Anew and improved, Tygerberg Hospi-tal is on the cards as a major redevel-opment project is announced for the
facility.This was announced by Western Cape
Minister of Health, Theuns Botha, on Mon-day with news that the planned new centralTygerberg Hospital will require a capitalbudget of above R5 billion.The redevelopment of Tygerberg Hospital
has long been envisagedwith the existing fa-cility planned in the late 1950s, planning and
building in the 1960s and commissioning in1972. Currently it operates 1 384 beds withmore than 67 000 admissions in a year.
CentralIn his address Botha said the maturation
of the Western Cape Government Health’svision ‘Healthcare 2030’ emphasised theneed to redevelop a central hospital.“The redevelopment model incorporates
data on the burden of disease, current utili-sation rates of hospitals, and the need for
specialised treatment across the metro.“It is envisaged that the new hospital will
accommodate 1 239more beds. The addition-al beds required to address the patient needsfor general specialist services in this areawill be accommodated in surrounding hos-pitals, increasing their capacity.”
TrainingIn addition, plans are being developed for
a 300-bed Northern Hospital beyond 2020.Some of the objectives of a redeveloped
hospital include provision of a facility suita-ble for training of undergraduates and post-graduate students The existing Forensic Pa-thology Laboratory on the estate has alsobeen earmarked for redevelopment.It is also important to no that this facility
is a major incident centre for the WesternCape, and forms part of the province’s Disas-terManagement portfolio. The current labo-ratory shows similar functional and infra-structural shortcomings to the hospital.

The redevelopment offers the opportunityto utilise the existing 75 ha estate more effi-ciently. To this end Western Cape Govern-ment Health is collaborating with the De-partment of Transport and Public Works.The latter is in the process of appointing
a team of spatial planners, investigating op-tions and opportunities for the redevelop-ment of the wider estate, currently housingmany buildings affiliated with the depart-ment but also other government depart-ments and institutions.
The redevelopment of Tygerberg Hospitalforms part of a strategy to improve healthinfrastructure for the people of the WesternCape and in the last two years two new dis-trict hospitals have been commissioned inthe metro.

It’s all about bringing joy to youngsters inBelhar for a local organisation.Jesus Oversees Youth (JOY), was started
in 2012 when a local resident noticed thatthere were many children in need in theneighbourhood.Mary Jones, the founder and chairper-
son, was very busy last saturday as thegroup hosted a small feeding session andgave out clothing that they had received asdonations.While they were tucking into the treats
that were provided for themMary took thetime to reveal how it all started.“It all startedwhen children came knock-
ing on my door for food all the time,” shesays.“This made me realise how much the
children were suffering in our area andthen God gave me a vision, and with thehelp ofmy friendswe started this social out-reach initiative.“I decided to work on a plan to provide
some source of relief to the children wherethey could come and have something to eaton a regular basis.”She also pointed out that they have now
been doing it for the past two years and ithas grown into a labour of love.“A highlight for us is also giving those
children a Christmas party, and with thehelp of good friends we have been providing
community service to the youth in Belharand surrounding informal settlements.”“We also teach the children life skills and
how to equip themselves with these skills toknow and understand their role within thecommunity.“We also focus on educating them about
domestic violence and abuse, and what im-pact it has on the youth of a community.”she also commented that their work
would not be successful without the supportof some very special people.
“We are currently supported by motor-bike clubs like, Boondocks Saints, Bond ofBrothers, League of Extraordinary Gentle-men, CLAW and Grimreapers, who are al-ways on hand when we have a function.“There is also DJ’s against Rape and

On Thursday 29 August last year atabout 11:00 the 24-year-old victim was onher way to take a taxi to work when an un-known man approached her from behindand threatened her with a knife.
The suspect took her to a nearby bush on
the off- ramp from theN2 highway onto theR300 and raped her.
After raping the victim the suspectrobbed the victim of her cellphone and fledthe scene.

