1. Executive Summary: Major outcomes, results and impact of the Chair, including on national policies, in relation to its objectives as stated in Article 2 of the Chair Agreement (between the Institution and UNESCO) (Not exceeding 300 words)

The project’s main objective is to contribute to the national effort that seeks to

assure a satisfactory and complete supply of high quality fresh water for the different

needs of the country, without affecting the hydrological, biological, physical and

chemical functions of the ecosystems.

The Chair´s contribution during January 2014 to December 2016 is described briefly as follows:

Conferences/seminaries related with Professional Activities, which took place at ERIS and the Engineers Association of Guatemala in the framework of the integrated management of water resources, supporting the Professional Congress of AGISA and the XV National Congress of Engineering.

Coordination of national initiatives such as the Law of Water proposal presented by USAC to the Guatemalan society.

Technical support to the Guatemalan lakes in risk of contamination such as Atitlán lake, Amatitlán lake and Petén Itzá lake.

Participation in the protests against the principal authorities of the Guatemalan government because of the corruption and the use of pollution substances in the lakes of the country.

Integration and participation in politics through technical organizations supporting the civil society such as AGISA and RASGUA.

Diplomats and workshops directed to experts and authorities about topics related to the protection of the water resources: waste waters, waste solids and river hydraulics.

Training about waste water treatment to USAC´s and other universities students at the Pilot Plant Aurora II from ERIS. Support about this topics to the Postgraduate Studies of the Engineering Faculty of USAC as well to the Municipality of the Guatemala Department and San Marcos.

Support to investigations about the application of the Integrated Water Resources Management in the Monitoring of the water sustainability, Regional Planning, and the efficient use to diminish the water pollution.

Support to the UNESCO Chair Program and the Hydrometeorological Events at the America´s University in Puebla, Mexico.

Participation in international events of UNESCO to present the advances of Guatemala´s Chair in the next meetings: UNESCO´s Chairs meeting in Santiago de Chile to evaluate the impact

of the program in Latin-American and the revision of the Water Law of Chile with the support of the president Michelle Bachellet which took place in October 2015.

Meeting of UNESCO supporting the COP21 in the framework of Climate Change, which took place in Paris, France in November 2015.

Participation in the first worldwide meeting of UNESCO´s Chairs at the University for foreigners in Perugia, Italy, October 2016.

Participation in the meeting of extreme events and the presentation of the UNESCO Chair for the management of the hydrological risks for the sustainable development for the Caribbean. And the opening of the Chair

of Technological Sustainability of the water at the University of Curacao in Aruba, December 2016.

Inter sectorial workshop about the prevention and management of the Hydrometeorological extreme events and the adaptation to climate change, at the Training Center of Spanish Cooperation Centro, Antigua Guatemala. December 2016.

Special efforts have been made to promote that the legal and institutional framework related with the water resources, solid and liquid waste would contribute to diminish the pollution in the waters of Guatemala. The chair´s achievements coincide with the government politics and the national effort to order the water resources sector. To obtain the outcomes and achievements, it´s been necessary a constant

coordination with different institutions such as the National Committee of the

International Hydrological Program –CONAPHI- and the representation of

UNESCO Guatemala strengthen the Chair and acquire prestige. The Chair

continues with the relationship with other institutions such as INSIVUMEH (Institute

of seismology, volcanology, meteorology and hydrology), MARN (Ministry of

Environment and Natural Resources), AGISA (Guatemalan Association of Sanitary

and Environmental Engineers), INFOM (Institute of municipal development), ,

MSPAS Ministry of Public Health and Social Assistance), RASGUA (Guatemala

Water and Sanitation Network) and the College of Engineers of Guatemala

2) Activities: Overview of activities undertaken by the Chair during the reporting period

a) Education/Training/Research (key education programs and training delivered and research undertaken by the Chair during the reporting period, target group and geographical coverage)

i) Education (leading to certificate)

4 courses for graduate students: <<industrial waste water>> given by Stewart Oakley, University of Chico California. 240 professionals participated. River hydraulics course, given during 4 months with the participation of 15 Central American engineers. 2 courses about solid waste by municipalities in the departments of Peten and Chimaltenango. 70 persons participated.

