uilding Materials & Technology Promotion Council (BMTPC) was set up in
1990 by the then Ministry of Urban Development (now Ministry of
Housing & Urban Poverty Alleviation) as an apex level inter-Ministerial
organisation for promotion, development and large scale dissemination of
appropriate, cost-effective, eco-friendly and energy-efficient buildingmaterials and technologies. The Council maintains a continuing
interaction with industry, concerned associations/federations, industrial
promotional agencies financial institutions, construction organisations of
public and private sectors, R&D standardisation institutions and NGOs.
MISSION STATEMENT
Develop and operationalise a comprehensive and integrated approach for
technology development, transfer and investment promotion to
encourage application of environment-friendly & energy-efficientinnovative materials, manufacturing technologies and disaster resistant
construction practices for housing and buildings in urban and rural areas
OBJECTIVES
y To Promote development, production, standardization and large-
scale application of cost- effective innovative building materials and
construction technologies in housing and building sectors
y To promote manufacturing of new waste-based building materialsand components through technical support, facilitating fiscal
concessions and encouraging entrepreneurs to set up productionunits in different urban and rural regions.
y To develop and promote methodologies and technologies for natural
disaster mitigation, vulnerability and risk reduction and
retrofitting/reconstruction of buildings and disaster resistant design
and planning practices in human settlements.
y To provide support services to professionals, construction agenciesand entrepreneurs in selection, evaluation, upscaling, design
engineering, skill upgradation and marketing for technology transfer,
from lab to land, in the area of building materials and construction.

housing stock in post disaster scenario and preparation of
Technology Action Plan for repairs, reconstruction and retrofitting of
housing and building stock. Prepared Vulnerability Atlas of India,which has been widely recognised nationally and internationally,
particularly for evolving pro-active pre-disaster strategy including
advice on Techno-Legal Regime.
y Creating international exposure for Indian Building Materials &
Construction Technologies in developing countries of South-EastAsian, African and Latin American regions as per their housing
needs.
MILESTONES
y Working with Bureau of Indian Standards (BIS), BMTPC developed
Indian Standards on nearly 22 proven technologies. Backed by the
force of standardisation, continued persuasion and advocacy by theCouncil, CPWD and other public construction agencies have
incorporated these new technologies in their schedules of specifications. Several State agencies in Orissa, Tamil Nadu, Andhra
Pradesh and Kerala have also inducted new technologies in their
specifications for housing schemes.
y Selected 27 types of agro-industrial wastes, by-products, residues,
natural fibres, plantation timbers for use as inputs in the
manufacture of building materials and today nearly 600 units were
engaged in the manufacture of waste based building materials andcomponents.
y Through Council's efforts, more than 100 importers got the benefit
of custom duty and excise duty exemption and more than 600 unitsreceived fiscal incentives.
y BMTPC promoted and strengthened some of the existing ones, 106
demonstration-cum-production units for manufacturing of building
materials and components. These include improving production base
of 82 selected Building Centres in different parts of the country and24 enterprises owned by private entrepreneurs, NGOs and corporate

establishments.
y 22 technologies of innovative building materials were developed with
its help and were licensed to private entrepreneurs for commercial
production. One of the most recent one Bamboo Mat Corrugated
sheets for roofing as a substitute for asbestos or iron corrugated
sheets. Nowhere in the world such a component with bamboo hasbeen developed. The technology has already been passed on for
commercial production and an unit has been set up in Meghalaya by
a private entrepreneur. The Council has also transferred the
technology for commercial production of Finger Jointing and ShapingMachine to a Ahmedabad based entrepreneur. The entrepreneur has
started fabricating the machines as per BMTPC design.
y 30 Machines for production of cost effective building components
were developed/promoted and were transferred to private
entrepreneurs for commercial production. More than 1000 machinesof different types are already being used for commercial production
of building components in the country and 135 machines have been
exported to other countries.
y BMTPC brought out 75 publications, which include 21 video films, 26
priced books/manuals/directories and 28 brochures, pamphlets,
booklets, etc.
y The Commemorative Volume -Building Materials in India: 50 years -brought out by the BMTPC is a unique publication giving a vivid
account of the progress of building materials over five decades. The
publication presents initiatives taken in areas of R&D,Standardisation, technology promotion/dissemination, diffusion and
adoption at industry level. While covering emerging trends and latest
developments in use of wastes, recycling technologies, performance
and durability of new materials, it highlights research and
development areas needed to be addressed in future. This
publication was released in 1998 by the Hon'ble Prime Minister of
India.
y The Council has established continuing and strong linkages for
development of technology with several academic institutions havinggood R&D groups like IITs (Kanpur, Roorkee, Chennai, Delhi),
Engineering Colleges in few States and research labs working under
Ministry of Environment & Forests (Indian Plywood Industries
Research & Training Institute), Deptt. of Science and Technology
(Wadia Institute of Himalayan Geology, Technology Information
Forecasting and Assessment Council, and Indian Meteorological
Department, Geological Survey of India), Anna University (Centre of

