Last Thursday the final step in its demise started when contractors moved in to flatten the site signalling the start of the City’s rede- velopment plan for the former notorious drug den. Glory days On Facebook people reflected on its glory days when it was regarded as an “upmarket” establishment. It was a place where musicians gathered after their gigs at surrounding jazz clubs, comrades of the struggle met in secret plan- ning their onslaught against the apartheid government enjoying suitable refreshments, and it saved many a family function when the planned refreshments ran out. David Bosman even remembers going to visit people there before it was a shebeen. “I used to go there with my late mother and remember that it was a farm with lots of ani- mals,” he said. “Of course in later life it was the perfect place for “refreshments” before and after a jol!” Chemicals and crime Lionel Temmers said that he enjoyed the service. “I never had any complaints and they stocked some of the best brands. Unfortunate- ly it degenerated and I hate the chemicals and the crime that came later. “Good memories though!” he says. The City-owned property was the subject of a near decade-long legal battle to evict the oc- cupants. The eviction finally happened at the end of October 2013 and the City was able to reclaim the site the following day. On Thursday the contractor moved onto the site to demolish the remains of the vari- ous structures on the property, signalling the start of the redevelopment of the site into a multi-purpose deployment base for the City’s law enforcement department. “This is a truly significant milestone in our battle to reclaim City-owned properties for good,” said the City’s executive mayor, Patri- cia de Lille. “The Little House on the Prairie has a histo- ry as one of the most problematic sites in the city, but we persevered and eventually wres- tled the property from the hands of the occu- pants. “I am excited by the possibilities that come with the demolition and look forward to the final product which will not only stand as a bastion of law and order, but will also bring service delivery closer to our communities and help build a safer city for all.” The demolition is being done at a cost of just over R135 000. In addition, the City’s safety and security directorate has secured funding totalling R12 million via the urban settlements develop- ment grant for the feasibility study, planning and construction of the new facility. Law enforcement set to improve It is envisaged that construction will be completed by the end of June 2017. “I had my heart set on turning the property into a law enforcement base from the outset – not only to serve as a lasting reminder of how this particular story ended, but also be- cause we don’t have a deployment base in this part of the city,”said the City’s Mayoral Com- mittee Member for safety and security, JP Smith. “I am very happy that we’re finally getting the wrecking ball moving and am excited about how this will improve our services. This deployment station will service all neighbouring areas including the informal settlement situated next to it. “It will also allow for quicker response times to incidents as it is close to both Robert Sobukwe Drive and Stellenbosch Arterial.” Loud music given the blame A Facebooker who did not want to be named said it was a sad day for many patrons when the place started going “bad”. “I blame the music. “In the early days when you went there it was a classy place because there was always some classy jazz playing while you were en- joying your drinks. “During those apartheid years there were not a lot of places that we could go in this area so it was nice to come and relax here. Then they started shifting to loud disco music and slowly those “classy” patrons stopped sup- porting them. “I suppose the journey into a drug den evolved from there and it just got worse. If buildings could talk, The Little House onthe Prairie would have some tales to tell.While it was a notorious drug den in re-

cent years, not many people know that it wasa hang-out for some of the “high society” ofthe Cape Flats in the early years of it becom-ing a well-known “smokkie” (shebeen).Last Thursday the final step in its demise

started when contractors moved in to flattenthe site signalling the start of the City’s rede-velopment plan for the formernotorious drugden.

Stories from the streets of Elsies Riverand surrounds are set for the bigscreen with the launch of a film by the

Elsies River Film Workshop.The group recently hosted a screening at

the Elsies River Library and the story be-hind the story could be a movie on its own.Vaughn Giose who heads the project de-

scribed how the original footage, includingtheir camera, was stolen during a burglaryand theyhad to start fromscratch - this timeshooting with an iPhone.The film, Cape Epic, was co-written by

Giose, Enslin Grootboom, Kwanele Msengiand Denver Rooy.It can be described a short “City of God”

style film set in the heart of the Cape Flatssays Giose.“It tells the story of two brothers, Troub-

les and Miles, who grow up in the under-privileged areas of Elsies River.“From a young age it is evident that one

was good and the other bad. As a teenagerTroubles becomes involved in a gang com-mitting crimes with his new friend Nicks,while Miles studies hard at college.“With a baby on the way, Miles and his

girlfriend, Mary-Jane become increasinglystressed as unemployment and povertystart to affect their relationship.“Miles, seeing the financial rewards in

the life his brother has chosen, is eventuallydriven to a life of crime himself. The crimespree by the trio Nicks, Troubles and Milesthat follows, shocks thewhole community.”Giose, a filmmaker based at Rainbow Cir-

cle Films, has been making films since 1996when he made a documentary about Farm-workers.“Since then I wrote, produced, directed,

shot and edited a number of documentariesand series for TV,” he says.“In 2011, I started a film workshop in El-

sies River to identify youth interested infilmmaking and to help develop them anddirect them towards the Film and TV indus-try.

