “Each student shouldhave received their travelling allowance toget to campus, but last week we receivednothing, yet we are expected to be in class.

We are standing up for the rights of all stu-dents and want something to be done imme-diately.”

He says they are also disturbed that stu-dents were told to open Nedbank accounts.“In the townships there is no Nedbanks, onlyCapitecs and some other banks, yet we aretold now to open those accounts.”

Sello Nkhatho, the provincial chairpersonof Sasco Tygerberg said: “We are in full sup-port of the mass demonstration. As an organ-isation we are prepared to shut down the in-stitution in an event that we are denied theopportunity to engage in a consultative proc-ess with management.”

Beech addressed the students to iron outsome of their grievances on the day.

“We are still waiting for money from NS-

FAS. The students want their travelling al-lowance to be paid out in full for the year,but that is something we can’t do. They can-not receive money if they are absent from thecollege on certain days.”

He says the only reason students wereasked to open Nedbank accounts is becauseit is the bank the college uses and they wouldthen be able to receive their money the sameday.

René Bonzet, spokesperson for NorthlinkCollege, says besides the small percentage ofstudents who protested, the majority contin-ued attending classes.

A Sasco delegation met with Beech yester-day (Tuesday) where it was decided that allstudents will go back to class and all protest-ing will be abandoned.

People from all walks of life joined in on theannual Century City Sports Festival whichtook place this past weekend.

The race included a 10km Road Race, theCentury City Express, from Friday 2 March

until Sunday 4 March.Chris Blackshaw, CEO of the Century City

Property Owners’ Association which repre-sents all stakeholders at Century City, saysthis was the fourth consecutive year they

had staged the sports festival and it hadgrown exponentially.

“This year’s festival promises to be evenbigger and better than previous years,” hesaid.

Aimed at both corporate teams and indi-vidual participants and providing both par-ticipatory and spectator sports, the festivalwas again held in and around Central Parkand included fun, food and entertainment forthe whole family.

The signature event of the festival was the10km Road Race, the Century City Express,which forms part of the Western ProvinceAthletics calendar.

Cash prizes were awarded to category win-ners and places with the first 1 000 finishersreceiving medals.

The festival also included corporate touchrugby tournaments, five-a-side corporatesoccer competitions, kermesse road circuitcycling races, junior and senior canoe mara-thons.

Die kritieke tekort aan verkeers-beamptes in dele van die noorde-like voorstede het onlangs onderdie soeklig gekom, ná hulpkretevan die gemeenskap en Tyger-Burger-lesers.

Die Stad Kaapstad het die krisiserken en gemeld dat die probleemoor die volgende vyf jaar aange-spreek gaan word, mits voldoendefondse beskikbaar gestel word.

Dit blyk dat die Stad in dié sta-dium meer fokus plaas op verkeers-polisiëring in terme van boetes, ter-wyl inwoners voel daar word niedienste gelewer om verkeersvloeiaan te spreek nie.

In vele briewe het lesers die bulby die horings gepak en die pro-bleem soos volg geskets:

Adele de Jager het die vraag reg-uit gevra: “Het Brackenfell ver-keerspolisie? Nee, ek wonder reg-tig! Want as ons het, waar is hullesoggens tussen sewe en agt?

Volgens De Jager is die verkeers-vloei tussen Ou Paarlweg en Brac-kenfell Boulevard amper elke og-gend ’n gemors omdat verkeers-reëls openlik verbreek word.

“So een keer in ’n paar maandeword ons vereer met die teenwoor-digheid van verkeerspolisie (sekervan ’n ander dorp af), net om nooitweer daarna gesien te word nie,” sêsy, en voeg by dat die goeie nuus se-ker is dat sy haarself nie hoef te ver-knors oor verkeersreëls nie.

Haar sentiment word gedeel deurander inwoners wat al hande in diehare is oor dié kwessie wat hulle asonuithoudbaar beskou.

Salome Lategan van Kuilsriviersê dat sy, “genoop voel om haar enander motoriste se noodkrete klip-hard uit te gil aan die Stad Kaap-stad”. Volgens Salome sit die ver-keer by al die hoofuitgange naKaapstad of Bellville elke oggendvir ure vasgepen. “Waar is die ver-keersbeamptes om net ’n bietjie tewys dat hul darem bereid is om dieverkeer te reguleer?”

TygerBurger het vasgestel en byverskeie ingeligte bronne verneemdat daar slegs nege verkeersbeamp-tes in diens staan vir die hele gebiedvan Bellville-Suid tot in Kraaifon-tein.

Die distrik sluit glo Belville-Suid,Belhar, Welgemoed, Riebeeckshof,Durbanville, Durbanville Hills, Fi-santekraal, Klippieville, Kraaifon-

tein, Wallacedene, Bloekombos,Scottsville, Scottsdene, die heleBrackenfell, Oakdale, Stikland enStikland-industria in. Daar is 18skole in dié gebiede.

