SummaryThe Centre has been established January 28, 1992 to provide scientific support of the state policy of Ukraine in the field of environmental protection, utilization and renewal of natural resources of the Black Sea and the Sea of Azov, and to ensure fulfilment of the international engagements of Ukraine that arise out of the signed conventions, treaties and agreements.

In accordance with the Strategic Action Plan for Rehabilitation and Protection of the Black Sea the Centre has been accredited as the Regional Activity Centre on Pollution Monitoring and Assessment.

Activities Regulation of the use of the Black and Azov Sea basin environment; Development of the use of the Black and Azov Sea basin environment. Scientific problems of the ecological expertise;Monitoring of the environment;Development of information systems;International obligations in the sphere of environmental protection;Development of new methods and methodology of taking measurements.

Pilot Project AreaPilot project area is located in 12sm maritime zone of Odessa agglomeration. Following GIS tools will be used; an interactive map service based on ATLAS, MAOSIS GIS database as a basic requirement for an effective spatial planning in coastal zone and 12 sm maritime area of Odessa agglomeration will be created. Based on the updated GIS database a draft proposal for a possible sea-use plan will be introduced for the Odessa agglomeration covering the following set of issues: environmental protection, protection and sustainable management of natural resources, shipping, fishing, tourism. In the following a public participation process has to be started in order to align and of the various uses and find possible solutions to spatial planning conflicts.
