WELCOME
Welcome to our programme of coursesfor Greater London Region UNISON.This is our fourth 12 monthprogramme. We have arranged thisprogramme on a month-by-monthbasis whereby you will find therelevant course you want to attendin the month which you want tostart it in.
On pages 20-21 and 34-35 you willfind two calendars, one which isorganised on a month-by-month basisand the other by course heading.
Our courses are designed to helpbuild an active and effective union atworkplace, branch and regional levelbased on UNISON’s values: promotingmembers’ rights; encouragingparticipation in the union; providing
quality services to members; andequality. Our courses aim to help youdevelop your skills and knowledgefor organising in the workplace. Theyare run in a friendly and supportive
way, they value participants’ ideasand experiences, and they have apractical focus. They use ‘studentcentred’ methods; so you won’t belectured at or put on the spot.

Most, but not all of our courses ask that the participant complete a pre-course activity. This is not an onerous taskand your branch may be able to assist. You may also receive contact from your tutor before the course start dateto check that everything is ok.

First steps for stewards: We stronglyrecommend that all new reps attendour new five-day stewardsintroductory courses. These arecourses you really can’t do without –or if you are a branch / workplacecontact or may be interested infinding out a bit more about thework of the union, we wouldrecommend that you follow ourintroductory courses outlined below:
Lost in UNISONMany potential stewards arereluctant to commit until they knowwhat’s in store. Many new stewardsfeel overwhelmed when they firststart. They are unsure of the role, orwhat’s expected of them, not knowingwhere to get advice, information andsupport or how they fit into thebigger union.
Lost in UNISON is a new stewardinduction/taster session for potential
and new stewards where you get agrounding in the structures ofUNISON, explore the scope of therole, identify sources of support andaccess further training. We also lookat the difference you can makeimmediately in your workplace witha bit of basic organising. It’s fun andinformal and has been developed byexisting stewards to meet the needsof new and potential stewards.
These inductions are held six times ayear. We strongly recommend thatonce you have completed thistraining session, you sign up toattend a five-day Introductoryorganising steward course. (Seeinformation on ERA accreditation).

Introductory organisingstewardThis is a five-day course that buildson Lost in UNISON but explores in amore detailed way the role andresponsibilities of UNISON reps andhow the union works. This is a courseyou really can’t do without andbrings with it ERA accreditation.
Communicating withconfidenceThis three-day course will help getyour message over in a variety oftypical trade union settings.
Negotiating skillsThis three-day course will helpparticipants to develop and practicenegotiating skills; be more effectiveteam negotiators; understand thatprocess of negotiating, and befamiliar with different styles ofnegotiating.
Introductory health andsafety reps courseIf you have an interest in safety inthe workplace and are a newhealth and safety rep you will get alot from this course. It deals withthe legal framework both domesticand European, of health and safetyin the workplace. It covers theemployers legal responsibilitiesand where you and the union fitinto this very important process.The course also explores how wecan organise around workplacehealth and safety issues.
Finding your course
This programme is organised to make it as easy as possible for you and your branch toidentify a course that suits you. This programme is designed on a month-by-monthbasis so that the course that you may wish to attend could cover two calendarmonths but you need to look for the relevant start date.