Disaster Mitigation and Management), R. V. Engineering College
(Composites Design Centre), Centre for Environment Planning &
Technology, BVB College of Engineering & Technology, etc.
y Conducted 10 region-specific disaster impact rapid assessment
studies.
y Prepared the Vulnerability Atlas of India (1997), which is abenchmark document to predict and assess possible disasters in
various regions of the country. The Atlas is being revised in digitised
format and would be available shortly.
y Introduced the Performance Appraisal Certification Scheme toappraise the new technologies for which the Council has been
authorised vide Gazette Notification No.49 dated 4th December
1999.
y The Council has put up demonstration buildings in Andhra Pradesh,
Haryana, Rajasthan, Punjab, Orissa, Jammu, Karnataka, New Delhi,Mizoram, Tripura, etc.
y To meet the needs of jawans and officers posted at the border
areas, the BMTPC has put up 2 demonstration Green Houses for
Indo-Tibetan Border Police at Leh. These green house huts have
been designed to provide controlled temperature conditions for
growing of vegetables in these high altitude locations.
y Encouraged by cost-effective technologies, the Delhi State IndustrialDevelopment Corporation (DSIDC) is using these technologies in the
construction of 3160 houses for industrial workers at Bawana.
Recently, 500 housing units were handed over to the IndustrialWorkers
y Greater Noida Authority is also constructing 800 houses by using
cost-effective technologies with technical help from BMTPC.
y On the international front, it organised exhibitions of Indian
technologies and building materials at Thailand (Bangkok), Turkey
(Istanbul), Trinidad & Tobago (Port of Spain, Tobago, San
Fernando), Kenya (Nairobi), Uganda (Kampala), Tanzania (Dar-es-
Salaam), Venezuela (Caracas), Brazil (Sao Paulo) and Bhutan
(Thimpu). The Council organised several workshops underIndia-UNIDO programme in Italy, Kenya, Uganda, Tanzania, Venezuela,
China and India.
y An Indian Shelter Support Centre has been established at Trinidad &
Tobago which was gifted by Hon'ble Prime Minister of India to the
host Government in February 1999.
y Under the Asian Development Bank Technical Assistance Programme
for State of Uttaranchal, the Council rendered consultancy in the

