swangermet haar vierde kind, ontdek dat syterminale kanker het.Dokters het ’n doodsvoorspelling gefel – sy

het net drie maande oor om te leef, ’n reali-teit wat sy weier om te glo.“Dit het nog glad nie by my ingesink nie.

Ek weet die dokters doen hul bes, maar netGod weet wanneer elkeen van ons se lyn ge-trek word ... en my tyd is nog nie hier nie,”het sy gesê.“Ekbeskouhierdiemoeilike tydasnetnog

’n lewensituasie waardeur ek moet gaan enwat vanmynet ’n sterkermens gaanmaak.”Hoewel sy tans meestal bedlêend is en in

baie pyn verkeer, is Anneline baie opgewon-de oor die koms van haar seuntjie.“Hy weeg al 680 gram en is 100% gesond.

As dokters Donderdag besluit sy longetjiesis sterk genoeg, sal hy teen volgende weekop 27 weke met behulp van ’n keisersnee ge-bore word,” sê sy.Anneline glo dat die klein seuntjie ’n won-

derwerk is.Nadat sy verlede jaar in November met

kanker gediagnoseer is, is nie-kwaadaardi-ge gewasse van haar baarmoeder en een vanhaar eierstokke verwyder.Daar is vir haar gesê dat sy nooit weer sou

swanger word nie, net om ’nmaand later dieteendeel uit te vind.In die weke daarop het sy die verwoesten-

de nuus ontvang dat ’n aggressiewe kankerbaie vinnig nahaar rugwerwels versprei heten dat sy nie haar volle 40 week-swanger-skap sal oorleef nie.

“Maar ek was vasberade om lewe te skenkaan die baba.”Dokters kon gevolglik nie voortgaan met

bestraling nie en sal moet wag tot ná die be-valling.Haar 12-jarige dogter, Enya, sê haar groot-

ste hoop is dat haar mamma “oukei” salwees.Hoewel sy nie ten volle die implikasies

van die kanker begryp nie, weet sy dat “ietsvreesliks” dalk kan gebeur.“Kanker maak jou baie siek en ek is so

bang dat my mamma dalk moet teruggaanhospitaal toe en dat my bababoetie te vroeguitgehaal moet word,” het sy aan TygerBur-ger vertel.Ampie Fourie, stigter van Ribbons4Roses,

die organisasie wat die ooievaarstee gereëlhet, sê die doel van die geselligheid was omdie koms vanAnneline se nuwe baba te vier.Die tafels was gepak met sakke vol babakle-re en -benodigdhede.“Onswil saammet haar lag, die dag geniet

en haar ondersteun,” sê sy.’n Groep motorfietsryers, die Hell Razors

van Brackenfell, het ook hand bygesit met’n finansiële bydrae.Die familie dra tans swaar aan mediese

kostes met Anneline se medikasie wat totR5 400 per maand beloop.“My mediese fonds betaal nie vir alles

en tans die enigste broodwinner,moes nood-gedwonge ’n ruk terug by haar ma intrek asgevolg van finansiële nood.Sy was verheug oor die groot verrassing

en om kontak met hulle te hê, ook om methul uitgebreide familie kontak te hê.“Dis nie net die ma se verantwoordelik-

heid nie, maar die hele gesin s’n.“Die kind het die reg om lief gehê te word

Over 500 children were fingerprinted,weighed and measured at the Pick nPay Hyper on Saturday morning as

part of a child protection drive by the Brac-kenfell police.“I thought my guts were going to fall out

as panic took over,” says Dessie Rechner,founder of the Pink Ladies when describingher state ofmindon thedayher granddaugh-ter went missing in a shopping centre.Fortunately her grandchild was later

found hiding in a changing room, but thisgrim experience prompted Rechner to startthe “My Little Fingerprints Project”, in con-juction with the South African Police Servi-ce two years ago.“With this project we fingerprint children

and collate all the necessary informationneeded the quicken a search in the case ofa child going missing,” she says.

‘Every child is my child’The information sheet with the prints,

complete description of the child and a re-cent photo are then kept in a safe place byparents.“The vast difference between our offering

of this service and that of similar organisati-ons, is that we offer this service free of char-ge. There can be no price placed on the lifeof any child and it is our strong belief that

‘every child is my child’, an ethos that weare actively attempting to reinforce in com-munities across South Africa,” she says.Rechner added thenumber of unidentified

deceased childrenwho are found and buriedwithout names is astounding.“The sooner information is disseminated

the better the chance the child will be found.And in the unfortunate case where a childis found deceased, the fingerprints can thenbe used to identify the child and bring closu-re to their families,” she says.In Brackenfell 99% of all missing children

cases are teen runaways, according to W/OErica Crous.“They are usually foundwithin twoweeks

when it is discovered that they ran awayfrom home due to difficult circumstances,”Crous says.

