CALENDAR OF ACTIVITIES RE: CONDUCT OF ELECTION OF SUPREME PUPIL GOVERNMENT (SPG) AND SUPREME STUDENT GOVERNMENT (SSG) FOR SY 2019-2020

1. Pursuant to DepED Order No. 47, s. 2014 entitled Constitution and By-Laws of the Supreme Student Government and Supreme Pupil Government in Elementary and Secondary Schools, and DepED Order No. 11 , s. 2016 Additional Guidelines on the Constitution and By-Laws of the Supreme Student Government and Supreme Pupil Government in Elementary and Secondary Schools, the following dates shall be observed during the conduct of elections for the 2019-2020 Supreme Pupil Government (SPG) and Supreme Student Government (SPG) within February 4-15, 2019 as per DepED School Calendar for 2019.

13. Submission of Election Report of the District Supreme Pupil Government Officers and Advisers

March 29, 2019

14. Accomplishment of online customer satisfaction form. March 29, 2019 (Schools through the School Head or SPG-SSG Advisers that were randomly monitored by the Division Youth Formation Coordinators shall accomplish the online customer satisfaction form at http://deped.in/CSFormPDO on or before the mentioned date.)

2. The Project Development Officers I - Division Youth Formation Program Coordinators shall randomly monitor the conduct of the election activities mentioned above.

3. Travel and other allowable expenses of the PDQ I shall be charged against local ftmds subject to the usual accounting and auditing policies, rules and regulations.

Guidelines on the conduct of the Student Government Election for SY 2019-2020

1. The School Head (SH) upon proposal of the members of the SPG/SSG Commission of Election (COMELEC) with the recommendation of the SPG/SSG COMELEC Chairperson, may also issue additional guidelines on the SPG or SSG COMELEC Standard Election Code consistent with the DepEd Order No. 47, s 2014 and DepEd Order no. 11, s 2016 to ensure a fair and successful conduct of the election.

2. After the conduct of the SPG/SSG Elections, the SH or the person whom he/she appointed shall accomplish the Comprehensive Evaluation of the Student Government Election for the School (CESGE) Form, provided in the enclosure. Soft and hard copies of their documents shall be submitted to the School Governance and Operations Division (SGOD) through their respective Youth Formation Program Coordinators on or before March 15, 2019.

3. The division office through the SGOD Youth Formation Unit shall conduct a division-wide leadership training for the newly-elected SPG district presidents and advisers as well as the SSG presidents and advisers.

The division' s initiative under the Division Memorandum No. 101, s. 2018 entitled School-Based/District-Based/Municipal-Based Youth Leadership Trainings for the Supreme Pupil Government and Supreme Student Government, wherein it launched "NVision (Nation of Vision)" as the division's official youth leadership training.

The Youth Leadership summit is deepened on the understanding and appreciation of "leadership" and leadership potentials on youth formation programs anchored and envisioned to the core values of the Department of Education - Maka-Diyos, MakaTao, Maka-Kalikasan, Maka-Bansa. During the summit, the Division Youth Formation Coordinators facilitates the election of the Division Federation SPG-SSG Officers and Advisers for SY 2019-2020 among the said newly-elected presidents and advisers.

After the division-wide youth leadership summit, the newly-elected SPG/SSG officers including club officers and classroom presidents shall undergo a parallel school-based training on roles, functions and responsibilities of each officer with activities anchored by the DepED Core Values. The newly designated SPG/SSG Adviser and other Club Advisers shall supervise the implementation of the said training.

In line with this, both elementary and secondary schools shall apply its leadership training' s name "NVision" as the official name for the conduct of a school-based or district-based or municipal-based or even sector-based leadership trainings.

The newly elected SPG/SSG officers shall come up with a General Plan of Action (GPOA) for their entire term and incorporate activities under the DepED Core Values (MakaDiyos, Makatao, Makakalikasan, Makabansa) and the Drug Prevention Program in preparation for the National Search for Outstanding SPG-SSG. The project management and planning of GPOA must be facilitated by the SPG/SSG officers.

4. For elementary and secondary schools which have more than 1,000 students per grade level, the COMELEC can add additional three (3) members per grade level who will help facilitate the elections. The said additional members must meet the required qualifications and undergo the same process.

5. The Youth Formation Unit as the lead office for the Student Government Program (SGP) in the Division is authorized to monitor the conduct of the elections and formulation, and implementation of the programs and projects to strengthen the SPG/SSG in schools.

6. All election conducted before the dissemination of the Memorandum shall retain the candidates who were proclaimed winners oftheir school's SPG/SSG in their elective positions.