Paid time off Your rights: You have a legal right toreasonable paid time off for trainingin your union industrial relationsduties. You should give yourmanager at least a few weeks notice,and if asked to, provide them withinformation about the content of thecourse. So, when you send off yourapplication form to UNISON, at thesame time ask management for timeoff using your local procedure –don’t delay by waiting until yourcourse place is confirmed. If youneed help at any stage ask yourUNISON branch.
What the law says about time off:Stewards and other branch officershave rights given by the Trade Unionand Labour Relations (Consolidation)Act 1992, backed up by the ACASCode of Practice on ‘Time Off forTrade Union Duties and Activities’revised in 2003. You can find theCode of Practice on www.acas.org.uk.Union Learning Reps have rights fromthe same Act and the same ACASCode of Practice applies. Safety Repshave similar rights described in theCode of Practice and Regulations onSafety Representatives and SafetyCommittees (1977). These are
reproduced as a UNISON publicationof the same name. Have a look as well at the UNISON publication ‘Timeto Act – negotiating time off for tradeunion duties and activities’, stocknumber 2359.
Paid time off for part-time workers: If you attend a course for which paidtime off is available and those coursehours exceed those you normallywork then you should be entitled toreceive pay or time off in lieu forthose extra hours. If you need helpwith this please contact your branchsecretary.
Your right to attend training courses
If you successfully complete a five-dayorganising steward course, you willbe entitled to a certificate fromUNISON under the ERA to say thatyou have received the union trainingyou need to accompany a member toa grievance or disciplinary hearing.This would be useful in the unlikelyevent of a manager challenging you.(ERA = Employment Rights Act whichplace the responsibility onindependent unions to certify thatstewards acting as representativeshave been through the appropriatetraining that this legislationrequires). If you have been a stewardfor some time and have not beenERA accredited you can obtain thisimportant credential by attending atwo-day Stewards refresher course(please note this course is NOT fornew reps who have not attended thefive-day Introductory organisingsteward course).
Employment RightsAct accreditation
As a consequence of the Employment Rights Act the union has a legalresponsibility to designate that reps are ‘competent’ to represent membersat grievance and disciplinary hearings – (known as ERA accreditation/certification).
The union has decided that the way in which it will meet this objective is fornew reps to attend the five-day introductory stewards course and for otherreps who have been activists for a number of years but have not been able toattend any formal training, are recommended to complete the three-dayStewards refresher course which will provide them with ERA accreditation/certification. They will then be asked to complete this course five yearsafter attending their introductory course and every five yearssubsequently. This course is NOT for newly elected reps.
Stewards refresher
INFORMATION
Timing: Most of our courses run from9.30am (prompt) to 4.30pm. The starttime will be clear in the details thatwe send you when you are bookedon a course. Whatever the finaldetails say: for everyone’s benefit,please get there on time.
Course fees and expenses: There isno cost to you. Where we show acourse fee that will be paid by thebranch. Our course fees are to coverthe cost of lunch at venues where weprovide it. Travel and subsistencefees will also be paid by the branch.We will provide you with a claim
form to give to your branch. Theyshould also pay any additional childcare costs that result from attendinga course – it is best to discuss thiswith your branch before attending.
Course numbers: Many of ourcourses can only run if we have atleast 15 participants. Unfortunately, ifwe don’t recruit 15 participants ontoa course we are not able to run someof them. This is disappointing andfrustrating all-round. In thesecircumstances we try and offeralternative courses it they areavailable. We are happy to tell you
about numbers in advance if you areanxious to know whether or not yourcourse is likely to run.
Cancellation: If for any reason youfind that you cannot attend a coursethat you have applied for, then youshould let your branch know. Theymay be able to find someone else tofill your place. You should also letthe Education Unit at RegionalOffice know (see Enquiries andcontacts). If you fail to attendwithout informing us before thecourse starts there will be a penaltycharge made on your branch.

Course arrangements
INFORMATION
BursariesIf you are doing a course in further or higher education relating to trade unionism, you might be eligible for aNational or Regional bursary. These help with course fees and the cost of books etc.
The main criteria used for supporting members/activists engaged in a course is that the subject matter should beconnected to some aspect of trade unionism and the application from should be supported by your branch.

Branch courses and branch developmentAs well as courses run at regional levelwe can help with courses and sessionsfor individual branches. For example,we can arrange for introductorystewards courses at branch level, andwe can assist with branchdevelopment workshops to help withrecruitment and organisationaleffectiveness. Your branch educationco-ordinator or branch secretary willarrange local publicity whensomething is organised for yourbranch. Minimum numbers will applyto enable courses to run.
OLBA – Online BranchAccounting systemIt is now a requirement by rule, forall branches to use OLBA to recordbranch accounts, income andexpenditure. This course is aimed atbranch treasurers and covers budgetsetting, recording expenditure,reporting, reconciliation andproducing the Branch AnnualFinancial Return at the end of thefinancial year.
Training for OLBA is a one-day courseheld at UNISON Centre in EustonRoad and is available through theEducation Team contact AmandaMayers on 0207 535 6561.
WARMS – Web Access RMSUNISON’s membership recordsdatabase is now available to allbranches through its new webaccess interface. Branch secretariesand membership officers can accessand view their members recordsfrom anywhere they have access tothe internet. Branches can now addtheir own members applicationforms, update their membersrecords and produce mappingreports for recruitment planning.One of the most popular features ofthe system is the ability to email agroup of members with the press ofa few buttons.
Access is granted automatically tothe branch secretary, who then addsusers agreed by the branch. Usersneed to register withhttps://my.unison.org.uk and follow

Opportunities withthe TUCWe work closely with the TUCeducation service in London.They help us run manycourses, and we encourageUNISON members to attendtheir courses. They publish abrochure with course detailsthree times a year, which issent to branches. The TUCoffers IT training; and watchout too for the furthereducation diploma andcertificate courses in tradeunion studies that theysupport.