A child goes missing every five hoursNeither the Brackenfell Police or the Pink

Ladies provided local statistics, but accor-ding to information provided by MissingChildren SA, 89 children were reported mis-sing to them in the Western Cape between1 June last year and 31 May this year. Only68 of these children were found.“These numbers are based on cases repor-

ted to them and do not reflect all the casesreported to SAPS,” read a press statementissued by the organisation last week.“According to the Missing Persons Bu-

reau, a child goes missing every five hours

in our country. In 2013 they recorded 1 697cases of missing children reported to theSouth African Police Service. Our case loadincreases every year – not necessarily onlybecausemore individuals gomissing, but al-so because more people become aware ofMissing Children SA and the servicewe ren-der,” it was stated.

More awareness neededReasons children are reportedmissing are

categorised. Runaways account for 45%, pa-rental abduction for 1.2%, stranger abducti-on for 0.85% and confirmed human traffic-king for 0.42%.General or unknown reasons account for

the most.“On a daily basis we are striving to make

more and more people aware of the realityof human trafficking. We are sure more ca-ses reported to SAPSaswell as to our organi-sation are because of human trafficking, butat this stage it cannot be proven. Accordingto the International Labour Organisation itis estimated that 1.2 million children aretrafficked eachyear. Furthermore, 32 billiondollars’ profit is generated annually fromhuman trafficking,” Missing SA stated.Parent Michelle Fischer from Kuils River

Mfuleni police are investigating themurder of two people – a teen and anadult male – from Wesbank whowere shot and murdered at closerange recently.The victims were allegedly out

late on Tuesday night when theywere attacked. It is further allegedthe two victims were with a group ofpeople playing dice on one of the cor-ners in the area, when the attackersapproached and opened fire.It is still unclear whether the at-

tack was gang-related.Captain Nomathemba Muavha,

To honour her memory, the upcomingKraaifontein Prestige Police Awards willbe dedicated to slain policewoman and mo-ther of one, Nonkululeko Majuba.Majuba (35), a constable at the Kraaifon-

tein police station was allegedly shot deadby her boyfriend, Manene Binza, a consta-ble posted at the Flying Squad. The tragedyunfolded at her home inWallacedene short-ly before midnight on 26 May.“The couple did not live together, but he

visited her that night. The circumstancesaround the shooting are not clear, but afterthe shooting he immediately called her sis-ter telling her to come over as ‘somethingterrible’ had happened. Binza then left thescene and went to his brother’s house inGoodwood where he lived, and shot him-self,” says police spokesperson LieutenantThembi Gwe.

The motive for the killing is still un-known but the case has been escalated tothe IndependentPolice InvestigativeDirec-torate for further investigation.“We will never really know the reasons

behind this tragedy but can only assumethat iswas related to domestic issues. Iwor-ked very closely with her and she nevercomplained about any issues at home andno previous incidents of domestic violencewere ever reported,” says Brigadier Gerdavan Niekerk, station commander at Kraai-fonteinpolice. The community-based organisation Com-munity Women Action (CWA) will be hos-ting a concert in aid of fundraising nextmonth.

The event on Saturday 18 July forms partof the NGO’s music programme.

Maria Jaftha,member of the organisation,said the aim is to raisemoney to buymusicalinstruments the students can use duringpractice. “CWA strives to bring music edu-cation to the less privileged in the Eerste Ri-ver area.

“The concert will feature live performan-ces from CWA’s very own marimba bandand the facilitators will be giving a jazz per-formance,” Maria said.

DieVlytigeHande-breigroep byKlaradyn-aftree-oord in Brackenfell is tien jaar gelededeur René de Clerk gestig en het sedertdienal duisende truie, serpe, sokkies en komber-se gebrei vir diegenewat dit dienodigstehet.

Verlede week het hulle vir die soveelstekeer ’n bakkievrag breiwerk aan 21 liefda-digheidsorganisasies van oor die stad heengeskenk.

In samewerking met Solidariteit Helpen-de Hand, wat die wol voorsien, het die groepal drie jaarlikse uitreikings gedoen.

Sedert Junie verlede jaar het die fluksespannetjie, wat ook tweemans insluit, al 550truie, 77 komberse, 100 mussies, 1 000 paresokkies, 60 speelballe en 60 teddiebere ge-

brei. Die Paarlskool, Alta Du Toit-nasorg-sentrum, Tygerberg-hospitaal, Huis de Kui-len, Ravenzicht-ouetehuis, Teahmo, CheréBotha-skool,Daniel andFriendsTrust endieCape Gate-onkologiesentrum was net ’npaar van die begunstigdes.

