CI Staff:1. For the record, re paragraph 3c, AEROOT-5's first contact with intelligence was
not in 1943-44-but in 1941 when arrested by Soviets in Estonia and assigned missionagainst Germans,. to whom he confessed and for whom he worked as double .agent.
2. Second LCFLUTTER, on 2 November 1957, was non-derogatory.
3. Approval is recommended, with suggestion that AEROOT-5, while examining mail forREDSKIN leads, might be profitably employed simultaneously by looking for Cl/CE leads,i.e. Soviet REDSKIN leads in reverse and other suspect items.

1. We are forwarding Project AEROOT for approval for the period1 February 1959 to 1 February 1960. We recOmmen.d that the following
. changes be made in the field project outline:
a. Paragraph 2 'Purposes" changed to read as follows:
Purpose.
The purpose of this project is to support theactivities of AEROOT/5 who will spot and initiallydevelop REDSKIN leads among the Estonian and BalticGerman communities in Western Germany.
b. Paragraph 5 "Objectives" to be changed as follows:
The primary objective of the project is tg spotand develop individuals who can travel from WestGermany to the Estonian SSR or from the Estenia SSR •to West Germany. In those cases where the original •assessment indicates that the individual is a worth-while target for recruitment, the lead will be turnedover to either the case officer or another FrankfurtOperations Base action agent for recruitment andtraining. A secondary objective of this project isobtaining positive and operational intelligence onthe Etonian SSR.

c. Paragraph 7 "Tasks" to be changed as follows:
1. AEROOT/5 will. scan intercepted mail fromthe Estonian SSE to West Germany and from WestGermany to the Estonian SSR for leads on targetpersonnel.

2. Our reasons for objecting to the field project outline are con-tained in Reference A. Reference B sets out the field's answers to ourobjections. We note that the field's answers to our objections imply ashift away from the Estonian emigration in Germany and the inclusion ofthe Baltic Germans as, target personnel. Furthermore, the field statesthat EROOT/5 will be used only for spotting initial developing of leads.He will not be used for recruiting, training and briefing of actionagents. We feel, therefore, that most of the security objections to theuse of AEROOT/5 have been removed. On the basis of the field's answerto our objections, we feel that the project should be extended for anotheryear at a reduced budrzet.
