    ocal authorities are out to bring an

    end to the scourge of drunkendriving

    on roads in the northern suburbs.

    A joint operation between the Citys

    Law Enforcement and Traffic Services

    saw 20 drunk drivers arrested during a

    road block in Protea Heights in Bracken-

    fell during the last week in February. And

    this was only the first of many to come,

    authorities revealed at a local subcouncil

    meeting last week.

    The roadblockwas set up ona relatively

    busy Brackenfell Boulevard between

    22:00 and 02:00 in the morning.

    Only four hours and twenty drunk

    drivers were arrested. It shows just how

    bad the problem really is, said ward

    councillor Marian Nieuwoudt after the

    statistics were tabled.

    Continuous monitoring needed

    She is of the opinion that dozens more,

    especially younger people returning from

    their weekend parties, would have been

    captured, if this particular road block had

    continued until 04:00 in the morning.

    Nieuwoudt commended the services for

    this success but stressed the fact that con-

    tinuousmonitoringwouldbenecessary to

    bring the problem under control.

    This was a good start and considering

    the prevalence of licensed alcohol traders

    in Brackenfell, I hope that such opera-

    tions will continue on a regular basis in

    the area.

    Traffic principal Desr Benadie an-

    swered in the affirmative saying that the

    twodepartments had to combine their for-

    ces in order to step up services in the area.

    The traffic department in the northern

    areas currently only has 12 traffic officers

    with sometimes as little as two per shift

    to cover the areas from Bellville to Kraai-

    fontein.

    I had to bring in officers on overtime

    for operations like this one, but it worked

    and we will keep up the effort. Combined

    with the staff at Law Enforcement it

    proved to be very successful and we will

    thus continue to address this problem in

    Brackenfell, in the months to come, she

    said.

    But how much is too much to drink be-

    fore you drive?

    According to information provided by

    the Arrive Alive campaign, the legal limit

    of 0.05g/100ml may be exceeded after only

    two beers. One metric tot is 8.4g of ethyl

    alcohol.

    The average beer contains between 13

    and 16 grams of ethyl alcohol and is equiv-

    alent to a double brandy.

    As far aswine is concerned, the percent-

    age of alcohol indicated on the bottle, usu-

    ally 10%, would imply 10 grams of alcohol

    per 100ml of wine.

    Varies from person to person

    Factors such as volume, strength, type

    of dilutant, type of meal, medication and

    water content in the body may affect the

    uptakeof alcohol, but this varies fromper-

    son to person.

    It is important to understand that alco-

    hol affects the cognitive functions of the

    intoxicated person. Driving is an action

    that requires good multi-tasking with the

    driver having to concentrate not only on

    steering the vehicle, but also on road con-

    ditions, other vehicles and pedestrians,

    road signs and traffic lights, says a

    spokesperson at Arrive Alive.

    The basic guideline in South Africa is

    that two drinks within one hour will put

    you on or over the legal limit, so dont

    drink more than this if you will be driv-

    ing.

    Clampdown on drunk

    drivers set to continue

    A group of teenagers from Spandau in Eer-

    ste River all belonging to the Cornerstone

    YouthClubwere takenonanexciting camp-

    ing experience to Muizenberg this past

    weekend.

    The club partnered with the Retreat

    Youth Squad and the youth from Hanover

    Park andwent on a camp aimed specifically

    for youth at risk, Caswell Julies, founder of

    Cornerstone, said.

    The camp taught them why discipline

    anddedicationplayan important role in the

    planning of ones future, Julies said.

    The camp was held at the Zeekoevlei Re-

    sort in Muizenberg from 18 to 20 March.

    The Metro Police K9 Unit also attended.

    They used their dogs to demonstrate how

    these animals assist the police in detecting

    drugs, Julies said.

    One of the guest speakers at the camp in-

    cluded a former inmate, doctor Dennis Wit-

    booi, who achieved his first diploma in

    teaching whilst in prison.

    Witbooi is currently a psychologist prac-

    ticing in Hout Bay.

    The youth was also entertained by a

    dance crew from Eerste River named Just

    do It, Julies said.

    The teens also participated in a series of

    team building activities led by Julies and

    Samton Groenewald, leader of the Retreat

    Youth Squad.