“I got a grant from theOpenSociety Foun-dation to do a community Safety Projectwith youth in Elsies River. In the first yearI worked with five high schools in the areachallenging learners to make a film and in2012 the first five short films were comple-tedand screened in the communityand thenon Cape Town Television (CTV).”The interest shown at this workshop led

to the formation of the Elsies River FilmWorkshop in 2013.“This when we moved out of schools and

into the Elsies River Library. Here a groupof young people from the area, who were in-terested in music and film, joined the work-shop.“For fourmonthsweworkshoppeda story

we could make a film out of and Cape Epicwas born.”Goise pointed out why they decided on

filming with an iPhone after their setback

with the first footage.“Many teenagers have cellphone cameras

and we wanted to show what was possiblewith these relatively cheap and accessiblecameras if one had a good story and hadsome knowledge of directing, casting, videophotography and editing.“We decided to use the iPhone and were

impressed by the picture quality.“Wehope todistribute the filmasamobile

download and on the CTV Channel, whichis now also on DSTV, so it can reach amuchwider audience.“We also plan to screen the film in schools

Letter to judge: ward councillor suspendedGARY VAN DYK

A call for a lighter sentence for a con-victed gangster has landed local wardcouncillor Willie Jaftha in hot water.

Last week the Democratic Alliance sus-pended Jafthawho is the chairperson of sub-council 6 in Bellville and he is also the coun-cillor for Ward 12 in Belhar.

This action was taken against him after itwas found that he had written to JudgeChantel Fortuin asking that Reyaaz “Katji-es” Dennis, convicted in one of the biggestgang trials in South Africa, be handed alighter jail term.

Dennis was sentenced to an effective 20years’ behind bars in theWesternCapeHighCourt, where he shared the dockwith 16 oth-er gangsters, including 28s gang kingpin Ge-

orge “Geweld” Thomas.Handing down the sentences, Judge For-

tuin said she was shocked that a ward coun-cillor asked for a lighter jail term forDennis,who was convicted of charges includingmurder, gang-related offences and house-breaking.

In his letter Jaftha he described Dennis asa “respectful citizen”whohad gone to schoolwith his children.

While Jaftha did not want to comment onthematter because hewas facing a disciplin-aryhearingvariousweekendpublication re-ported that he said that he wrote the letterbecause the gangster’s mother had ap-proached him twice.

In her statement Patricia de Lille, DAWestern Cape Leader, pointed out that theDA unequivocally distances itself from thecouncillor’s written submissions in mitiga-

tion of sentence of a convicted gangster.“TheDAbelieves that convicted gangsters

must receive the harshest sentences possi-ble in law. Councillor Jaftha has thereforebeen suspended with immediate effect, interms of the DA constitution, and has beenserved with a letter of suspension.

“An internal investigation into Council-lor Jaftha’s conduct has been initiated.

“It is unacceptable, and unconscionable,for aDApublic representative towrite to theHigh Court seeking to influence the sentenc-ing of convicted criminals. The DA viewsthis in a very serious light, and will pursueall internal means against him,” read thestatement.

Moving some of their health de-partments into the BellvilleCBD will show their commit-ment in helping the regenera-tion of the Tygerberg.

So saidUniversity of theWest-ern Cape (UWC) rector Prof Ty-rone Pretorius at a recent meet-ing of key roleplayers in thenorthern suburbs with theCity’s mayor, Patricia de Lille.

Pretorius said moving four oftheir health departments intothe former JS Marais Hospitalbuilding in the CBD was but thefirst measure of the university’sresolve to improve the overallimage of Bellville.

This is a mandate shared bythe Greater Tygerberg Partner-ship (GTP).

“UWC has a role to play tohelp shape the future identitiesof the areas where we are locat-ed,”Pretorius toldTygerBurger.“Through the acquisition andimminent refurbishment of theformer JS Marais (Hospital)building to relocate four healthdepartments to the BellvilleCBD, we have become one of theactive participants to help theCity improve the neighbour-hood’s capacity,” he said.

This acquisition would alsomean development of the localeconomy would accelerate and“bringuniversity educationandhealth services in support ofstruggling communities”, Pre-torius added.

Another well-placed hope of

Pretorius was that the localsports facilities in the area, suchas the one at UWC, would add toits enhancement and growth.

“Universities’ aspirations assporting destinations can be im-portant catalysts to attract, de-velop and retain sporting tal-ent,” he said.

He added it could also influ-ence and help develop commu-nities as a whole, and usingsport-based regeneration strate-gieswould help reverse the poorimage of underdeveloped areasin the city.