10 Central-American students graduated in integrated water resources management in the Regional School of Sanitary Engineering and Hydraulic Resources -ERIS. Support and interchange of experiences with the private Universities of Guatemala in topics of hydrology, hydraulics and waste water treatment.

To impulse and focalize the implementation of the postgraduate specializations in river hydraulics, environmental hydrology and hospital waste solids at ERIS, to decrease the risks in bridges, floods and pollution in rivers. These programs have been planned according to the needs of the country and to the request of institutions such as CONRED (National Council for Disaster Reduction), INSIVUMEH, COVIAL (Institution for Road Conservation), Ministry of Environment and Natural Resources, Ministry of Health and Social Assistance and the College of Engineers of Guatemala

6 courses or diplomates with the participation of 380 postgraduate professionals.

Advice and orientation in topics related to waste waters to 280 students of the San Carlos university and 80 students from Rafael Landívar university.

ii) Training (short term)

4 workshops for the institutions governance related with the water and sanitary sector. 40 professionals who participated in the workshop of integrated management of water resources. Certified course about river hydraulics: environmental hydrology, 35 participants; river hydraulics, 30 participants; river morphology and sediment transport, 30 participants; hydraulic protection in rivers, 30 participants; case studies, 30 participants. 4 workshops for the governability of the water and sanitation sector with the participation of experts, national and international institutions to propose models of community intervention and laws proposal.

10 seminaries and/or conferences for the promotion of the integrated water resources management and river hydraulics to avoid disasters in communities and bridges, with the participation of 1200 professionals.

HEC “Mathematical and Hydrologic modeling using the models of HEC-HMS

y HEC-RAS, for the design of hydraulic works, This event took place from 7

to 12 April 2014. With the support of The International Center for Integrated

Water Resources Management (ICIWARM), US Army Corps of Engineers

and UNESCO Montevideo from PHI LAC and Regional School of Sanitary

Engineering and Hydraulic Resources -ERIS/USAC– UNESCO Chair of

water. With the participation of 43 engineering professionals. It is important

to notice that this event was regional: each country of Central America sent

a representative from CONAPHI.

Statistics Tools for the professional work and investigation: introduction to

SPSS. This course was impart by the Regional School of Sanitary

Engineering and Hydraulic Resources – ERIS-. With the support of Dr.

Ernesto Villagrán Colón, specialist in statistics for the investigation. The

course t from 23 to 25 March 2015. To 32 professionals from the majors of

Sanitation Engineering and Hydraulic Resources participated, who are

elaborating their respective investigations related to water topics (treatment,

energy use and food).

Diplomat in Municipal Sanitation with emphasis in domestic wastewater and

waste solids. This diplomat was imparted by the This course was imparted

by the Regional School of Sanitary Engineering and Hydraulic Resources –

ERIS/USAC – UNESCO Chair of water, University Superior Council of

Central America and College of Engineers of with the financing support of

the Swiss Development Cooperation –COSUDE-. The course was from June

5 to August 22, 2015. To 44 professionals from government and municipal

institutions participated. The diplomat had a duration of 88 hours.

Course about hydroelectric. During the months of February, April and June

2014, were imparted 5 conferences at the Engineers Association of

Guatemala Headquarters in Quetzaltenango, San Marcos, Huehuetenango,

Cobán Alta Verapaz and Jalapa, about the design and operation of

hydroelectric. To 176 engineers participated.

Pre Congress courses. Related to the XIV National Congress of Engineering,

These courses were Treatment and management of industrial waters, to 30

professional engineers participated.

Groundwater. 26 professional engineers participated.