“Behalwe vir die goed wat ons vir anderdoen, is die breiwerk ook vir ons bevredi-gend. Brei is baie terapeuties en dit betekenso baie vir ons lede,” sê De Clerk.

Sy deel ’n stukkie uit ’n brief wat een vandie Vlytige Hande geskryf het: “Ek sit buiteen geniet die heerlike wintersonnetjie ... mybreiwerk, half vergete op my skoot. My ge-dagtes so vol dankbaarheid teenoor mySkepper vir my gesondheid en alles wat ekin my herfsdae so onverdiend kan geniet.

“My oë rus op my breiwerk en ek stuur’n stil dankgebed op vir die breiprojek. Hel-pende Hand verskaf die wol, die Here voor-sien die ure elke dag,” lui Ester Fourie sebrief. Ester sê dat sy ’n behoefte gesien hetom iets nuttigs te doen.

Die Bellville-polisie het bevestig dat daarverledeMaandag 1 Junie ’n gewapende roof-tog by die gewilde Stikland Fisheries, ’n vis-winkel in Strandstraat, plaasgevind het.

Ander onlangse gevalle sluit in die rooftogby die NWJ-juwelierswinkel in die CapeGa-te-sentrum, asook kort daarna die Wool-worths-winkel daar. Daar was die afgelope

Maandag wéér ’n gewapende rooftog by diésentrum.

Nimb sê die tendens om ondernemings teberoof, begin nou weer sy kop uitsteek.

Die sekerheidsfirma wat eerste op dieStikland-toneel was, sê niemand is beseernie, en inligting is ontvang dat een van diemans na Mfuleni agtervolg en daar vir diémisdaad in hegtenis geneem is.

Nimb kon dít egter nie bevestig nie.Niemand is in die voorval beseer nie.

die gemeenskap –nienet vir ’nklein groepiemense wat dink hulle kan maak soos wathulle wil nie.”Paul Malakoane, voorsitter van Sanco in

Kalkfontein, sê die organisasie is ewe omge-krap oor die verloop van gebeure.“Ons wil hulle graag daar uit hê. Ek het

hoort aan die munisipaliteit, sê Jacobs.’n Vergadering moet nou tussen die raad

en die rolspelers belê word om die kwessieverder te bespreek.

A renewed request for communities tohelp fight crime by forming or byjoining street committees in their ar-

easwasmade recentlyby theMfuleni policemanagement.

Areas such as Wesbank and Mfuleni aretwo placeswhere the need for such commit-tees is of the utmost importance.

“Communities should get more involvedin fighting crime. We therefore encouragethem to form street or block committees,”Mfuleni police station commander, ColonelLuyanda Damoyi, said last week.

Damoyi said it is important for communi-ties – especially residents in the gang-rid-den Wesbank – to be the eyes and ears ofthe police.

Gang warsOver the last two months, Mfuleni police

members havemade a total of 25 arrests forthe possession of firearms. “We were alsoable to make 231 arrests for crimes relatingto drugs,” Damoyi said. Both of these, ac-cording to the police, contributes to gangwars and the territory they fight for.

He added: “These crimes happen wherethese people (the victims) stay; andby form-ing street committees theywill be inamuchbetter position to inform us in advanceabout the activities happening in the area.We want them to inform us.”

The police have started to implementtheir gang strategy in Wesbank in a bid tofurther eradicate gang activities.

“We have daily deployments in the areaand have also allocated specific detectivesto handle gang-related matters.”

A new multi-sectoral task team compris-ing several different stakeholders includ-ing non-government organisations and

churches, have also been established.According to Damoyi some community

members do assist the police in their inves-tigations, “but only to a certain extent.”

“Not to the level we wish them to assist,”Damoyi said.

He added: “We would love for them to as-sist usmore –not to get involved in the case,but to give us statements and informationso that we can act on the crimes that havebeen committed.”

Share informationHappyValley near Blackheath is another

area the police are focusing on and requirethe community to help.

“This area is problematic in terms ofstreet robberies and gangs,” Damoyi said.

Apart from assisting the authorities, thepolice also encourage communitymembersto attend their local community meetings,including sector police subforummeetings.

“Here you can at least share informationwhich will be channelled to the top struc-tures,” Damoyi explained.

In order to help restore calm inWesbank,Happy Valley and Mfuleni, the police havealso started implementing Operation Fiela– a national police instruction to help fightgangs and the war on drugs.

