Grain: World Markets and Trade Approved by the World Agricultural Outlook Board - USDA This could be another year of volatile prices with tight exportable supplies of corn and wheat. In contrast, the rice world supplies are relatively abundant. Against the backdrop of low carry-in corn and wheat stocks, expectations of a large rebound in global exportable supplies now remain uncertain after delayed corn plantings in the United States, reduced U.S. winter wheat production, continued dryness in the EU, and wet conditions in Canada. Global corn production is forecast up 52 MMT over last year, with the United States expected to account for half of the gain. However, nearly all of the growth in global corn consumption is expected to come from foreign demand, in countries such as Brazil, China, and Mexico. For wheat, the year-to-year gain in production is a more modest 21 MMT, with more than three-quarters of the rebound coming from larger expected crops in Russia, Ukraine, and Kazakhstan. As a result, production and consumption are expected to be in balance, compared to last year’s shortfall of 14 MMT. Corn and wheat ending stocks in the exporting countries are up slightly year-to-year, leaving little supply cushion in the event of adverse weather impacting crops. Global wheat production is projected to reach 670 million tons, up 21 million from last year. However, dry spring weather is limiting production, particularly in the United States and the EU. Global consumption is projected to expand to 670 million tons, up nearly 8 million from last year, driven mostly by expanding feed wheat demand in China, the EU, and the United States. Given this scenario, global ending stocks are expected to decline slightly.

A key price factor for the world wheat market is the level of stocks held by traditional exporters: Australia, Canada, the EU, Argentina and the United States. Ending stocks are expected to tighten somewhat this year. The biggest drop is in the United States, but stocks are still abundant. Slight increases are expected in Australia and the EU, partly offsetting the decline. Although stock levels are expected to recover in Russia and Ukraine, restrictive government export policies will continue to impact prices.

HIGHLIGHTS FOR 2011/12 Selected Importers Global trade is relatively unchanged from last year. However, there are several offsetting changes. Import demand is lower in North Africa primarily due to larger crops in Morocco and Egypt. Similarly, Mexican imports are expected to decline due to improved production prospects. EU imports are higher because of expected availability of feed-quality wheat from Ukraine. Increases are also expected in several Middle Eastern countries, particularly Iraq, Saudi Arabia, and Israel. Imports are rising in Indonesia due to expanding milling capacity. Nigeria is also raised due to higher expected milling capacity utilization. Selected Exporters Black Sea Countries* Expected to Boost Market Share- U.S. /EU Drop Current export restrictions in both Ukraine and Russia are expected to end June 30. Less restrictive export policies during 2011/12 are expected to facilitate exports. With the resumption of exports, their global market share is expected to double, while that of the United States and the EU is expected to drop. Last year, the United States made considerable gains in the Middle East and Egypt, a primary purchaser of Russian wheat. Bulgaria and Romania were able to export low-quality wheat used as bread flour in Bangladesh and in feed rations in Southeast Asia. However, it is expected that Ukraine will once again provide low-quality wheat to these markets. The United States Expected to Lose Market Share in the Western Hemisphere as Canada Rebounds With a rebound forecast in both production and quality, Canada is expected to recover market share in the Western Hemisphere, particularly in Peru and Mexico, at the expense of the United States.

Domestic: The continued unrest in the Middle East and North Africa, weather related concerns over supplies of Hard Red Winter Wheat (HRW), supportive U.S. corn prices, and technical market factors have contributed to recent price volatility. The U.S. season-average farm price is forecast at a record $6.80-8.20 per bushel. TRADE CHANGES IN 2010/11 Selected Exporters

• Australia is up 1.0 million tons to 16.0 million on the torrid export pace to date.

• Canada is cut 500,000 tons to 16.5 million as high-quality milling wheat supplies dwindle.

• United States is raised 500,000 tons to 35.5 million on strong demand for high-quality

wheat and tight supplies in Canada which will boost the shipments in final months of the trade year.

Selected Importers

• Bangladesh is up 400,000 tons to 3.4 million on unexpected reports of large purchases of

Pakistani wheat.