“Daar is heeltemal te min ver-keersbeamp-tes om by aldie publiekse klagtes,verkeers-knope, onge-lukke, ofskole uit tekom. Ons isal vir ’n paarjaar onder-beman endie tekort iskritiek,” heteen van Ty-gerBurger sebronne gesê.

Volgens ’nander bronis een vandie ver-naamste klagtes wat ontvang worden nie suksesvol aangespreek kanword nie, juis verkeersvloei-proble-me. Die Stad het nie die syfer beves-tig of ontken nie, maar in ’n aanbie-ding, wat aan TygerBurger gestuur

is, bekendgemaak dat daar 278 ver-keersbeamptes stadswyd is.

Volgens Richard Bosman van dieStad se veiligheids- en sekuriteit-dienste is daar onlangs ’n begro-tingsversoek gerig vir meer beamp-

tes in al diestreke van diestad. Die ver-soek sal by dieStad se sentra-le raadsverga-dering op 28Maart be-spreek word.

“Dit is ’n feitdat die ver-keersdiensteen ander vei-ligheidsdien-ste reg oor diestad onderbe-man is … togis dit ook ’nfeit dat onsmet die minbeamptes

groot suksesse in terme van statis-tiek behaal,” sê hy.

Volgens Bosman beoog die Stadom in die volgende vyf jaar die vei-ligheidspersoneel in die stad met200 personeellede per jaar te ver-

meerder. “Sodra ons weet of onsfondse gaan kry, sal daar op komi-teevlak bespreek word hoe die ek-stra personeel verdeel sal word tus-sen die dienste,”sê hy.

Volgens die voorsitter van dieveiligheids-en-sekuriteitsporte-feulje, Carin Brynard, het die ver-keersdienste oor die afgelope vyfjaar vanaf ’n “kreupel diens, in eenvan uitstaande gehalte verander,”en “haal sy haar hoed af” vir al dieverkeersmense wat sulke lang urewerk. “Operasioneel fokus ons tansop alle oortredings en spesifiek opspoedmeting, hoewel daar net 12 be-amptes (stadswyd) tans in hierdiespan is. Dwarsdeur die Stad is daarook 50 permanente spoedkamerasen een gemiddelde spoedafstands-meting wat in werking is. Die mees-te klagtes van lede van die publiekgaan oor mense wat die spoedgrensoortree, as gevolg van ’n kultuurvan roekelose bestuur wat onderpadgebruikers bestaan,” sê sy.

. Statistiek verskaf deur die Stadwys dat daar gedurende Januarie,’n totaal van 138 229 verkeersoortre-dings in die stad aangeteken is. Diehoogste hiervan is onder andere11 580 vir ongelisensieerde voertuieen 83 000 vir spoed.

Verkeerslui­tekort ’n groot krisis

In hierdie wêreld waarin ons leef isdaar baie stukkende verhoudinge.Ouer en kind wat kwaad is vir me-kaar. Vriende wat nie meer met me-kaar praat nie. Families wat metstywe nekke in vyandskap met me-kaar lewe. Kom ons gesels vandagoor versoening.

Die eerste vraag is natuurlik: watbeteken versoening? Versoeningbeteken om weer vriende te word.Om die stukkende verhouding regte maak. En wanneer ek sê dievriendskapsverhoudingherstel, be-doel ek ook in die huwelik, in fami-lies, tussenouer enkind, tussenkol-legas en ja, natuurlik, ook tussenvriende.

Versoening is wesenlik belangrikom vrede in jou eie gemoed te kry

en vrede met die een te kry met wiejy in onmin is. Versoening maak ge-sond. Versoening herstel weer dievriendskapsband. Haat bring ver-wydering, haat bring die dood, haatmaak dat jy later moet vlug.

Versoening is gewoonlik ’n pro-ses wat verloop vanaf die argumentof onmin wat die verwydering ge-bring het, tot daar uiteindelik ver-soening plaasvind. Belangrike ele-mente in die versoeningsproses is:

. Selfondersoek – vra jouself afwatter aandeel het jy gehad in dieonmin. Ondersoek jou eie motiewe.

. Vergifnis.

. Kommunikasie.

. Jy moet verskoning aanbied enjy moet ook verskoning aanvaar.

. Toewyding aan die herstelde

verhouding. Versoening bringgroei en ’n hartsverandering by bei-de partye is nodig.

Elemente wat versoening verhin-der, is haat en bitterheid; teleurstel-ling; woede; emosionele letsels; on-vergewensgesindheid en eie ego.

Versoening is soms baie moeilik.Versoening is sekerlik ook nie altydmoontlik nie – veral wanneer eenvan die partye onwillig is. Maarselfs in van die moeilikste omstan-dighede is dit soms tog moontlik.Die bekende geval van Amy Biehl,’n Amerikaanse student, wat op 25Augustus 1993 in Gugulethu inKaapstad vermoor is, is ’n voor-beeld van versoening. In 1998 is am-nestie aan die vier moordenaarsverleen en is hulle uit die tronk vry-

gelaat. Die Biehl-ou-erpaar het die uit-spraak gesteun, en in’n gebaar van versoe-ning, hande met diemoordenaars geskud.

