Linda Hannival says she was devastated when she heard granite slabs which formed the tombstone of the triple grave had been stolen and the grave site destroyed. During a site visit last week, tears flow as Hannival recalls the horrible ordeal. The grave site, she explains, was used to bury several members of the Van Graan fam- ily including her parents. “It’s a triple grave and we decided after the passing of my mom that we would now seal it up. Three granite slabs were placed over it and a tombstone with their pictures and the family name was put on the grave. Here we would come to feel closer to our relatives and this is just heartbreaking.” The theft was discovered by her brother and the family reported the case to Kensing- ton police for investigation. Hannival says over the years they had be- come accustomed to the theft of small objects placed on the grave like flowers and vases but never imagined that thieves would steal heavy granite slabs. As she places fresh flowers in the damaged grave site she points towards the concrete edges and says: “Look at this. You can see that some form of machinery or tools were used to remove this. Whoever stole it knew what they were doing”. The incident has raised various questions about safety at the cemetery as the family questions how three big slabs were removed and taken without cemetery staff noticing. “The cemetery is supposed to be locked at night but one has to wonder how they got it right and what vehicle was used.” City of Cape Town’s Mayco member for community services and special projects, Belinda Walker, says they are aware and condemn such disrespectful and inconsider- ate behaviour. She says there have been there have been sporadic incidents of gravestone theft and vandalism in this cemetery but there has been no other reports of gravestone theft in the past year. “All incidents of theft of this nature are re- ported to the Kensington Police Station as a criminal case (desecration of graves). We rely heavily on the assistance of local police and law enforcement personnel to assist City Parks in addressing problems of va- grancy and theft in this cemetery.” Walker explains the Maitland cemetery is a very large cemetery (113 ha) with many points of access and it is therefore difficult to secure it entirely. She says with any facility that size, with many dark areas and many points of access, it is impossible to ensure that it is 100% se- cure but the City has done all that it can to secure it as far as possible, within available resources. Property and business owners in Mar-coni Beam andMontague Gardens arelobbying to complete a need analysis

survey amid plans to institute a Special Rat-ings Area (SRA).A few weeks ago, the bold new plan to

tackle crime and grime in the business dis-tricts was revealed by Jonty de la Porte,chairperson of the steering committee. Ac-cording to the City of Cape Town, an SRArefers to a clearly defined geographical areain which property owners contribute addi-tional rates to fund “top-up” services forthat specific area as per the approved busi-ness plan.Those interested met at Milnerton police

station recently to discuss a way forwardand what they could expect.The steering committee sought help from

Derek Bock, chief operations officer of theVoortrekker Corridor Improvement Dis-trict (VRCID). Speaking at the meeting,Bock gave an overview of the VRCID, itsaims and the results obtained.In his presentation, Eddie Scott, an offi-

cial from the City of Cape Town’s financedepartment, explained there were 33 SRAsin Cape Town.He said the establishment of an SRA was

focused on top-up services and the munici-pality’s role was not to advocate for an SRA,but to facilitate and ensure legal compli-ance. He said SRAs had four main pillars tooperate from, and these include tacklingcrime, grime, social development and envi-ronmental issues.He explained that if approved, property

owners are billed anadditional levyon theirrates account, and this levy is paid over bythe City to those managing the SRA. Thelevy, he said, was determined by the busi-ness plan for the SRAwhich is sent to coun-cil for approval.According to information provided by the

City, SRAs are governed by Section 22 of theMunicipal Property Rates Act (MPRA), theMunicipal Finance Management Act

(MFMA), the Companies Act (Non ProfitCompany – NPC), the SA Constitution andthe City of Cape Town’s Special RatingAreaBy-law of 2012.With the associated costs of an SRA, prop-

erty owners are billed an additional tariffbased on the value of their property accord-ing to the most recent municipal evalua-tions. This is measured in millions.Scott said the road to establish an SRA

was long with various boxes to tick. Amongsome of the main requirements is publicparticipation where every property ownergets the opportunity to vote. In order for theSRA to be approved, the committee needs toobtain a 51%yes vote fromall property own-ers. In addition, the committee will have toaddress any objections raised by those who

vote against the SRA.In his presentation, De la Porte highlight-

ed all the issues in Montague Gardens andMarconi Beam, with various images depict-ing illegal shelters, dumping, evidence oftheft and general degradation.He explained the boundaries for the pro-

