Jacobs, gave an overview of various crimesaffecting the suburb. He highlighted proper-ty related crimes and questioned the lack ofvisible policing.In response, Plato explained, a lack of po-

lice resources in the Western Cape was welldocumented. He explained claims of no po-licing in Summer Greens would need to beaddressed with the station commander be-fore he could provide a response.

Milnerton police are on the hunt for thisman and his accomplice after an armed rob-bery in Rugby.

According to a report, the robbery oc-curred in February and it is alleged that thevictim was sitting in his vehicle at AlliesButchery in Koeberg Road when he was ap-proached by two unknown men.

Police spokesperson Warrant OfficerDaphne O’Reilly says one of the men had afirearm and the other a knife.

“The suspects threatened the victim andtook his cellphone and cash. Both suspectsfled the scene on foot. A case of armed rob-bery was opened and is still under investi-gation by the Serious and Violent CrimeUnit.”

Koeberg robbers still at large

“We are here.” This was the mes-sage from Milnerton police tovarious crime fighting orga-

nisations at a Community Police Forum(CPF) meeting last week.

The meeting started with a presentationby CPF chairperson Karen Visagie whohighlighted various safety programmesand power patrols undertaken in the pastyear.

Addressing those present, Milnertonstation commander Brigadier MariusStander was expected to make a presenta-tion but at the last minute he opted tochange his address.

“I brought along a presentation, then Ithought no. This presentation is one of nohope. I have to give a presentation ofhope,” he said.

Stander went on to explain he receivedseveral complaints from various commu-nities regarding “substandard service”being rendered. While addressing variousorganisations including neighbourhoodwatches and ratepayer associations,Stander said he could not run away fromthe realities.

“It’s in the newspapers; it’s all over.There is a shortage of resources. I couldtell you, but it would not be right. If it werenot for us in blue there would be chaos.If you look at the safety plan, people liketo ask me where are you in this partner-ship? Believe me, I am here, but some-times you can’t see us because we are in-

undated by complaints.”Going through a list of statistics, Stand-

er explained since the last report Milner-ton police officers attended to 15 681 com-plaints. Of these 346 liquor outlets werechecked. He said following a vigilantemurder in Dunoon, six suspects had beenfound guilty.

“This is ongoing, we are delivering thisservice. When attending a complaint, youcan’t really do other things.”

He explained in each of the projects runby the CPF, police were represented andhave supported various initiatives in theprecinct. Continuing with statistics,Stander explained officers searched 6 780people and executed 3 227 arrests.

“This is what the members did, so wecannot say they are not enough. They arestill doing this job. We are there and may-be sometimes you think we are not. Wewent on a recruitment drive and inter-views will start in the next two weeks.”

According to Stander, 150 recruits willbe interviewed. He said a plan was beingmade to fill vacancies.

“We are striving to live up to the stan-dards that you require from us. We are allstriving for a safer environment. We seethrough various structures like neigh-bourhood watches that people are assist-ing the police. Actually, they are support-ing themselves. This is your community.So by assisting police and sharing infor-mation, you are assisting yourself,” heconcluded.

Residents who joined the march were laud-ed by ward councillor Joy McCarthy fortheir efforts. Commenting on the crime,McCarthy explained a crime wave had hitMontague Gardens and was related to Sum-mer Greens. “We know they steal certainitems, then go to the top of the railway roadbridge where they meet a blue bakkie fromSummer Greens, and get paid in drugs.”

She said police resources were deliberate-ly underresourced and explained 40 re-cruits were being trained for Milnerton Po-lice Station.

McCarthy explained during a walkabouta few years ago a woman was slapped by adrug dealer in a park and the woman retali-ated by smacking him back. She said sincethen not much had changed.

“We were a handful of women and therewasn’t a single man to assist. Today youtook a very important step. You stood upand said ‘no more’. We as the communityare saying ‘no more’. I saw many sign upwith the neighbourhood watch, and beingthe eyes and ears of the community is veryimportant.”

Residents raised concerns about over-

crowding and in response McCarthy ex-plained while the City of Cape Town had aproblem buildings unit, regulations indi-cate that each household can have a ratioof 25 people to one toilet.

McCarthy encouraged residents to takeback public spaces such as parks from drugdealers and other criminals by hostingevents. She suggested a soccer match anda community braai in a park as a way tostart.