A would-be burglar lay hid-ing under a resident’s bedwhile security guardssearched thehouse inWelgel-egen for a suspect.

This was reported by theDistrict Group after the mantried to burgle the resident’shome last Saturday.

“The (woman) phoned in at12:35 to report that someonewas in her house while shewas home,” Gawie Venter,District spokesperson.

An officer of theirs attend-ed the call within five min-utes and was assisted by oth-ers shortly, Venter said. Atfirst inspection, the officerssearched and cleared thehouse. Then they found thesuspect had entered thehomethrough a side window thathad been broken.

Venter said the residentconfirmed her purse hadbeen stolen. Officers found abackpack and some clothingon the scene. After some en-quiries the items turned outto be similar to those of some-onewho had broken into a se-curity complex in Plattekloofthat very morning.

“That suspect was arrest-ed, but the police justdropped him at the police sta-tion,” Venter said.

“As our officers were leav-ing the scene, the resident

phoned in again and said shecould see something wasmoving under her bed.” Ven-ter said the responding offi-cer ran back inside, turnedthe bed over and found thesuspect underneath. “He wasdetained while the policewere summoned to the crimescene to take the suspect intocustody,” Venter said.

“As the suspect was beingloaded into the police van,our officer noticed sportsequipment and a radio lyingat the back of the van.

“The suspect admitted tohaving stolen it out of a vehi-cle earlier that day. Our offi-cer suspected it was the samevehicle that had flagged himdown earlier that day.

The beat is booming in Bonteheuwel asa unique music project celebrated itsfirst anniversary.

The Jazz Yard Academy (JYA) hosted itsanniversary concert in Wynberg on Sun-day 30 May and it was obvious why peoplefrom across the world are taking notice oftheir talent.

Started by Bonteheuwel resident Gino Ol-iver who just had a dream to share his loveof music with youngsters in his yard, it hasgrown from about six children to more than60, and there are those in the wings waitingto join.

At the event JYA member Judith Kenne-dy revealed that they were starting a build-ing fund to cater to the needs of the youthin the area.

“The growth of JYA exceeded our expec-tations,” she said.

“We had to move out of the “yard” to theBonteheuwel Multi-Purpose centre, butnow even that is too small. So we’re think-ing big with the dream of our own buildingthat can be built for our purposes.”

The actual formation of the JYA has itsroots with a chance meeting between Ginoand musician Chris Petersen at a jazz festi-val near Atlantis.

It was a match made in heaven becauseChris has been a driving force behind themusic lessons for the children.

“The idea was in my head long before Imet Gino and I had tried to get it to workon another platform at various churches,but it failed due to the very same church au-thorities insisting on imposing limitationsto suite their own environment.

“Gino’s passion to make a differencethrough music just got to me and the offerto use his backyard for the project immedi-ately sounded just right, because I saw it asa direct gateway to reach down to the levelsof those that have been marginalised by big

institutions.“I was the music man with a heart for giv-

ing back, and Gino was the music lover whowas already in touch with the people on theground, the poor and marginalised commu-nity of Bonteheuwel.

“With humble gratitude I now see thefruits of my choice to team up with Gino thepassion to serve is our brotherly bond. Yes,arguments come, but they quickly blowaway, for we have only so much time onearth to dowhat is right, andwebelieve thatthe future of the JYA is our sacred task.”

One of their supporters who enjoyed theconcert was Lionel Maxim who was still inawe two-weeks later. “Blown away is an un-derstatement,” he says.

“An idea which was formed because twopeople had a vision, bore the fruits today.The attendance and results spoke for itself.

“The gatheringwasnot just about themu-sic, it was a gathering of the jazz family ina sense, people united by an empoweringforce. I met so many familiar faces, and wasgreeted, hugged, kissed by fellow music lov-ers and made some more friendshipsthrough the music.

“Their biggest supporter, Louise Guent-ensperger, flew in all the way from Switzer-land, just to be part of what was an histori-cal moment in the lives of these young peo-ple.

“Music, especially jazzhasplayedamajorpart in empowering so many lives acrossthe Cape for many years. It’s sad that in thenew South Africa our radio stations ignoreits place in our society and continue to feedour young minds with the dross that passesfor music nowadays.

To celebrate Youth Day next week local coun-cillor Delmaine Cottee, will host a Youth DayProgramme for unemployed youth, studentyouth and religious youth in Belhar.

It will be taking place on Tuesday 16 Junein the Huguenot Square Hall starting at 10:00.

“We are targeting about 300 local youthfrom all youth sectors in Belhar,” he says.

“The purpose of these programmes is to en-gage all youth and empower them and keepyoung people from the streets in our commu-nities, where youth are facedwith unemploy-ment, crime, drug abuse and gangsterism.