Rates rebate uppedfor financial year
An alleged housebreaking syndicate wasnabbed last week by a joint task teamfrom the Bellville cluster.
The team, consisting of members fromParow and Bellville crime intelligenceand detectives, followed up informationregarding three house robberies and onearmed robbery in Parow and Bellville.According to the Parow police, most ofthe premises targeted by the suspectshadbeenunder investigation for drugac-tivities.
“According to witnesses a female wasused to gain entrance to the premiseswhereafter a group of armed males en-tered and robbed the residents. Propertytaken at the scenes included cash, cellu-lar phones and electronic equipment,”according to a statement of the police.
IdentikitThe robberies took place on 18 and 19
January.An identikit was compiled during the
investigation and one of the suspectswasidentified. The informationwas followedup and the suspect arrested.
A task team was formed and followedup onmore information and subsequent-ly arrested five more suspects five dayslater.
The suspects, a 23-year-old womanfrom Ravensmead, and four males be-tween 21 and 32 years from Ravensmeadand Delft were detained and appeared inthe Bellville Court.
Theywere denied bail and remained incustody.
“As a result of this operation, amurdercase which occurred in Kraaifontein re-ceived a positive outcome as evidenceimplicated two of the suspects,” says LtCol Paul Potgieter, head of visible polic-ing at Parow.

It was all about encouraging education inDelft when a local organisation hosted a ca-reer exhibition on Saturday.The Great Commission Community
Project was at Hindle High on Saturdaywhere they hosted learners from the area tothe event.Pastor Masixole Matomela, from the
project is passionate about making a differ-ence in the lives of learners in the area.“In our quest and drive to empower the
community of Delft, we conducted a surveyin order to determine key issues that needattention within the community,” she said.“One matter that caught our attention in
relation to the youthwas ahigh rate of drop-outs from school and a lack of career guid-ance resulting in learners placing less effortin their school work.“This results in them having no particu-
lar goals that they are workings towardsand in our view that spells out a hopelessfuture for them.”Resources to attend school was also a
problem that they pickedup in their survey.
“Another major factor we came acrosswas children that cannot afford the necessi-ties of going to school such as school uni-forms, school fees and even stationery.“We have also made it an objective to
eradicate this matter by starting a ‘Back ToSchool’ campaign which is part of this exhi-bition in order to guide our kids at highschool level and giving our gifts to childrenfrom disadvantaged backgrounds.”
Matomela pointed out that this exhibitionwas the start of an initiative to create moreawareness of resources and career pathsthat are available to learners.“But, we need more partners,” she said.“We are looking for individuals or organi-

Commuters passing through the area be-hind the Bellville train station en route totrains and taxis have to wade their waythrough rubbish, rats and piles of excre-ment.Yet the responsible parties have no con-
crete plans to clean up this mess.The Voortrekker Road Improvement Dis-
trict (VRCID) cleans up most of this part ofBellville, and even has safety and securityofficers stationed not 500 m away, but thespecific filth spot beside TienieMeyer Roaddoes not fall under the city’s auspices.“We know this area. It is on the other side
of Tienie Meyer Avenue – which is far out-side the boundary of the VRCID,” saidDerek Bock, operational manager of theVRCID.“This land belongs to either the Passen-
ger Rail Authority of South Africa (PRA-SA), or the city, and they are therefore re-sponsible for keeping the area clean,” hesaid. The city says the area is also not theirsto maintain.“That piece of land belongs to PRASA.
They’re not doing what they should. The is-
sues in that area have been reported on nu-merous occasions,” said SamPienaar,wardcouncillor in chargeofurbanrenewal in theVoortrekker district.“The last time the area was discussed,
was at a meeting of the Bellville Area Coor-dination Committee,” he said.“You will find squatters and vagrants
there, it’s filthy and looks really terrible.Between 160 000 and 170 000 commuterspass through that area on their way to pub-lic transport,” he said.“Those occupying that area simply do
whatever they wish. We go the extra lengthto contact PRASA regarding this problem,but it’s difficult,” Pienaar said.“The area is an eyesore to all who pass
through there. It’s a nightmare.”After numerous attempts to contact the
officials in charge of the area at PRASA,Ty-gerBurgerwas twice referred to different of-ficials. At the time of going to print theyhadnot yet responded to the urgent media en-quiry. PRASA is an entity owned by thestate and they are responsible for most pas-senger rail services in South Africa.

about taking her Grade 9 class to see thepotential that they have this year, throughmotivating thembeyond the boundaries ofthe school.“Some of them are repeating this grade
due to various circumstances,” she said.“Theymayhave lost confidence in them-
selves as well as some self-esteem but Iwant them to realise that they are specialand how important it is to recover fromlife’s setbacks.
Attitude“As teachers we have to turn that atti-
tude around because if we don’t it contrib-utes to their sometimes negative attitudeand behaviour in class.“But, as they come to realise that they
are unique, special and invaluable, irre-spective of the odds, their work at the endof the day improves as they slowly cometo realise they can make a contribution totheir own learning and improve their
lives, by rising above the circumstances.”Abrahams also pointed out that part of
her strategy is to integrate various lifeskills into their lives.“If they implement the simple life skills
such as respect for themselves and theirfellow learners and surrounds it starts in-stilling discipline into their lives thateventually reflects in how they absorbtheir lessons.“I also encourage them to look beyond
the classroom for positive activities likesport and music to keep a balance in theirlives. Some exciting outings are alsoplanned to motivate them this year,” shesaid.