    More than 600 suspects have been arrested

    in the Blue Downs policing cluster the past

    week for various offences.

    Police spokesperson Captain Nomathem-

    ba Muavha said on Monday many of the ar-

    rests made came as a result of operations

    held in the area.

    During the course of last week 239 arrests

    were executed for charges relating to drugs,

    Muavha said.

    More than 248 litres of alcohol, mandrax

    tablets worth R15 525, tik with an estimated

    street value of R8 580 and dagga worth R955

    were also confiscated.

    A total of 648 suspects were arrested.

    Other charges includemurder, attempted

    murder, assault, drunken driving, the pos-

    session of dangerous weapons, malicious

    damage to property and house break-ins

    and theft. Some were also arrested for the

    possession of unlicensed firearms, theft out

    ofmotor vehicles, domestic violence, sexual

    assault, statutory rape and rape.

    Muavha said 24 suspects were held at po-

    lice stations overnight and released on fines

    for committing less serious crimes.

    These include being drunk in public or

    taking part in riotous behaviour, Muavha

    said.

    The Blue Downs cluster consists of the

    Kleinvlei, Kuils River, Mfuleni, Elsies Riv-

    er, Delft, Ravensmead and Bellville South

    police stations.

    he conflict between the rights of drug

    users to clean equipment, and those of

    thebroaderBellville community tonot

    be exposed to drug paraphernalia and open

    drug use, will not level out soon.

    This comes after yet another reader has

    asked TygerBurger to investigate the legiti-

    macy of drug users openly shooting up and

    leaving used needles behind, and the orga-

    nisation that supplies this equipment as

    part of their harm reduction programme.

    Resident Tomislav Milakovic sent Tyger-

    Burger pictures of a drug user injecting

    himself in broad daylight in the middle of

    a residential street.

    Some of the pictures, which he obtained

    from the Oakdale Watch, also show packs

    of unused syringes that were picked up by

    patrollers, and used syringes that were

    pickedup in various parks aroundOakdale.

    How is there any control? Milakovic

    asked in an open letter to Step Up, the orga-

    nisation backed by local andprovincial gov-

    ernment to service drug users with essen-

    tials to ensure harm reduction.

    Step Up, you say what you do, will pre-

    vent disease.

    Nonsense. You are

    handing out clean nee-

    dles, yes, but they will

    get used on our door-

    steps, streets, parks and

    churches. These needles

    are now dirty and in

    fact increase the poten-

    tial spread of disease,

    Milakovic wrote.

    Yes, your intentions

    are noble, but your end

    result is flawed. You do

    your charity bit during

    the day over here in Bell-

    ville then go home to

    sleep in your comforta-

    ble bed, believing you are making a better

    world, whilst we, here in the trenches, are

    left with the task of day and night trying to

    keep our streets clean for our children.

    You have helped entice more drug users

    into Bellville and surrounds, inclusive of

    Boston, he said.

    Other concerns raised included a lack of

    support structure for the users, no place to

    sleep or proper ablution facilities.

    Put yourselves in our shoes. We are un-

    derstaffed and overwhelmed as operating

    neighbourhood watches, sinking in the

    cesspool you are, in fact,

    feeding, he said.

    Shelly is currently at a

    United Nations summit

    in Vienna.

    According to a paper

    released at the summit,

    substantial reductions

    in new HIV infections were noted where

    needle and syringe programmes and opioid

    substitution therapywere applied, showing

    a reduction in HIV infections.

    He added they were already doing twice-

    weekly clean-ups, and repeated a call for the

    public to email them the locations where

    discarded needles are found and having

    consultations with local civic and law en-

    forcement agencies to help identify such lo-

    cations.

    fuleni police are searching for an al-

    leged murder suspect after the body

    of a woman was discovered in a

    bush near Happy Valley last week.

    The badly decomposed body is apparent-

    ly that of Sizeka Batala, a mother from the

    Sophiatown townshipnearHappyValley in

    Blackheath.

    Batala went missing on Monday 15 Feb-

    ruary. Shewas later reportedmissingat the

    Mfuleni police station, community worker

    Julie de Bruin told TygerBurger last week.