Belhar police in need your help to findtwo men accused of rape.

According to reports the first incidentoccurred on Tuesday 28 April this yearat about 12:00.

A 23-year-old woman was accompa-nied by her colleague AbdulahilyaasMadatt (21) on a trip to the shop duringtheir lunch break.

When crossing an empty field the sus-pect grabbed the victim and pushed herto the ground and raped her. The manhas not been to work since the incidentand a warrant of arrest has been issuedfor him.

In the second incident occurred onThursday 21 May at about 09:40 a 32-year-old student was raped while making herway to the University of the WesternCape.

According to the report, she took theresidential route through old Belharwhere she was confronted by an un-known coloured man who threatenedher with a knife.

The suspect forced her behind an elec-tric power box and pushed her on theground where he undressed her andraped her.

Sector policing in Bellville South is on acampaign to get more members on a missionfor safety in the area.

The Sector 2 sub-forum which comprisesGreenlands has started a soup-kitchen in thearea to make people aware of the activitiesof the organisation and how they can playa part in maintaining safety in the area.

Sergeant Gladwin Webb, sector command-er, said the establishment of the soup kitch-en which will be held every Wednesday, isonly one of the projects they want to initiatein the area.

“While the soup kitchen is helping the peo-ple who are without jobs in the area whereunemployment is rife, we want to make peo-ple aware of how they as adults can playtheir part in ridding their area of crime,” hesaid.

Two young women are taking their lovefor fashion to greater heights on Tues-day 16 June when they climb Lion’s

Head – in heels!Closet Chat is an online fashion talk show,

and the founders Loren Henderson fromBonteheuwel and Loren Loubser from DiepRiver will be stepping out in style when theytackle the tough walk on Tuesday.

Henderson explains that they started theonline talk show to highlight and encourage

individual style, trends and young designersand entrepreneurs.

“Through fashion, we aim to inspire, en-courage and develop youth in Cape Townand surrounding areas,” she says.

“Closet Chat has positioned itself as abrand that provides an alternative for theyouth who come from challenged back-grounds but still have the love and flair forfashion.”

Loubser is excited about their project tocelebrate Youth Day and wants youth to jointhem and their team on the day.

“We are looking for young people to joinus on our quest because this campaign willfocus on the youth of Cape Town and sur-rounding areas in an effort to encouragethem to ‘Step out’ of their situations, chal-lenges and circumstances.

“There is also the chance for all in the cityto support us by helping us to support thePut Foot Foundation by pledging to moneyto assist them in their projects.

“The Put Foot Foundation is a volunteer-based, proudly South African organisationthat tackles the need of the daily plight andindignity of children with no shoes.

“What better way to do it than stepping upin style,” she laughs.

The walk will be starting at 09:00 at the footof Lion’s Head and the organisers encourageparticipants to take up the challenge ofwearing fashion heels, but sneakers and hik-ing boots will also be welcomed.

1.8 Eienaars moet om die korting aansoek doen in die jaar wat ’n nuwe algemenewaardasie of aanvullende waardasie, na gelang van omstandighede, in werkinggestel word. Aansoekemet die inwerkingstelling van ’n nuwe algemene waardasiemoet die Stad bereik teen 31 Augustus van die boekjaar waarin die waardasie inwerking gestel sal word. Aansoekemet die inwerkingstelling van ’n aanvullendewaardasie moet die Stad bereik teen die laaste dag van die derdemaand na dieinwerkingstellingsdatum van die waardasie. Indien nie, kan geen sodanige kortingvir daardie boekjare toegestaan word nie.

2. VERBRUIKSTARIEWE EN -HEFFINGSWater, sanitasie, elektrisiteit en vaste-afvalbestuur word teen 14% BTW belas.

2.1 WATER

Drie stelle watertariewe is goedgekeur (10%-verminderingstarief, 20%-verminderingstariefen 30%-verminderingstarief). Elke tarief is gekoppel aan die vlak van waterverminderingwat opgelê word.Aangesien die 10%-verminderingstarief as norm by dieWaterverordening ingesluit word, sal dít die tarief wees wat geld. Dit kan egter later nagelang van verdere vereiste beperkings hersien word.

2.1.12 In pas met die aanvaarding van die beleid oor stedelike landbou is ’n gratistoewysing van 10 kℓ per maand ingestel vir die uitsluitlike doeleinde vanbestaansboerdery deur omskrewe kwesbare groepe.

2.1.13 Huishoudings in wooneenhede op gemengdegebruik-eiendomme kan om ’ngratis toewysing van 6 kℓ per eenheid per maand aansoek doen. ’n Beëdigdeverklaring sal vereis word, en die aansoek sal op grond van die persentasie vandie hoofgebruik ondersoek en oorweeg word.

