Van Vuuren was later axed by the DA for unrelated reasons and Nora Grose was elect- ed during the by-election. Grose has since shown her support for the project. The councillors sought the help of Mayco member for safety and security, JP Smith, who worked out a plan to have LPR cameras installed instead of surveillance cameras. The sun has set and as the darknesscreeps closer, so do criminals. Thestreets are quiet but as those up to no

good pour onto the streets of Parklands,luckily so do patrollers of the ParklandsNeighbourhood Watch (PNW).TygerBurger joined the watch on a patrol

of Parklands and Sunningdale on Friday.Standing ina circle at theAshwoodCentre

armed with reflective bibs and radios, pa-trollers wait for their instructions. Herethey are briefed about the areas they will bepatrolling and what to look out for when onthe road.In the control centre is chairperson Gary

le Roux. Among one of the first calls is froma woman who has been the victim of burg-lars several times during recent weeks. Shespotted a suspicious vehicle outside herhome and calls the watch for assistance. Pa-trollers respond immediately and chucklesare heard when they reveal the occupants ofthe vehicle were no threat, instead a couplelooking for a dark street to “get close”.

“Hurting the trade”According to Le Roux a surge in violent

crimehasmany concerned andpatrolling ef-forts stepped up and all possible threats re-sponded to immediately.Driving his vehicle and connected to three

radios, Le Roux explains house robberiesare on the rise and tells the horrific tales ofa pregnant woman dragged on the floor anda pensioner tied up during these incidents.The first stop is a superette in Dorchester

Drive which has become synonymous withdrug dealing. We arrive to find a group ofwatch members standing on the corner andhaving a chat.“When we arrive, you have to see how the

dealers scatter,” says one member.This, LeRoux explains is a commonoccur-

rence andwhile thewatch is unable to arrestpeople suspected of selling drugs, it’s allabout “hurting the trade”.“You see we know they are dealing here,

so during our patrols we pull up and juststand around and they scatter. If theyweren’t up to no good, they wouldn’t go

away.”With various access routes into Park-

lands, LeRoux saysSandownRoad is apopu-lar escape route for criminals. According toa recent report fromTableViewpolice, threerobbers used SandownRoad to access theN7while fleeing from police. The brazen triorammed straight into a police vehicleparked across the road in their daring at-tempt to escape. They were later caught onthe N7.Le Roux and patrollers head to Sandown

andparknear avacant strip of landundergo-ingdevelopment. The smell of burningwireshangs in there and patrollers spot a vehiclein the bushes. They find it empty, but ayoung man can be seen sitting in the thickbushes nearby.Here he sits alone in the dark burning

printing equipment exposing the copperwires. When questioned, he reveals he ob-tained the “old” equipment at work andplans on selling the copper for money. Pa-trollers, however, doubt he is telling thetruth and call the police. They arrive shortly

and question the man. He is told to extin-guish the fire and go home before the policedash off. “It’s an attempted suicide,” one ofthe officers is heard saying as he hurries tothe police van.Le Roux says sitting along Sandown Road

helps in emergencies when criminals aretrying to flee.For Le Roux and many others, patrolling

is often a cat and mouse game. “We patrolat this place during this time and the crimi-nals move to another spot. We displace theactivity all the time but it’s important tokeep a close eye and report all suspicious ac-tivity. Parklands is hit by crime onmultiplelevels and every resident needs to play theirpart in the fight against crime”.Just before midnight, Le Roux bids fare-

well toTygerBurger as he rides off into Park-lands Main Road to continue his patrol.

This, Brenner explains, meant the LPR sys-tem could feed into the City of Cape Town’scontrol room in Goodwood.Councillors then formeda committee com-

prising of one CPF representative and twoneighbourhood watch representatives fromeach ward. This committee was responsiblefor overseeing the installation of camera in-frastructure.During a meeting, Brenner further ex-

plains, the committee felt it was importantto include the ratepayers and the new com-position consisted of one representativefrom the CPF, neighbourhood watches andratepayers’ associations for each ward.At this stage, the roll-out of the infrastruc-

ture is expected to be complete in just a fewweeks.Brenner says the next task is establishing

where the neighbourhood watches’ controlroom would be located.This room, she says, will not only need to

be central for all wards, but will be the placewhere the information is fed to.She further explains councillor Grose is

working on amanagement plan which, onceapproved, will outline the guidelines for thefuture management committee.Thiswill be done to ensure the project con-

tinues after the next elections.Brenner says the project has the potential

to grow, but will need a strong committee totake it further.Milnerton CPF chairperson Karen Visag-