    De Bruin is one of those who believe that

    the body, described by her as badly bruised

    and found on Monday 14 March at about

    20:30, is that of Batala.

    Her family and friends searched every-

    where for her, but could not find her, De

    Bruin said.

    Last week the family received a phone

    call, apparently from Batalas boyfriend,

    who is a Mozambican national.

    He called them to inform them where

    her body was buried, de Bruin said.

    The police are now searching for the boy-

    friend.

    Mfuleni police spokesperson Captain No-

    mathemba Muavha identified the suspect

    as Ali Mbiza.

    She said the publics assistance is re-

    quired in tracing the suspectwho iswanted

    for murder.

    The body of a 30-year-old female was

    found in Happy Valley and we have reason

    to believe that Mbiza was responsible for

    her death, Muavha said.

    A case of murder is being investigated.

    The possibility that the body is that of

    the female who was reported missing on

    [Friday] 26 February cannot be ruled out,

    however the identity of the deceased is yet

    to be determined, Muavha said.

    public to report people using a firearm to

    commit crime.

    Police spokesperson Captain Nomathem-

    ba Muavha said a crime pattern analysis

    shows that illegal firearms are one of the

    contributing factors in murders, robberies

    and hijackings.

    The police appeal to the community to

    make a contribution in the fight against

    crime by anonymously report those who

    use firearms in the commission of a crime.

    fic congestion and help save the envi-

    ronment to boot.

    Two entrepreneurs, Sipho Ndimande and

    ChrisMegan, founded uGoMyWay, a unique

    ride-share and car pool mobile application

    with which commuters can do their bit to

    change the citys traffic flow while getting

    to know new people during travel time.

    With the app, anyone can find the drivers

    and passengers heading in the same direc-

    tion as themselves, using the special plat-

    form for chatting to make mutual commut-

    ing arrangements

    The app contains a leaderboard on which

    different categories are listed and on which

    more can be added, making it easy to find

    a ride to almost anywhere in the city.

    This effectively means cost sharing, a re-

    memorial service was held last week

    to honour the two McDonalds staff

    members who sadly passed away a

    week ago in what can be described as a sad

    case of mistaken identity.

    Noxolo Skota (29) and her colleague Xoli-

    sa Tshabe (24) were passengers in a Toyota

    Quantum being transported home on Hind-

    le Road, Blue Downs last Monday morning

    when they were shot and killed allegedly

    by the police. The policemistook their vehi-

    cle for the one involved in an armed rob-

    bery earlier that day at a service station in

    Grove Street, Kuils River.

    Two suspects involved in the robbery

    were also shot dead. They were found in

    Parliament Street, Mfuleni.

    On Thursday afternoon Skota and

    Tshabe were remembered by their col-

    leagues, family and friends for the loving,

    kind and cheerful individuals they were.

    One of their colleagues described Skota,

    who started working at McDonalds in

    KuilsRiver inAugust 2013, as anice person,

    someone who always made jokes and who

    worked well with all of her managers.

    We lost a friend, a colleague and a family

    member, the colleague said.

    Tshabe was described as a gentleman.

    They will always be remembered, an-

    other worker said.

    Thememorial, whichwas held at the Van

    Riebeeck Hall, was packed with colleagues,

    family, friends and residents ofKuils River.

    Eddie Cornelissen, former owner of the

    fast food franchise in Van Riebeeck Road,

    also spoke a few words.

    He thanked everyone for attending the

    memorial and for showing their support.

    Cornelissen described the day as a sad oc-

    casion.

    Nico Jacobs, a director atMcDonalds SA,

    also comforted the family.

    Myheart goes out to the family of the two

    victims and their friends and colleagues

    my deepest sympathy.

    We are never going to realise the poten-

    tial of the two people we have lost, Jacobs

    said.

    The shooting incident is being investigat-

    ed by the Independent Police Investigative

    Directorate (Ipid).

    Robbie Raburabu, spokesperson for Ipid,

    toldTygerBurger lastweek that thepatholo-

    gist confirmed that both deceased died as

    a result of multiple gunshot wounds.

    One of the suspects who allegedly robbed

    the filling stationwas identified asManelisi

    Tokwe. The second suspect who was also

    shot deadhas still not been identified,Rabu-

    rabu said.