We use a number of venuesthroughout London for thedelivery of our courses. We try torun our most popular courses atvarious venues around London,for others we use Central Londonvenues. Rather than repeat thisinformation throughout theprogramme it is summarised here.
Central London We use a number of venues inCentral London and (in theEuston/Kings Cross area). These areall served by a number of tube linesfrom all over London. Precise detailswill be given when you apply.
HounslowWe use West Thames College,London Road, Isleworth. Nearest tube: Hounslow East.
TootingWe use South Thames College, 71 Tooting High Street, LondonSW17 0TQ.
TottenhamWe use the College of North EastLondon, Tottenham High Road.Nearest tube: Seven Sisters.
Venues
Most of our courses are run solely for activists in Greater LondonRegion, and you will receive your course details from us. Once we havereceived your completed application form, signed by your branch, wewill send you an acknowledgement letter and approximately 10 daysbefore the course start date we will send you a letter giving detailsabout the course, joining instructions and a map of the venue. If forany reason you do not receive this information please contact us atRegional Office.

Fill in the formFill in the application form, giving usall your contact details (we prefer touse your home address), includingdaytime phone number and emailaddress in case we need to contactyou at the last minute. We need yourmembership number for ourcomputerised system.
AccessWe would be pleased to help with anyrequirements for disability access orfacilitation. Please mention any on theapplication form so that we can makearrangements.
MonitoringPlease don’t forget to fill in themonitoring boxes covering disability,gender and ethnicity. As well ashelping us monitor whetherapplications are representative, ethnicmonitoring helps us to build up ourdatabase of Black and minority ethnicactivists. If this applies to you, but youdon’t want to be on the databaseplease tick the exclusion box.
Get your branch to sign as wellAs well as your signature, we musthave a signature from a branch officer(usually your branch secretary or branch
education co-ordinator), so that:

Start arranging time offAt the same time as you apply westrongly advise you to beginarranging time off. Inform yourmanager, using your local procedure,and if they ask you to, provide themwith information about the contentof the course. We can get you thisinformation, if necessary. Don’t delayyour time off request by waiting untilyour course place is confirmed, asyour manager may then say that youdidn’t give them enough notice. Ifyou need help at any stage ask yourUNISON branch.
Send it to us as soon as possibleYour application should be sent (nostamp needed) to Freepost UNISONGLR EDUCATION. If you would prefer,you may get your branch to emailyour application, but we will need acovering note in lieu of a branchsignature, and we must have all theinformation requested on the form.Your application must get to us atleast two weeks before the course.
When we get yourapplicationWe’ll acknowledge receipt of yourapplication, and then send final detailsconfirming start time and venuedetails approximately 10 days beforeyour course.
There is a penalty if you failto show upPlease note that after you receive finaldetails we will expect you at thecourse. If you fail to attend, withoutgiving us any notice, your branch willbe charged a £15 penalty for each dayof the course.
If the course is fullPlease note that we accept applicationson a ‘first come, first served’ basis. If, assometime happens, a course is full,we’ll try and find you an alternative.
If the course is cancelledWe know that course cancellation isfrustrating and inconvenient and we doour best to avoid it, but many of ourcourses require minimum numbers inorder to run. Unfortunately, thatmeans that some of our courses doget cancelled. If that happens we willtry and find you another course.
Travel expensesTo get your travel expenses youshould claim from your branch. Wecan give you a claim form to use(unless your branch has its own). Youmight also want to claim a lunchallowance, if none is provided at thecourse, (see below). Child care costsshould also be paid by the branch.
Course feesWe only charge a course fee (for yourbranch to pay) where we providelunch at a course venue. This fee is £20 per day. We don’t charge this feewhere there is no lunch provided bythe region but we expect branches toprovide a lunch allowance. You mustget your application countersigned byyour branch so that they are aware ofthese arrangements.