Operation Fiela started two months agoin Cape Town and has already been execut-ed in Manenberg and Ottery on the CapeFlats.

“Here we focus on the confiscation of ille-gal firearms, the close-down of illegal she-beens and arrest of undocumented immi-grants.

1.8 Eienaars moet om die korting aansoek doen in die jaar wat ’n nuwe algemenewaardasie of aanvullende waardasie, na gelang van omstandighede, in werkinggestel word. Aansoekemet die inwerkingstelling van ’n nuwe algemene waardasiemoet die Stad bereik teen 31 Augustus van die boekjaar waarin die waardasie inwerking gestel sal word. Aansoekemet die inwerkingstelling van ’n aanvullendewaardasie moet die Stad bereik teen die laaste dag van die derdemaand na dieinwerkingstellingsdatum van die waardasie. Indien nie, kan geen sodanige kortingvir daardie boekjare toegestaan word nie.

2. VERBRUIKSTARIEWE EN -HEFFINGSWater, sanitasie, elektrisiteit en vaste-afvalbestuur word teen 14% BTW belas.

2.1 WATER

Drie stelle watertariewe is goedgekeur (10%-verminderingstarief, 20%-verminderingstariefen 30%-verminderingstarief). Elke tarief is gekoppel aan die vlak van waterverminderingwat opgelê word.Aangesien die 10%-verminderingstarief as norm by dieWaterverordening ingesluit word, sal dít die tarief wees wat geld. Dit kan egter later nagelang van verdere vereiste beperkings hersien word.

2.1.12 In pas met die aanvaarding van die beleid oor stedelike landbou is ’n gratistoewysing van 10 kℓ per maand ingestel vir die uitsluitlike doeleinde vanbestaansboerdery deur omskrewe kwesbare groepe.

2.1.13 Huishoudings in wooneenhede op gemengdegebruik-eiendomme kan om ’ngratis toewysing van 6 kℓ per eenheid per maand aansoek doen. ’n Beëdigdeverklaring sal vereis word, en die aansoek sal op grond van die persentasie vandie hoofgebruik ondersoek en oorweeg word.

2.1.14 Bestaande skuilings vir haweloses/ouetehuise (buiten dié wat as huishoudelikegroepe geklassifiseer is)/tehuise vir die gesondheid van diegene met fisiese ofgeestelike gestremdhede

Hoogtepunte van wysigings

• Trapsgewyse tariewe (1-6) is vanaf 1 Julie 2013 vir die huishoudelikegroepskategorie ingestel op grond van vorige oorlegpleging met kliënte. Verderestappe om dié kategorie nog meer in lyn met die volledige huishoudelikekategorie te bring, is oorweeg dog nie vir die boekjaar 2015/16 aanbeveel nie.

• Veranderinge in diverse tariewe, onder meer die voortgesette stygings metbetrekking tot behandelde afvalwater (bepaald vir gholfbane) sowel as diemetertoetsfooi, word in bylae 4 by die begrotingsdokument uiteengesit.

• Staking van hengeltarief by damme in raadsbesit vanaf 1 Julie 2015.

2.2. SANITASIE

Drie stelle sanitasietariewe is goedgekeur (10%-verminderingstarief,20%-verminderingstarief en 30%-verminderingstarief). Elke tarief is gekoppel aan die

vlak van watervermindering wat opgelê word. Aangesien die 10%-verminderingstariefas norm by die Waterverordening ingesluit word, sal dít die tarief wees wat geld. Dit kanegter later na gelang van verdere vereiste beperkings hersien word.

’n Verhoging van 11% in sanitasieverbruikstariewe is goedgekeur.

2.2.1 Volledig huishoudelik (standaard) – enkelresidensiële eiendomme: 70% vanwaterverbruik tot ’n maksimum van 35 kℓ riool per maand (70% van 50 kℓ wateris gelykstaande aan 35 kℓ riool)

2.2.3 Huishoudelike groep – woonstelle met massameters, trosontwikkelings wat deel-en enkeltiteleenhede insluit, sowel as raadseiendom – 90% van waterverbruik(*sien nota) tot ’n maksimum van 35 kℓ per huishouding. ’n Toewysing van 4.2kℓ per eenheid per maand sal gratis beskikbaar gestel word by aanvaarding van’n beëdigde verklaring oor die getal eenhede wat vanaf daardie meteraansluitingvoorsien word. • Residensiële tariewe: Algehele styging in inkomste uit die groep is 10.82%,maarindividuele kliënte sal waarskynlik verskillende stygings waarneem op grond vanwerklike verbruik. Die verskil tussen die gemiddelde en werklike styging spruituit die verhaling van die tekort aan inkomste uit die hulptarief vir blok 1.