Versoening is niealtyd nodig of selfswenslik nie. ’n Voor-beeld is waar ’n vroumishandel is in diehuwelik. Hier moetsy skoon breek enaangaan met haar le-we. Hier is nie sprakevan versoening nie,maar sy kan haar man vergewe.Vergifnis en versoening is nie die-selfde ding nie. As jy vir my kwaadis oor iets wat ek gedoen het, kan

jy my vergewe. Dangaan jy aan met jou le-we en ek met myne.

Versoening sê egterons het mekaar verge-we, maar nog meer,die vriendskapsver-houding word herstel.Ons is nou weer vrien-de na die breuk wattussen ons gebeur het.

Versoening betekenek groei van haat naliefde; van bitterheidna vergifnis; van woe-de na vrede; van hoog-

moed na nederigheid; van afsydig-heid na “laat ons praat”.

In hierdie tyd wat alles net duurder word,is dit ’n stryd om net vir kos op die tafel tesorg en te begroot vir ander noodsaaklikedinge soos elektrisiteit en petrol. Reise naeksotiese bestemmings is heeltemal buitedie kwessie.

Julian Schroeder van die biblioteek wilmense wys dat jy jou drome kan leef deurte lees en gebruik te maak van die vele dien-ste by die biblioteek.

“Ons fokus hierdie jaar is om die biblio-teek en sy dienste te bemark en ons wil ookgraag meer lede werf.

“Onlangs het ons ’n blitsopname gedoenby ’n skool in die omliggende gemeenskapen ontdek dat slegs 25 % van die leerlingeaan die biblioteek behoort. Dit is nou tyd om

daardie syfers te verander.”Hy wil mense inlig dat by die biblioteek

daar altyd ’n boek of tydskrif, ’n DVD of CDis wat jy verniet kan leen en in die gerief vanjou huis kan geniet.

“Mense en kinders moet besef dat ’n lek-ker leesding en ’n koppie tee enigeen op ’nreis kan wegvoer.

“Met ’n boek hoef jy nie op ander te wagom jou vlerke te gee nie, jy kan self besluithoe ver en hoe hoog jy wil vlieg.”

Die Elsiesrivier-biblioteek is ses dae oop,Woensdae tot 19:00 en Saterdae is hulle oopvan 09:00 tot 12:00.

Vele werksoekers en ander gebruik ookhul gratis internet om werkaansoeke tee-pos en om vriende te maak op Facebook.

“In Maart vier ons Nasionale Biblioteek-week met hope pretprogramme vir die jong-span en gratis biblioteeksakke en -plak-kers,” vertel Schroeder.

Learners from Bellville South got tospend some time behind bars re-cently, but they got to learn that itwas no paradise.

These learners from high schoolsin the area were part of a newproject called Books not PrisonBars, who visited Goodwood Prisonon Thursday 16 February.

This project was started by com-munity worker Dhakir Christianslast year to show youth that prisonis a place that they don’t want to be.

“Too many of our youth look upto gangsters as their role models inour communities,” he said.

“Manyyoungchildren fall prey togangsterism because they are being

given thewrongmessagesabout lifein prison by ex-inmates, and withvisits like this we want to showthem the truth, and have them expe-rience what it is really like.”

The visit to the prison gave theparticipants insight into how thecriminal system works and to edu-cate them about prison life.

“We want to make it clear toyouth that there are consequencesfor criminal behaviour, and theyhave to face that responsibility ifthey make the wrong choices inlife,” added Christians.

“Most of us are afraid of responsi-bility and would rather force it offon someone else. Parents need totake the responsibility of teachingtheir children responsibility.

“During this visit the childrenlearnt about the importance of theirchoices, how to react to making adecision when facing the wrongchoices.”

He also pointed out that most ofthe participants found that it wasan amazing experience and discus-sion afterward revealed that mostof them had changed their mindsetabout how they felt about the pic-tures that gangsters painted of lifein prison.

Learners that participated in theproject were given certificates of at-tendance and requested to sharetheir experience with others in thehope that youth realise that crimedoes not pay and prison was no par-adise.

The Lavender in Lavender Hillproject that is spreading toElsiesRiver is hosting a planting ses-sion on Saturday 10 March.

This unique project started inLavender Hill last year with the vi-sion to create a social art piece oflavender farms in struggling com-munities.

Debbie Goodwin, project manag-er, said that they have already start-ed the colourful project in ElsiesRiver where they will be operatingfrom the Elsies River Adult Train-ing Centre.

“These farmswill not onlybeauti-fy the area but will create jobs,

skills transfer and instil pride inthe community.

“They will also create lavenderproducts for retail purchase whichwill aid funding for the project togrow.

“We are inviting the public to joinus for the first farm planting thatwill be taking place on Saturday 10March starting at 09:00.

