Overview

In December 2012 City Council approved the Fagade and Building Improvement Programs under the Central Area Community Improvement Plan

The programs have been successful in stimulating positive improvements to properties in the downtown Twenty applications requesting $551000 through the programs resulting in approximately $21 million in new investment in the downtown have been approved and continue to move forward

Given the strong interest shown to date staff is recommending that the programs be extended for a further year to continue to support the ongoing revitalization of the historic downtown

Funding of $300 thousand has been included in the 2015 Capital Budget recommendation for the two programs subject to Council approval

In addition this report recommends that the Implementation Guidelines for the Fagade and Building Improvement Programs be amended

o to allow the timing of works of all proposed improvements to be completed within two (2) calendar years of the date of approving the grant rather than the previous one (1) calendar year timeframe

o to allow the City to erect signage indicating participation in the Citys Fagade and Building Improvement Programs and

o to remove the time limit of three (3) years that was approved as the duration of the Fagade and Building Improvement Programs in 2012 subject to an annual review and endorsement of the programs

2 THAT Council approve the continuation of the programs for 2015 subject to Councils approval of the 2015 budget submission and further direct staff to proceed with the necessary notifications establishment of an application deadline acceptance of applications and to report back to Council with a recommended group of projects for Councils consideration and approval

3 THAT the Implementation Guidelines for the Fagade and Building Improvement Programs be amended to allow the timing of works of all proposed improvements to be completed within two (2) years of the date of the approval of the grant

4 THAT the Implementation Guidelines for the Fagade and Building Improvement Programs be amended to require approved projects to allow the City to erect signage indicating participation in the Citys Fagade and Building Improvement Programs and

5 THAT the Implementation Guidelines for the Fagade and Building Improvement Programs be amended by removing the time limit of three (3) years that was previously approved as the duration of the programs subject to an annual review and approval of the programs

Background

In December of 2012 Council approved the Fagade and Building Improvement Programs under the Central Area Community Improvement Plan The intention of these programs is to support the revitalization of the historicdowntown and support the economic vitality and general liveability of the area More specifically the objectives for the Fagade Improvement Program are

a) To improve overall quality of building facades in the program area and support the ongoing revitalization efforts of the historic downtown area by helping to create an attractive place for people to work live be entertained shop and undertake business

b) To improve the visual appearance of building facades along downtown laneways and public spaces and support long-term objectives towards activating laneway space in the historic core

c) To support property owners in their efforts to upgrade their properties and improve the viability of the buildings for new quality businesses to locate in the downtown

d) To support business owners in their efforts to improve their tenant space and storefronts provide a high-quality appearance for their establishments and improve the attractiveness of these establishments to potential customers

e) To encourage and support the restoration and reinstatement of historic building facades within the program area

The Building Improvement Program seeks to

a) To improve overall the qualityof commercialmixed use building stock and space in the historic downtown core

b) To support property owners in their efforts to upgrade their properties and improve the viability of the buildings for new quality businesses to locate in the downtown

c) To support business owners in their efforts to improve their tenant space

d) To encourage and support the ongoing active reuse of heritage buildings

A total of 24 applications have been approved since the inception of the Fagade and Building Improvement Programs with only4 applications having expired or withdrawn Twenty applications continue to move forward towards completion which represents a total construction value of $21 million The Citys financial commitment towards these 20 applications through the Citys Fagade and Building Improvement Programs has been $551 thousand

Ofthe 20 applications 4 applications involving 3 properties have resulted in complete projects The before and after pictures of these projects can be seen in Appendix 1

Current Situation

The Fagade and Building Improvement Programs are valuable in supporting the ongoing revitalization of the historic core These have helped to achieve a number of objectives including improving the visual attractiveness of the area and increasing the economic vitality of the area by supporting the general improvement of the building stock and commercial space

Given the strong support and positive feedback received to date staff is suggesting the programs continue in 2015 It is recommended that a budget of $300 thousand ($150 thousand for each program) apply to 2015

The following provides a proposed timeline for the implementation of the 2015 FagadeBuilding Improvement Programs

NotificationMailing (May 2015) Public Information Session (MayJune 2015) Application close deadline (August 2015) Staff review (August 2015) Report to Economic and Development Committee (SeptemberOctober 2015) Deadline for signing of Agreement (February 2016)

Given the time it takes for some applicants to complete the work which includes the approval of the final drawings and the completion of construction staff is recommending that the deadline for completing the works be extended to two (2) calendar years from the date of approving the grant

In addition staff is recommending that the Programs Implementation Guidelines be amended to allowthe City to erect signage indicating the project is supported by the Citys Fagade and Building Improvement Programs which will assist with the general marketing of the incentive programs

Furthermore staff is recommending that the Program Implementation Guidelines be amended to remove the time limit of three (3) years allocated to the Fagade and Building Improvement Programs subject to an annual review

Urban Design Services

The Urban Design Services section of the Planning and Building Division will assist with the review of fagade improvement applications and continue to provide support and advice to applicants through the approval process This will serve to encourage a better design and architecture of projects

Financial Implications

Strategic Plan

The following provides a proposed timeline for the implementation of the 2015 FagadeBuilding Improvement Programs

NotificationMailing (May 2015) Public Information Session (MayJune 2015) Application close deadline (August 2015) Staff review (August 2015) Report to Economic and Development Committee (SeptemberOctober 2015) Deadline for signing of Agreement (February 2016)

Given the time it takes for some applicants to complete the work which includes the approval of the final drawings and the completion of construction staff is recommending that the deadline for completing the works be extended to two (2) calendar years from the date of approving the grant

In addition staff is recommending that the Programs Implementation Guidelines be amended to allowthe City to erect signage indicating the project is supported by the Citys Fagade and Building Improvement Programs which will assist with the general marketing of the incentive programs

Furthermore staff is recommending that the Program Implementation Guidelines be amended to remove the time limit of three (3) years allocated to the Fagade and Building Improvement Programs subject to an annual review

Corporate Implications

Urban Design Services

The Urban Design Services section of the Planning and Building Division will assist with the review of fagade improvement applications and continue to provide support and advice to applicants through the approval process This will serve to encourage a better design and architecture of projects

Financial Implications

Funding of $300 thousand has been included in the 2015 Capital Budget recommendation for the Fagade and Building Improvement initiatives subject to Council approval

Strategic Plan

The Downtown Brampton Fagade and Building Improvement Programs support the Growth Management priority of the Strategic Plan in particular the key strategic initiative to Increase the Prominence of the Central Area
