I. Background

24 September 2011 Tropical storm located at 1,030 km East Northeast of Virac, Catanduanes entered the
PAR (Phil Area of Responsibility) and was named Pedring (Nesat – International
Name)
25 September 2011 TS Pedring intensified further movinf slightly to the west as it continues to move
towards Isabela – Aurora Area.
26 September 2011 Maintained its course and strength as it moved closer to Isabela – Aurora area,
intensified into a typhoon, and continued to threaten Isabela – Aurora area.
27 September 2011 Typhoon Pedring made landfall over the boundary of Aurora – Isabela around 5 AM.
28 September 2011 Moved west northwest affecting western and central Luzon and moved out of the
country.

29 September 2011 The tropical storm east of Northern Luzon has entered the Philippine Area of
responsibility and was named Quiel
30 September 2011 TS Quiel intensified into typhoon and poses threat to Northern Luzon again just like
Pedring
01 October 2011 Typhoon Quiel made landfall over Dinapigue, Isabela and has slightly weakened as it
traversed Northern Luzon and is now over the West Philippine Sea.
02 October 2011 At 4pm, the eye of Typhoon Quiel was located based on satellite and surface data at
370 km west northwest of Baguio City with maximum sustained winds of 130 kph
near the center of gustiness of 150 kph. Typhoon Quiel enhances the southwest
monsoon and brings rains over the western section of Southern Luzon.

II. Situational Overview
Typhoon Pedring “Nesat”, the 16th typhoon which entered the Philippine Area of Responsibility, made a
landfall in the province of Aurora leaving on its path at least 83 people dead and destroying an estimated Php15
billion worth of properties. The said typhoon exited the Philippines in the same time Typhoon Quiel “Nalgae”
made a landfall in Isabela. Both typhoons left a total of more than Php 15 billion worth of properties destroyed.
These typhoons had caused severe problem in most areas of Central and Northern Luzon wherein 4 provinces
were underwater for days and destroyed infrastructure and access roads along its path. As of now, floodwaters
have already subsided, most evacuees have returned home or reside with relatives, and communities have
started their recovery efforts.
With the effects of these back-to-back typhoons, Philippine Red Cross National Headquarters and its Chapters
conducted rescue and evacuation efforts, emergency relief operations, set up first aid and welfare desks, assisted
in the evacuation center management, mobilizing its 143 volunteers in these activities, while giving out its
resources for the most vulnerable people affected by the typhoon.
As of now, National Headquarters maintains to help several chapters in their continued relief operation through
processing of cash advance requests, delivery of food and non food items (packed) to priority areas, etc. PRC
now is approaching the early recovery phase of the operation – looking at possible interventions in the sectors
of shelter, water and sanitation, health and livelihood.

IV. National Headquarters Preparedness and Response Initiatives
A. Preparedness Initiatives
+ DMS Department conducted an all-staff meeting last 26 September before landfall of TY Pedring, followed
by an Executive Staff meeting lead by the Chairman and Secretary General together with the delegates of
Partner National Societies operating in the Philippines, as preparation for TY Pedring response efforts
+ Early warning was disseminated to concerned chapters and required early action.
+ Activated volunteers and team were organized for possible deployment.
+ Chapters were required to submit the capacity survey form to plan better which chapter needs NHQ
assistance/ augmentation
+ NHQ- Operation center continuously monitor and closely coordinates with early warning agency
(PAGASA) and NDRRMC

+ Community Health and Nursing Services NFR Brian Kae Enriquez conducted Health Assessment last 30
September 2011 at Daang Hari Elementary School (evacuation center), Navotas City and identified problems in
water and sanitation and other health related issues. For follow up as to what actions were taken after the
assessment.
+ Bulacan chapter was able to reach 210 people thru hygiene promotion sessions conducted by the Nurse
Corps volunteers last 08 October 2011.
B.5. Assessment
A Philippine Red Cross (PRC) multi-sector assessment team composed of personnel from DMS, CHNS, and
Social Services was deployed to Pampanga, Quirino, Isabela, Bulacan, Nueva Ecija, Ifugao, and Aurora on 5 to
7 October 2011. Prior to departure, all team members had a briefing, alongside other teams, at the national
headquarters.
The team visited some of the affected places and communities to observe the effects of the typhoons. They also
interviewed key informants, including the Local Government Officials, Barangay Officials, Community
Leaders, Religious Leaders and Community Members. The team also reviewed available relevant records and
used structured questionnaire/assessment form to facilitate collection of sector-specific information.

Last 11 October 2011, a meeting of all the teams who went for assessment plus PRC key personnel was held at
OpCen Briefing Room to discuss the assessment findings and came up with a document which shows the
sectors assessed and the recommendations per sector as well. This will be the basis for further intervention of

CAGAYAN
Relief operations serving a total of 129 families with 526 individuals at Goran Barangay Hall and at Barangay Batu 99 and 30 families
respectively.
Distributed a total of 304 food packs (5 kg. rice, 3 tins sardines, 5 packs noodles) to 304 families with 1,307 persons at 3 different
distribution sites (1. Chapter, 2. Afusing Batu, Alcala 3. Brgy 4, Enrile)
Conducted relief operation at Enrile, Tuguegarao City, and Alcala, Cagayan.
SANTIAGO CITY
Assisted the LGU in distributing relief goods to 1,200 families/9,141 persons

drop the said food packed.
Conducted rescue operation at Sitio Gabgab ,Buhangin Baler , Aurora and give hot meals to 9 evacuated families to Brgy Hall of
Buhangin.
Coordinate with PDRRMC, and other agency how to make communication to northern municipalities of Aurora, and get information and
necessary data.
ALAMINOS – WEST. PANGASINAN
The chapter deployed 2 Assessment Teams ; 1 in Alaminos City and 1 for the 9 municipalities covered by the chapter
The chapter served biscuits to families in evacuation centers which is part of the pre-emptive evacuations in Alaminos City especially
those along riverbanks.
LA UNION
2 teams composed of 10 members were deployed for disaster welfare desk and rapid assessment.
Red Cross Welfare , First Aid and Disaster Team were deployed in Aringay Ampitheater to assist the evacuees in their needs, team
provided 6 big packs of biscuits for 111 families, 36 bottles of multivitamins , 22 bottles of paracetamol 60 ml,260 tablets paracetamol
500mg for 50 children and 3 jerry can lend to the evacuees.
PANGASINAN
Served a total of 1,660 families with food items & 926 families with non-food items.
Relief distribution in Brgy. Pantol, Bayambang for 120 families.
Comprehensive health assessment for Brgy. Pantol, Bayambang carried out by Ms. Marichu Estigoy
Received information from DMS-NHQ re arrival of 1,000packs NFI at about 7:00PM today. Volunteers on standby for unloading and
distribution.
Relief distribution is scheduled Oct. 6 for 192 families in Brgy. Baay, Lingayen. (Standard food packs including : five kilos of rice, 5
packs of noodles and 3 cans of sardines)
Hot meals were served for the evacuees in Brgy. Mayombo, Dagupan City.
Maintained its close coordination w/ PDRRMC and CDRRMC for a more coordinated and efficient response initiatives.
RC 143 are still advised to monitor and report any urgent concern in the area.
Rescue assets and resources are still placed on stand-by in case the situation calls for rescue. Two (2) ERU teams and 1 medical team
still on standby to anticipate any untoward incidents.
DRT and Chapter OpCen still activated and on monitoring status.
Monitoring of flood prone areas and reported evacuation areas on- going thru close coordination to LGUs and 143 volunteers in the area.