posed SRA are the N7, Bosmansdam Road,Koeberg Road and Stella Road. Joe SlovoParkwill be excluded from theSRAas itwillonly include business properties.De la Porte said theywere hoping tomake

been a matter of concern for the City andwe appeal to residents to work with us byreporting any suspicious activity at oraround the cemetery to Law Enforcementon 021 596 1999 or to the South African Po-lice Service. We also urge residents tomake certain that tombstones and granite

slabs are well secured on the graves tohelp prevent removal of the items.”Responding toquestionsabout security,

she says the cemetery has 24-hour securi-ty guards who patrol the perimeter.The boundary fence has also been up-

graded recently, but it has been repeated-ly vandalised and the City Parks Depart-ment attends to any repairs as quickly aspossible.“However, depending on the extent of

the damage, the funding required for re-pairs can be difficult to source.”All legal entrances are locked at night.Asked how a vehicle containing three

large slabs left the cemetery unnoticed,Walker again says: “Maitland Cemeteryhas 24-hour security guards who patrolthe perimeter of the cemetery. The CityParks Department has taken this up withthe security company hired to secure thiscemetery”.

“This is why we do this.”These are the words of local community

medic Kim Jurgens as she recalls the eventwhich led to the delivery of a baby boy atTable View Police Station over the week-end.Social media buzzed as residents congrat-

ulated and thanked Jurgens for her work.She explains during the early hours of

Sunday morning she received a call abouta woman who had gone into labour andneeded assistance. “It was just before 03:00and Iwas told themomhad gone into labourand the birth was imminent.”On arrival, Jurgens called for an ambu-

lance and assisted the woman to amore pri-vate area of the station.She continued to monitor the woman and

just before 05:30 a baby boy was born.“I said ‘it’s a boy!’ and you could hear the

shouts of joy from outside the room. Whenthe babywas placed on themom’s chest, thedaddy took out a blanket and booties he hadbought.“It was just so beautiful. I thought this

was exactly why we do this.”

The ambulance arrived shortly after andthemother and babywere taken to hospital.Jurgens says she had assisted mothers in

labour in the past, but this was a new andwonderful experience.Community Medics was first established

in Camps Bay in the 1990s and there were

a few paramedics in the community who as-sisted during emergencies due to the longwait for an ambulance. From there it grewand the organisation started incorporatingother communities in the City Bowl.In an earlier interview, Kevin Jones,

Community Medics trustee and manager ofthe Table View division, said for a whileseveral paramedics in Table View were of-fering the same service, but in April lastyear they decided to formalise and joinCommunity Medics.Jones said the aimwas to reduce response

time and provide a world class service – forfree. As paramedics live in TableView, theyare able to respond quicker.Currently the service is available to resi-

dents in Big Bay, Bloubergstrand, Blouber-grant, FlamingoVlei, Parklands, ParklandsNorth, Rivergate, Sunningdale, SunsetBeach, Table View, West Beach, Dunoonand Site 5. Future expansion plans includeproviding the service to Milnerton andMelkbosstrand.Speaking to TygerBurger this week,

Summer Greens residents have raised thealarm about vacant land on the boundaryof the suburb which they say has become ahub of illegal activity.

Among some of their main concerns aredrug dealing, illegal dumping, vagrancyand drug abuse.

During a site visit last week, residents ex-plain the complexity of the problem is fur-ther exacerbated by different land owner-ship.

Situated along a railway line, the three er-venmake up railway land and two parts arezoned as public open space. The land inquestion is situated next to a children’s playpark and a row of residences.

Residents explain the land closest to theirhomes is owned by the City of Cape Townandafter several years of patrolling the areatheyapproached themunicipality for assist-ance.

“We wrote letters in June last year in thehope that they could assist by providing asolution for the land owned by them but todate we have received no response and seenno action. The problem is the drug addictswho sleep on the City’s land and shoot up[drugs]. It makes the area very unsafe andtheneighbourhoodwatchoftenhas topatroland pickup collect usedneedles,” says a res-ident who asked not to be named.

Residents say a fence was erected aroundEmerald Park by the City and, within a fewdays, drug users had broken the fence togain access to the vacant plots.

Summer Greens Neighbourhood Watch(SGNHW)chairpersonGaryJacobs says thevacant plots have been a thorn in the sideof patrollers for several years. He says in ad-dition to drug use, the watch is aware ofdealers who come to the area to sell.

“The biggest problem is that the area isbeing used as a thoroughfare. There are all

sorts of people coming in and the drug deal-ers openlydo their business. It is anongoingbattle and thewatchpatrols there regularly.When they see us, they run.”