2.1.14 Bestaande skuilings vir haweloses/ouetehuise (buiten dié wat as huishoudelikegroepe geklassifiseer is)/tehuise vir die gesondheid van diegene met fisiese ofgeestelike gestremdhede

Hoogtepunte van wysigings

• Trapsgewyse tariewe (1-6) is vanaf 1 Julie 2013 vir die huishoudelikegroepskategorie ingestel op grond van vorige oorlegpleging met kliënte. Verderestappe om dié kategorie nog meer in lyn met die volledige huishoudelikekategorie te bring, is oorweeg dog nie vir die boekjaar 2015/16 aanbeveel nie.

• Veranderinge in diverse tariewe, onder meer die voortgesette stygings metbetrekking tot behandelde afvalwater (bepaald vir gholfbane) sowel as diemetertoetsfooi, word in bylae 4 by die begrotingsdokument uiteengesit.

• Staking van hengeltarief by damme in raadsbesit vanaf 1 Julie 2015.

2.2. SANITASIE

Drie stelle sanitasietariewe is goedgekeur (10%-verminderingstarief,20%-verminderingstarief en 30%-verminderingstarief). Elke tarief is gekoppel aan die

vlak van watervermindering wat opgelê word. Aangesien die 10%-verminderingstariefas norm by die Waterverordening ingesluit word, sal dít die tarief wees wat geld. Dit kanegter later na gelang van verdere vereiste beperkings hersien word.

’n Verhoging van 11% in sanitasieverbruikstariewe is goedgekeur.

2.2.1 Volledig huishoudelik (standaard) – enkelresidensiële eiendomme: 70% vanwaterverbruik tot ’n maksimum van 35 kℓ riool per maand (70% van 50 kℓ wateris gelykstaande aan 35 kℓ riool)

Hoogtepunte van wysigings

• Residensiële tariewe: Algehele styging in inkomste uit die groep is 10.82%,maarindividuele kliënte sal waarskynlik verskillende stygings waarneem op grond vanwerklike verbruik. Die verskil tussen die gemiddelde en werklike styging spruituit die verhaling van die tekort aan inkomste uit die hulptarief vir blok 1.

• Verbruikers wat 450 kWh per maand ontvang, sal dieselfde persentasie stygingwaarneem, ongeag die tarief wat vir hulle geld. Daar is dus geen verandering indie subsidievlak wat hierdie verbruikers op die hulptarief ontvang nie.

• Gratis basiese elektrisiteit: Hulptariefkliënte wat gemiddeld minder as 250 kWhper maand ontvang, sal ’n gratis basiese toevoer van 60 kWh kry, terwyl diegenewat gemiddeld tussen 250 kWh en 450 kWh per maand ontvang ’n gratis basiesetoevoer van 25 kWh per maand sal kry.

• Die tarief vir residensiële kleinskaalse gekoppelde opwekking kry ’n tweede blokby in pas met die huishoudelike tariefblok 2 om te voorkom dat verbruikers watbesonder klein opwekkers installeer ’n groot verlaging in hul rekeninge ontvangsonder dat hulle in werklikheid enige elektrisiteit opwek.

• Die kategorie “Klein kragverbruiker 1” met die buitespits-kombinasie word sedert1 Julie 2012 tot slegs bestaande kliënte beperk. Die buitespits-komponente stygook met ’n bogemiddelde bedrag om hierdie tarief uiteindelik uit te faseer.

• Die tarief vir die kategorie “Klein kragverbruiker 1” ondergaan ’ngeringe strukturele aanpassing in pas met die bevindinge van dievoorsieningskostestudie.

• Tydspesifieke tariewe is herstruktureer om pariteit tussen diemediumspanningstarief en EskomMegaflex te verseker.

• Kommersiële tariewe ondergaan ’n effens bogemiddelde styging as gevolg vandie verhaling van die subsidie wat vir die tydspesifieke tarief vir Atlantis voorsienword.

LETWEL: Maandelikse diensheffings word bereken as die daaglikse diensheffing,vermenigvuldig met die getal dae in die rekeningtydperk.

2.4. VASTE AFVAL

’n Verbruikstariefverhoging van 8.33% vir vullisverwydering en 9.31% virvulliswegdoening is goedgekeur.

Dhakir Christians says theywant to develop into an organisa-tion that can play a part in leadingchildren away from the effects ofgangsterism and drug abuse that isrife in the area.

“We can empower children bygetting them to discover their tal-ents and keep them off the streets,”he says. “This tradition dates backto the mid-nineteenth centurywhen the slaves in Cape Town weregiven one day off in the year (2 Jan-uary) to celebrate. “They woulddress up as minstrels, waving para-

sols, strumming banjos and mak-ing merry with music, dance anda parade from the District Six areathrough to the city centre. Many ofthe songs still sung today date backto the 1800s. Aside from honouringthese classic tunes, repertoires arealso laden with interpretations ofmodern pop songs to keep all agesentertained.