Municipal waste solids. In the Municipality of San Juan Comalapa,

Chimaltenango, a course about municipal waste solids was imparted. 60

people from all the social levels participated and the plan for the integrated

management of waste solids from their zone was elaborated

Water diplomacy workshop for Central America. This workshop was

organize by UNESCO in the framework of the International Hydrological

Program from UNESCO to Latin America and the Caribbean with the

initiative Potential Conflict of Potential Cooperation e of PCCP (Potential

Conflict of Potential Cooperation), in November 2014 in San José, Costa

Rica. From Guatemala, Magaly Arrecis from National Problems Institute,

from the San Carlos University participated.

Second regional workshop about environmental flows-Experiences and

regional challenges. The workshop was in Panama City from 24 to 26 March

2015. Organized by the International Hydrology Program from UNESCO,

and the National Committee PHI from Panama and the National authority for

the environment. Each country representative from Latin America made a

presentation about the situation of the management of environmental flows

in their countries. At the end, a declaration was make about the new

dispositions related to this topic.

O iii) Research

The most important of the research is published in the magazines of ERIS, with the chair holder as editor.

Investigation through thesis about topics related with water resources of the nation and sanitation. These were publish in the scientific magazine of ERIS “Agua, Saneamiento y Ambiente”. The Chair has given support to the investigation and implementation of projects related to waste water treatment, especially to rescue the lakes (Amatitlán, Atitlán and Petén Itzá). The Chair is part of the scientific panel to rescue the lakes.

Three investigations have been elaborated by students from Central America, at the Pilot Waste Water Treatment Plant, Aurora II Colony in zone 13, Guatemala city. These investigations are related with the efficiency of the treatment of domestic waste Waters using common mechanisms such as PET or stones with high bacterial growth. The results have contributed the achievement of the regulations stated by MARN, Governmental Agreement 236-2006.

i) Key conferences and workshops hosted by the Chair

8 conferences for the promotion of the integrated water resources management and river hydraulics to avoid disasters in communities and bridges. 12 workshops for the institutional governance in the sector of water and sanitation with the participation of national and international institutions to propose normative models and community interventions. These workshops lead to the elaboration of the design normative for water and sanitation in rural zones of Guatemala. 44 professionals participated continuously. Participation in 30 workshops for the commission of bridges of the Guatemalan Chamber of Construction –CGC- (Private sector of construction) for the formalization of technical standards of bridges hydraulics in the context of natural disasters. 8 conferences about the promotion of the integrated water resources management to avoid disasters in rivers and bridges. 1200 professionals participated with the support of the Guatemalan Construction Camera, Rafael Landívar University, San Carlos University, del Valle University. 2 seminars with the Guatemalan Association of Sanitation and Environmental Engineering AGISA which took place in the Inter-American Water Day to raise awareness of the progress and problems of water use, as well as the lack of water resources. Advice and training of professionals from the Ministry of Environment and Natural Resources and Controller Engineers General's Office in wastewater issues and hydraulics of bridges and flooding in communities and waterworks in rivers. ii) Other conferences/organizational activities undertaken by the Chairholder

Participation in conferences and meetings of the national committees PHI and focal Points, coordinated by UNESCO Guatemala and AGISA, in the context of the celebration of the Interamerican day of water, to divulge the advances and problems of the water uses. XIV National Congress of Engineering organized by the Association of Engineers of Guatemala. It was also celebrated the congress about the 50 years of ERIS in October 2014. In the congress were shown the advances in health lead by the new discoveries in sanitation engineering and the management of Hydrometeorological events using the Hydric Resources engineering. These advances have been achieved by engineers graduated from ERIS.

Participation in the symposium about water organized by CONCYT in November 2015.