area of vulnerability and risk reduction as part of long-term disaster
mitigation strategy. The professional inputs were provided to Asian
Disaster Preparedness Centre, Bangkok who are working as the
main consultants for the ADB Project.
y Bilateral cooperation agreement/protocols has been signed with
United Nations Industrial Development Organisation (UNIDO),Trinidad & Tobago and Canada Mortgage Housing Corporation.
y In so far as inter-ministerial work is concerned, BMTPC worked
closely with the Planning Commission, Departments of Science and
Technology, Power, Revenue, Ministries of Environment & Forests,Rural Development, Urban Development, Home Affairs, Agriculture
and the Small Scale Industries.
y The Council, through its first Model Houses of 252 dwelling units
under VAMBAY in Bangalore demonstrated proven innovative, eco
friendly and cost effective building materials and technologies with asplendid success. The specifications used were R.C.C filler slab for
roofing, Precast R.C.C Door Frame, Door Shutters using coir and
Bamboo Composite Materials, locally available Random Rubble Stone
Masonry in foundation & Plinth and load bearing masonry in solid
concrete flyash blocks without compromising with functional utility
and structural safety requirements. The housing project is being
appreciated for its layout, quality of construction and the cost-effectiveness.
y A Model Toilet was designed and constructed for primary school boys
in Indian Airlines Colony, Vasant Vihar, New Delhi using costeffective technologies. Using Rat Trap Bond Masonry in burnt clay
and flyash bricks, precast ferrocement roofing channel for roofing
and door shutters made of plantation timber there has been saving
in cost compared to conventional construction.
y The Council organised a International Seminar and Exhibition on
³Managing Low Cost & Innovative Housing Technologies´, from 22 ±
27 August, 2004 in Ahmedabad, India, jointly with United Nations
Industrial Development Organization-International Centre for
Advancement of Manufacturing Technology (UNIDO-
ICAMT), Housingand Urban Development Corporation Limited (HUDCO) and
Entrepreneurship Development Institute (EDI).
y The Council organized a One Day Workshop ³Technology Options for
Cost Effective and Earthquake Resistant Construction in Housing´ in
collaboration with Standards and Quality Control Authority (SQCA),
Ministry of Works and Human Settlement, Govt. of Bhutan. Five
presentations covering cost effective materials/technologies,

earthquake resistant construction, vulnerability of houses to natural
hazards, performance evaluation of materials and retrofitting of
buildings for safety against earthquakes were presented. It was
attended by more than 100 engineers from different parts of Bhutan.
y On the invitation from Standards and Quality Control Authority
(SQCA), Ministry of works & Housing Settlement, Royal Govt. of Bhutan, the Council prepared feasibility study for establishment of
Technology Demonstration-cum-Production Centre in Bhutan and
submitted to SQCA for further action.
y The Council organised a State Level Painting Competition in MCD
Schools on the theme saving environment, cleanliness, conservation
of water and general awareness for celebrating the World Habitat
Day - 2005. 24 MCD schools participated in the competition. The
Council received a large number of paintings prepared by school
children of MCD Schools. The best paintings were awarded cashprize and certificates during the celebration of World Habitat Day on
3rd October, 2005.
y Organised 22 Training Programmes on various themes. More than
422 participants representing Govt. Organizations, PSUs & Private
Industry took part in these training programmes.
y An International Expert Group Meeting on ³Appropriate Technologies
for Sustainable Buildings in Developing Countries´ was organized incooperation with UNIDO¶s International Centre for Science & High
Technology (ICS), Trieste, Italy and International Centre for
Advancement of Manufacturing Technology (ICAMT), India atBangalore during 07-09 November, 2005. The event was attended
by seven International participants from six countries namely; Italy,
Tanzania, Sri Lanka, Pakistan, Bhutan, Nepal and 30 national
participants from all over the country as well as 10 local participants
from Bangalore.
y A Training program on ³Field Level Application of Innovative
Technologies ³, for petty contractors, masons and workers was
organized in Jaipur from 23-25 February, 2006. The training
programme was supported byICAMT-UN
IDO.
30 participantsattended the programme and benefited the most.
y Based on the persistent efforts of the Council, the Visveswaraya
Technological University at Belgaum, Karnataka has introduced
³Alternative Building Materials and Technologies for 7th Semester of
Civil Engineering as an elective subject. This will pave-way for
intensifying efforts at the national level with AICTE and other
institutions for recognition of alternative building materials and

technologies as a regular subject. The course will also help in
developing required technological manpower for the alternative
building materials industry and text books will become available by
practioners in the field.y Considering the need for developing alternate environment-friendly and cost-
effective roofing materials based on local resources in North-Eastern regionand other earthquake prone and hilly regions, the BMTPC and the IPIRTI,have jointly developed a technology for manufacturing of Bamboo MatCorrugated Sheets (BMCS). The Council has transferred this technology to aprivate entrepreneur in Meghalaya for commercial production and marketing.