Hosted by the City of CapeTown’s Elsies River Library, theannual event draws hundreds ofplayers and spectators alike.

The theme for this year’s tourna-ment, taking place on Saturday 13June, is “Checkmate! Drugs” andis aimed at giving young peoplehealthier options to drug abuse.

“Chess is believed to have origi-nated in India before the sixth cen-tury,” said the City’s MayoralCommittee Member for communi-ty services and special projects,Belinda Walker. “It is an ancientgame of more than just skill andstrategy. It’s also about concentra-

tion, tactics, coordination and fore-seeing consequences.

“Playing chess also imparts va-luable life skills. You learn to makedecisions with purpose and to yourown advantage.

“When playing chess, you learnto seize an opportunity and even tobe a gracious loser.”

The tournament comprisesjunior youth, senior youth, femaleyouth and disabled youth divisi-ons.

Learners at Bramble Way Pri-mary School in Bonteheuwelare benefiting from pro-

grammes to boost their leadershipskills.

A group of them recently attend-ed a weekend camp at the False BayEcology Park in Zeekoevlei hostedby the Cape Environmental Educa-tion Trust (CEET) and even thepouring rain could not dampentheir spirit to be empowered.

“This is an annual event for ourlearners in the environmentalclub,” says principal CharmaineLakay.

“We focus on group work to en-hance their leadership skills aswell as enhance their skills as lead-ers.

“Through various activitiesover the weekend we make themrealise the important part theyplay in nature conservation and intheir own way they realise theirown capabilities to make a positivechange in their own lives.”

Lakay added that the teacherswho were part of the programmehad to make some sacrifices intheir personal lives to attend these

camps.But they are serious about their

participation because of the re-sults for the learners.

“We don’t mind the sacrificeswhen you experience the results,”she smiles.

“The changes in these kids’ livesare awesome! Their achievementsat this camp change their lives andmake them realise the importanceof making positive friendships,aiming and achieving theirdreams.

“The bonding between childrenfrom different classes extends tothe school and I have just seenthem blossom to the extent thatthey start influencing other chil-dren at the school.

“Being here with the children isalso important to us as teachers be-cause we are showing them howmuch we care about their futuresbeyond the classroom.

“They get to see us as real peoplenot just teachers.

“They get to see the always-neatprincipal in a different light.

“The one who gets up in themorning with hair all deurmekaarbut it’s important that they get themessage that we are always therefor them,” she laughs.

“Growing up I always felt rejected.Things were said about me that brokemy heart but I managed to turn thatinto a blessing.”

So says Haroldene Tshienda (38)from Kuils River. This motivationalspeaker, skills developer andpoet hasreleased a book with 44 poems enti-tled Never give up – Healing wordsfrom a poet.

She uses a lot of prose in her poetrymaking it more interesting.

Tshienda says there was a time inher life she lost everything. Being thelast born in a family of seven in aworld surrounded by people, she al-ways felt very alone.

She grew up with that resentmentand loneliness until 2007 when shestarted writing poems. That’s whenshebegan to feel fulfilled andview theworld in a different light knowingthat the strength to achieve some-thing lies deep inside her.

“This was a scapegoat because I feltso alone. Little did I know I was heal-ing myself. I was told I was a mistakeand that I wasn’t supposed to be here.I couldn’t talk to anyone but I put ev-erything down on paper – the feelingsI had, what I wanted to see and thethings that I hoped for. It reallyhelped me a lot to accept what hap-pened and to move on. I was in a badspace, but I managed to heal throughwhat I wrote,” she says.

The mother of three has no doubtthat her poems are meant to healthose that are broken. “They helpedme a lot and I know there is someonewho has been through what I wentthrough. This book is for everyone. Iusemyownexperiences to encouragepeople to lift themselves up and go onwith life. They will look at life witha different eye because I’m encourag-ing them to use their setbacks ascomebacks and fulfil their purposesin life,” said Tshienda

One of her poems is entitled “Awoman with tears and laughter”. “Iadmire women’s strength. Theymight be broken to pieces but theystill manage to put a smile on theirface and move on. Things can be diffi-cult but I just admire the strengththat is deep within a woman, we justneed to find it,” she said.

Over 500 children were finger-printed, weighed and meas-ured at the Pick n Pay Hyper

on Saturday morning as part of achild protection drive by theBrackenfell police.

“I thought my guts were going tofall out as panic took over,” saysDessie Rechner, founder of thePink Ladies when describing herstate of mind on the day her grand-daughter went missing in a shop-ping centre.