He says he agrees with residents that apermanent solution is needed and believesthe introduction of a permanent barrier onCity land would be the ideal solution.

“At this moment there is no control and

they are all free to do what they want. Withit so close to a park we all worry about thesafety of our children. This is also a verynice escape route for criminals.”

Aheartfelt plea by Milnerton police forcooperation from residents was metwith contention during a public meet-

ing last week. The meeting was called to pro-vide residents with an idea of the crime inJoe Slovo Park and Phoenix.

In his presentation, the station command-er, Brigadier Marius Stander, said sector 5which comprises of Montague Gardens, JoeSlovo Park and Phoenix, accounted for 24%of all crime reported in the Milnerton policeprecinct.

In an analysis of each crime category, heexplained that Joe Slovo accounted for 76%of all contact crimes in the sector with Phoe-nix responsible for 8%.

Stander said robberies were a major con-cern with 67% of robberies in the sector arereported to have taken place in Joe Slovoand 14% in Phoenix.

Montague Gardens reported the highestamount of property-related crimes at 42%followed by 28% in Joe Slovo and 10% in

Phoenix.Stander identified various crime hotspots

and explained each morning the stats of theprevious day are analysed. This he said ishow police determine how resources areutilised.

“The police cannot be everywhere all thetime. If we look at where crime comes from,it comes from the community so we needyour help.”

He outlined various arrests made in thesector since December and said 86 liquorpremises had been inspected. Silence fellover the community hall when Stander ad-dressed a sore point – The Phoenix Pub. Inrecentmonths the pubhas been at the centreof several complaints to the Western CapeLiquor Board. Stander explained after thepub was closed the owner took the police tocourt and a ruling indicated that while thematter was under appeal the pub was al-lowed to operate.

“They are allowed to operate as per thecourt, so the police have no control. The pubis a big part of this community. The commu-nity doesn’t want it but we must ask the

question.Howmanyofus in this communitysupport the pub? How many of our childrenare going there? It goes well there becausethe community support it. This communityhas amoral obligation tonot support the pubif we all have a problem with it.”

Stander outlined some of the stress put onpolice resources and said lastweek police at-tended to an ATM robbery where 16 shotswere fired, a suicide and a business robberyin one street at the same time.

He explained in many cases police arriveon a crime scene and find that witnesses donot want to speak up. He explained despitepleas for information, people were reluctantto come forward with vital information andcases could not be investigated thoroughly.

“I know that sometimes whenwe get therethen the criminals are standing among youand you are scared to talk. But you can cometo the station and report the matter anony-mously and we will investigate. You are oureyes and ears and we need you to work withus,” he said.

A man from Joe Slovo addressed Standerand said he would never go to the police for

help. He explained in a recent incident, resi-dents came across a Milnerton police officersleeping in his van.

“We thought there was something wrongand tried to wake him when we realised hewas drunk. We called the station and a vancame and two officers approached us. Theyforced us away and sped away. They treatedus so badly and here we’re trying to keep theofficer safe. I am hurt,” he said as residentsapplauded.

Stander said incidents like this requiredwitnesses to complete an affidavit so it couldbe investigated.

The floor was open for questions and resi-dents raised various concerns about resour-ces, policenot taking fingerprints anddrugs.Stander advised residents in each case whatneeded to happen and what he needed fromthem to action complaints.

Residents slam police’s plea

Palme d’Or, the fourth luxuryapartment block in the Oasis Re-tirement Resort at Century City,has been sold out five monthsahead of completion.

The last two of the 50 apart-ments in the 11-storey buildingwere sold in the past week, bring-ing the total value of sales in thebuilding to over R220 million.

Owen Futeran, a director of theOasis joint venture, which com-prises the Rabie Property Groupand a Harries Projects consorti-um, said selling out ahead of com-pletion was virtually unheard offor a retirement development.