“It is going to be very interestingbecause we will also be doing cut-ting workshops where training willbe given to the public on how to takeproper lavender cuttings so thatpeople can start growing their ownlavender in their gardens.”

She added that they will also beundertaking other tasks at the cen-tre on the day.

“We will also be painting the of-fices of the centre purple and therewill be stalls from other communityorganisations displaying their cre-ativity and Lavender Ice Tea will beon sale.

“All you have to bring with youis a spade if you have one, old shoesand a pair of gloves because it couldget a bit dirty.

“We also welcome donations ofany paint brushes and rollers, aswell as white primer and lilac over-coat paint,” she said.

Of jy nou ’n onderneming in ’n landelike of nie-landelike gebied van die Wes-Kaap bedryf, is jynet die persoon wat nou hier moet lees... Dit is waarom ons dink jy die denke agter – en dieimplementering van – ons Plaaslike Ekonomiese Ontwikkeling (PEO) Groeifonds sal ondersteun.

Spesiaal vir jou daargestel, is die fonds se mikpunt om geleenthede vir groei-georiënteerdeondernemings soos joune te voorsien – in landelike en nie-landelike gebiede van ons provinsie.Toegang tot die fonds is baie eenvoudig. Al wat nodig is, is dat jy by die idee moet inkoop datsamewerking tussen ondernemings ’n wye reeks opwindende moontlikhede teweeg kan bring –selfs al is jou onderneming een van die kleinstes op die dorp. Die samestelling van ’n ‘sakegroep’– bestaande uit ten minste twee sake in afsonderlike besit – in jou gebied kan jou op ’n pad vansukses plaas wat jy nooit voorheen gedink het moontlik was nie.

Wanneer jy jou groep gevorm het, gaan na die PEO-verteenwoordiger by jou munisipaliteit ofkontak ons en versoek ’n aansoekvorm vir die PEO Groeifonds. Amptenare daar sal jou al dienodige inligting gee om die vorm volledig te voltooi. Die idee is dat provinsiale regeringsbystanddie produktiwiteit en mededingendheid van jou onderneming (en dié van ander) sal verhoog – endat dit in ruil groei en werkskepping sal bevorder. Die fonds is daarop gemik om van hulp te weesin areas soos produktiwiteitsverbetering, navorsing en ontwikkeling, opleiding, eiendomsregte,markstudies en behoeftes in marktoegang, en innoverende idees en voorstelle.

Maar onthou net: die sukses al dan nie van jou aansoek sal van vier dinge afhang: • Dieaansoekvorm moet vergesel wees van ’n voorstel wat verduidelik hoe ondersteuning van dieregering die produktiwiteit van jou onderneming sal verhoog • Jy sal ’n vennootskap met tenminste een ander onderneming moet aangaan • Vir jou aansoek om suksesvol te wees, moet jydit saam met die regering mede-finansier – Rand-vir-Rand • Die aansoek kan nie vir die vestigingvan ’n nuwe onderneming of entiteit wees nie.

The team who are allriding in the Cape ArgusPick n Pay Cycle tour to aidthe organisation recentlygot to do a small tour of thecommunity to get to knowthe community that theywere helping. The Each oneTeach one campaign wascreated by Afrika Tikkun toencourage sportsmen andwomen to ride/run/swim in order to secure the education of a child who has otherwise not hadthe opportunity to attend early childhood development. It costs R180 a month (R2 160 a year)to send a child to Afrika Tikkun’s Early Childhood Development Facility. The riders all met at theEngen off Hindle Road and were then guided by the Mfuleni police through the community. Therewere children cheering and clapping as the riders rode past.

The school recently started the PositivePrinciple Project at the school and hopingthat with its success it will spread to otherschools in the peninsula, especially in areaswhere learner on learner violence has beenprevalent.

Dr Izanette van Schalkwyk is a personalpower specialist at the school and said thatthis project was initiated after readingabout recent research about the state ofschools in the country.

She said that this research dealt with thechallenges that children faced when facingschool-based violence.

“Their inquiry intothe challenges to learn-ing which childrenface highlights specifi-cally school-based vio-lence and the threat ofviolence at school asthe primary interfer-ence.

“Within the contextof school based vio-lence, as well as beingconstantly exposed tothe difficulties andchallenges associatedwith immense poverty,it all seriously inhibitschildren’s right tolearn and develop,”she said.

While Van Schalk-wyk is involved with anumber of upliftmentprojects at the school this new one will seeall learners involved in finding their posi-tive potential.

“It will come about in several phases andit is projected that this model will be usedincreasingly in other townships to encour-age them to become active partners regard-ing the implementation of positive princi-ples/values and the building of strong andresilient communities.

“Music is going to be used as one of the

modes to empower youngsters and to assistthe learners to put the principles into actionand to enable them to reconnect with theirown creativity.

“They will be learning how to work to-gether with each other to create a piece ofrap music that will highlight the messageof being positive about their potential inlife.”

