Signatories to the partnership believe this to be the only solution to bringing some sem- blance of safety and security to a crime-rid- den town, where the morale is low and many don’t trust the police. National crime statistics placed Kraaifon- tein third on the list of 10 worst precincts in the Western Cape in 2015, with 12 024 report- ed crimes, of which 141 were murder cases, 127 attempted murder, 534 assault GBH and 1096 burglaries at residential premises, also making the top 10 list in all these crime groupings. It also placed second worst on the national list for drug related crimes in South Africa, with a staggering 3357 cases (source: Crime Stats SA). The partnership was sealed with the signing of a memorandum of under- standing and commemorated with a march on Human Rights Day. “We want to send the message to criminals and gangsters that the churches and police have united in an effort to curb crime,” says Pastor Samuel Dean from Yeshua Covenant Church in Scotts- ville. “Yes, people do get this message,” he said. “As churches we work within the com- munities between the people and are often the first point of contact for people in desper- ate situations.” He explains that churches can thus act as a conduit to provide valuable information to the police in a fearful climate where commu- nities do not always trust the police. Spiritual leaders are adamant that this partnership will successfully address the is- sue. Some 30 church leaders accompanied by their congregates met up with members of the police and Community Police Forum (CPF) at the police station to commence the peaceful anti-crime march through the streets of Scottsdene.     Led by a police vehicle, spiritual leaders

    in full regalia and holding hands led the

    march, followed by the congregants with

    bikers of the Christian Motorcyle Associ-

    ation, roaring on their bikes from behind.

    The marching band from St Johns Ap-

    ostolic Church in Wallacedene later

    joined the march.

    Pastor George Lehmand from the Bik-

    ers Church in Kraaifontein said drugs

    and gangsterism are the scourge of this

    community.

    There is no other way. We want to

    show the community that drugs and gang-

    sterism is not the answer and that they

    can turn to the churches in their midst.

    We trust God to uplift our communities,

    he said.

    Reverend Banus Botha from the NG

    Church inKraaifontein said the church is

    the answer to the social ills in Kraaifon-

    tein.

    Wewant the community and the police

    to know that we are there for them.

    In the memorandum, church leaders

    agreed to help promote the Kraaifontein

    police in a positive manner and convey

    messages from the police to the broader

    community.

    In turn the police agreed to ensure that

    criminal cases reported via the churches

    are investigated and that suspects ac-

    cused in sworn affidavits are arrested.

    According to Dean this partnership has

    been months in the making.

    Variousmeetings were held by church

    leaders prior to this day.

    By unanimous consent it was decided

    that thisnetwork shall use its spiritual au-

    thority and influence to work with the

    Kraaifontein police for a safer communi-

    ty, he said.

    Radio hams bravewaves

    A

    bout 150 000 radio hams across the

    world have been waiting for the day

    to tick off Heard Island in the South-

    ern Indian Ocean about 4 000 kilometres

    south west of western Australia in their

    log books of entities they contacted via ra-

    dio. The radio hams call this a DXpedition.

    Now, 20 years after the previous DXpedi-

    tion in 1996, another DXpedition departed

    from Table Bay harbour on 10 March for a

    rough trip on a vessel, aptly named Brave-

    heart, to the remote and uninhabited Heard

    island.

    In Durbanville, an excited 87-year-old

    Dennis Wells will keep a close eye on the

    DXpedition from his shack at his home in

    The Paddocks. Even though he ticked off

    Heard Island more than 30 years ago (on 20

    October 1985 when an Australian national

    Antarctic research expedition team visited

    the island), he shares the excitement of the

    other radio hams.

    Wind, snow, rain ... and a volcano

    DXpeditions are undertaken to remote

    destinations to help radio hams all around

    the world to be able to make contact.

    It is also 20 years since any man put foot

    on Heard Island, known for its adverse con-

    ditions of wind, snow and rain. It also has

    an active volcano.

    The Braveheart, which is chartered by ra-

    dio amateurs, was expected to arrive yester-

    day (Tuesday 22 March) and, since there is

    no jetty, all equipmentwould have to be tak-

    en on land by rubber ducks.

    This DXpedition, which is called VKEK

    and costs about R7million, is led by Dr Rob-

    ert Schmieder from the USA, the same team

    leader of the previous DXpedition in 1996.

    Schmieder, aworld authority onHeard Is-

    land and many other islands around the

    world, is the author of many books on the

    subject.

    Wells is part of the South African support

    team, which is led by Paul Johnson from

    Green Point.