    Raburabu said not much progress had

    beenmade in the investigation except to say

    that their investigators have approached

    the victims with a view to obtaining state-

    ments, but could not as most were still at

    the hospital and in pain.

    A total of about 18 police officers who

    were alleged tohave takenpart in the opera-

    tion are still to be approached for state-

    ments.

    They are from different

    units including K9, Flying

    Squad, National Interven-

    tion Unit and the Provincial

    Observation Team, Rabu-

    rabu said.

    Greg Solomons, chief ex-

    ecutive officer of McDo-

    nalds SA, said in a state-

    ment the company was

    working closely with the

    families of the deceased and

    injured during this difficult

    time.

    of such a senseless loss and

    access could soon be available in

    Cape Town, pending council ap-

    proval, for the installation of a fibre-optic ca-

    ble network in the citys sewer and stormwa-

    ter pipes.

    The City of Cape Towns mayoral commit-

    tee last Tuesday recommended that council

    grants approval for Link Africa, a telecom-

    munication companys right of use appli-

    cation.

    Maycomember for corporate services and

    compliance, Xanthea Limberg, says if ap-

    proved this roll-out will have far reaching

    benefits, not only for the City, but more im-

    portantly for residents and businesses.

    The granting of the long-term rights will

    contribute to the accelerated roll-out of tele-

    communications infrastructure that is es-

    sential for economic development in Cape

    Town, she said.

    We believe that improved access to tele-

    communication services and especially ac-

    cess to the internet is no longer a privilege

    but a necessity to link residents with eco-

    nomic activities. The access to associated in-

    frastructurewill not only address the availa-

    bility and the speed of existing services, but

    will also help to reduce the cost of telecom-

    munication services in the city.

    The city will therefore benefit financially

    by way of a market related income.

    Link Africa will decide where to install

    the fibre-optic cable based on the demand in

    specific areas for the services which they of-

    fer, she says.

    But the entire city could ultimately bene-

    fit.

    Rates and taxes will not be affected.

    The draft agreement between the City

    and the service provider makes provision

    for a charge to be raised by the City when

    granting the right to install cables in the

    Citys pipes. This will be a very small addi-

    tional source of income to the City and will

    be paid by the company, she says.

    The company will be constructing tele-

    communication networks in an area where

    there is demand to enable them to provide

    high-speed internet access to adjacent prop-

    erties, she adds.

    These projects are called fibre-to-the-

    home or fibre-to-the-business initiatives.

    Once the network has been established,

    the company then leases capacity on the net-

    work to internet service providers (ISPs)

    who in turn provide services to end users.

    End users would pay their ISP for the inter-

    net service they receive. The ISPwill in turn

    pay the telecommunication network provid-

    er for the use of their network that will ena-

    ble them to recover the cost of building and

    operating the network, she explains.

    The draft agreement brokered between

    the two parties protects the Citys rights as

    the owner of the infrastructure and will en-

    sure that theCity is indemnified in the event

    of Link Africas fibre-optic cabling being

    damaged or claims by third parties.

    long overdue upgrade to parts of

    ButtskopRoad inBlackheath is soon

    set to take place, it was announced

    at a subcouncil 21 meeting last week.

    The part earmarked for the upgrade is

    between Range Road and Vineyard Street,

    Dennis de Villiers, a representative from

    the City of Cape Towns transport depart-

    ment, told ward councillors.

    The cost of the upgrade is R100 000.

    The money was originally planned to be

    used as a contribution to the level crossing

    elimination project a project driven by

    Prasa to eliminate the level crossing. Ac-

    cording to the subcouncil agenda however

    the planning for this project is delayed.

    De Villiers told councillors that the

    money earmarked will therefore be used

    to improve Buttskop.

    We are going to utilise the money for

    the upgrade of a section of Buttskop. The

    sectionwe are looking at is around 300me-

    tres long, de Villiers said.

    Bert van Dalen, ward 14 councillor, told

    De Villiers the section near the crossing

    atFrederickStreet is also a safety concern.

    This road should be diverted as it poses

    a danger, he said.

    De Villiers indicated that the depart-

    ment is aware of the danger at this section.

