1. Executive Summary: Major outcomes, results and impact of the Chair, including on national policies, in relation to its objectives as stated in Article 2 of the Chair Agreement (between the Institution and UNESCO) (Not exceeding 300 words)

The present executive summary corresponds to a synthesis of products, results and impacts of the

chair activities in the topics addressed by it, which are, natural resources management, territorial

planning and environmental protection, having as main focus the water resources , whose a correct

integrated management allows territorial planning and environmental protection in the context of

sustainable development.

Within this frame of reference the chair actions and activities were planned annually, resulting in the

following:

1. Execution of 3 scientific research projects (period 2012-2016), with the support of public

institutions (Municipalities of San Pedro de la Paz and Concepción) and a private company, of the

sanitary sector, ESSBIO SA. These 3 projects allowed the development of theses, scientific

publications, participation in scientific events, seminars, meetings with the community and various

actions and materials of environmental education on aquatic ecosystems and toxic algal blooms

and their management plans.

2. The continuation of the Water Quality Monitoring Program of the Biobío River, the main water

resource of the Region and the Country, which was financed by 6 private and public companies

that uses the river's waters. This program allows provides key information to stakeholders and the

community in general about the state and evolution of the fluvial system, for which annual reports

are published and every 4 years a book is published that is widely distributed in the community,

which is accompanied by Environmental education material on the water quality and biodiversity

of this ecosystem. The program of monitoring also allowed the formulation of the Secondary

Water Quality Standard of the Biobío River, which was possible thanks to the information

generated by it, which has been recognized by the Ministry of the Environment of Chile. The team

of researchers who are part of the execution of this program are all collaborators of the UNESCO

Chair.

3. Another relevant contribution of the Chair are the three research projects related to the ecological

state of the urban lake system of the Communes of Concepción and San Pedro de la Paz, which

also had the input of public and private institutions and also allowed the elaboration of

environmental educational material that was distributed in the Formal Education System and in

the Community in general.

4. Another relevant aspect of the Unesco Chair was the Summer School courses program offered to

students of the Doctorate, Master's, Diploma and Environmental Engineering programs. These

courses have been attended by researchers from Latin American universities in the USA and of

various European countries.

5. Finally, the participation of the researchers participating in the Chair in publications (scientific

articles, books), scientific events in the country and abroad and the holding of seminars all

addressed in the subjects of the chair should be included.

2) Activities: Overview of activities undertaken by the Chair during the reporting period

a) Education/Training/Research (key education programmes and training delivered and research undertaken by the Chair during the reporting period, target group and geographical coverage)

i) Education (leading to certificate)

The Unesco Chair has developed academic activities (courses, seminars,

talks) for students of the following training programs of the Faculty of

Environmental Sciences and the EULA-Chile Center.

1. Undergraduate degree in Environmental Engineering.

2. Diploma in Environmental Analysis and Management.

3. Doctorate in Environmental Sciences with mention in Continental Aquatic Ecosystems.

All these programs are taught by academics from the Center and The

Faculty and invited academics from various national and foreign

universities, from Latin America and Europe.

As a result of the research projects carried out between 2012 and 2016, by

the academic group (Carolina Baeza, Patricia Gonzales, Roberto Urrutia,

Ricardo Figueroa, Evelyn Habit, Claudio Valdovinos y Lorena Castillo),

which collaborates with the Chair, the EULA Center and the UNESCO Chair

offered a series of training and scientific outreach activities aimed at Public

Services, Companies and the Formal Education System in the theme of the

Use of Water Resources and the scenarios that mean the effects of Climate

Change on the Chilean territory, bearing in mind that our country is among

the 10 countries most vulnerable to Climate Change.

4. On the other hand, the applied research program entitled "Biobío River

Monitoring Program" was continued, starting in 1994 to the present.

The Biobío River is the main freshwater resource of the Biobío Region

and one of the main rivers in Chile due to its great hydroelectric

potential. The year 2013 was published through a book that was widely

distributed on the state of water quality of this river, which in turn

represents the main source of drinking water for 1 million inhabitants.

This applied research project is financed by the University of

Concepción and several private companies that use the river as a

contribution to the UNESCO Chair.

13, 2012.

X National Congress of Limnology

The EULA-Chile Center organized and held, from 20 to 23 October, 2013, the Tenth National

Congress of Limnology, which was held in the Jaime Baeza Auditorium of the Vice-Rectory of

Research and Development of the University of Concepción. The central theme of this congress

was "Contributions and challenges of Limnology in Chile to Climate Change, the Water and

Energy Crisis", a topic that generates special interest in the limnological scientific community of

Chile, given its enormous environmental, economic significance and social, and whose effects are

being reflected in the limnological investigations that are developed throughout the country.

This congress attracted not only national and international researchers, but also many

representatives of companies related to the area. Both the inaugural conference and the closing

conference featured prominent world-renowned exhibitors.

This participatory workshop was carried out in the context of the INNOVA Project directed by Dr.

This workshop aimed to present the results of the INNOVA project "Water, emergency situations,

technical feasibility for the supply of drinking water from a system of urban lagoons". This project

was developed as a consequence of the earthquake of 2010, where the system of urban lagoons

of the commune of Concepción (TresPascualas, Lo Galindo, Lo Custodio, Lo Méndez and Laguna

Redonda) became an improvised source of water supply. This project was led by the researcher

of the EULA Center, Dr. Carolina Baeza. Done in Center EULA, 2 of September of 2013.