    Several radio amateurs will qualify for

    Honour Roll and #1 Honour Roll when they

    manage to make contact with Heard Island.

    Wells, a legend in the radio amateurworld

    and well-known by his call ZS1AU, has

    earned the very prestigious DXCC Top of

    HonourRoll plaque in 2014 the highest ob-

    tainable in amateur radio, and placing him

    atnumber one in theworld ofDX. It can take

    anything from 20 years to a lifetime to

    achieve this.

    Wells was invited to accompany the

    Braveheart on a yacht out of Table Bay har-

    bour.

    Oh, it takes so long to say goodbye to a

    ship and the Braveheart was no exception.

    The trip on the yacht to accompany Brave-

    heart on its way was fantastic. When we

    were near Robben Island, we called Brave-

    heart on our radio and the ship came to a

    stop.We took somemagnificent photoswith

    Table Mountain in the background.

    Braveheart crew to stay for three weeks

    Once again I felt proud of our city as it

    was the most beautiful sight with the table

    cloth coming over the top, Wells said.

    As the ship tracked its way across the

    stormy southern Indian Ocean from Cape

    Town to Heard Island, the participants and

    the crew of Braveheart launched a string of

    oceanographic buoys in support of climate

    research by three of the worlds leading sci-

    entific organisations, the Woods Hole

    Oceanographic Institute (WHOI), the Na-

    tional Oceanographic and Atmospheric Ad-

    ministration (NOAA) and the Scripps Insti-

    tute of Oceanography.

    In addition to the Argo buoys, they also

    launched a group of global drifting buoys

    in behalf of NOAA and possibly the South

    African Weather Service.

    The 1250 satellite tracked drifters

    worldwide remain on the surface during

    their approximately four-year lifespan, con-

    tinuously reporting on their location aswell

    as currents, sea surface temperature, at-

    mospheric pressure, winds and salinity.

    This VKEK DXpedition, comprising of

    14 amateur radio operators and scientists,

    will remain onHeard Island for threeweeks

    doing other scientific work, as well as ama-

    teur radio.

    the Study Xpress tutor centre must

    cease at the school at the latest by

    30 April this year as the school is not a

    registered independent school.

    The tutor centre has comeunder fire after

    several parents took their children out due

    to poor performance.

    It came to light that the tutor centre,

    which is only allowed to assist childrenwho

    are full-time schooled by their parents at

    their home, is illegally presenting full-time

    schooling to the children.

    Anofficial of theWesternCapeEducation

    Department (WCED) did an on-site inspec-

    tion of the tutor centre last Monday.

    According to Millicent Merton, spokes-

    person for the WCED, it was found that

    Study Xpress was illegally operating as a

    school as they have not registered as an in-

    dependent school with the provincial edu-

    cation department.

    Merton said as a result of this, the chil-

    dren in the compulsory age group (from 7

    to 15 years of age) must now be registered

    for home education by their parents.

    She said the tutor centre can also apply

    for registration as an independent school

    before 30 June, but will only be allowed to

    operate as an independent school from

    1 January 2017.

    Study Xpress, which opened in January

    last year on the corner of De Villiers and

    Wellington roads in Durbanville, caters for

    about 80 children from Grade R to matric.

    The centre makes use of the private Im-

    pak curriculum and is accredited as an Im-

    pak centre. The cost for a Grade 10 learner

    is around R3200 per month.

    With the Study Xpress tutor centres in

    Bellville and Tokai also running on the

    same model by Ivan Grobler, director of

    Study Xpress, it is likely that they will also

    be closed by the department.

    The definition of home education, accord-

    ing to the Government Gazette, is that it is

    a programme of education that a parent of

    a learner or learners may provide to his or

    her own child at their own home.

    In addition the parent may, if necessary,

    enlist the specific services of a tutor for spe-

    cific areas of the curriculum

    But, Merton said: Study Xpress teaches

    all the subjects to all the learners.Tutor cen-

    tres are supposed to assist the parent in

    specific areas of the curriculum not teach

    all the subjects.

    Grobler told TygerBurger the home

    school division of the WCED visited Study

    Xpress last year and conducted an investi-

    gation into its business operations.

    The department found our operations to

    be in order and made no findings as to the

    legality of Xpress business operations or

    the need to register as an independent

    school. Since then, no operations have

    changed, he said.