“Take back the space and get in their fa-ces. It’s about making it uncomfortable forthem.”

Jacobs also raised concerns about speed-ing along Summer Greens Drive and saidthere were various safety concerns aboutdrunk speeding motorists who crash intothe walls of residential properties – espe-cially over weekends.

In response, McCarthy explained the im-plementation of traffic calming measureswas a process. She said for the next finan-cial year, a request for speed bumps in Sum-mer Greens Drive had been put on the Cityof Cape Town’s list. This included six speedbumps at a cost of R120 000. She further ex-

plained traffic calmingmeasures are prioritisedand explained should thebudget not be availablefor Summer Greens, pro-vision had been made inher ward allocation bud-get.

Residents also dis-cussed illegal spaza shopsand voiced their unhappi-ness. “Do we need spazashops in SummerGreens? Business owners alongMontague Drivehave raised concerns about the instal-lation of an exclusive bus lane which

they claim has resulted in reduced trading.During a site meeting last week, the busi-

ness owners explained traffic travelling to-wards Koeberg Road no longer access theirbusinesses due to signage erected prohibit-ing right turns across a MyCiTi bus lane.Business owner Amanda Solomon ex-

plains before the installation of the bus ser-vice, customers oftenmade right turns to ac-cess the array of businesses on the otherside of the road.She explains theMyCiTi bus lanewas cre-

ated in the middle of the road and shouldmotorists turn right they run the risk of be-ing hit by a bus.The section of road is located a fewmetres

before the intersection andSolomon saysupuntil that point there was no need for an ex-clusive lane until then.“The other thing that makes no sense is

that motorists travelling from KoebergRoad can turn right at the same location in-to the oldMakro parking area. Nobody goesthere, so what would be the point of allow-ing cars to make a right turn? On our side,unless amotorist is travelling fromKoebergRoad, they cannot access our business andthis means our trade is reduced,” she says.Business owners say they have proposed

a stop be implemented at the break in thelane. This, they hope, will firstly slow downthe speed at which MyCiTi buses drive andgive motorists a chance to turn right.“I’m not sure how well this was thought

out. It’s just not practical and it has a nega-tive impact on all of us. If we continue tosee a drop in business, our staff will be af-fected the most,” she says.City of Cape Town Mayco member for

transport, Brett Herron, explains this My-CiTi route connects commuters from Mon-tague Gardens with the OmurambaMyCiTistation and Century City.He says the purpose of the red bus lane

in this instance is for MyCiTi buses to by-pass the general traffic queues at the signal-ised intersections at Dawn Road and Koe-berg Road.

Responding to questions about the newroad signs, Herron explains it is not safe forgeneral traffic to turn right across a buslane in the median at an unsignalised inter-section.“Thismeans that those doing so at this in-

tersection are in danger of being hit by anoncoming MyCiTi bus that has the right ofway on the BRT lane (red lane). Important-ly, these signs prohibiting the right turnwere also installed because of the bend inthe road which reduces the bus drivers’sight distance, making it difficult for busdrivers to see any traffic turning right into/across the red bus lane.”During the site visit, severalmotorists in-

cluding heavy duty trucks could be seenmaking a right turnwhenMyCiTi buses arenot in the bus lane.Business owners say many motorists

“take the gap” when there are no MyCiTibuses, but the installation of the new roadsigns has seen many avoiding this turn.

They have also witnessed accidents. Solo-mon explains, for this reason, implement-ing a stop street for the MyCiTi buses willsolve various problems.Herron, however, says a stop sign at this

location would defeat the purpose of the“queue jump lane” by stopping buses all thetime and giving preference to general traf-fic.“The purpose of any bus rapid transit sys-

tem, such as the MyCiTi bus service, is toprovide commuters with public transportthat is not delayed by other traffic, or witha route that is a shorter (in time) and morecost-effective as opposed to private vehicles.General traffic wanting to access the prop-erties between Esso Road and this medianbreak should travel on to the Dawn Roadsignalised intersection and can make a safeand legitimate right turnduring theprotect-ed right turn phase, instead of making avery unsafe and now illegal turn at the me-dian break.”

