Mission, Vision, and Values Development Committee Thursday, April 7, 2016 The Mission, Vision, and Values Development Committee received a small amount of feedback from members of the Council. A member asked that we remove the lead part of each definition, which stated “Staff Council defines __________ as.” The committee incorporated that feedback and is putting the following core values to the Council for a vote: Staff Council Core Values Equity: Ensuring the fair treatment of unrepresented staff. Advocacy: Giving a voice to staff in decisions that impact the (UAA) community. We value open lines of communication and collaboratively working with leadership to improve the lives of staff at UAA. Leadership: Facilitating forums to share best and promising practices as well as development opportunities to benefit staff and meet the needs of the UAA community. Recognition: Highlighting the work and contributions of staff, and telling the story of what we are doing to support student success, retention, and the University mission.

Staff Emeritus Status Committee Thursday, April 7, 2016 The committee received minimal feedback from Staff Council members regarding the nomination form and process for the conferral of staff emeritus status. A council member recommended changing “Anchorage community” to “local community” in order to accommodate nominations from community campuses. That change was accepted by the committee and is reflected in the attached form. The committee puts forward the following form to be approved by Staff Council to confer emeritus status on staff. The form also outlines the steps a staff member would have to take in order to achieve emeritus status.

2. Funding Requests

a. The 2016 Alaska Native Studies Conference was awarded $1,000 by the Council. The conference is April 14-16 on the residential and main campuses.

b. SafeZone Celebration Week was awarded $1,000 by the Council. The week will run April 14-22, 2016 in various locations on campus.

3. Discussion items to include in joint DAC-Faculty Senate Diversity Committee meeting with the Chancellor The Council finalized an agenda for the joint meeting with the Chancellor that will take place on March 31, 2016 from 3:00 pm – 4:00 pm in the Student Union. The Council will present accomplishments from the past year, as well as action steps we feel are needed to make UAA a more welcoming and inclusive environment. The Council also asked a variety of students to answer the five following questions: 1. How do you define diversity and inclusion? 2. What is your perception of diversity and inclusion at UAA regarding students, faculty, and staff? 3. Have you participated in curricular and co-curricular programs at UAA that promote diversity and inclusion? Please list one to three specific examples. 4. In what ways are your expectations of promoting diversity and inclusion at UAA being met or not met? 5. What are your recommendations in order to make this a more diverse and inclusive university? Facilities Space and Planning Committee Friday, March 25, 2016 Rep: Nancy Hall The committee met for a tour of the old Engineering Building in the final stages of a major renovation. Occupancy is expected to begin in July to prepare for fall classes. The building was taken down to a skeleton and given a new outside skin, electrical, windows and sound proofing, among other improvements. As much as possible was spared from reconfiguration to save on costs. FIRST FLOOR: Metal shop, wood shop, Geomatics lab, car simulation lab. SECOND FLOOR: Classrooms, graduate student space and student advising offices. The second floor is connected to the parking garage. PARKING GARAGE: Required vehicle permits to be determined. THIRD FLOOR: Administrative offices with occupation to be finalized. Plans for a pedestrian underpass from the Engineering Building to the SSB Parking Lot are still in the works. Funding and City permitting remain an issue.

Staff Alliance Meeting March 9. 2016 From Kathleen McCoy Title 9: Bridgett Dooley, UAA Title 9 compliance officer, and Lori Klein of UAF, described necessity to rewrite BOR policy to conform with federal Title 9 requirements. She gave an overview of policy changes, and said the rewrite would be shared by end of business day March 9; Staff Alliance comments due by March 28. BOR will vote on changes at the June meeting. Staff Alliance said it would respond in writing. Changes covered included creating ONE POLICY that applies to students, staff, faculty and visitors to campus. This is rewrite of BOR policy 01.02. Changes include allowing anonymous reporting; amnesty (if drinking is involved when an incident occurs, the student will not be held as responsible for the drinking because the other incident is more serious.) One privacy concern for university employees is that notice is given to both parties when an investigation is ongoing. This conflicts with some employment law that says employees have the right to privacy and notice of discipline is not shared. Dooley said details are still being worked out. Budget Report: Chris Christiansen said budget movement happening much more quickly this year. Goal was to have Sen and House budgets done by March 16, about three weeks earlier than last year. He mentioned that SB 174 passed out of Judiciary and headed to Finance. Very helpful to hear from employees. New CHRO: With Erik Seastedt’s departure, Statewide has been searching for a new CHRO. Down to final candidate. Staff Alliance asked hiring body when there will be time for staff input. Alesia Kruckenberg said feedback would be sought from Statewide Administration Association, which is statewide staff only. Suggestion: include System Governance Council, which includes system-wide representation from staff and faculty. Sounded like that would become the plan. Will find out if that is what happened. Chair Report: Faye Gallant, Staff Alliance chair, reported on her meeting with President Jim Johnsen. She said great that Strategic Pathways report is out on the website and accessible, but she would like staff to be at the table when it is being written. One idea might be for system governance to appoint a task force that would take on this role. Still to be discussed. If state budget comes in really really low, there will be closures at every university, Faye quoted Johnsen as saying. Could consider declaring fiscal exigency to accomplish this. UAF staff council passed a resolution asking for three things to be added to current layoff regulations, including the person laying you off will not be the person who reviews your case if you ask for review.