Fortunately her grandchild waslater found hiding in a changingroom, but this grim experienceprompted Rechner to start the “MyLittle Fingerprints Project”, inconjunction with the South Afri-can Police Service two years ago.

“With this project we fingerprintchildren and collate all the neces-sary information needed the quick-en a search in the case of a childgoing missing,” she says.

‘Every child is my child’The information sheet with the

prints, complete description of thechild and a recent photo are thenkept in a safe place by parents.

“The vast difference between ouroffering of this service and that ofsimilar organisations, is that we of-fer this service free of charge.There can be no price placed on thelife of any child and it is our strongbelief that ‘every child is my child’,an ethos that we are actively at-tempting to reinforce in communi-ties across South Africa,” she says.

Rechner added the number ofunidentified deceased childrenwho are found and buried withoutnames is astounding.

“The sooner information is dis-seminated the better the chancethe child will be found. And in theunfortunate case where a child isfound deceased, the fingerprintscan then be used to identify thechild and bring closure to theirfamilies,” she says. In Brackenfell99% of all missing children casesare teen runaways, according toW/O Erica Crous.

“They are usually found withintwo weeks when it is discoveredthat they ran away from home dueto difficult circumstances,” Croussays.

Missing cases increasingNeither the Brackenfell Police or

the Pink Ladies provided local sta-tistics, but according to informa-tion provided by Missing ChildrenSA, 89 children were reportedmissing to them in the WesternCape between 1 June last year and31 May this year. Only 68 of thesechildren were found.

“These numbers are based oncases reported to them and do notreflect all the cases reported toSAPS,” read a press statement is-sued by the organisation last week.

“According to the Missing Per-sons Bureau, a child goes missingevery five hours in our country. In2013 they recorded 1 697 cases ofmissing children reported to theSouth African Police Service. Ourcase load increases every year –not necessarily only because more

individuals go missing, but also be-cause more people become awareof Missing Children SA and the ser-vice we render,” it was stated.

More awareness neededReasons children are reported

missing are categorised. Runa-ways account for 45%, parental ab-duction for 1.2%, stranger abduc-tion for 0.85% and confirmed hu-man trafficking for 0.42%. Generalor unknown reasons account forthe most.

“On a daily basis we are strivingto make more and more peopleaware of the reality of human traf-ficking. We are sure more cases re-ported to SAPS as well as to our or-ganisation are because of humantrafficking, but at this stage it can-not be proven. According to the In-ternational Labour Organisation itis estimated that 1.2 million chil-dren are trafficked each year. Fur-thermore, 32 billion dollars’ profitis generated annually from humantrafficking,” Missing SA stated.

Parent Michelle Fischer fromKuils River said she first becameaware of similar fingerprintingprojects while living in the USA.

“Now that we are back, I am elat-ed that we can do it here. I will defi-nitely sleep better at night.”

Die familie van die bejaardevrou wat twee weke gelede inRuyterwacht vermoor is, ismoedeloos omdat daar steedsgeen vordering met die saak isnie.

SusanaLoubser (79) is in haarhuis in Sakabula-straat oorval,aangerand enmet ’n skerp voor-werp in die nek gesteek. Sy hetop haar bed aan haar wond be-swyk.

Haar seun, Albert Loubser, sêdie familie is gefrustreerd, om-dat hulle niks van die polisiehoor nie. “Ons het nog niks vandie ondersoekbeampte gehoornie. Elke dag hoop ons daar salgoeie nuuswees,maar tot op he-de is daar nie eens ’n leidraadnie. As iemand net kan sê hoedie ondersoek verloop, sal dithelp,” sê Albert.

Geen vordering metRuyterwacht-moord

’nKwart vandie kinders het aan-gedui dat hulle in swak omstandig-hede woon en dringend kos, klere,komberse, beddens enmatrasse be-nodig. Uit die terugvoer van diekinders blyk dit daar word in 31%van die huise een of meer apparaatbenodig – onder meer ’n stoof, ys-kas, ketel en mikrogolfoond.

Byna 30% van die kinders hetaangedui dat daar by hul huise

stukkende toilette, wasbakke, gei-sers en deure, gebreekte ruite, lek-kende dakke en plafonne en foutie-we elektriese bedrading is.

Ander vra dat hul huise geverfmoet word. Van die kinders en hulgesinne bly in ander mense se ag-terplase in opslaanhuise.

Sowat 12% van die kinders vrasekuriteitshulp, omdat hulle on-veilig voel. Baie vra vir veilig-heidsheinings en diefwering ombendegroepe en misdadigers uithul huise te hou.

Aglobal pharmaceutical companybased inBellville last week received approval fromAmerica’s Federal Drug Administration(FDA) for a newpaediatricHIV/Aidsmedi-cation.