Relating to saving of forest wood
y Banning the use of wood in works of CPWD -by the then Ministry
of Urban Development (1994)
y Excise duty concessions/exemptions on wood substitute, building
materials/components in successive Union Budgets since 1992-93.
Relating to saving of fertile agricultural soil
y Gazette Notification by Ministry of Environment & Forests banning
production of burnt clay bricks within 100 km radius of any thermalpower plant generating Flyash.
y Excise duty exemption on all products using Flyash and
phosphogypsum resulted in widely scattered production of flay ash
and gypsum based bricks/blocks thereby replacing burnt clay bricks. y Recent order issued by Govt. of Delhi to use in all buildings (upto 2
storeys) and boundary walls only Flyash bricks.
y Order issued by Andhra Pradesh Government to use Flyash
bricks/blocks in all public housing schemes.
Relating to Energy Savings/Conservation
y Following notifications by Ministry of Environment & Forests

y Many private sector construction agencies have been convinced to
make use of prefab components and Flyash based concrete
components in their projects.
Establishing Techno-Legal Regimes to promote concepts of safety
against natural disasters like earthquakes/cyclones
y To enforce the techno-legal regime, necessary modifications to be
made in building bye-laws, regulations, land-use planning/zoning
and Town & Country Planning and Master Planning act have been
worked out based on the recommendations of the Expert Group forVulnerability Atlas.
y With the Council¶s efforts, the Gujarat Govt. issued notificationamending their Building Bye-laws, Development Control Regulations
for Corporations, Cities and bigger municipal towns.
y With the efforts of the Council, the Ministry of Urban Development &
Poverty Alleviation issued a Gazette Notification making the suitable
amendments/additions in Building Bye-laws of Delhi.
y Provided technical support to the Committee set up by Ministry of
Home Affairs (MHA) for Preparation of Model Town and CountryPlanning Legislation, Zoning Regulation Development Control and
Building Regulation/Bye_laws for Safety against Natural Hazards. Todisseminate the recommendations, organising Workshop in 21
States. So far, 8 workshops in the States of Tamil Nadu,
Chhatisgarh, Bihar, Himachal Pradesh, Meghalaya, Uttar Pradesh,Assam and Tripura have been organised.
y BMTPC undertook rapid assessment of nature and extent of damage
to buildings after the earthquakes of Uttarkashi (1991), Latur
(1993), Jabalpur (1997), Chamoli (1999), Kutchchh (2001),cyclones of Tamil Nadu, Kerala, Andhra Pradesh in 1994 and cyclone
in East & West Godavari districts (1996), Gujarat (1998) and floods
in Punjab, Haryana (1996). Based on the assessment, preparedTechnology Options for repair, reconstruction and retrofitting of
houses for disaster affected areas.
y The Council jointly with Gujarat State Disaster Management
Authority constructed 478 model buildings in 478 villages and
retrofitted 445 public buildings to demonstrate disaster resistanttechnologies. Provided Training to 5000 masons and 50 engineers in

y Provided technical support to Asian Disaster Preparedness Centre
under ADB Funded Project on Strengthening Disaster Mitigation and
Management in Uttaranchal.
y Provided technical support to National Task Force constituted by
MHA for Special Study of Lakshadweep Islands to assessvulnerability to various hazards and suggest mitigation/ prevention
measures.
y Prepared housing designs for Tsunami affected region of Andaman &
Nicobar Islands and providing technical assistance to Govt. of TamilNadu for construction of 20 units each in Tsunami affected areas of
Chennai and Cuddalore.
y Prepared Guidelines for Improving Earthquake, Wind/Cyclone, Flood
and Landslide resistance of housing and also prepared Manuals, Do¶s
and Don¶ts, Posters, Pamphlets, etc. in local languages.y Organising Training Programmes on Disaster Resistant Technologies.
Also involved in providing Training to 300 engineers in J&K after the
recent earthquake.
y Ministry of Rural Development has issued a Circular to all States
making it necessary to adopt disaster resistant construction features
in houses being built under Indira Awas Yojana in disaster prone
regions and States.
y State Governments of Maharashtra and Gujarat were persuaded to
undertake retrofitting of large number of houses in quake affected
districts as pro-active measures after the earthquake of Latur (1993)and Kutchch (2001).
CONSTRUCTION OF DE M ONSTRATION HOUSES UNDER VAMB AY
y BMTPC undertook a Demonstration Housing Project under VAMBAY
at Laggere, Bangalore for construction of 125 dwelling units with the
funding from Ministry of Urban Employment & Poverty Alleviationand another 127 dwelling units with the funding from Karnataka
Slum Clearance Board. This project was completed in November
2004.y The Council is executing construction of demonstration houses using
cost effective technologies under VAMBAY scheme in the States of
Bilaspur (Chhattisgarh), Nagpur (Maharashtra), Trichy (Tamil Nadu),
Koddalu (Karnataka), Dehradun (Uttranchal).