ie believes the cameras will go a long wayto assist with investigations.She explains in theMilnertonprecinct, au-

thorities and communities are concernedabout drug trafficking and believe the cam-eras will help to secure convictions.“They [drug dealers] use mostly cars and

scooters and this will help us to keep tabson their movements and patterns so policecan make more arrests. I believe it’s a bril-liant project and will serve as a deterrent.”Table View CPF deputy chairperson Jus-

tin Croucher says they believe the camerasystem alongwith other initiatives will helpthe community.“With limited personnel and resources in

our area, we need to look atmore innovativeways of identifying and catching criminals.“The LPR system offers the precinctmany

positives for all residents of the area,” hesaid. The spots that will be monitored havebeen identified in conjunction with police,to ensure the best coverage. Going forwardinto the new budget, more money will beavailable to expand the network.”Croucher also says the CPF will make its

services available once the managementcommittee is finalised.

Table View residents have welcomed aninvestigation into the informal tradingplan for Parklands Main Road.

Heated debates arose last month as resi-dents claimed they did not approve of theCity of Cape Town’s plan.

The plan, tabled at a the subcouncil 1meeting in April, seeks to regulate informaltrading sites in various suburbs, includingTable View and Parklands.

Three sites with designated trading bayswere originally proposed, but councillorsthen recommended this be reduced to onesite in Main Road, Parklands.

But residents across Ward 107 havevoiced their strong opposition to this plan.

Newly elected chairperson of the TableView Ratepayers’ Association (TVRA), Le-on Aldaheff, wrote a letter to the City’s May-co member for tourism, events and econom-ic development, Garreth Bloor.

In the lengthy letter he outlines residents’concerns and says they are not opposed tothe City’s objective to promote social andeconomic development.

Aldaheff also explains in the letter thatthey have objected to limited public partici-pation, a lack of transparency, lack of ser-vice delivery and the lack of law enforce-ment capacity to enforce municipal by-laws.

The letter was written ahead of a meetingwith Bloor on Wednesday 20 May.

“He stopped the whole plan and told us itwould not go to full council for a final deci-sion until an investigation is complete. Wequestioned whether due process was fol-lowed with this plan, and we are happy thematter is being investigated before any finaldecisions are made.”

According to Bloor, the public participa-tion process regarding the proposed Table

View informal trading plan is currently be-ing reviewed to determine whether it wasadequate, whether it complied with theCity’s processes and was compliant.

Compliance“If it is found to be compliant, then Coun-

cil can satisfy itself that the staff have notacted without consultation. In addition,Council may then rule that despite its ade-quacy, the public participation can be re-done, or just elements of it.

Either way, I, together with other mayor-al committee members, will conduct a siteinspection to familiarise ourselves with thephysical aspects of the proposal,” he says.

Bloor added the plan has not yet been ap-

proved and is still following the necessaryprocesses. “As such, a site visit is yet to bescheduled as part of the mayoral commit-tee’s deliberation which will inform theirrecommendation, which will be tabled atfull council for a final decision.”

However, Aldaheff and residents haveraised various concerns about whether ornot due process was followed. This followsquestions about why an e-petition wasmarked as “late”, and excluded in the publicparticipation. Asked for comment about thepetition and the deadline for public com-ment, Bloor did not respond.

He says if the eight bays in ParklandsMain Road are approved, informal tradingwill not be permitted elsewhere in the ward.

A renewed bid by the Cape Radio Flyers(CRF) to lease the Rietvlei Nature Re-serve has received a mixed response.

This follows an application to the Blaauw-berg Subcouncil and a demonstration illu-strating the sound made by electric planes.The issue was raised at a residents’ mee-

ting last week where Rolf Spaeth of the Mil-nerton Ridge Ratepayers’ Association(MRRA) explained how the club attemptedanew to have their lease extended after it fellaway in May last year. He explained manyof the complaints were around noise fromthe planes. The club nowproposed a new lea-se in which flying was restricted to the useof electric planes.CRF member Ken Alrick remembers first

flying at Rietvlei in the 1960s and says at thetime amanwas caught flying his plane closeto birds. “Ever since then,wehavebeenverystrict and ensure allmembers do not interfe-re with animals and do not fly overWest Co-ast Road.”He further explains at the timemost of the

area they leased was bush and therefore the

planes did not disturb anyone.In March, CRF made a demonstration at

the subcouncil chambers and asked council-lors to consider the use of electric planes.Alrick explains more flyers are opting for