Another incentive for participation inthis project is tangible rewardsand that sideof things is being sponsored by Christo Stof-berg, of Modern Hair, a company from Ep-ping that distributes Wella hair products inSouth Africa.

At the launch of the project recently hepointed out his commitment to the project.

“If you take this project to heart you willbe learning lessons that will take you to suc-

cess in all that you want from your life.“Don’t look at yourself and say your are

from a disadvantaged situation, look for-ward and see where you are going,” he said.

He also outlined at what stages of the proc-esses classes and individuals will be re-warded for their prowess.

Neville Goliath, from the Western CapeEducation Department was also excitedabout the start of the project – hoping thatit would eventually spread to all schools.

Die anonieme man van 46 sê nógsy vrou, nóg sy kind is bewus van

“Ons panic omdat ons nie onshuur kan betaal nie, sê hy, Dannyen Johan.

“Dit is moeilik as jy in ’n groef is,want jy moet elke dag eet en klerehê om aan te trek,” sê hy.

Hy vertel hoe hy nou die dag in’n man se tuin gewerk het. “Hy hetmy selfrespek vir my teruggegee.”

Oor wat hy met die geld doen, ishy eerlik. “Ek koop eerstens kos enwanneer daar geld oor is, drink ekeen bier in die aand.”

Hy leef al drie maande op straat.Nooit het hygedinkdit soumethomgebeur nie.

“Ek het verby sulke mense geryen gesê ‘kry vir jou werk, jy is slap-gat’. En nou gebeur presies dieself-de met my.”

Voor hy hier beland het, het hybourommel en skrootmetaal wegge-ry en voor dit het hy vir 14 jaar indie posdiens gewerk.

In 1996 het hy uit die formele pos-diens bedank en sy eie posdiens be-gin, City Post. Dié onderneming hetgoed gevaar en later het hy verskeiefranschises besit, maar toe moes hysy deure sluit, want die poskantoorhet geëis dat slegs hulle gestandar-diseerde briewe mag aflewer.

“Toe verloor ek alles – my vrou,my kinders, my twee pitboelter-riërs, my khoi-visse en tot my bud-gie,” sê hy.

“Ek het drie swart sakke met kle-re gevat en uitgeloop,” vertel hy.

“Ek het die huis met alles vir myvrou gelos en toe is ons geskei,” ont-hou hy.

Op sy bord staan “Man, vrou,kind in nood.”

Die rede daarvoor is omdat hy nienet vir homself vra nie, maar eer-stens vir sy vrou, vir wie hy die on-derhoud moet betaal om na sy kindom te sien.

Aan die agterkant van sy bordstaan daar met die vryhand ge-skryf: “Wie is jy om te oordeel? –Rom 14:4”.

Daar staan geskryf: “Wie is jy watdie huiskneg van ’n ander oordeel?Hy staan of val met betrekking totsy eie heer; maar hy sal staande bly,wantGod ismagtig omhomstaandete hou.”

“Wanneer mense my skel envloek draai ek my bord om met dié

kant vorentoe,” sê hy,“want wie is jy om teoordeel? ’n Mens salgeoordeel word soosjy oordeel,” sê hy.

“Ek weet mensedink ons is sleg hierop straat, maar ons isnie.”

Hy vertel hoe hulledikwels hoop gegeeword vir werk en ditdan nooit realiseernie.

“Mense sê vir jouom die volgende og-gend 07:00 hier tewees omdat hulle virons werk het. Dandaag ons op, maarhulle kom nooit terugnie,” sê hy.

Om werk te kry isnie maklik nie. In No-vember het hy 13CV’s uitgestuur,maar nie eens een op-roep gekry nie.

Hy het staatsreg,arbeidsreg en perso-neelbestuur in sy jareby die poskantoorstudeer. Nou is daar mense wat sêhy is oorgekwalifiseerd, vertel hy.

Danny woon sedert Augustusverlede jaar op straat. Hy herleefdie gebeure wat hom hier laat be-land het.

Hy het in ’n woonstel in Bellvillesaam met sy kinders gewoon. “Een-dag bel my buurvrou en sê myseuns van 14, 18 en 21 rook dagga indie woonstel.” Onmiddellik is Dan-ny huis toe en het almal (daar washeelwat van sy kinders se vriendeby die huis) uitgejaag.

“Een seun het my gestamp en indie hitte van die stryd het ek homgeslaan. My seun het my skoonpagebel, wat vir die woonstel betaalhet, en ek is uitgegooi.”

Kort ná hy op straat beland het,het sy werkgewer daarvan uitge-vind en was hy sy werk as ketelma-ker kwyt. Onlangs het Danny uitwanhoop by ’n skuiling aangeklop,maar daar is hy meegedeel hy kannie “met sy ‘luisgat’ daar inkomnie”.

Freddie Visser vorm deel van dievierstuks by die verkeerslig. Fred-die het ’n huis in Eersterivier en soeen keer ’n week gaan die mansdaarheen om te bad en hul klere tewas.

Johan Kruger (30) is die jongstevan die mans.