Residents living in Melkbosstrand andthe greater Table View area are ad-vised to remain calm when hearing

the Koeberg sirens today (Wednesday).This week Eskom officials will be con-

ducting a full-volume test of the Koeberg si-rens and according to a statement, if neces-sary, retestingwill be performedon individ-ual sirens on Thursday and Friday.Various communities in the 16kmUrgent

Protective Action Zone (UPZ) will be affect-ed, but officials warn residents to remaincalm as this is only a test.The Koeberg Nuclear Power Station Pub-

licWarning Systemhas been installedwith-in the UPZ aroundthe station as per theKoeberg EmergencyPlan to notify resi-dents and visitors tothe area in the un-likely event of anemergency at Koe-berg Power Station.“Koeberguses a ra-

dio system, whichcontrols the commu-nication between thecontrol centres andeach individual si-ren. Communicationchecks are per-formed daily and anysirens not in work-ing conditions are re-paired as soonaspos-sible. A weeklycheck is also con-ducted to power upthe siren amplifiersto check their func-tionality. These testsare silent, and youwill most likely beunaware of the testsbeing performed atany given time. Oncea year though, as islegally required andaworldbest practice,a full volume test isperformed in order to check that the sirensare audible.”The duration of the test is approximately

fifteen minutes per siren, and consists of avoice clip indicating that a test is being per-formed, and the sound of the nuclear alarm(slow rising tone). This is where residentsare needed to play their part in the KoebergEmergency Plan.Should you be in the vicinity of a siren

What makes the Table View beach-front unique? What are some thegreatest challenges and what defin-

ing characteristics should be enhanced?These are some of the questions locals and

authorities are pondering with the proposalfor aTableViewBeachfront LocalAreaPoli-cy Plan. In February, residents met withCity of Cape Town officials to discussprogress and considerations for the plan.With picturesque views of Table Moun-

tain andRobben Island, the beachfront is thebackdrop for many photo shoots and events,but in recent months residents have criedfoul over the condition of the beach.The erosion of dunes, collapsing parking

lots and buried boardwalks are among themain concerns.According to documents sent toTygerBur-

ger, the proposed policy plan includes vari-ous development possibilities including theconversion of Marine Drive into a dual car-riageway.City of Cape Town Mayco member for en-

ergy, environmental and spatial planning,Johan van der Merwe, explains the planaims to guide future public and private in-vestment and redevelopment along the Ta-ble View beachfront.According to the presentation, the sub-

council identified the need for a develop-ment framework to address rising sea levels,coastal management, recreational amenityupgrades and economic opportunities.Initial work indicated that rationalisation

of the transport infrastructure would needto be investigated.Work on the plan began in 2013 and a refer-

ence group was established.VanderMerwe says approximately 49 peo-

ple have indicated an interest in formingpart of the reference group even though notallmembers have attended the twomeetingsthat have taken place.“The reference group was established so

that the project team could engage with thecommunity to inform the drafting of a planfor the area. The input from the group hasbeen valuable in helping the City under-stand the challenges experienced in the areaand possible solutions to these challenges.”The group has also provided input in

terms of the various user groups of thebeachfront and their requirements andneeds.“It should be noted that the City has not

presented any draft proposals to the refer-ence group as this will be done as part of aformal public engagement process.”The City has invested R223 000 into the

plan for the completion of a conceptualtransport study, which has been used to in-form the plan. All other work has been com-pleted by City staff.According to the presentation given at the

meeting, a suggestionwas tabled for the con-version ofMarineDrive into a dual carriage-way. Van der Merwe explains future devel-opment of the broader area, as well as theneeds of the Koeberg Nuclear EmergencyPlan, require the road to be “dualled” in thefuture. The documents also include a pro-posal for a slipway and Van der Merwe ex-

plains there is a beach launch spot for smallcraft opposite the Doodles restaurant.“The community expressed the desire for

this to be retained and therefore it is reflect-ed on the maps.”He further says the proposed plan will in-

form future commercial and residential de-velopments.Asked about the time line for implementa-

tion of the plan, Van der Merwe says theproject team is in the process of completinga draft plan.“The first draft planwill be finalised in the

last quarter of 2016 and will be made availa-ble for public comment as part of a formalpublic engagement process. Implementationof the plan is dependent on available publicand private sector funding.”

Speaking at the meeting City officials ex-plained the Maintenance Management Plan(MMP) also played a role in establishing theTable View Local Area Policy Plan.Resident Mandy Da Matta thanked offi-

cials for the initiative and progress.“If you know how hungry this community

is to be involved with their own environ-ment ... But there has been a definite lack onthe City’s side to get those communicationchannels open. The people are dying to getthat communication channel open, produc-tive and positive.”Da Matta further said if residents and the

They say dynamite comes in small packa-ges and Leelia Jay is proving just that.The pint-sized singer from Century