There is more to Brooklyn, Ysterplaatand Rugby than the crime and grimeseen along Koeberg Road. This is the

view of Brooklyn resident Marinda Finckwho is hard at work planning a communityfun fair carnival which will take place laterthis month.Finck is the founder of Community of Un-

derprivileged Families (Couf) and explainsthe aim of the carnival is to raise money fora food bank for residents.During her struggle with cancer in 2011,

Finck explains she suffered many lows andwhile shewas soon cancer free, shewas laterdiagnosed with tuberculosis.“I noticed that when you have an illness,

people don’t want to be near you. I felt isolat-ed and prayed every day to be healed. Ithought about howmany other people inmycommunity were suffering with a sicknessand made a promise that when I got better,I would do everything to help others.”In 2012 she launched Couf to officially

bring some relief to struggling families. Thecarnival is the organisation’s first big event.Finck explains with a lack of communityevents and a negative perception of manyabout the three communities, the carnivalis also aimed at bringing residents togetherand to outsiders there is more to Rugby,Brooklyn and Ysterplaat than KoebergRoad.“The carnival will also have amusic stage

for local artists to perform.Wehave somuchtalent here but there is no platform for

youngsters to show off their skills. The ideais to bring our community together in a fun-filled environment and to uplift the spirit ofthose in dire straits and to put these commu-nities back onto the map.”Money raised will also be used for local

schools where children at risk are identifiedby the school’s management. Finck explainswhen children knock on her door for food,she often questions them about the circum-stances at home and has found many youngchildren are negatively impacted by sicklyparents.“In many cases parents are bed ridden,

they don’t work and it’s a struggle to keepthe children in school. Sowith the food bankwe provide parcels for families in need, butwe also look at schools and ask them to iden-tify children in need. The money will go to-

wards sponsoring uniforms, stationery andtext books.Wewant to do everything we canto help keep them in school because withouteducation, their options are very limited,”she says.The carnival will take place at Ysterplaat

Primary School on Saturday 28 Novemberfrom 09:00 to 23:00. There will be carnivalrides, live performances and other activi-ties. No alcohol will be permitted.Stalls are available andentry isR5 for chil-

Koeberg Road buzzed with excitement lastweek as residents and shoppers attendedthe grand opening of 91 Koeberg Mall.The new mall was developed by the Olla

Family Trust and in recent months resi-dents have been eagerly waiting for it toopen. Construction began earlier this yearand has seen a R13m investment intoBrooklyn.The site originally consisted of four

shops which the trust has owned for thepast 35 years.The new chic building has been designed

by Sabcon Architects and built by LentraConstruction.Speaking to TygerBurger earlier this

year, consultant Rashaan Warley ex-plained Koeberg Road has experienced a

slump in business due to the general degra-dation of the area. He said this develop-ment is focussed on kick-starting urban re-newal along this integral link to the citycentre.With this mall, developers hope sur-

rounding property owners would see thevalue in improving and uplifting the area.This was echoed by Rudi Wolter, chair-

person of the Brooklyn, Ysterplaat andRugby Residents’ Association (BYRRA) atthe opening who thanked developer BettyOlla for investing in their community.

Milnerton police are appealing for help infinding amanwho they believe is a suspectin an armed robbery case.According to a report the robbery took

place in Bosmansdam Road in February.Police spokesperson Warrant Officer

Daphne O’Reilly says the victim was wait-ing at the robot on the corner of Bosmans-dam Road and Montague Drive when anunknownmale in a black BMW stopped hisvehicle next to her.“The suspect got out of the vehicle and

pointed at herwith a silver fire-arm and de-manded her bag, jewellery and cash. Fear-ing for her safety the victim handed overthe items. The suspect got back into his ve-hicle and drove off.”A case of armed robbery was opened and

Hungry children and a mutilated bodyhave spurred a community initiativeto reclaim public spaces in Phoenix.

In recent weeks, the Phoenix ratepayers’association (PRA) has been working to gar-ner support for its plans for a communitygarden. During a visit to the site last week,chairperson Ursula Marshal explains, theopen land located close to a canal is knownfor various dubious acts. She says despitethe mutilated body found in a bin near thecanal last month, residents have oftenfound dumped babies near the canal.

“Everybody knows about the canal andall the ugly things that go on there. We areworking on a plan to take back the spacefor the benefit of the community.”

She explains the association was recentlyinformed about an incident at a nearbyschool where children fainted because theyhad not eaten. For this reason the PRA pro-poses a section of the land near the canalbe given to residents to run a communityfood garden.

This garden will be modelled on an initia-tive in Albow Gardens where universitystudents have assisted residents.