Hy leef die afgelope maand en ’nhalf op straat. Voorheen het hy indie granietbedryf in die Strand ge-werk, maar het sy werk verloorweens ’n drankprobleem. Elf jaarondervinding in dié bedryf helphom nie om werk te kry nie. “Ekdrink al vir drie maande nie meernie, maar kry steeds nie werk nie,”sê hy.

Die lewe op straat is nie makliknie.

“Mense vloek ons onder die rokin en onlangs het ’n man in ’n Volvogedreig om sy hond op my te sit,”vertel Johan, sy oë neergeslaan.

“Ek het nog nooit enigiemand le-lik behandel nie,” sê hy. “Ek staannet met my bord.”

Hy sê dit neem sielkundig en fi-siek alles uit hom om by die ver-keerslig te staan.

“Dit is nie ’n plesier nie. Jy moetdie heeltyd jou gedagtes ‘lig’ omdaar te bly staan,” sê hy.

“Dit maak ongelooflik seer asmense jou skel. Jy voel minder-waardig, asof jy nie meer deel is vaniets nie,” sê hy.

Johan sê daar is ook dié mensewat baie gaaf is en dít is wat homaan die gang hou.

“Partykeer is dit net iemand watvir jou glimlag. Jy sal nie glo hoebaie dit beteken nie,” sê Johan.

Rent collection in the com-munity is becoming easierfor residents.

The City of Cape Townwill commence with the city-wide roll-out of its door-to-door rental collectionproject, following highlysuccessful pilot pro-grammes in Atlantis, ElsiesRiver and Retreat.

The project was initiatedin order to make the pay-ment of rent easier for resi-dents who reside in city-owned properties, in all ofthe city’s rental and sellingschemes. Residents will beable to pay their rental feesfrom the convenience oftheir own homes as well asmake arrangements formore flexible payment ar-rangements, thanks to col-lectors who visit theirhomes.

The city’s contractors,Trace Online, will appointthe collection team from

within the specific commu-nities in which they willwork.Thiswill create job op-portunities through thecity’s Expanded PublicWorks Programme.

The rental income re-ceived is used to maintainthe city’s rental stock, withnumerous upgrade projectscurrently under way, thusensuring ongoing mainte-nance and upkeep of rentalhousing.

Residents can also paytheir rental fees at their lo-calHousingOffices; at anyofthe city’s cash offices; or atShoprite, Pick n Pay and thePost Office.

As part of their commit-ment to making Cape Towna Caring City, they remainmindful that some of the res-idents in city-owned proper-ties do not have the financialmeans to pay their monthlyrental fees.

In such cases, they will as-

sist the occupants in apply-ing for an indigent grant. Ifresidents qualify for an indi-gent grant, they will only berequired to pay a minimalamount towards their rent.

Where residents who arestruggling to pay do notqualify for an indigentgrant, they will be assistedthrough with debt manage-ment processes.

The city is also aware thatsome residents who current-ly reside in rental unitsmight not be the rightful ten-ants. In such cases, the cur-rent residents will be re-quired to enter into a month-to-month contract.

Additionally, the HumanSettlements Directorateruns an incentive schemewhere, each month, debtorswhohavepaid their rent reg-ularly for three consecutivemonths can win one of sixprizes of R1 000 in shoppingvouchers.

Paying rent now easy

Critical care is spreadingin communities.

The City of Cape Town’sSocial Development andEarly Childhood Develop-ment Directorate is ex-panding its Local Net-works of Care (LNOC) pro-gramme to cover the entirecity.

LNOC is a structural pro-gramme made up of localpeople and organisations,such as Policing Forums,Religious Organisations,community-based organi-sations (CBOs), non-gov-ernment organisations(NGOs) and other groups.

The programme plays apivotal role in the early de-tection of substance andother forms of abuse, and

intervenes by referring af-fected individuals to placesof support. It also assistswith the process of re-inte-gration of street people intothe local community or thecommunities from whichthey come. In addition tothis, the programme pro-vides preventative pro-grammes to communities.

As part of their commit-ment to being a CaringCity, they provide facilita-tion services in the processof establishing theseLNOCs and provide train-ing for facilitators. Theseunits are crucial in at-tempts to be even more ef-fective in caring for thepeople of Cape Town.

The training, which will

start shortly, is geared to-wards building capacity.

The city has successfullynegotiated with the Ex-tended Public Works Pro-gramme to support at least20 people from all LocalNetworks of Care, and foursupervisors will be trainedto assist with field work intheir communities so thatthe success of the pro-gramme can be ensured.

Currently LNOCs are ac-tive in Woodstock, ElsiesRiver, Mitchells Plain,Khayelitsha, Delft, Bel-lville, Gugulethu, Philippiand Uitsig/Ravensmead.

The plan is to have thisprogramme rolled outacross the city in the next18 months.

Disabled students have been given thefuel for their studies with new bursa-ries from PetroSA.

South Africa’s national oil companyhas come to the assistance of tertiarystudents living with disabilities, es-tablishing a bursary programme forthe physically challenged.

