SUMMARY OF EXPERIENCE

2004-present UNDP Resident Representative and UN Resident Coordinator forSenegal

As UNDP Resident Representative:

• Provided leadership and strategic guidance in the realignment of the two main UNDP programs of the cycle2002-2006: Poverty Reduction and Good Governance with focused, strategic and more attainable resultsfollowing the Program review with the Government;

• Co-chair the Development Partners Forum with the World Bank. This cooperation mechanism has enabledthe establishment of 12 thematic groups, ranging from Private Sector Development, EconomicManagement and Financial Sector Reforms to Decentralization, each under the leadership of differentdonors. This Forum also allows for monitoring of development aid, as in particular the follow-up of theConsultative Group meeting in Paris in June 2003, and planning the second generation PRSP Consultativemeeting scheduled for 2006, as well as the organization of Sectoral Round Tables on Water and Sanitationin May 2005 and on Governance scheduled for 2006;

• Guided the drafting and the publication in 2005 of the Development Cooperation Report centered on ODAin favor of Poverty Reduction Strategy and the Millennium Development Goal;

• Responsible for the management of the Thematic Trust Fund for the Integrated Framework for betterintegration of the Senegalese trade sector to the world market and regional integration;

• Guided the organization of the joint SPA-OECD/DAC mission to harmonize donors assistance and todisseminate new guidelines on poverty reductions;

• Led and directed the quarterly publication of the Strategy Note that captures concisely the economic andpolicy context and assesses systematically direct budget support;

• Co-chair with the EU the group of development partners intervening in Casamance for the implementationof the Program on socio-economic recovery of Casamance;

• Provided strategic guidance on the formulation of the humanitarian mines action program. In this context,established the multi donors Tnist Fund which finances studies, technical assistance and de-miningactivities.

As UN Resident Coordinator:

• Revitalized and led the UNCT in Senegal (23 agencies) on its contribution to national strategic thinking(PRSP, accelerated growth strategy, improvement of governance, integrated framework initiative, theregional development dynamics and NEPAD that were developed into a coherent and integrated response.The preparation of the Common Country Assessment (CCA) and the United Nations DevelopmentAssistance Framework (UNDAF) were a direct result of this exercise, which reflected consistency withnational priorities and objectives. The current UNDAF covers the period 2007-2011;

• Coordinated the UN assistance to the national authorities for the preparation of the Millennium Summit +5;• Coordinated the UN response to the emergencies and natural catastrophes (Flooding, cholera epidemics and

avian flu);• Guided the UNCT in the planning and formulation of a joint support to the national strategy of fight against

HTV Aids and in the implementation of the UN policy of HIV training in the workplace;• Provided leadership and supervise the UNCT assistance in the implementation of the Millennium Project

(MP) in which Senegal was the only French speaking country in the pilot phase. With the assistance of theMP, Senegal has successfully carried out sectoral studies, needs assessment and costing for theachievement of the MDGs in building closer synergy between MDG, PRSP and NEPAD.

2002- 2004 UNDP Resident Representative and UN Resident Coordinator for GuineaBissau

As UNDP Resident Representative:

• Provided leadership and strategic guidance hi the achievement of the objectives of the country cooperationframework 1998-2003. This framework agreement between Guinea Bissau and UNDP defined the socio-economic and political challenges for Guinea Bissau in the post conflict context and proposed specificactions on the part of UNDP to support the country's recovery efforts;

• Provided continuous support to the Government in the elaboration of strategic national documents, whichforms the basis for the next Round Table: National Governance Program adopted in February 2003 and2004 PRSP in its third version;

• Guided UN efforts in the management of external support to March 2004 legislative elections that enabledthe country to return to a democratic regime;

• Established the Emergency Economic Management Fund for Guinea Bissau, a multi-donor trust fund toenable the Government to cover the financial gap in the country emergency budget for 2004;

• Led strategic and resource mobilization efforts of the Country Office, based on result-based managementtools; mobilized external funding from UK, Netherlands, Sweden, Italy, Japan, Brazil, Portugal, France andUNDP (BCPR and BDP);

• Strengthened UNDP leadership position in building capacity and in supporting the establishment of the firstnational mine action coordination center in West Africa;

• Guided new initiatives in the areas of peace building, crisis recovery, human security and illicit traffickingof small arms;

• Provided substantive support and guidance to the first ECOSOC- mandated Ad-hoc Advisory Group onAfrican countries emerging from conflict; hosted the missions to Guinea Bissau, facilitated access to seniorofficials in Government and leaders of civil society group, provided strategic field assessment of risks andopportunities from a development angle;

• Provided leadership in the formulation of the new Country Programme Action Plan that detailed UNDPinterventions for the period 2004-2007, and which was signed with the Government in June 2004.

As UN Resident Coordinator:

• Led the UN Country team in the implementation of the UNDAF;

• Revitalized and led the UN Country Team in planning and coordinating a joint strategy to support thegovernment's emerging need in the fight against HTV/AIDS, resulting in the approval of the nationalproposals during the third and fourth rounds by the Global Fund for HTV/AIDS, Tuberculosis and Malaria;

• Guided UN efforts in mobilizing the national authorities for campaigning for the Millennium DevelopmentGoals (MDG) and in the preparation of the national MDG report;

• Provided assistance to the ECOWAS and CPLP peace and mediation missions in the political and socialdialogue during the post coup period and after the legislative elections;

• Strengthened the UN security systems.