“I made contact with the people who areresponsible for the one in Albow Gardensand they have told me we need to get per-mission from the council and the studentswill help train the community on how to go

about starting and maintaining the gar-den.”

With the new garden, the associationhopes to assist schools and feeding schemesby providing fresh vegetables, and are look-ing for residents who are willing to assistwith the proposal.

“We are also looking for residents who donot work who can assist during the week.The association’s committee will help onweekends but we would like this to be acommunity project. This land is here andit has a very bad history. With this initia-tive, we want to team up with other resi-dents who want to see the land being usedpositively,” she says.

Meanwhile, Milnerton police are still try-ing to identify the body of the woman foundin a bin near the canal last month.

Police spokesperson Warrant OfficerDaphne O’Reilly says the body was foundwrapped in a brown carpet and grey blan-ket. “The victim had a long cut in the neckand her face was badly injured. She is a col-oured female between the ages of 20 and 24and had short brown hair. The victim hada tattoo on her right shoulder with the word‘Jolljr’ and the letter ‘G’ beneath it,” shesays.

For the second time in a short while thepolice in Bothasig made a dent in thedrug trade in their precinct.

Following a huge dagga bust just twoweeks ago, members of Bothasig police,supported by Parow police, executed anoth-er successful undercover operation.According to Warrant Officer Jacques

Mostert, crime intelligence officers hadbeen informed that alleged drug dealingwas happening at a house in Reyger Streetin Bothasig.“This information was followed up, and

an undercover operation put into place toverify the allegations. As a result of this op-eration three people were arrested. Two ofthe residents, both males aged 51 and 26,

were arrested for dealing in drugs. Sixteensmall packets of dagga were seized by thepolice,” says Mostert.The third person, a 45-year-old male, was

arrested on a charge of defeating the endsof justice. “This was due to the fact that hetried to warn the suspects regarding the ap-proach of policemembers during the opera-tion, which could have resulted in a failedoperation. All three suspects appeared inGoodwood court,” according to Mostert.Acting station commander Captain Da-

wid Kruger praised the members for theirgood work and thanked the community forthe information that was relayed to the po-lice. “Residents must report suspicious ac-tivities to the police so that we can act onit as soon as possible. This case showedhowthe community and the police can work to-gether to curb crime,” says Kruger.

The story is a play within a play – andthen some. A touring repertory companyin the UK is in rehearsal for their latestproduction, a poor farce called Nothing

On in which a young girl runs about inher underwear, men drop their trousers,and many doors continually bang openand shut. Noises Off features this play inthree stages of its life span – a rehearsal,where the looming “opening night” is cre-ating often hysterical tension, a perform-ance seen from backstage, providing aview that emphasises the deterioratingrelationships between the cast that leadto offstage shenanigans and onstage bed-lam, and finally a performance in its finalweek, where everything falls to pieces.

in over two decades and our clean watersupply is under heavy strain.Local government has announced that

it may implement water savings targetsfrom as soon as next month and theprovincial government is already lookingat precautionary restrictions for areassuch as the Karoo and West Coast.It’s only a matter of time before Cape

Town starts feeling the pinch too.It has a devastating effect on the

agricultural sector and we’ll no doubt seea rise in food prices and subsequently anincrease in the cost of living too. Itpaints a gloomy picture for next year.But there is something we can do now:

Save water. It sounds simple enough, butevery day we waste litres of waterthrough carelessness.Simple acts, such as ensuring your

pipes have no leaks and not wateringyour garden or filling your pool duringthe day, go a long way to saving water.In fact, put away your hosepipe. Water

your plants with a watering can andwash your car with a bucket – you’ll beconscious of how much water you’reusing and save some in the process.Don’t leave taps running while washing

hands or brushing teeth, and showerwith purpose – the time for leisurely longshowers is over.Saving water is our responsibility. We

need to start doing it right now – savingwater when there is none is too late.

Rockabilly festival beyond the hills

The third Dusty Rebels and the Bombshells Rockabilly festivalwas held at The West Coast ostrich ranch on Saturday. Rocka-billy and its associated fixings have influenced popular culturesince the fifties. Festivalgoers dressed up in their finest vintageclothing and enjoyed plenty on offer with a fashion show, aMiss Bombshell Betty pin-up pageant, classic cars, genre bandsand food vendors.