This week PetroSA signed an agree-ment with the Cape Peninsula Univer-sity of Technology (CPUT) to establishthe CPUT-PetroSA Bursary Partner-ship.

The bursary programme will en-sure financial assistance to CPUT stu-dents living with disabilities. It is theculmination of a process started in2010 when PetroSA in conjunctionwith CPUT hatched the idea of fund-ing students with disabilities.

Thirteen students have been grant-ed full bursaries to study for qualifica-tions in the fields of Information Tech-nology, Engineering, Accountancyand Human Resource Management.

Darrin Arendse, PetroSA’s vicepresident for human capital, said theorganisation would ensure that thebursary recipients received adequatefinancial support, including intern-ships, to allow them to qualify andgain on-the-job training in their cho-sen career fields.

“At PetroSA we recognise not onlythe importance of appointing peopleliving with disabilities, but also theglaring need to ensure that we createthe opportunity for them to receivethe best available training.

“This groundbreaking initiative en-sures that PetroSA leads the way inproviding adequate support to per-sons living with disabilities,” he said.

Dr Nina du Toit, head of the Disabil-ity Unit at CPUT, was excited aboutthe bursaries.

“Our students have to face numer-ous barriers in their lives. Comingmostly from disadvantaged back-grounds, these students struggle fi-nancially to register at the institution,to be accommodated and to get accessto the academic environment inunique ways.

“Academic access includes special-ised software programmes, adaptedhardware, assistive devices andtrained staff members, among otherthings, and it is essential to help im-prove the students’ chances of com-pleting their studies successfully.”

The year is only a couple of months oldand the first phase of the early enrol-ment process for the 2013 school yearwas already rolled out on Thursdaylast week.

Each year the Western Cape educationdepartment (WCED) stresses the impor-tance of enrolling children early forschool, especially for parents of childrenwho will be entering Grade 1 or Grade 8the following year.

Early enrolment allows the WCED toplan for the year ahead, which depends onknowing how many learners will be inevery school in 2013 well before the endof this year.

“We can then make provision for text-books, educators, furniture, and otherlearning materials that are needed so thatwe can start the school year on time andprepared,” says Donald Grant, WesternCape minister of education.

“Early enrolment is also important be-cause parents do not always get their chil-dren into their first schools of choice.What we have found in previous years isthat parents apply only to a small numberof schools and inmany instances, onlyoneschool.”

Parents are not guaranteed their firstschools of choice and they need to be pre-pared for the fact that their applicationcan be unsuccessful.

“Being on a waiting list is also not aguarantee that the learner will be admit-ted to that school. Applying early allowsparents to consider in good time more op-tions available to them. It also allows usto assist where necessary. There are are-

The first phase of enrolment will end onFriday 22 June.

Parents must first deal directly with theschools at which they wish to enrol theirchildren and apply.

He says parents should be informed bythe beginning of July if their applicationhas been successful.

This allows parents sufficient time tolook for alternative schools at which to en-rol their children in the second round.

The second phase will begin on Monday16 July.

If parents continue to encounter diffi-culties in enrolling their child, they mayapproach their local education district of-fice for assistance. Contact details of therelevant education district office may beobtained from the school.

Parents must provide the following doc-uments when submitting their applica-tions:

. The child’s birth certificate (baptis-mal certificates are not regarded as proofof birth date);

. Immunisation card, and

. Transfer card or the last report cardfor learners who have already been toschool.

Schoolsmayenrol learners provisional-ly if these documents are not available.

They will give parents and guardiansreasonable time to submit them.

“Make use of this opportunity and takeresponsibility for the education of yourchildren by enrolling early,” says Grant.

“By enrolling early we can make educa-tion better together.”

The annual Cape Town Carnivalignites the Mother City for thethird time on Saturday 24 Marchat the Fanwalk in SomersetStreet in Green Point.

The event will feature spectacu-lar art, music and dance. The Fan-walk opens with street performersat 17:00 and the Carnival Paradestarts at 20:00.

This year the venue moves fromLong Street to the popular Fanwalkand promises to transform this car-nival corridor into an explosion ofcolour, music and dance.

The 2012 theme, “Cape to Cairo”,was unveiled last week. The aim isto celebrate the rich history and di-versity of the city, country and con-tinent.

“The Cape to Cairo theme of thisyear’s carnival will celebrate therich art, music, culture and herit-age of the African continent. It willalso raise awareness of importantissues like xenophobia,” says PaulMashatile, Western Cape ministerof arts and culture.

The carnival parade will include11 themed pods with 80 lead per-formers in larger than life cos-tumes, nine richly decorated floatsand 11 academies. Each academyhas 150 community dancers. Thecarnival brings together 45 commu-nity performance groups from 23different areas in Cape Town.

The threebest leaddancers on thenight will travel to Brazil to per-form at the 2013 Rio Carnival.