City Health is looking at newand innovative ways to reducethe spread of TB.
Authorities are serious aboutfighting this disease as theystart implementing strategiesthat will include shortening thewaiting period for results andaccess to treatment.
In 2013, 72 % of patients at cityclinics were started on treat-ment within five days and CityHealth is looking to increasethis figure to 85 %, thus reduc-ing the spread of this airbornedisease.
Existing strategies have al-ready seen a steady reduction inthe incidence of tuberculosis(TB) with reported figures hav-ing decreased from 877/100 000in 2009 to 705/100 000 in 2012.This drop is particularly im-pressive in the light of the con-comitant HIV epidemic.
“The high prevalence of HIV,whichweakens the immune sys-tem of people infected, has beenfuelling the TB epidemic,” saidthe city’s mayoral committeemember for health, LungiswaJames.
“Tomakemattersworse,TB ismore difficult to diagnose inHIV infected people.”
The World Health Organisa-tion (WHO) promoted the Gen-
eXpert test in 2010, the first newTB diagnostic test in the last 125years.
South Africa was the firstcountry in the world to roll outthe new test for people who pre-sented with TB symptoms.
Recently this new diagnostictestwas addedat all state labora-tories. This test is not onlymoresensitive in diagnosing TB, butit also indicates whether the TBis resistant to Rifampicin,which will immediately see thepatient being started on analter-nate TB regimen.
The laboratory processes theGeneXpert test within two to sixhours, so patients can receivetheir TB test results the nextday.
Previously, the smear testused for TB diagnosis failed todetect the disease in about oneout of three people and a follow-up sputum culture had to be re-quested, taking up to six weeksfor the laboratory to produce re-sults.
Once TB treatment is started,patients are quickly renderednon-infectious. Therefore, byshortening the waiting time formaking the diagnosis, patientsare able to start treatment a lotsooner and this reduces thespread of the disease.

The community showed that they caredwhen a family lost all in a fire last week.On Sunday 26 January a wendy house in
William Hartel Street, Bellville Southcaught fire and burnt down.While there were no injuries the single
mother, living there with her two sons aged12 and 20, lost all their possessions.There was particular concern for the
youngest son who is in Grade 6 at a localschool whose uniform was lost in the fire.Luckily the community has rallied to as-
sist the family with SAPS Constables Hen-driet Witbooi and Denzil Abrahams goingthe extra mile to help them.According to communication officer at
Bellville South, Warrant Officer Ian Wil-liams these two were deeply moved by theplight of the family and decided to help asbest they could.“They took the initiative to go out into the
community and canvas for some assistancefrom local businesses and residents in theneighbourhood,” he said.“Thankfully they found theseSamaritans
in our area... Their neighbours in Stil-waney helped by supplying bread to them.We would like to thank Spar in BellvilleSouth and Cumax for their help and the Ab-rahams family from Delft and Cheryl LeeDavids for their efforts.”

Pet owners, beware.The Cape of Good Hope (CoGH) SPCA is
cautioning all pet owners to take extra careof their pets during the upcoming peaksummer month – heralded by February’sadvent.They particularly warn against leaving
pets unattended in vehicles.“The CoGH SPCA inspectorate receives
on average five calls a week pertaining topets left alone in locked vehicles. Thisnumber tends to increaseduring summer,”the organisation says.Doing this can cause shock, serious de-
hydration, heat stroke and hyperthermia.“Dogs cool themselves bypanting and ex-
cessive temperatures and confined spacesmake it difficult for them to do so.“It can take as little as amere 15minutes
for a pet to succumb to the effects of heatexposure.“A vehicle’s interior temperature can
rise to double that of outside temperatureswithinminutes – and leavingwindows ajardoes not reduce this by much.”One of the stipulations of the Animal
ProtectionAct is that pet owners should al-ways see to it their pet has access to cool,shaded areas and clean water.“Dogswith thick fur should also be given
extra care to keep them cool and calm.”If residents should see animals trapped

and tightly-contested Varsity Shield en-counter at UWC Sports Stadium on Mon-day 3 February 2012.For the time being, the loss did not have