electricmotors and this is themotivation be-hind the application.While these planes appear to be quieter,

they have done nothing to impress theFriends of Rietvlei. According to chairper-son Nelis Visagie they still object to the clubusing the area as they believe it has a signifi-cant impact on the environment.“We have heard about the plan to use elec-

tric planes and while it may help with thenoise, our stance has not changed. We stillbelieve it’s not a suitable area and when thewater levels rise, the birds move into thatarea.With the flyers there, the birds will ha-ve nowhere to go,” he says.Visagie also says they planned to rehabili-

tate the site. The CRF members, however,disagree and believe the bird population tohave “flourished”.According to ward councillor Joy McCar-

thy, shewas pleasedwith the demonstrationand says the use of electric planes could helpcreate a “win-win situation”.

She explains in their attempt to get a newlease the CRFmade the amendment for elec-tric planes. She says they will now have tore-apply. A report will be compiled and ta-bled at the Blaauwberg Subcouncil.“The subcouncil will make a recommen-

dation to the City [of Cape Town] and the fi-nal decision will be made at full council.”McCarthy disagrees that the CRF will ha-

ve an impact on the birds and says she hasseen themnesting in this areawhen the clubwas present.

1.8 Eienaars moet om die korting aansoek doen in die jaar wat ’n nuwe algemenewaardasie of aanvullende waardasie, na gelang van omstandighede, in werkinggestel word. Aansoekemet die inwerkingstelling van ’n nuwe algemene waardasiemoet die Stad bereik teen 31 Augustus van die boekjaar waarin die waardasie inwerking gestel sal word. 2.1.13 Huishoudings in wooneenhede op gemengdegebruik-eiendomme kan om ’ngratis toewysing van 6 kℓ per eenheid per maand aansoek doen. ’n Beëdigdeverklaring sal vereis word, en die aansoek sal op grond van die persentasie vandie hoofgebruik ondersoek en oorweeg word.

2.1.14 Bestaande skuilings vir haweloses/ouetehuise (buiten dié wat as huishoudelikegroepe geklassifiseer is)/tehuise vir die gesondheid van diegene met fisiese ofgeestelike gestremdhede

Hoogtepunte van wysigings

• Trapsgewyse tariewe (1-6) is vanaf 1 Julie 2013 vir die huishoudelikegroepskategorie ingestel op grond van vorige oorlegpleging met kliënte. Verderestappe om dié kategorie nog meer in lyn met die volledige huishoudelikekategorie te bring, is oorweeg dog nie vir die boekjaar 2015/16 aanbeveel nie.

• Veranderinge in diverse tariewe, onder meer die voortgesette stygings metbetrekking tot behandelde afvalwater (bepaald vir gholfbane) sowel as diemetertoetsfooi, word in bylae 4 by die begrotingsdokument uiteengesit.

• Staking van hengeltarief by damme in raadsbesit vanaf 1 Julie 2015.

2.2. SANITASIE

Drie stelle sanitasietariewe is goedgekeur (10%-verminderingstarief,20%-verminderingstarief en 30%-verminderingstarief). Elke tarief is gekoppel aan die

vlak van watervermindering wat opgelê word. Aangesien die 10%-verminderingstariefas norm by die Waterverordening ingesluit word, sal dít die tarief wees wat geld. Dit kanegter later na gelang van verdere vereiste beperkings hersien word.

’n Verhoging van 11% in sanitasieverbruikstariewe is goedgekeur.

2.2.1 Volledig huishoudelik (standaard) – enkelresidensiële eiendomme: 70% vanwaterverbruik tot ’n maksimum van 35 kℓ riool per maand (70% van 50 kℓ wateris gelykstaande aan 35 kℓ riool)

Hoogtepunte van wysigings

• Trapsgewyse tariewe (1-5) is vanaf 1 Julie 2013 vir die huishoudelikegroepskategorie ingestel op grond van vorige oorlegpleging met kliënte. Verderestappe om dié kategorie nog meer in lyn met die volledige huishoudelikekategorie te bring, is oorweeg dog nie vir die boekjaar 2015/16 aanbeveel nie.

• Veranderinge in diverse tariewe, onder meer die voortgesette stygings metbetrekking tot behandelde afvalwater (bepaald vir gholfbane), word in bylae 4 bydie begrotingsdokument uiteengesit.

Hoogtepunte van wysigings

• Residensiële tariewe: Algehele styging in inkomste uit die groep is 10.82%,maarindividuele kliënte sal waarskynlik verskillende stygings waarneem op grond vanwerklike verbruik. Die verskil tussen die gemiddelde en werklike styging spruituit die verhaling van die tekort aan inkomste uit die hulptarief vir blok 1.

