This progress report encompasses: (a) the realization of 6 graduate courses in 3 universities, 1 training workshop, and 4 funded research initiatives; (b) the conclusion of an intense agenda by the chairholder in the organization/participation of 34 meetings and conferences in 11 countries; (c) the participation as leading author in the International Panel on Social Progress leaded by Amartya Sen; (d) the publication of 1 book (of a collection available in 7 languages), 15 book chapters, 8 journal articles and 5 research reports; (d) the publication of 2 issues of the bilingual Journal Migración y Desarrollo; (e) promotion of 6 interuniversity exchanges/partnerships associated with the creation of the first Doctoral College in Mexico; (f) the active participation in several networks and fora related to migration, development and human rights; (g) the participation in the 13 th meeting of the Valdai Discussion Club with the presence and participation of the President Vladimir Putin and other Presidents and prominent international figures; and (g) the realization of 1 cooperation activity with the UNESCO-MOST group in Mexico.

1. Executive Summary: Major outcomes, results and impact of the Chair, including on national policies, in relation to its objectives as stated in Article 2 of the Chair Agreement (between the Institution and UNESCO) (Not exceeding 300 words)

In the report period significant progress was made in each of the main specific objectives of the Chair, namely, to reframe the debate on Migration, Development and Human Rights; to promote a North-South/South-South dialogue and an alternative agenda on the subject; to develop strategic indicators for a necessary demystification of the field; and to actively participate in the Global Forum on Migration and Development and other pertinent fora and international events. This progress report encompasses: (a) the realization of 6 graduate courses in 3 universities, 1 training workshop, and 4 funded research initiatives; (b) the conclusion of an intense agenda by the chairholder in the organization/participation of 34 meetings and conferences in 11 countries; (c) the participation as leading author in the International Panel on Social Progress leaded by Amartya Sen; (d) the publication of 1 book (of a collection available in 7 languages), 15 book chapters, 8 journal articles and 5 research reports; (d) the publication of 2 issues of the bilingual Journal Migración y Desarrollo; (e) promotion of 6 interuniversity exchanges/partnerships associated with the creation of the first Doctoral College in Mexico; (f) the active participation in several networks and fora related to migration, development and human rights; (g) the participation in the 13 th meeting of the Valdai Discussion Club with the presence and participation of the President Vladimir Putin and other Presidents and prominent international figures; and (g) the realization of 1 cooperation activity with the UNESCO-MOST group in Mexico.

Through these activities, significant advances were made in the development of a comprehensive, inclusive and emancipatory position in the field (what we conceive of as a Southern position); the strengthening of the linkages between academia and social organizations and movements in global governance; and the analysis of highly-skilled migration from a critical and constructive standpoint.

3. Future Plans and Development Prospects: Outline of action plan for the next biennium and short/medium and long-term development prospects. Please do not hesitate to refer to difficulties that the Chair has experienced (Not exceeding 300 words) The main activities planned for the next biennium are:

Continue the internationalization process of the Doctoral Programme in Development Studies (of which the Chair coordinator has been reappointed Director) leading to the creation of the first Doctoral College in Mexico.

The organization of the VIII World Social Forum on Migration that will be hosted in Mexico City in 2018 by the International Network on Migration and Development (associated to the Chair) and MIREDES Internacional.

Continue working with the International Panel on Social Progress as leading author.

Publish issues 27, 28, 29 and 30 of the bilingual journal Migración y Desarrollo.

Publish the first book of a new series in Critical Development Studies launched with Fernwood Books.

Continue our research initiative and publications on two strategic areas related to migration, development and human rights: a) the restructuring of innovation systems and the role of highly skilled migration, and b) the development and propagation of demystifying indicators in the field.

Coordinate a special issue of the journal Globalizations on the participation of civil society in global migration governance.

Continue our collaboration with the Migration and Development Civil Society Network and the Global Coalition on Migration.

The medium- and long-term development prospects of the Chair are targeted toward the

consolidation and reinforcement of the institutional framework associated to the Chair,

seeking further external financial support through research projects, reinforcing the

regional nodes of the international network on migration and development, and fostering

the collaboration initiatives with civil society organizations and the research agenda

underlying the Chair.

Two difficulties were experienced by the Chair: a) the growing complexity for gathering

financial support, and b) the lack of initiatives by the new administration of the UNESCO

office in Mexico to promote cooperation and exchange among the existing Chairs. The

previous administration was very active in this regard.

Partial wages of professors and administrative staff, internet, supercomputer equipment, documentation services and space for the Chair participants, provided by the Autonomous University of Zacatecas through the graduate unit in development studies. The University also allocates the headquarters of the International Network on Migration and Development and supports the publication of the journal Migración y Desarrollo. The partner institution, REMESO of Linköping University contributes through the MigLink research project.