ACTIVITIES OF THE COUNCIL IN THE NORTH±EAST REGION
The Council is actively involved in developing bamboo based technologies
and is currently working under the umbrella of the National Mission on
Bamboo Applications, to promote these in the North-Eastern Region by
encouraging commercial production of bamboo based products. TheCouncil is undertaking following activities in the North-Eastern Region:
y A sandwitched panel system for structural floors using bamboo
corrugated roofing sheets has also been developed where houses
with more than one storey can be constructed by using bamboo
floors.
y BMTPC is putting up demonstration buildings using cost effective
building technologies in Mizoram and Tripura with bamboo basedtechnologies and to propagate disaster resistant cost effective
construction technologies to deal with the problems of highseismicity in these States. So far the Council has completed 9
demonstration structures Mizoram and 5 structure in Tripura.
y The Council is setting up Technology Demonstration cum Production
Centre at Tripura in collaboration with the State
Government. Evaluation of Both technical and financial bid of the
tender for the execution of civil work of Technology Demonstration
cum production centre at Tripura is under process.
y Technology Guidelines have been developed for safety of buildings
and settlements coming up on hilly slopes. These will be publishedfor wider dissemination amongst related professionals.
The Council is establishing eight Bamboo Mat Production Centres in the
States of Assam, Tripura, Mizoram and Meghalaya (2 Nos. in each State).
In the first phase, 4 Bamboo Mat Production Centres (BMPC) are being
established at Sairang, Aizawl, Mizoram; Balpui, Mizoram; Sokhar
Nongtluh village, Umden, Meghalaya; and Kowaifung, Tripura. The main
objectives of these Centres are to produce quality bamboo mats,
imparting training in mat production processes and to create employment
opportunities in the North Eastern Region. It is estimated that eachCentre will generate eployment for 45000 women/men days per
annum. In Mizoram after completion of basic structures, set of Bambooprocessing machines have been dispatched to both the proposed Bamboo
mat demonstration cum production centres at Sairang and Bualpuri of
Mizoram state for installation.

RECENT AND ONGOING IMPORTANT ACTIVITIES
BMTPC¶s Important Activities/events
1. The progress of Demonstration Housing Projects under VAMBAY at
four places is as follows;
y Nagpur: The suggestions made for improvement by ED, BMTPC
and State Officials have been incorporated. Now all 70 dwelling
units complete in all respect is ready for handing over.
y Kodalu & Trichy : After casting of ground floor roof slab of all
70 units at Kudalu site, the masonary work of first floor level
has started. The masonry work of all 100 units at Trichi site i
in progress.
y Bilaspur: After completion of the masonry work in all 8 blocksup to Ground floor roof level, the installation of pre-cast roofing
components is in progress.
The fifth project at Uttaranchal has already been completed.
2. Two days workshop on Building Bye-Laws for Safety against Natural
Hazards & Project Development under JNNURM was held at Port Blai
in Andaman & Nicobar Islands on 17-18 January, 2007. The
workshop was inaugurated by Hon¶ble Minister of State
(Independent Charge), M/o HUPA, GoI, Kumari Selja; Lieutenan
Governor, Andaman & Nicobar Islands & Lt. General Sh Bhopinder
Singh presided over the function. Secretary, Ministry of Housing andUrban Poverty Alleviation, Shri Ranjit Issar; Chief Secretary,
Andaman & Nicobar Administration, Shri S. K. Sherif also graced th
occasion and addressed the delegates. After the Inaugural
Session, Model Bye-Laws for safety against Natural Hazard,
and details of JNNURM were discussed through Power Point
presentation and subsequently details of amendment to be
incorporated in the Andaman & Nicobar bye laws were discussed intechnical sessions. The workshop was attended by about 80
delegates from different departments of Andaman & Nicoba
Administration.
3. BMTPC has been conducting Capacity Building Programmes formunicipal functionaries on the topic, ³Project Development for BSUP

