1 . IMPLEMENTING GUIDELINES IN THE CONDUCT OF REGIONAL EXIT ASSESSMENT FOR KEY STAGE 1

Pursuant to the DcpEd's mandate to ensure the delivery of accessible and quality education for all, assessment is an integral part to quality assure and assess the Jcal'tlcrs' progn.-:ss in the attainment of the teaming standard~ in the Key Stage I as stipulated in the Enhanced Basic Education Act of 2013 of the K to 12 CuJriculum. As assessment measures performance and to quantify judgment on academic pcrfonnance of learners. the results of it will be used in decision making, planning, resource allocation, policy formulation and development of interventions.

fl. SCOPE

This po licy guideline covers the administration of REA for Key Srage l for borh public and private sehools.

nJ. DEFINITION OF TERM S

J. Regional Exit Assessment. Refers to the Key Stage 1 asse~smenr of learners particularly Grade .3.

2. Learners. Refers to Grade 3 pupils enrolled in the formal schools both public and private in the current school year.

J. Private School. Refers to a private school that offers the K to 12 Curriculum and using any of the identified Mother Tongue in tbe region as their language of instruction. Tt is also a school that has approved permit to operate for the school year or with government recognition.

4. Mother Tongue. Refers to the identified mother tongue by DepEd Cagayan Valley Region specifically, Iva tan, lbanag, 11okano and Tagalog.

IV. POLIC\' STATEMENT

Regional Exit Assessment (REA) for Key Stage 1 detennines if the learners are meeting the learning standards and coping with the least mastered comperencies being identified during the latest Nariona l Achievement Test (NAT). The REA I shall determine the pcrfom1ance of Grade 3 learners as basis in providing technical assistance io improve instructional practices and learning delivery.

V. TEST ADMIN ISTRATION AND PROCESSES

1. ldentiftcation of Sample Schools

Selection of schools to be tested shall be done by the Cun·iculum and Learning Management Division (CLMD) baseJ on EBEIS .

2. Test Administration 1.1 . Target Clientele

Grade J learners from the schools to be sampled shall take the test. Ex.aminces 10 be tested are grouped according to the Mother Tongue they usc.

2.2. Mode of Administration

Purposive sampling procedure shall be used representing all mother tongue languages in the region. All School); Division Offices {SDOs) shall be given the test, but schools shall be sampled. Examinees in the sampled school shall all li.lke tbe test.

Schedule of Administration

The test shall be administered to Grade 3 learners on the iburtb week of March.

2.4. Number of Examinees per Testing Room

Examinees in a school must be alphabetically arranged regardless of sex 'gender. There shall be a maximum of 30 examinees pt..~r testing room to be seated in alphabetical order and with individual Lenrncr Reference Number ( LRN}.

2.5. Testing Center Requirements

Public and private schools l>hall serve as tel>ting centers. The testing center requirements arc the following:

2.5.1. There shall be a designated room for the distribution of test materials to ensure the security and ~.:onfidcntiality of test material::..

2.5.2. The testing rooms must be well-ventilated, well-lighted. and free from any kind of noise that may distract the examinees while laking the test

2.5.3. The List of Actua l Examinees will be posted in each resting room a day before the exam.

2.5.4. There must be a comfort room accessible to lhc examinees and testing personnel in the area.

2.5.5 . Each testing room must have enough seats tor the examinees.

2.6. Testing Personnel

The specific duties and responsibilities of Testing Personnel to ensure the smooth ru1d proper administratio n ofthc test arc the following:

Regional Director (RD)/ Assistant Regional Director (ARD). The Regional Director I Assistant Regional Director shall oversee the smooth conduct of the test in the entire region.

CLMD Chief. The Chief shall designate the Regional Testing Coordinator to prepare a team for monitoring the administration of the test.

Regional Testing Coordinator (RTC). The Regional Testing Coordinator shall superv i~e the administration of the test with monitoring team.

Regioual Testing Team (RTT). The Regional Testing Team shall be responsible in ensuring the smooth conduct of the test.

Schools Division Superintendent (SOS). The SDS/ Authorized Representative (ClD Chief) sha ll oversee the test administration and shall be responsible for the smooth conduc t of tlte test in the Division. He/she shall also designate the Division Testing Coordinator to lead the test administration in rhe division.

Division Testing C oordina tor (DTC). The DTC shall supervise the administration of the test in public atld private schools. The DTC shall prepare List of Chief Examiners and Room Examiners in the sample schools of the division.

Chief Examiners. The School Head. School Testing Coordinator shall serve as Chief Examiner in th~ school tested.

Room Examiner (RE). The Room Examiner shnll serve as test admin istrator in accordance with the standardized test guidelines.

Administrath-'e Support Staff (ASS). Administrative Support Sraff shall provide any test related assistance to lhe School Head, such as preparation of testing rooms.

3. A conference for Division Testing Coordinators {DTCs)tAssessment Coordinators shall be conducted to prepare for the administ ration of the test and to ensure that the standardized process of the test is carried out.

4. Test Interpretation

Test scores shall be reported as percentage scores. Me::tn Percenrage Scores (MPS) sha ll be compurcd for every tested learn ing area in all languages to be tested.

To analyze the learne rs' perfonmwce, Mean Percentage Scores (MPS) shall be computed and it shall be established using the Mastery Level Index with its numerical and adjectival value~ as follows:

5. Reporting and Dissemination of Results

The results shall be released not later than 45 days after the examination. To maximize infonnation dissemination and utilization of test results, the following data shall be released to the fie ld offices:

a. RegionaV Division Competency Skills Profile~ b. Regional/ Division Performance by School. c. Least Mastered Competencies (LMC) per tested Jcamjng area.

The dissemination of test results shall be sent through a Regional Memorandum individua lly sent to SDOs and other modes of delivery. However, the data will be bandied with utmost confidentia lity in accordance with RA I 0 l73 or the Data Privacy Act of2012.