    Adiversionof FrederickStreetwas one

    of the options considered, but the R100 000

    will not be enough to build a new road.

    We will also be required to cross land

    that does not belong to us, said De Villi-

    ers.

    It is unclearwhen the upgradewill start.

    The Buttskop level crossing made head-

    lines five years agowhen aMetrorail train

    struck a minibus taxi transporting school

    children. Ten children died in that acci-

    dent.

    Mfuleni police issued a warning to people,

    asking them to be aware of an increase in

    theft of motor vehicles.

    Police spokesperson Captain Nomathem-

    baMuavha said during the last week the po-

    lice noticed an increase in theft of motor ve-

    hicles in their precinct.

    The area coversWesbank,Mfuleni, Silver-

    sands, Happy Valley and the industrial area

    in Blackheath.

    The vehicles are stolen during the night

    and half of those vehicles stolen were stolen

    frompeoplewhowent to taverns and parked

    their vehicles in the parking areas or along

    the street, Muavha explained.

    There is no particular type of vehicle be-

    ing targeted any vehicle gets stolen.

    The police are requesting people to ensure

    that their vehicles are locked properly at all

    times even if it is parked inyourdriveway

    or if you quickly go into the house to pick

    up something you forgot.

    It is recommended that people install gear

    and steering lock mechanisms in their vehi-

    cle to minimise the risk.

    Do not use a immobiliser to lock your car

    from a distance, physically check that the

    door is locked after using the immobiliser,

    generosity shown to a senior

    young guy whose name I do not

    know. On Thursday 25 Februa-

    ry, about 11:00, my 86-year-old

    friend was walking from 13th

    Avenue to my home for tea, to

    celebrate my birthday. On the

    corner of Cleveland and 15th

    Avenue this kind youngster

    stopped in his Rawson Proper-

    ties bakkie to offer her a lift.

    He assured her that she would

    be safe as his mother taught

    him to respect and look after

    the elderly! She was close to

    my home, she declined the lift.

    He switched off the bakkies

    engine, got out and escorted

    her to my front door! Needless

    to say, we were both very

    impressed with his kindness.

    Great to see there are still kind

    and considerate people like this

    around, especially with the

    growing crime rate in our

    country and the disrespect for

    Forest Village, Blue Downs news

    that brings great joy to the local housing

    committees.

    has been on-going formany years. Housing

    committees in the area now wish that this

    will soon be a thing of the past thanks to

    the construction of the Forest Village hous-

    ing project.

    Construction on sitewill commence soon

    and take between three to four years to

    complete, said ward 14 councillor Bert van

    Dalen.

    Van Dalen recently attended a meeting

    with Western Cape human settlements

    ministerBonginkosiMadikizela at the sub-

    council chamber in Kuils River where the

    latest news about the housing project was

    shared.

    There was a meeting with the minister

    to clarify thematters of interest around the

    provincial housing development in Forest

    Village, ward 16, van Dalen said.

    At the meeting it was stated that a total

    of 4 820 houses will be developed in Forest

    Village half of themmeant for the surplus

    of the provinces N2 Gateway Housing

    Project near Langa, and the other half

    (2 321) to be allocated to ward 16 and the ad-

    joining wards 17 and 108, van Dalen said.

    He said 930unitswill be allocated toward

    16, 930 to ward 17 and 461 to beneficiaries

    in ward 108. A current housing project in

    Bardale which falls under ward 108 is also

    underway.

    Van Dalen said it was envisaged that

    1 200 housing opportunities will become

    ready in the first half of 2017 and another

    1 200 towards the end of 2017, with the rest

    in the remaining period of the project.

    Sofia Kannemeyer, a community worker

    in Kleinvlei, said a prayer service was held

    at the site on Saturday, 12 March.

    We did it out of gratitude; the communi-

    ty is glad that the project is finally kicking

    off, she said.

    In 2013 already we asked to receive

    homes here. There were several commit-

    tees that applied, she said.

    We are very happy, Kannemeyer said.

    he brand new school in Eerste River

    which opened its doors at the start

    of the 2016 academic year was offi-

    cially launched last week.

    The ceremony on Wednesday morning

    at the new Forest Village Leadership

    Academy was attended by senior educa-

    tion department personnel including pro-

    vincial education minister Debbie Sch-

    fer.