( Basic Services for Urban Poor) and IHSDP ( Integrated Housing and
Slum Development Programme) under JNNURM.´ During this month
these programmes were conducted as per following schedule;

During 11-12th January, 2007 at Patna During 15-16th January, 2007 at Kolkata
During 17-18th January, 2007 at Port Blair
On 23rd January, 2007 at Chandigarh
All aspects of DPR preparation and appraisal including critical
issues were discussed with Municipal Functionaries during these
workshops.
4. A 5 days short term Certificate Training Programme wasconducted by the Council jointly with IIT- Roorkee on ³Performance
Based Design and Retrofitting of Buildings and Structures´ from 8thto 12th January, 2007 at NITS Noida. About 25 delegates
participated in this training programme. The delegates included
representatives from prestigious Organizations like CPWD, NTPC,
NHPC, State PWDs, Satluj Jal Vidyut Nigam Ltd., etc. Faculty
included professor from Earthquake Engineering Department, II
Rorkee and BMTPC officer- Chief (BM)
5. A two days training programme on ³Water Proofing and Damp
Proofing Materials and Techniques for Buildings and Structures´ on22nd and 23rd January, 2007 was conducted at Kolkata in association
of program partner - Dr. Fixit Institute of Structural Protection and
Rehabilitation. About 20 delegates participated in this trainingprogramme. The delegates included representatives from prestigiou
Organizations like CPWD, NTPC, NHPC, State PWDs, Satluj Jal Vidyu
Nigam Ltd. etc. faculty included Head of the Departments of Civil
Engineering, Jadabpur University, water proofing experts and Chie(BM)- BMTPC.
6. Six Detailed Project Reports two each from three States namelAndhra Pradesh, Gujarat and M.P. have been appraised by the
Council. These will be put up to Central Sanctioning & Monitoring
Committee for consideration and approval in forthcoming meeting
scheduled to be held on February 02, 2007.

8. For award of performance Appraisal Certificate, the Factory of
M/s Riya Entreprise at Gandhi Dham, Gujarat was inspected during
the month of January for its product solid wood finger jointed
Panel doors from pine wood imported from New Zealand.
9. The estimate prepared by M/s Adlakha & Associates for 1848
number of EWS dwelling units to be constructed by Greater Noida
Industrial Development Authority (GNIDA) was vetted by the Councilas a third party as per the requirement of GNIDA.
10. The work for construction of civil work of Technology
Demonstration cum Production Centre at Agartala has started.
11. Presentation of paper in Seminars/Workshops by BMTP
officers;
y An article titled ³Durability of Concrete´ by Chief (BM)
has been published in Times Journal of Construction and
Design.
y A paper on Vulnerability Aspects of Building was presented
during Sensitization Seminar on ³Safe Structural Practices´ atDr. B R Ambedkar National Institute of Technology Jalandhar,
Punjab
12. Participation in Seminars/Workshops/Meetings/Exhibitions by
BMTPC officers
y BMTPC presented its activities in an Exhibition organized
by National Small Scale Industrial Corporation at Gorakhpur, U
wherein the Hon¶ble Union Minister of Small Scale Industries ,
Shri Mahavir Prasad took keen interest in BMTPC activities
during the inaugural function.
y Build Expo-2007 held at Coimbatore during January 25-
29,2007, exhibiting building based products, technologies,machineries, equipments including New ,Smart & Green
Buildings. Nearly 290 exhibition stalls were put up under one
roof. BMTPC was one of the event supporters for this five days
exhibition and also put up one stall. Hon'ble Minister for
Shipping, Road Transport & Highway, GoI, Sh.T.R.Balu,
inaugurated this exposition.

Nearly 5-6 thousand visitors visited BMTPC stall during this Exhibition.