• Verbruikers wat 450 kWh per maand ontvang, sal dieselfde persentasie stygingwaarneem, ongeag die tarief wat vir hulle geld. Daar is dus geen verandering indie subsidievlak wat hierdie verbruikers op die hulptarief ontvang nie.

• Gratis basiese elektrisiteit: Hulptariefkliënte wat gemiddeld minder as 250 kWhper maand ontvang, sal ’n gratis basiese toevoer van 60 kWh kry, terwyl diegenewat gemiddeld tussen 250 kWh en 450 kWh per maand ontvang ’n gratis basiesetoevoer van 25 kWh per maand sal kry.

• Die tarief vir residensiële kleinskaalse gekoppelde opwekking kry ’n tweede blokby in pas met die huishoudelike tariefblok 2 om te voorkom dat verbruikers watbesonder klein opwekkers installeer ’n groot verlaging in hul rekeninge ontvangsonder dat hulle in werklikheid enige elektrisiteit opwek.

• Die kategorie “Klein kragverbruiker 1” met die buitespits-kombinasie word sedert1 Julie 2012 tot slegs bestaande kliënte beperk. Die buitespits-komponente stygook met ’n bogemiddelde bedrag om hierdie tarief uiteindelik uit te faseer.

• Die tarief vir die kategorie “Klein kragverbruiker 1” ondergaan ’ngeringe strukturele aanpassing in pas met die bevindinge van dievoorsieningskostestudie.

• Tydspesifieke tariewe is herstruktureer om pariteit tussen diemediumspanningstarief en EskomMegaflex te verseker.

• Kommersiële tariewe ondergaan ’n effens bogemiddelde styging as gevolg vandie verhaling van die subsidie wat vir die tydspesifieke tarief vir Atlantis voorsienword.

LETWEL: Maandelikse diensheffings word bereken as die daaglikse diensheffing,vermenigvuldig met die getal dae in die rekeningtydperk.

2.4. VASTE AFVAL

’n Verbruikstariefverhoging van 8.33% vir vullisverwydering en 9.31% virvulliswegdoening is goedgekeur.

• Wegdoeningskoepons moet vooraf by munisipale kantore gekoop word.

The Education Safety andGovernanceAs-sociation (ESGA) hosted a breakfast launchfor schools to emphasise the importance ofsafety as schools at Southern Sun in Newl-ands on Friday last week.The organisation admitted that though it

is difficult to manage safety at schools,teachers and those in charge of the pupilsmust prepare to protect their schools andmake sure that pupils are safe at all times.The aim of the launch was to let educators

know that even though there are challengesin their schools, ESGA is there to help.ESGA gives workshops on how to deal

with different challenges a schoolmight face– be it drugs, gangs or bullying.Other than that they also focus on occupa-

tional health. This is where they train edu-cators on the importance of hygiene aroundthe school, safe buildings, and first aidamongst other things.John Buswell, ESGA’s managing director

said schools focus so much on the curricu-lum that they forget the importance of safetyat school. “Though the number one goal isthat children must learn, they must do so ina safe environment. The workshops we offerequip educators to make sure the pupils arein a safe environment. We want to keep chil-dren safe. These are the things that they arenot taught at collegebut theyarevery impor-tant, so we develop those areas for the safetyof our kids,” he says.At the launch it was highlighted that for

schools to ignore health and safety issues isnot an option.

Paul Londal, ESGA’s general manager,said schools must be a safe place for all.“Schools are easy targets for drug pushers.Safety in schools is a very complex issue butwe must create a safe environment for ev-eryone who goes there. We are here to helpyou put those safetymeasures in place. Safe-ty measures mustn’t be neglected.“It’s a broad issue involving swimming

pools at the school, buildings as well as howto put those pupils in the bus when they aregoing for a trip. We want everyone to be safeand that’s why we are encouraging educa-tors to take part in the works schools, saysLondal.

The third edition of the popular Battle ofthe Titans body-building and fitnessshow will be held at the CPUT Bellville

campus on Saturday 20 June.Battle of the Titans III is one of the biggest

shows on the calendar and attracts some ofthe best physiques in the country.The show is not sanctioned by any federa-

tion and has over R160 000 in cash and prizes.According to the owner of the privately

owned show, Kevin Schwartz (Bellville) he isexcited about the upcoming show. “This willbe our third Battle of the Titans show and itreally has grown in leaps and bounds.