• Verbruikers wat 450 kWh per maand ontvang, sal dieselfde persentasie stygingwaarneem, ongeag die tarief wat vir hulle geld. Daar is dus geen verandering indie subsidievlak wat hierdie verbruikers op die hulptarief ontvang nie.

• Gratis basiese elektrisiteit: Hulptariefkliënte wat gemiddeld minder as 250 kWhper maand ontvang, sal ’n gratis basiese toevoer van 60 kWh kry, terwyl diegenewat gemiddeld tussen 250 kWh en 450 kWh per maand ontvang ’n gratis basiesetoevoer van 25 kWh per maand sal kry.

• Die tarief vir residensiële kleinskaalse gekoppelde opwekking kry ’n tweede blokby in pas met die huishoudelike tariefblok 2 om te voorkom dat verbruikers watbesonder klein opwekkers installeer ’n groot verlaging in hul rekeninge ontvangsonder dat hulle in werklikheid enige elektrisiteit opwek.

• Die kategorie “Klein kragverbruiker 1” met die buitespits-kombinasie word sedert1 Julie 2012 tot slegs bestaande kliënte beperk. Die buitespits-komponente stygook met ’n bogemiddelde bedrag om hierdie tarief uiteindelik uit te faseer.

• Die tarief vir die kategorie “Klein kragverbruiker 1” ondergaan ’ngeringe strukturele aanpassing in pas met die bevindinge van dievoorsieningskostestudie.

• Tydspesifieke tariewe is herstruktureer om pariteit tussen diemediumspanningstarief en EskomMegaflex te verseker.

• Kommersiële tariewe ondergaan ’n effens bogemiddelde styging as gevolg vandie verhaling van die subsidie wat vir die tydspesifieke tarief vir Atlantis voorsienword.

LETWEL: Maandelikse diensheffings word bereken as die daaglikse diensheffing,vermenigvuldig met die getal dae in die rekeningtydperk.

2.4. VASTE AFVAL

’n Verbruikstariefverhoging van 8.33% vir vullisverwydering en 9.31% virvulliswegdoening is goedgekeur.

• Wysigings aan die halwetontarief vir spesiale afval is bereken om die helfte van dievolletontarief te wees.

Tariefbeleid (bylae 7 by die begrotingsdokument vir 2015/16)

• Die omskrywing van agterplaasbewoners is verander ommet die beleid oorkredietbeheer en skuldinvordering te strook.

• Verandering in die omskrywing van slopingsafval en skoon bourommel• Nuwe omskrywing vir skoon rommel, sand en grond• Ingevolge paragraaf 27 van die beleid oor kredietbeheer en skuldinvordering komkliënte wat op die deernisregister verskyn in aanmerking vir ’n korting van “25% tot100%” op die eerste 240 ℓ-houer, op grond van hul verdienste.

• Wegdoeningskoepons moet vooraf by munisipale kantore gekoop word.

3. DIVERSE TARIEWE, FOOIE EN HEFFINGS3.1 ’n Volledige afskrif van alle diverse tariewe, fooie en heffings lê ter insae by

bogenoemde munisipale kantore (sien bylae 6 by begrotingsdokument).3.2 Alle diverse tariewe sluit BTW in.3.3 Boetes, terugbetaalbare deposito’s, behuising en geïntegreerde snelvervoer is

vrygestel van BTW.3.4 BTW word bereken teen 14% ingevolge die Wet op Belasting op Toegevoegde

was a time in her lifeshe lost everything.Being the last born ina family of seven in aworld surrounded bypeople, she always feltvery alone.She grew up with

that resentment andloneliness until 2007 when she startedwriting poems. That’s when she began tofeel fulfilled and view the world in a dif-ferent light knowing that the strength toachieve something lies deep inside her.“This was a scapegoat because I felt so

alone. Little did I know I was healing my-self. I was told I was a mistake and thatI wasn’t supposed to be here. I couldn’t

talk to anyone but, I put everything downon paper – the feelings I had, what I want-ed to see and the things that I hoped for.It really helped me a lot to accept what

happened and tomove on. I was in abad space but I man-aged to heal throughwhat I wrote,” shesays.Themother of three

has no doubt that herpoems are meant toheal those that arebroken. “They helpedme a lot and I knowthere is someone whohas been throughwhat I went through.This book is for ev-eryone. I use my ownexperiences to en-courage people to liftthemselves up and goonwith life.