Cipla claims their innovative new medi-cation, Lopinavir/ritonavir (LPV/r), is theworld’s first paediatric oral pellet of itskind for treating children and infants withHIV/Aids.

The medication is said to be derivedthrough theuseofmelt-extrusion technolo-gy.

Current paediatric HIV/Aids medica-tion comes mostly in liquid form, but Ci-pla’s new pellets are powdered and en-closed in capsules, and meant to be sprin-kled and ingested with breakfast.

“The pellets are to be sprinkled on sweet-enedporridge for infants andadministeredto them,” said Cipla CEO Paul Miller.

The breakthrough stems from collabora-tive research with the clinical trials unitof the University College of London.

Their efforts were centred around devel-oping a “novel child-friendly formulation”– and the subsequentFDAapproval thereofas part of an emergencyplan forAids relief.

Unique drug delivery system“We are extremely proud to have devel-

oped this innovative formulation of LPV/roral pellets for infants and young chil-dren,” Miller said.

“Cipla has been committed to the causeof HIV/Aids for over two decades. This in-novativeway of drug delivery through oralpellets for some of society’s youngest Aidssufferers reiterates our commitment toprovide access to life saving medicines inthe fight against HIV/Aids,” he said.

Cipla’s chief medical officer JaideepGogtay, cited that ingredients Lopinavirand Ritonavir were preferred in paediatricantiretroviral patents.

“This unique drug delivery system is a

breakthrough in paediatric specific treat-ment for infants,” he added.

“The traditionally available antiretrovi-ral liquid formulations and tablets havetheir own challenges when it comes totreating infants.”

Their formulation is specific to childrenweighing 5kg and more, and who are onsemi-solid food, he said.

The drugs are just in time: UNAIDS citesabout a third of children born with HIVwho go without treatment, die before theirfirst birthday and half die before they turntwo.

ARVs in liquid formTygerBurger contacted a number of par-

ties to learn just how this global innovationimpacted the local market.

House of Thembiso is a place of safety forbabies up to 24 months. They take care ofabandoned HIV-positive babies or thosewith other physical or mental disabilitiesuntil they can be adopted.

Sonja Vos, a spokesperson for House ofThembiso in Durbanville, said the babiesthey take careof, aremuch too small toben-efit from the new medication.

“Our babies are just weeks old, days old.We are not allowed to administer medica-tion to them in their milk formula. Wework very comfortably with the currentdrops we use,” Vos said.

Thembiso has sister branches in Good-wood and Kuils River. Dalene de Meyer isthe housemother of theHouse of Thembisoin Kraaifontein.

She is responsible for, among others, thebabies’ medication, which is administeredaccording to a strict schedule twice daily.

“Our babies get their antiretrovirals inliquid form, but that is basically becausethis is all they are able to consume. It hasto be delivered to them punctually,” shetold TygerBurger.

They use two different kinds, one ofwhich has to be delivered once a day – “notfive minutes before or five minutes afterthe stipulated time” – and the other once

daily, every 12 hours.Dalene says it very rarely happens that

they get older babies in that are on solidfoods, and thus able to have Cipla’s LPV/radministered to them.

Suitable for older children“Our babies are three or fourmonths old

when they come in. Only at about sixmonths do they start on solidfoods.

“Unless a doctor permits usto use any medication in theirmilk, we simply drip the cur-rent antiretrovirals into theirlittle mouths,” she said. “Thisnew medication would defi-nitely be suited for older chil-dren and toddlers.”

The Treatment Action Cam-paign’s Marcus Low, head ofpolicy, lauded Cipla on the de-velopment of LPV/r. “Theyshould get credit. There are abunch of issues with childrentaking ARVs,” he said.

Unpalatable liquids“Basically, themore options

we have, the better. Not allARVs come in liquid form, sothat’s one issue. At the mo-ment there is a real problemwith some of the ARVs beingeither too big and then thewrong dosage for children,”he said.

Low said some of the liquidswere knownto taste unpalatable to children.

“It is important to remember that takingARVs is a lifelong commitment. So even ifthe new meds make things just a little bet-ter in something you’re going to have touse for the rest of your life, then it’s good,”he said.

Low said there was a general problemwith making medication that childrencould consume. “In that sense, a drug likethis is a result of hard work from different

people to try tomakemedication specifical-ly aimed at consumption by children.”

TheDrugs forNeglectedDiseases (DNDi)had beenworking specifically on this prob-lem, Low said.

On their website the DNDi says currenttreatment options for HIV-positive chil-dren were insufficient. “Little investmenthas beenmade to ensure the safety and effi-cacy of antiretrovirals in treating chil-dren, or to develop child-appropriate for-mulations.”