1997- 2002 Deputy Executive Secretary and Director of Operations, United NationsCapital Development Fund (UNCDF), NY

Responsible for the global operational and financial management of all UNCDF funded operations in localgovernance and Micro-finance with a focus concentration on at least 25 Least Developed Countries.

As Deputy Executive Secretary:

• Led task forces on policy development and refinement of UNCDF thematic instruments in Localgovernance and Micro-finance;

• Negotiated and developed partnership agreements with new partners such as the Belgian Survival Fund,European Union and mobilized additional non-core resources;

• Promoted the work of UNCDF in various forums - international, regional and country level bydemonstrating and advocating the replicability of our programmes, as an integral part of UNCDF's strategyfor building on lessons learned.

• Served as Executive Secretary a.i. From September 1999 to January 2000.

As Director of Operations:

• Negotiated the development and implementation of quality programmes with Resident Representatives andResident Coordinators, Head of Agencies, Ministers and other Senior Officials at HQ and in the field formaximum leverage of our limited resources;

• Drafted and negotiated several Memorandum of Understanding with UNDP RR in UNCDF focus countriesin Africa, Asia and Latin America. This facilitated the renewed dialogue and partnership with recipientcountries, UNDP RR on clear areas of cooperation within the Country Cooperation Framework (CCF) andUnited Nations Development Assistance Framework (UNDAF) and engendered a good understanding ofUNCDF policy. These efforts resulted in heightened understanding by beneficiaries and selected donorgroups of UNCDF 's niche and distinct fimding mode within the UN system;

• Provided overall management and supervision of UNCDF outstanding resource commitment estimated atapproximately USD 230 million, hi this connection, set up a rigorous and effective monitoring and follow-up of the delivery and disbursement mechanism with performance indicators, early warning system toappropriately track and manage UNCDF programme budget and approvals.

• Guided and motivated a team of twenty Technical Advisors and Programme Managers at both HQ andCountry Offices and forty Programme Officers hi Country Offices. Through team building, and adoption ofmatrix management, I was able to attract and maintain talented staff devoted to activities undertaken. Thisresulted in a better understanding of expectations among units, quality programming, and more technicallyground and substantive units and enhanced corporate credibility.

• hi addition to my responsibilities in UNCDF, I have also chaired the UNDP Advisory Committee onProcurement since August 1999.

1994-1997 Deputy Resident Representative UNDP, Niger

• Provided overall management of the 5* Country Programme through the promotion of the programmeapproach and the operationalization of Sustainable Human Development (SHD).

• Led the elaboration of the Country Strategy Note (CSN), Advisory Note and the first draft of the CountryCooperation Framework drawing on broad UN agencies, civil society and development partners'participation. The CSN received good media coverage and as a result, there was positive feedback from policymakers and the international community.

• In close collaboration with the Senior Economist and the Sustainable Development Advisor, formulated thenational programmes for Poverty Alleviation, Promotion of the Private sector and the second phase of theEconomic Management Programme with the integration of Governance.

• Contributed to the preparation of the Presidential elections (June 1996) and Legislative elections (January1995 and October 1996) and served as mediator between representatives of political parties and the militarygovernment in the aftermath of the elections, In support to the electoral process, I secured cost sharingresources from the Dutch and Swiss cooperation.

• Supervised a team of twelve National Programme Officers and Juniors Programme Officers. Specialemphasis was put on team dynamics and preserving team focus on UNDP work, on translating into factsthe management's objective to decentralize responsibilities and further introduce transparency inoperations.

• Acted as officer-in-charge for several months in 1996, pending the arrival of the new RR.• Assumed responsibility for handling security and related issues during the military coup in January 96

when I was RR a.i. to the satisfaction and appreciation of all Heads of agencies.

1988-1994 Programme Management Officer, Office for Project Services (OPS), NY

• Responsible for all aspect of management, implementation and contract administration of medium to largescale of projects in water resource development and related areas of sanitation, irrigation, health,agriculture, integrated rural development, engineering and infrastructure.

• Carried out implementation of above projects by providing technical expertise, using efficient negotiatingskills and demonstrating managerial abilities. Emphasis was put on a pragmatic approach to problemsolving by an active involvement at an early stage to draw realistic and operational work plans and budgetsas well as forestall conflictive situations, and then maintained a good coordination of required projectinputs. The portfolio under my supervision included countries in Africa, Asia and Middle East and wasaveraging in value USD 50 million per year.

1987-1988 Consultant for UNDP/OPS, NY

• Responsible for projects in the field of telecommunication and electronic data processing.

• Tasks included project monitoring, technical evaluation of bids; countries involved Nigeria, Tunisia andIndia.

1984-1987 Research Assistant, Mechanical Engineering Department, University ofPittsburgh

• Developed a detailed thermo-hydrodynamic computer model to investigate performance of journal bearingswith non-Newtonian fluids. Research was conducted on Super computers: CRAY-XMP, VAX-VMX andDEC 10/20.

• During this period, undertook also several consultations on "Stability of Fluidized Bed" for MorgantownEnergy Technology Center in West Virginia.

1981-1984 Teaching Assistant, Mechanical Engineering Department, University ofPittsburgh

• Taught undergraduate courses in: Mechanical Design, Fluid Mechanics, Mechanical Measurements,Kinematics and Dynamics of Machines.