Seminars of the WET project about education and integrated water resources, Bozeman Montana USA with the support of UNESCO. iii) A selection of conference presentations by the Chairholder and other colleagues

Hydraulic of rivers, 240 participants c) Interuniversity Exchanges/Partnerships (principal exchanges/partnerships between the Chair and other institutions including UNESCO Chairs/UNITWIN Networks)

Support and exchange of experience with private universities in Guatemala about hydrology, hydraulics and waste water treatment. Participation with regional PHI about the topics of subterranean water and maximum rainfall events and flooding. Active participation with the Bridges Commission of the Guatemalan Chamber of Construction for the realization of the Technical Regulations for Hydraulics in Bridges with the support of officialization and publication of the norms to diminish the collapse caused by natural events.

Workshop in Groundwater in Montevideo and Collaboration with World Groundwater Association. Education material in IWRM by rural communities in WET project in Montana USA. Education material in Water and Sanitation by communities with focus in IWRM for conference in Acapulco México.

f) Other (any other activities to report)

Meetings of coordination to the performance of actions at a local level with PHI Guatemala, INSIVUMEH, MARN, INDE, CONCYT, EMPAGUA, OPS/OMS, UNESCO Guatemala and the authorities of the University of San Carlos to obtain outcomes and participation from PHI Guatemala and UNESCO Montevideo. The Chair with the help of ERIS coordinate actions with RASGUA which is a network of institutions, international cooperation institutions and universities. ERIS gave support with technical counseling to the elaboration of the water and sanitation rural norms official by the MSPAS, which is an outcome that brings benefits at a national level. Participation in the project of ground waters from the TRIFINIO plan, supporting the representatives of UNESCO Guatemala and UICN. Political Incidence

Support during 2014 for the proposal of the general water law, presented by the National Problems Institute of San Carlos University.

Support to the protection of the most important three lakes of the countries because of the pollution.

The lake of Atitlan in paralel with the Authority for the sustainable management of the lake Atitlan basin -AMSCLAE- for the aproval of an integral project to reduce the cianobacteria and nutrients from the waste waters of the municipalities that sorrund the lake.

Lake of Amatitlan in paralel with ERIS and other institutions from San Carlos University declared against the intention of using a liquid that would recover lake Amatitlan from pollution. After the analysis the liquid consisted only in 97% water and the rest 3% peroxide.

Coordination to reduce the pollution of the lake Peten Itza with the help of TALENT company and MARN. An integral analysis is being elaborated to deal with the waste waters for the security of all the municipalities from the area which have been declared cultural heritage of humanity.

Participation in the movement #renunciaya because of the corruption of the national authorities which affected the financing of the education, the health and protection of the environment ; all these related with the objectives of the Chair.

Scientifics Projects Complete and in Progress Three investigations have been elaborated by students from Central America at the Pilot Waste Water Treatment Plant, Aurora II Colony in zone 13, Guatemala City, These investigations are relate with the efficiency of the treatment of domestic waste Waters using common mechanisms such as PET or stones with high bacterial growth. Expected activities 2015-2017

Water Law To continue supporting the proposal for the Law of Water with the direction of the

Institute of National Problems of, USAC. Actually, USAC with the participation of the Chair are working in a scheme of the Law of Water, which will be present in 2017. These institutions are giving support to the Proposal of Law on the Integral Management of Solid Waste. Institution training Counseling and trainings to professionals from MARN, MPSAS, Engineers of the Comptroller General of the Nation in topics related to waste waters, waste solids, and floods in communities and hydraulic works in rivers. Support to the operations of the National Politics for the Integrated Water Resources Managements and Waste Solids according to the realization of the logical framework. Counseling about the actualization of the regulations for the waste solids of hospitals in collaboration with the Health and Social Assistance Ministry. All these topics will be discussed with national entities and organizations with the objective to avoid that the liquid and solid waste reach the water resources. Training for the professors of the different fields of engineering of USAC to actualize them about these topics and the problems of the country. Support to the lakes authorities Technical support will be given to projects for the protection of the lakes Atitlán and Petén Itzá, to reduce the contamination caused by waste waters. The importance of these lakes have been explain to the municipal authorities.