    Apart from the launch in Forest Vil-

    lage, Schfer also handed over a second

    school on Wednesday the Happy Valley

    Primary School which was completed to-

    wards the end of last year. Both schools

    are part of the departments Collabora-

    tion Schools Pilot Project.

    We are pleased that we have been able

    to deliver two beautiful schools that the

    community can be proud of, and its

    learners can thrive in, Schfer said.

    Both schools cater for a maximum of

    1 240 learners each.

    The pilot programme started at the be-

    ginning of the year. The education de-

    partment in partnership with a group of

    philanthropic donors launched the pro-

    gramme as part of our broader efforts to

    improve the educational outcomes of our

    public schools in poorer communities

    and underperforming schools.

    Through the programme, the educa-

    tion department aims to test a newmodel

    of schooling that brings additional educa-

    tion management skills and innovation

    into the public school system, through

    non-profit partnerships that improve the

    quality of teaching and learning in no-fee

    public schools, Schfer said.

    These support organisations, called op-

    erating partners, will ensure intensive

    school-level support to teachers and prin-

    cipals through training, additional re-

    sources, monitoring and feedback.

    The Mellon Educate Foundation and

    the 2 Oceans Education Foundation are

    two of the organisations that are current-

    ly on board with the project.

    rom sampling indigenous bird life to his

    blend of genres infused with tribal

    echoes, Xavier Rudds music is an ethe-

    real experience.

    The Australian multi-instrumentalist will

    be bringing his otherworldly sounds to Cape

    Town next week when he performs at the

    Parklife Festival on Monday 28 March.

    Xavier grew up in what he calls a coastal

    bush town in Australia where he was al-

    ways teaching himself to play

    the different instruments he

    now surrounds himself with

    on stage, like the guitar, har-

    monica, yidaki,banjo, lap

    steel guitar, percussion and

    the didgeridoo.

    The soft-spoken musician

    says he was pretty shy to

    start off with, but once he

    started performing in front of

    people, he just kept moving

    forward. Today he travels the

    world doing my thing.

    Widely considered to be an

    activist, Xaviers music car-

    ries messages of social con-

    sciousness, environmentalism and human

    rights.

    The impression of Aboriginal people here

    in Australia is something thats always been

    the closest to my heart.

    Xavier feels a lot of lessons about racism

    should have been learnt in South Africa al-

    ready.

    His experience of this country is based on

    his exposure from working with the 60-year-

    old Southern Sotho bassist Tio Moloantoa

    Tio has shared his insights into apartheid

    from his perspective.

    Hewas always very humble and very pos-

    itive and always said that South Africa was

    the greatest place in the world.

    For Xavier, the issue ismore about the big-

    ger picture. Its always made to be a human

    thing, he says.

    Its about time that everyone just laid

    down their weapons, so to speak, and just re-

    membered our connection to land and look

    after our land as one people.

    Tio isnt the only SouthAfrican Xavier has

    worked with. Together with percussionist

    Andile Nqubezelo, Tio and Xavier released

    Koonyum Sun as Xavier Rudd and Izintaba

    in 2010. Tio also plays as a member of Xavier

    Rudd and the United Nations, who released

    Nanna last year. Xavier says the

    group, made up of members from

    around the world, came about

    quite organically.

    All the members just ap-

    peared, pretty much.

    Together, they share a message

    of all people coming together

    around the globe to return to spir-

    it, respect the ancient ways and

    protect the earth and the very es-

    sence of creation.

    Were all in this together and

    this change needs to happen

    around the world. We all need to

    do whatever we can, it doesnt

    matter what it is.

    Akeensurfer,Xavier saysa lot of hismusic

    was written in the water. I spend a lot of

    time surfing and writing in my head.

    Capetonians can experience the connec-

    tion on Monday when Xavier will perform a

    mix of new and older material at the Parklife

    Festival at Green Point Stadium (next to Ha-

    miltons Cricket Club). The line-up for the

    festival also includes American band Civil

    Twilight along with local acts Jeremy Loops,

    Desmond & The Tutus, GoodLuck, Just Jin-

    jer,Majozi, Al Bairre, JoshWantie andSweet