City will be launching her music video forher track “Whind it Low” at Club Galaxy inRylands next week, but thisisn’t her first foray into the lo-cal hip-hop scene.Like many artists, Leelia

grew up surrounded bymusic.Her father used to practisewith his band in their loungewhen she was four. “He evenbought this little keyboardand put stickers on so I couldknow what was what.”She discovered her voice in

school, at Windsor HighSchool, which is where shemet her best friend “to thisday”, Ilse Davis.The two started a girl group

called Illusion and performedpopular covers at carnivalsand events all over Cape Town throughouttheir high school career.After school, Leelia initially tried to steer

away from the music industry, pursuing herstudies in hotelmanagement instead, but thepeople she met in the hospitality industrysteered her back to her first love.Leelia started her music career working

with the late “legendary” Mischief back in2009. She met the rapper through a friendwhile studying at Cape Audio College, andonce he heard her “stuff”, Mischief invitedher to join his crew, The Hunchmen.

The second edition of the exclusivemultistage TransCape MTB Cycle Race wasrecently concludedwith fourBlouberg-

strand mountain bike enthusiasts amongthe elite field of 130 adventurous cyclistswho were tested to the limit on this 750kmtrek from Knysna to Franschhoek.Starting at Knysna’s Waterfront, on Sun-

day February 7, the intrepid group of riders,including the local contingent of TimFerrei-ra, Bob Schuiling, Graham Thompson andChris Finnegan, were all immediately chal-lenged on the 109km route to George.First they had to traverse Simola Hill and

then it was on to Gouna road, Homtini passand Seven passes, climbing a cumulative2716m in the process – a tough task even forsome of international pro riders in the field.Undeterred however, the band of local rid-

ers set about the taskmanfullywithFerreiraand Schuiling, riding as team “Sum Dust”,fairing the best of the Blouberg cyclists com-pleting the leg in 5:59:51. Finishing furtherdown the field at the NMMU campus in Ge-orge, in 7:20:40, was the “Miles for Marrow”team of Thompson and Finnegan.Day twowasn’t any easier as the riders set

off from George on a 121km journey via theMontagu pass to Calitzdorp. Having anothergood day in the saddle were Ferreira andSchuiling who were the seventh men’s teamacross the line in 6:25:27 with the “Miles forMarrow” duo getting home in 8:03:47.

The action on the 121km third leg of therace from Calitzdorp to Riversdal, which in-cluded summiting the Rooiberg and Garciapasses, saw Ferreira and Schuiling turningup the heat and finishing fifth in the men’steam classification getting over the line atLangenhoven School in Riversdal in 5:41:25.On what was to be the hardest day of the

race – stage four fromCalitzdorp to Swellen-dam – “Sum Dust” didn’t eat too much duston a new unforgiving single track route asthey recorded a time of 6:04:10 to again bethe fifth men’s team home on the day.Day five saw Ferreira and Schuiling clock

a time of 4:43:39 for the 113km leg fromSwell-endam to Greyton, finishing seventh in themen’s team category for the day with team“Miles for Marrow” finishing in 6:14:33.In stage six, from Greyton to Villiersdorp,

it was again “Sum Dust” who got ahead ofThompsonandFinnegan reaching the finishline at the Aphrodisiac Shack in Villiers-dorp in 3:57:53 and 5:49:43 respectively.Havingmade it this far the riders still had

to contend with the mighty Groenlandbergand Franschhoek pass before reaching thefinish line at La Couronne Wine Farm inFranschhoek on Saturday, February 13 be-fore earning their badges of honour.The pick of the two teams was Ferreira

and Schuiling getting home in 3:34:47 withThompson and Finnegan finishing in 5:07:35Ferreira and Schuiling finished sixth in

themen’s teamclassificationwithanoveralltime for the 750km race of 36:27:12.

Saturday sees the start of something newin the formof theWest Coast RugbyFesti-val hosted by Milnerton High Schoolwhich will be contested by six schools.

The schools are Milnerton, Bosmans-dam, Edgemead, Melkbosstrand, Park-lands and Elkanah.

Coaches Heinrich Martin (MilnertonHigh School) and Darren Viljoen (Park-lands College) were talking one day andcame up with the idea of a rugby festival.Their hope is that this will become an an-nual pre-season rugby festival (hosted by

adifferent school eachyear)where coach-es can build excitement about the sportand even start looking at it as “trials” forsharpening their school’s teams beforethe season starts.The action starts at 09:00 and will cul-

minate at 17:00 with each school playingtwo games with no trophies or winners.The goal is not to see which school is

the best, but simply to have a day to buildrelationships and play great rugby.V Spectators will be welcome on the day at acharge of R10 per person and R10 per car