    In February this year, spurious allega-

    tions were made against Xpress, regarding

    the legality of our business operations. We

    approached the department and enquired

    about the allegations, as well as invited the

    department to revisit Xpress in order to

    achieve clarity in respect of the aforemen-

    tioned allegations.

    Our position remains that we are deliv-

    ering a legal service to members of the pub-

    lic and thatwe are not operating as a school,

    nor are we required to register as such.

    However, many parents TygerBurger

    spoke to claimed thewhole idea sold to them

    was that formal schooling will take place.

    A lot of other parents questioned the stan-

    dard of teaching and the fact that some

    learners have not received their text books.

    my artikel geheel en al verloor, en

    stilweg gewonder wat ek nou eint-

    lik gaan skryf as di onderhoud

    verby is.

    die eienaar van n drankwinkel in

    Kraaifontein en n bende van drie ge-

    wapende mans wat hom probeer roof het.

    Die drie gewapende rowers het verlede

    week Woensdag omstreeks 10:45 by Prima

    Liquors in Darwinweg ingestap min we-

    tende wat sou volg.

    Buite die perseel het n vierde verdagte in

    n silwer Toyota RunX gewag.

    Die verdagtes het die eienaar na die kluis

    gedwing en geld geis, waarop hy skielik sy

    vuurwapen te voorskyn gebring het.

    Die verdagtes het blitsvinnig op die vlug

    geslaan, s brig. Gerda van Niekerk, stasie-

    bevelvoerder van die Kraaifontein-polisie.

    Hulle het egter verskeie skote afgevuur

    terwyl hulle uit die winkel gehardloop het,

    maar die eienaar het teruggeskiet.

    Hulle het toe op die vlug geslaan in die

    wegkommotor, wat in Milnerton gekaap is.

    Die voertuig is egter in die proses beska-

    dig en het in Hillstraat tot stilstand gekom,

    waar die verdagtes weer skote afgevuur het

    en n Hyundai Getz gekaap het waarmee

    hulle verder gevlug het, s sy. Die eienaar

    van die drankwinkel se selfoon en die

    Hyundai Getz is geroof.

    Van Niekerk bevestig dat ongeveer 11

    skote afgevuurwas in die voorval, waarvan

    vier deur die winkeleienaar.

    Niemand is gewond nie en die ondersoek

    duur voort.

    place on 9 April this year has

    three routes 45km, 25km and

    12km.

    The routes are challenging

    and provide a fantastic ride

    through many of the beautiful

    wine farms in the Durbanville

    area.

    Mountain bikers who enter

    the race by 29 March will stand

    the chance of winning a fantas-

    tic prize of aweekend for a fami-

    ly of four worth R7200 at the

    Swartberg Country Manor, re-

    imbursement of their entry fee

    (single entry only) and a 99er

    T-shirt.

    Entries for the 45km and

    25km events can be done at

    International (PPMI) presents Passionext

    Hes Alive.

    The production is a dramatic representa-

    tion of the death, burial and resurrection of

    Jesus Christ.

    Rugbys Bronwyne Scott, a theatre veter-

    an with 40 years experience, is once again

    in the directors seat for the play, which she

    has been directing annually since its incep-

    tion 19 years ago.

    The chairman of the PPMI Cape Town

    board, Melvyn Abrahams of Matroosfon-

    tein, will play the role of Jesus. The disciple

    Peter is played by AlexMarais from Boston

    Estate, while John is portrayed by Nicky

    Luwengu from Durbanville alternating

    with Zakier de Grass fromMowbray. Ricar-

    do Johns from Northpine plays the role of

    Caiaphas, the high priest, and Jack Hine

    from Melkbosstrand plays the role of An-

    nas, his father-in-law. Kevin Thyssen from

    Belhar plays the part of Pilate with Parow

    Valleys Andrew Snyders as Nicodemus.

    Jacorien van Eyssen from Durbanville

    andVerni Johns ofNorthpine share the role

    of Mary, Jesuss mother while the other

    Mary Magdalene is played by Jessica

    Hart who lives in the Strand alternating

    They will be supported by 100 locals from

    across all walks of life from across the Cape

    34-year-old man from Scottsdene in

    Kraaifontein was arrested last week

    after he was spotted in a residential

    yard in Dirkie Uys Street, Protea Heights,

    Brackenfell.

    He was scared off, but later arrested by

    Brackenfell police.

    According to a report, Sergeant Carike

    Steynwas performing duties in the commu-

    nity service centre at the police station

    when she heard a call for help over the

    neighbourhood watch radio.