“The Cape Town Carnival is a

gem on our annual events calendarand the Western Cape governmentis proud to be one of its supporters.I would like to encourage all thepeople of our city and province toparticipate in this lively event as itshowcases the very best of what ourdestination has to offer,” says AlanWinde, Western Cape minister of fi-nance, economic development andtourism.

Food and beverages will be avail-able at the various restaurants, ca-fes, bars and street vendors alongthe way. The MyCiTi bus servicewill be in operation and spectatorsare encouraged to use public trans-port to avoid inner city congestion.

There’s less than 15 days left to gearup to run for a “life”.

The South African Cancer Asso-ciation’s Athlone Relay for Life ison track to be a great success, withmore than 2 000 local residents ex-pected to take part.

Kevin Southgate, chairperson ofAthlone Relay for life organisingcommittee, believes everyone in-volved in the overnight event canlook forward to a memorable expe-rience.

“Relay for Life is all about cele-

brating the courage of local cancerpatients and spreading hope,” hesaid.

“We have a fantastic event plan-ned that reflects the spirit and per-sonality of this event, that highlighta very good cause.”

This Relay for Life is an over-night event and teams of 10 to 15 pe-ople will lap at Vygieskraal Stadi-

um in honour of people touched bycancer in Athlone and surroundingareas.

The aim being that at least oneteam member will be walking thetrack at all times.

Cancer never sleeps and with thisin mind, those participating in thenight’s event are kept awake by avery entertaining programme ta-

king place on and around the speci-al Coke stage.

Teams are encouraged to do somefundraisingbefore aswell as duringthe actual event with very creativeideas being brought to life whilethey also aim to create awarenessaround the different types of can-cer.

Funds raised at these events ena-

ble Cansa to positively impact thelives of those affected by cancer.

As these events are communityowned and volunteer-driven, fundsraisedget plowedback into the com-munity by a multitude of servicesas well as funding the research ne-cessary toone day have a cancer-free society.

The Ryushin-Kan Karate Tour-nament kicked off its secondbig tournament to the publicon Saturday at the Cape Penin-sula University of Technology(CPUT) in Bellville.

This was the first tournamentthat was pulled together by Sen-sei Coral Jacobs from Eerste Riv-er. With more than 250 entriesand six clubs joining in the tour-nament, contenders did their ut-most to show their skills. Coralhas her own karate studio andtrains youth in martial arts withthe aim of empowering them. Shesaid that she could not do it aloneand had the help of her parentsand the parents of the Hunbo DojoRhuyshin Kan Melton RoseSchool of Karate, who helpedmake the tournament successful.

The tournament started outwith Coral demonstrating a kataafter the official bow.

Then it was up to the femaleparticipants to demonstrate theirkatas going head to head witheach other.

The competition focused on theskills of participants regardlessof which level they were. Eachparticipantworea redorbluebeltso that their skill level was notdisplayed to the judges.

“I am very happy with the turn-up of the people. It’s a positivefeeling which opens doors to who-ever wants to start their owntournament,” Coral said.

The tournament was not just

for the display of amazing talentamong contestants but served ahigher cause of raising funds.

Funds that were raised throughthe tournament were to aid someof the contestants to participatein the International Ryushin-KanKarate Tournament in Port Eliza-

beth in July later this year.Another fundraiser will be held

Met ’n rekord van tien wedstryde gewenhierdie seisoen en net een verloor, is dieskool baie trots op hul o.19-span.

Hierdie span stap al ’n lank pad saam om-dat hulle van hul o.15-dae af by die skoolsaamspeel, vertel Guilermo Josephs, ’n on-derwyser by die skool.

“Hulle is nog steeds saam en speel op hulbeste,” pronk Josephs.

“Ons by Hoërskool Bellville-Suid is nie be-voorreg om tuis te kan speel soos ander skolenie. Elke wedstryd wat ons speel, is ’n weg-wedstryd vir ons, maar ons maak die bestevan dit wat ons tot ons beskikking het en ditis die twee krieketnette.

“Die huidige krieketspan het hulle die af-gelope paar jaar goed van hul taak gekwytas ons gaan speel het.

“Hulle het ’n passie vir die sport, hullehouding is reg en hulle offer hul pouses opom krieket te oefen. Die span vaar nie netgoed in krieket nie, maar akademies is hulleook baie sterk.”

Die skole wat vanjaar teen die span ge-speel het, sluit in Bosmansdam, JG Meiring,Elsiesrivier, en wedstryde teen HoërskoolEdgemead, en Tygerberg gaan nog plaas-vind.

Josephs vertel ook dat die skool besluit hetom die span te vereer vir hul optrede op dieveld. “Die kern van die span sal basies nievolgende jaar kan speel nie, want dan is hul-le almal in matriek,” vertel Josephs. “So onshet besluit om hierdie jaar krieketsweetpak-ke vir hulle te maak. Dit is maar net ’n ge-baar van waardering vir al hulle opoffe-rings, toegewydheid, en die feit dat hulle dieskool so mooi verteenwoordig het die afgelo-
