die aanwesiges. ’n Inwoner envoorsitter vandie besorgde ouervereniging, CorneliusAfrika, was baie positief. “Die boodskap wathy oorgedra het aan die inwoners van Pa-rowpark, is diep in hul geeste ge-download,”het hy gesê.

“Ons sal enige inligting waardeer en daar-aan aandag gee, sodat ons ontslae kan raakvan hierdie probleem. Hier is ’n paar huisewaarop ons gereeld gaan toeslaan. As onsontslae kan raak van hulle, sal ons van diehelfte van ons misdaad ontslae raak.”

Construction of the proposed multi-million whaling and marine expomuseum in Parow has been postpo-

ned yet again.WhaleMark, the company that has been

promising a job creation boost in Parowsince 2006, has decided to turn down an in-ternational donation to fund the museum.

Ken Botes, CEO ofWhaleMark, says themoney from an unnamed French benefac-tor is available for this estimated R120mproject. But, he says, the Whale Mark bo-ard is not happy with the conditions thatcome with the donation.

He says Whale Mark wants to keep thework force local, but the donor is, amongother things, insisting on appointing thearchitects and engineers.

Whale Mark has been asking for donati-ons since 2007, when they were registeredas a section 21 company, to revamp the oldJewish synagogue bordering Voortrekkerroad.TygerBurger has been reporting on the

promise of an economic turnaround andhundreds of job opportunities this wouldcreate in Parow for the past seven years,but still the synagogue remained underlock and key, except for a family that aresquatting in a side building.

According to Botes this multi-disciplineinteractive centre with cage diving amongsharks, different marine exhibitions, edu-cational activities and restaurants is nota pie in the sky.

“People must be patient, these things donot happen overnight,” Botes says. Headds that the board is working around theclock to secure partners.

Looking for investorsMariaan Brummer, former CEO at Cre-

dit AssetWorx and public relations eventsmanager forWhaleMark, says they are al-readyplanningapre-launchgala for inves-tors at the end of March.

“Wehave identified certain events hope-fully each month thereafter depending oncertain factors,” says Botes.

In the mean time, another unnamed Sa-maritan has stepped in recently, donatingbuilding material to start the renovationof the synagogue, “so that the buildingcould look pretty and funds can be raisedon a professional level”, Botes says.

He adds that construction should startwithin the next two years or even sooner,depending on certain factors such as fin-ding the right Public Private Partnerships(PPP) and funds fromSouthAfrican corpo-rates.

Local labourBotes says in a collaboration with

Northlink College, unskilled, untrainedandunemployedParowCBDresidents canregister on the council data base, ward 2or at the department of labour, for possibletraining as bricklayers, plasterers, tilers,plumbers, electricians, painters and car-penters.

Another article in 2013 quoted vicechairpersonMike van derWalt and JulianAmbro, chief marketing officer, talkingabout “history in the making” of this“Whale City of paradise” which will be“creating thousands of jobs”, (“Parow’sbig plan for tourism”, TygerBurger 6March 2013).

Not viableQueries about the proposed museum to

the mayoral committee member for tou-rism, Grant Pascoe, was referred back toBotes. The City of Cape Town only confir-med that Whale Mark leases the propertyfrom them. Tienie le Roux, executive di-rector of the Greater Tygerberg Partner-ship (GTP) says the GTP has distanced it-self from the project. “We do not think itis viable and are of the opinion that deve-lopment of the McIntyre and VoortrekkerRoad crossing is very important and weplan to look into this urgently.”

“The neglected state of the area inwhichthe museum is located is a concern,” Leo-nore van der Walt, ward councillor for Pa-row, said.

The 4-year-old wonders about the bunny-rabbit called Sisi who has to go to school andMarana is fascinated by the characters’shoes.

Both seem engrossed in the tale.It is clear that Wendy’s book, which is de-

lightfully complemented by Joan Rankin’swatercolour paintings, awakes the child ineach of us.

This alone is reason enough for the 66-ye-ar-old Wendy to do what she does.

“If you can still appreciate things and fee-lings through the eyes of a child then you’rewell on your way being an adult,” musesWendy.

While she was writing her latest work,the second book of the Sisi collection, thetrick was to live up to this philosophy andlet the child within her speak louder thanher responsible adult voice.