This workshop was organized by FacultadCienciasAmbientales and Centro EULA in conjunction

with the University of Sao Paulo in Brazil. It addressed a number of issues that sought to attract

the attention of researchers working on interdisciplinary issues and sustainability indicators,

including climate change, education, governance, natural resource management, energy, water,

The main activities of academic exchange and collaboration with other foreign universities were: 1. University of Concepción and Positivo University of Brazil. Two postgraduate courses were

carried out both in the city of Curitiba and in Concepción, making a comparison between the

management of water resources in Brazil and Chile.

2. University of Concepcion and Secretariat of Environment of the State of Sao Paulo Brazil. Dr.

Carlos Bicudo from Brazil participated as Co-tutot in a PhD thesis entitled “ The algal blooms

and studies of eutrophic lacustrine systems” and also in the dictation of classes in the courses of

the Summer School (January 2017)..

3. University of Concepción and Universities of Cordoba and International of Andalucia, Spain.

Courses were given in the Summer Schools in Spain and Chile on the subject of integrated

management of water resources, having as reference the Water Directive that governs in the

- Environmental Day Celebration: June 2012 Open House: EULA and Students: Three hundred and twenty schoolchildren took part in the traditional activity "EULA and Students", which during three days of June, the EULA Center organized in the context of World Environment Day. “EULA and the Students” is a set of activities through which the Center opened its doors to the students of the region, with the aim of disseminating and socializing the thematic axes: "Forests: nature at your service" and "Chemistry: Our life, our future, "slogans proposed by UNEP and Explora Program of Conicyt for 2011, respectively.Therefore, the central theme developed was the native forests of the Biobío region, their importance, conservation, their chemistry and their relationship and influence on aquatic ecosystems, as well as forest plantations their impacts and products. To this end, a permanent exhibition "simulated environment" was implemented with several native trees, mainly from the region, and a diaporama with forest species, as well as interactive stations of environmental chemistry, territorial planning, among others. “EULA and the Students” was part of a project funded by the Extension Department of the University, which was led by Prof. Ana Lorena Castillo and counted with the participation of Drs. Claudio Valdovinos, Mauricio Aguayo and Bioq. HernánCid, also had the collaboration of the Jorge Alessandri Park and Explora Biobio Program and Sponsorship of the UNESCO Chair. - Preparation and Dissemination of Educational Material, year 2012:

Joint initiative of the EULA Center, EXPLORA CONICYT Program Biobío Region; and the SEREMI of the Biobío Region Environment, in which children, youngsters and adults from the Biobío Region were invited to participate in order to reflect on the relationship of citizens with the Urban Wetlands of the Region. Environment Day. - Participation in Exhibitions: Summer Poster 2014: Refresh Learning at the Science Center Art and Technology CICAT at the University of Concepción: The EULA center participated as scientific adviser to the CICAT summer 2014 bulletin board, collaborating with Dr. Oscar Parra and Prof. Ana Lorena Castillo. One of the objectives of this exhibition was to introduce visitors to the theme of water, from its chemical properties to its role in human history and civilization. The billboard was divided into two areas; A) infographic sample of 20 panels and b) 8 interactive modules that explained the concepts presented in the infographics.

3. Future Plans and Development Prospects: Outline of action plan for the next biennium and short/medium and long-term development prospects. Please do not hesitate to refer to difficulties that the Chair has experienced

Chile has suffered a series of natural disasters since 2010, i.e., earthquakes, tsunamis, large forest

fires, volcanic eruptions and extreme events such as heavy rainfall and drought periods, toxic algal

blooms in marine and freshwater waters, some of which are associated to the effect of Climate

Change (Chile within the 10 countries most vulnerable to Climate Change). Such subjets have been

addressed by researchers who are part of the team that integrates the Chair.

The Chair's plans for the next five-year period is to focus precisely on the effects of Climate Change

on water resources throughout the Chilean territory, in order to collaborate with the government and

public and private entities to fulfill the country's commitments with the COPs Paris agreement of 2016.

We believe that this theme will allow the development of research areas, research projects, training

programs for new human resources and exchange programs with researchers from other countries

that are also affected by climate change.

The first activity that we intend to develop in the new term of the chair (2017 to 2022) is to formulate a

program of work for the next 5 years, defining and formulating scientific research projects, new

alliances with government and private entities and seeks greater collaboration with NGOs and the

community.

Partner Institutions: Its contribution corresponds to $ 3,000 per year and corresponds to private and

public companies that are part of the Administrative Council of the Monitoring Program of the Biobío

River and with which all the publicity publications and the seminars with the community are financed.

These companies are: ESSBIO S.A., HUACHIPATO SA, CMPC S.A., ENAP S.A., PAPELES BIOBIO

S.A., IANSA S.A.

Government Body: Municipality of Concepción and Municipality of San Pedro de la Paz: Both public

institutions in the period between 2012 and 2016 the amount of US $ 4,000 to support the

dissemination activities of research projects on lake bodies, wetlands, algal blooms and the

environmental heritage of both communes.

During the reporting period, the chair uses the facilities of the EULA Center and other spaces of the

University Campus of the University of Conception (classrooms, auditoriums, laboratories, vehicles,

etc.), as well as dependencies of the Municipalities and also of the Associated Companies.

ACTIONS OF ENVIRONMENTAL EDUCATION

Within the framework of this Chair, several actions have been taken in collaboration with the public

entities and Companies, both with those belonging to the PMBB, as well as with other companies in

the country oriented to general Environmental Education material for the formal and non-formal

education system. This has made possible the publication of books, brochures and others materials

that have been distributed free of charge