    The woman in Dirkie Uys Street saw an

    unknown man in her yard. When she con-

    fronted him he ran away. She alerted the

    other neighbourhood watches over the ra-

    dio, says Warrant Officer Erica Crous.

    She immediately dispatched Warrant

    OfficerHermanVanderMerweandConsta-

    ble Veronica Halam to assist. The woman

    was able to give a very clear description of

    the suspect and not long after police mem-

    bers found a manmatching the description

    on the corner of Kruispad and Lelie Streets

    in Protea Heights.

    The suspect was detained at Brackenfell

    Police Station. When he was profiled at the

    station it was found there was an outstand-

    ing warrant of arrest on a Kraaifontein

    theft case of 2009.

    He appeared in the Kuils River court.

    my mom to receive her card

    when Sassa switched to the

    card system. At a certain point

    an official requested my mom

    to sign a form. I could see that

    it was a type of bank order

    form. No entries were made.

    So my mom were asked to sign

    We know that our elderly

    and needy people are very

    vulnerable and would just do

    what they are told to get their

    Voortrekker Road, TB Bellvil-

    In Bellville is hulle besig om

    verkeerskaartjies uit te skryf

    vir motors geparkeer op die

    geelstreep in Boston in Fair-

    way- en Solwaystraat. Daar is

    n ernstige tekort aan parkeer-

    plek in die omgewing van die

    Louis Leipoldt-hospitaal. Die

    verkeersmanne skryf links en

    regs parkeerkaartjies uit teen

    n boete van R500, maar dan

    parkeer hulle hul motors voor

    sake-ondernemings, waar daar

    n kennisgewing is dat motors

    weggesleep sal word n hulle

    parkeer ook self op die geel-

    streep!

    Eerstens wil ek die mense

    waarsku om nie op die geel-

    streep te parkeer nie, al moet jy

    van jou huis af stap! Tweedens

    wil ek aanbeveel dat besoekers

    aan die hospitaal druk uitoefen

    op die hospitaal om meer

    parkeerplekke te bou. Daar is

    n paar jaar gelede miljoene

    ide reaching lightning-fast inter-

    net access could soon be available

    in Cape Town, pending council ap-

    proval, for the installation of a fibre-optic

    cable network in the citys sewer and

    stormwater pipes.

    The City of Cape Towns mayoral com-

    mittee last Tuesday recommended that

    council grants approval for Link Africa, a

    telecommunication companys right of

    use application.

    Mayco member for corporate services

    and compliance, Xanthea Limberg, says if

    approved this roll-out will have far reach-

    ing benefits, not only for the City, butmore

    importantly for residents and businesses.

    Thegrantingof the long-termrightswill

    contribute to the accelerated roll-out of

    telecommunications infrastructure that is

    essential for economic development in

    Cape Town, she said.

    We believe that improved access to tele-

    communication services and especially ac-

    cess to the internet is no longer a privilege

    but a necessity to link residents with eco-

    nomic activities. The access to associated

    infrastructure will not only address the

    availability and the speed of existing servi-

    ces, but will also help to reduce the cost of

    telecommunication services in the city.

    The city will therefore benefit financial-

    ly by way of a market related income.

    Link Africa will decide where to install

    the fibre-optic cable based on the demand

    in specific areas for the services which

    they offer, she says.

    But the entire city could ultimately ben-

    efit.

    Rates and taxes will not be affected.

    The draft agreement between the City

    and the service provider makes provision

    for a charge to be raised by the City when

    granting the right to install cables in the

    Citys pipes. This will be a very small addi-

    tional source of income to the City and will

    be paid by the company, she says.

    The company will be constructing tele-

    communication networks in an areawhere

    there is demand to enable them to provide

    high-speed internet access to adjacent

    properties, she adds.

    These projects are called fibre-to-the-

    home or fibre-to-the-business initiatives.

    Once the network has been established,

    the company then leases capacity on the

    network to internet service providers

    (ISPs) who in turn provide internet servi-

    ces to end users. End users would pay their

    ISP for the internet service they receive.

    The ISP will in turn pay the telecommuni-

    cation network provider for the use of their

    network that will enable them to recover

    the cost of building and operating the net-

    work, she explains.

    The draft agreement brokered between

    the two parties protects the Citys rights as

    the owner of the infrastructure andwill en-

    sure that the City is indemnified in the

    event of Link Africas fibre-optic cabling

    being damaged or claims by third parties.