“I had to evolve Sisi resolving her ownfear of going to school for the first time. Itwas so difficult to get her to handle it in a

way that you’re not telling achild to handle it,” says Wen-dy.

As it turned out Sisi’s yo-unger brother said that hewanted to go to school anddespite Sisi’s cross-examina-tion he persisted.

This of course clinched itfor the scared sister. If heryounger brother isn’t afraidthen it stands to reason thatshe is not afraid and, in fact,never was.

“Adults tend to forget thelittle things and battles theywent through as a child. Oneshouldn’t! If you remember it

then you are able to assist the next personso much better.”

When Wendy was asked whether she canremember the start of her own school ad-venture she responded: “I remember partsof it... I mean, heavens, I’m 66!”

Sisi’s story would not have been nearlyas compelling were it not for Joan’s illu-strations.

Wendy admits that Joan’s illustrationsare stunning.Getting the message throughto a child is clearly a team effort on a grandscale.

The writer conceptualises, illustrator vi-sualises, publisher realises, parent drama-tises and the child fantasises.Sisi speaks tous all.

The Western Cape EducationDepartment is very clear aboutthe requirements for centres of-fering Early Childhood Deve-lopment (ECD) training.“If a crèche offers Grade R

they are regarded as ECD Inde-pendent centres andmust applyto register with WCED,” Bron-agh Casey, spokeswoman forthe Western Cape EducationDepartment, told TygerBurger.She said the following guide-

lines are used as criteria whenapplications (from communitybased institutions) are evalua-ted for registration:

VThe school must meet theminimum standards for regi-stration;

V Be registered with the pro-vincial Department of SocialDevelopment;

V Have appropriate premisesand equipment – buildingsshould meet the prescribed re-quirements set out in the guide-lines for Early Childhood Deve-

lopment Service (2006);V Have qualified teachers /

practitioners – the principal isa professionally qualified edu-cator or have at least ECD NQFLevel 5 with five years manage-ment experience and the GradeR practitioners should at leasthave an ECD NQF Level 5;

V The National CurriculumStatement (CAPS) for Foundati-on Phase should be used for theGrade R learners;

V Have appropriate admini-strative systems and procedu-res;

V Have a functioning bank ac-count;

V Have assessment and evalu-ation systems; and

V Have learner support sy-stems in place.

enmengsel van lekkerluister- en dieper lied-jies, is dit geen wonder dat TygerBurger-le-sers vir sanger, Dillon Lerm, gestem het omby vanjaar se TygerBurger/CapeGate-le-serskonsert op te tree nie.“Ek dink aanvanklik was ek baie verras

gewees en is ek so dankbaar,” sê Dillon. “Jyweet, uiteindelik is dit die mense wat joudaar kry,” sê hy. Dillon sê die ondersteuningwat hy vanmense in die Kaap kry, is oorwel-digend, en dat dit hulle is wat sy loopbaan’n hupstoot gee.Vanjaar gaan ’n groot jaar vir Dillonwees.

Hy is reeds vir 80 optredes in die volgendepaar maande bespreek. “Om elke hoek endraai is daar nuwe geleenthede,” sê hy. Dieleserskonsert is bo-aan Dillon se lys vanhoogtepunte. DERDE AANVULLENDEWAARDASIELYS (SV03) TOT DIE 2012- ALGEMENEWAARDASIELYS VIR DIE 2013/14-BOEKJAARIngevolge artikel 49(1)(a)(i) van die Wet op Plaaslike Regering: Munisipale Eiendomsbelasting, Wet 6 of 2004, hierna die “Wet” genoem, worddaar hiermee kennis gegee dat die derde aanvullende waardasielys (SV03) van die 2012- algemene waardasielys vir die 2013/14-boekjaar vanaf21 Februarie 2014 tot 31 Maart 2014 vir die publiek by die lokale hieronder ter insae lê. Besware kan slegs ten opsigte vaneiendomme wat op die SV03-lys gewaardeer is, ingedien word. Die eienaars van hierdie eiendomme sal skriftelik van hul SV03-waardasies inkennis gestel word by die posadres wat tans op die Stad se databasis is.

Aandag word spesifiek gevestig op die feit dat ’n beswaar ingevolge artikel 50(2) van die Wet met ’n spesifieke, individuele eiendom verbandmoet hou en nie teen die aanvullende waardasielys as ’n geheel ingedien kan word nie.