Compensation Committee: Brad Krick reported that the HR Compensation Director commented that, if an increase is approved, she would support a split step and across the board increase. She would also like to resume market surveys. The draft ASEA contract includes no pay increases the next three years, however, that is only for COLA—state employees will still get an increase. Also noted the CPI for urban workers in Anchorage is down 1.5%.

Morale Committee: Morgan Dufseth, governance executive officer, will seek members from UAA and SW. Kolene (committee founder and head) has been doing research and looking at other campuses to see how they tackled morale issues. UAA will forward two names.

Transformation Team: The report is up on the website. Monique gave quick review. Suggested that largest changes are coming in IT, HR and Safety Management. Link to the report is here. It is 144 pages. An FAQ about the Transformation Team report is here. Feedback is welcome here.

Guest: Timothy Armbruster, UA Benefits Lead Accountant JHCC set premium rates for FY 17, and UA approved. (see attached). Timothy explained that a steep drop in plan membership could still affect these rates, though not drastically. Currently projected is a 7% decline or about 300 people. Also, JHCC chose to apply $1M of a projected $1.5M over recovery from FY16 – still underway until Jun 30 --toward keeping health plan premiums at the lowest, Option A. for FY17. Unused wellness rebates do account for at least part of the projected over recovery. Deductible for Consumer Driven Health Plan CDHP increased to $1500 for the individual and $3000 for the family, but out of pocket was capped at $6,850, down from $11,000, to comply with Affordable Care Act requirements. Legislature/UA budget: Monique mentioned that the Senate finance subcommittee on UA will recommend a $325M budget for UA, compared to House recommendation of $300M. Watch for the Capitol Report by Chris Christiansen to stay up on UA and legislative budget discussions. Fairbanks oncology: Tim said negotiations are underway between Premera, Mike Powers of UAF and the out-of-network oncologists in Fairbanks. Anchorage has 17 in-network oncologists. Existing patients will continue at the same level of coverage through June 30. New patients, and existing patients beginning July 1 will pay at in-network levels (80 percent) of 125% Medicare. Service experience: Experience reports with auxiliary services like Patient Care, Nurse Line and Best Doctors are always welcome, Timothy said. We pay for their services and have expectations of their delivery; so please report experience to Erika and Timothy so they can address any shortcomings with the vendor. Health Travel Benefits: Timothy said the list of 17 approved travel reasons is gone from the website as of Jan. 1. He said plan members can travel for any procedures;

he advises calling Premera to check in. UA health travel benefit will pay at the IRS allowable rates. Usually travel expenses are paid up front and reimbursed, though Timothy said check with Premera if that is a problem. A companion traveler, if deemed medically necessary, will also be covered at the IRS allowable rates. Includes $30/day toward car rental. Timothy said the Blue Cross network is huge, and health travelers can consider destinations beyond Seattle where they have family. Timothy said Premera is working up a new brochure on health travel benefit. Doctors and Premera network status: Timothy said ENT doctors are out of network in Fairbanks and in Anchorage. Orthopedic surgeons are mostly out of network in Anchorage, though a recent business merger between two big practices in Anchorage suggests some movement for some smaller practices to come back in network as a defense against what some might consider a monopoly. 125% Medicare out of network issue: Timothy said Premera and UA benefits are drawing up some illustrative scenarios to better explain how out-of-network payments are handled. He said UA benefits and Premera have heard the complaints from plan members who did not understand the impact. Timothy confirmed that Premera is delivering an analysis of impact on health plan members based on the July 1, 2016 start of out of network payments at the 125% Medicare level. This will be an issue at the March JHCC, date not set yet. Posters by SHCC: SHCC has long had a desire to increase communication to health plan members. Rather than a comprehensive approach to everything about the health plan (as UA Benefits is charged with) SHCC is more interested in targeting key messages to warn against costly mistakes, and to advise use of auxiliary benefits like Best Doctors, Nurse Line and Patient Care to help plan members make cost-effective health decisions. At today’s meeting we agreed on two ideas for graphic designers to work up. There are more ideas on our Road Map spread sheet, but at least we can start with these. I’ll share these with Kayti Coonjohn and Danielle Dixon, volunteer graphic artists, so they can draft up posters for us. UA Benefits will review for accuracy. 1. Going out-of-network for your health care will cost you more:

2. What would you rather pay: 20% of $20,000, or 20% of $10,000? When it comes to health care costs, location matters. Alaska has the country’s highest costs. If you need a procedure, investigate Premera’s health travel benefit, paid at IRS-approved levels and covering medically-necessary travel partners. You don’t have to pay Alaska prices. Next meeting: We will Doodle poll for a meeting time after the next JHCC meeting, which is planned for late March, exact date not yet set. ALSO, SHCC member requested 90-minute meeting slots. SHCC Meeting Notes Meeting date: March 31, 2016 From Kathleen McCoy Plan impact on members The SHCC received a briefing from Erika Van Flein and David Hinkley (Lockton) of the same plan impact materials that they presented first to JHCC on March 25. Their report was a request from the February JHCC for data analysis showing impact of 125% Medicare allowable charge for out-of-network providers. This change when into effect July 1, 2016. JHCC members heard from constituents about high balance billing events. That analysis convinced the JHCC to write and approve this recommendation to UA’s CHRO: Motion 16.3: The Joint Health Care Committee recommends that the University of

Alaska Chief Human Resources Officer implement an increase in the non-contracted provider reimbursement from 125% to 200% of Centers for Medicare and Medicaid Services (CMS) starting 1 July 2016.

This is made only as a recommendation to the University. At SHCC, Erika mentioned that UA Legal is waiting to hear if the state employee plan will be moving to $125% Medicare as UA currently is. So no word yet on whether allowable charge will move to 200% of Medicare with the new plan year. The JHCC also discussed whether plan members under the FY16 allowable charge strategy should be provided some allowances. Erika counseled against reprocessing claims as a certain nightmare for the health plan member. She noted that some balance billing has been written off by providers already. Based on her suggestions, JHCC settled on having Premera reach out to plan members experiencing issues to encourage connection to Patient Care, the auxiliary patient advocacy service paid for by the university to assist with medical billing issues. Patient Care could double check their bills and make sure that all the paperwork is correct. They could also ask providers on behalf of the patient to consider a write off of some or all of the balance billing.

Healthyroads update You’ll find this update attached here. One thing you may find interesting is a breakdown on which employee groups are most using the wellness incentive, $600 rebate opportunity. Unrepresented staff are by far the highest users. Health plan premium rate increase (Of note, occurred after this JHCC meeting.) JHCC had voted to apply $1Million of the over recovery toward health plan FY17 premium rates, keeping them almost the same as fy16. But in the process of working up materials for open enrollment, UA benefits discovered a math error. The over-recovery was applied twice, incorrectly. So now, with the over-recovery applied correctly, the health premium rates will be going up nearly 11% for almost every plan for FY17. UA Benefits is still prepping materials for open enrollment, but this was an early head’s up on this development. Attached, find the health plan premium spreadsheet by health plan type. JHCC Meeting Notes Meeting date: March 25, 2016 From Kathleen McCoy Plan impact on members The thrust of this meeting was a follow up to questions on health plan costs to members after the July 1, 2016 institution of 125% Medicare as the allowable charge for out-of-network or non-contracted providers. The plan pays 60 percent of the allowed charge, which is now set at 125% of Medicare. At the February JHCC meeting, several anecdotal examples of large balance billing issues came forward through JHCC members from their constituents. Because that information was anecdotal, JHCC asked for statistical information to better evaluate impact on plan members. Erika Van Flein of UA Benefits and David Hinckley of Lockton ran through five spreadsheets and a graphic to “drill down” into impact for plan members. The numbers are dense and the explanation complicated by being delivered by people very familiar with the complexities of health care billing. That said, they tried very hard to be thorough. One takeaway they stressed was that for members going out of network and experiencing high balance billing this year, they also experienced high (though not as high) balanced billing last year. The charts were also able to demonstrate that other plans may be picking up some of the balance billing in some cases; in others, doctors may be writing off some of the balance billing. The analysis convinced the JHCC to write and approve this recommendation to UA’s CHRO: Motion 16.3: The Joint Health Care Committee recommends that the University of

The requirements for the FY16 program year are to complete a personal health assessment (PHA), biometrics and earn 5 additional points. Healthyroads provides a monthly report that details how many points members have earned as well as indicates if they have also completed the PHA and biometrics.

I’ve provided the total population numbers for eligibility and then broke those-out by employee class. There are many ways you can pull eligibility numbers, but you can see that I opted to pulled numbers for members who have been eligible for the entire period of 5/1/15—3/5/16. So, these may be slightly off from what they actually are and will not include any new hires that have come on the plan mid-year.

The point columns below are JUST regarding points earned. These members may have also completed the PHA and/or biometrics, but I did not provide that data. The column marked as ‘Met all reqs’ is the only column that will pull-in the PHA/Biometric completion. That means those are the members who have met all requirements already to earn the full rebate. Since we are over the half-way point, I’ve provided two columns that will indicate percentage of people with at least 3 points, and then the percentage of who have completed everything.