    The granting of these long-term rights up

    to 15 years will be in accordance to certain

    conditions, which will ensure that munici-

    pal services are protected at all times and

    that no buildings or permanent structures

    may be constructed over themunicipal ser-

    vices. In addition, any alterations to mu-

    nicipal services will be carried out at Link

    Africas own cost and the infrastructure is

    to be made available, on an open access ba-

    sis, to all electronic communication ser-

    vice licence holders.

    A concern was raised about a possible

    increase in blockages in these municipal

    pipes, says Limberg. However, an investi-

    gation by the Citys engineering depart-

    ment and an independent consulting engi-

    neer concluded that the risk was within a

    tolerance level that was acceptable to the

    City.

    resh from the launch of their debut al-

    bum, the Jimm Harrison Project are

    hard at work writing the first chapter of

    the bands musical history.

    The Monte Vista band, made up of Jimm

    Harrison on guitars and vocals, Die Keyser

    ondrumsandJohanVanRiebeeckonpercus-

    sion, released Chapter One earlier this

    month, describing theirmusic as alter-rock-

    acoustic-blues.

    The band got its start in 2014 when they

    were contracted by Bright Idea Studios who

    were looking for a young, up and coming act

    to record.

    We were their project, Jimm explains.

    They started working on Chapter One in

    December that year, with the album being

    completed in February just one month be-

    fore its official release.

    Jimm explains that he and his band mates

    are very positive people and the result is an

    album full of mostly uplifting songs.

    We write about positive experiences in

    life, the people weve met and the places

    weve been.

    Theyve released the album together with

    what they call their faceless campaign

    based on a concept Jimm came upwithwhile

    working on his thesis for his honours in

    brand management.

    The proposal saw Jimm interview strong

    influencers in theCapeTownmusic industry

    with the aim of determining how to brand

    a musical product in Cape Town.

    His main take away was: Be different.

    While the band have been wearing masks

    for their publicity photos, the album is in

    a sensewith regard to putting their emotions

    into their music their way of removing

    theirmasks, which they physically did at the

    launch.

    The Jimm Harrison Project have strong

    blues influences, which Jimm says they use

    as a background to the album, while their

    classical influences helped them create a

    pop sound making their music more lis-

    tener friendly.

    Jimm explains using Chapter One as their

    album name: I never want anybody to feel

    that theyve seen the whole reveal of what

    Jimm Harrison Project can offer.

    They hope to use their albums as amusical

    exploration of their sound journey. Every

    time we get together were making progress

    and I dont think well ever be satisfied with

    the final project. Maybe next time you meet

    us well be playing alternative/rock/pop/op-

    era, Die Keyser jokes.

    This time around, though, the trio kept

    their songs minimalistic, simplistic and

    acoustic.

    The band will be going into studio towards

    the end of this year to begin work on Chapter

    Two where they hope to expand their explo-

    rations. The last song on Chapter One hints

    to what fans can expect in the next chapter.

    Johan also points out that the band sounds

    very different live than they do on the CD.

    For a start, the album was recorded with a

    session drummer before he joined the band

    officially, but then again, Jimm says thats

    pretty normal.

    What I like about our shows is that theres

    always something extra, he says. Its never

    the same thing. They want to keep their

    shows fresh and interesting to keep fans com-

    ing back for more.

    Later in the year the trio will head out on

    tour along the Garden Route and the West

    Coastwitha trip toPretoriaplanned for early

    2017, but Die Keyser points out: In todays

    industry youneverknowwhat couldhappen.

    Maybe someone will put us on the radio

    and well be able to tour nationally this year

    already: were up for the ride.

    At the moment though, their main focus is

    on gaining exposure, establishing their

    brand and performing as much as possible.

    Women unite for annual world conference

    he Syrian refugee crisis will be the fo-

    cus at the fifth annual Hillsong

    Churchs Colour Conference in April,

    where some 15 000 women from all over the

    country and abroad will congregate at

    GrandWest Arena.

    With thehumanitarian cause at its heart-

    annual womens event happening over five

    major cities and continents. It is a global

    ColourCapeTown is the biggestwomens

    conference in South Africa with thousands

    ofwomen fromacross the country and conti-

    nent gathering over two conferences at the

    GrandWest Arena.

    It is a humanitarian conference and its

    mandate is worked out globally with strate-

    complexities such as human trafficking,

    poverty and the plight of abandoned and or-

    lieve in them, he said in The God Whisper,

    published in 1996.

    The conference experience is relaxed, dy-