• Japan is up 300,000 tons to 5.5 million on the continued strong import pace despite the earthquake.

RICE: WORLD MARKETS AND TRADE

Global production for 2011/2012 is forecast at record levels as Governments of many importing and exporting countries continue to promote rice production by subsidizing input costs or purchasing local paddy to boost farm gate prices. Meanwhile, expanding population is driving rising demand. Stocks held by major exporters, particularly Vietnam, the United States, and India are expected to remain large. Global trade is estimated to reach a new record on strong worldwide demand, especially from the Philippines. On the supply side, Pakistan is expected to recover from last year’s floods and large exportable supplies are forecast out of Vietnam, Thailand, and Cambodia. Consequently, global prices are expected to remain soft, despite the run-up in other commodities. Quotes for benchmark Thai 100B have only increased about $7 (on a base of $484) per ton since last year.

COARSE GRAINS: WORLD MARKETS AND TRADE

World coarse grain production in 2011/12 is forecast 62 million tons above the previous year, reaching a new record, and global consumption is forecast up 20 million tons, a new record. However, ending stocks are forecast to build only fractionally after last year’s sharp drawdown. Feed consumption is forecast to expand as economic growth worldwide seems to be underway. Global corn production is forecast at a record 868 million tons, up more than 50 million tons from last year. U.S. corn production is forecast at a record. Global consumption is projected to climb over 20 million tons to a record 861 million. While the gain in production is almost equally split between the United States and foreign countries, essentially all consumption growth occurs in foreign countries. Corn used for ethanol in the United States is expected to grow at the slowest pace since the 1990’s. World corn trade is expected to decline for the second consecutive year, although still in line with the long-term trend. Favorable production in China, EU, Mexico, and Ukraine--and in most major producing countries--will either diminish import demand or spur export competition. Nonetheless, most of the key importers will have expanded trade in 2011/12. Canadian imports are up 600,000 tons, despite sluggish feed grain demand and a large crop,

as the country returns to normal after record exports this year. EU imports decline sharply, following better crops. U.S. exports are forecast down with continued tight domestic supplies and high prices; consequently market share continues to shrink. Additionally, Argentina’s record crop and large global supplies of feed-quality wheat provide more competition. World barley trade is expected to decline for the fourth consecutive year as tight supplies in major producing countries constrain world trade. EU exports are expected to fall dramatically, as feed barley production expansion is limited by the relative competitiveness of other crops, while malting barley continues to be a niche crop driven by contracting. Ukrainian exports are forecast higher, although still below levels of the last several years, as the government is expected to allow the movement of new crop supplies. Russian exports are up, but tight domestic supplies will likely limit export opportunities. On the demand side, Saudi trade is down on these limited exportable supplies and a government measure to double the price of imports. Uncertainty also remains over the fate of the Saudi import subsidy in the future. Global sorghum trade is forecast down 14 percent as tighter exportable supplies from the U.S. impact demand from Mexico and EU. Global oats trade is expected to rebound as larger crops in Canada should support greater exports to the United States. PRICES: Domestic: U.S. corn export quotes rose in the first 2 weeks of April then plummeted through the end of April and beginning of May ending at $292/ton. Argentine quotes followed suit, ending at $285/ton. Brazilian corn prices for export remained unavailable for the month of April; however, new crop export quotes were posted in early May.

HIGHLIGHTS FOR 2010/11 Selected Exporters

• U.S. corn is cut 1.5 million tons to 48.5 million based on the slowing pace of sales and shipments.

• Argentine corn is raised 1.0 million tons to 14.0 million because of reduced U.S. competition.

• Canadian corn exports are raised sharply by 600,000 tons to a record 1.6 million tons; corn imports are slashed to 800,000 tons, the lowest in 15 years. Strong exports, (especially to the United States), weak purchases, and a record harvest last year have quickly turned the country into a net exporter for the first time in nearly 20 years.

• Serbian corn is up 300,000 tons to 2.0 million based on the pace of shipments.

• Ukrainian corn is raised 500,000 tons to 6.0 million as export quota restrictions are in the process of being lifted and prospects are good for a record crop.

• Turkish barley plummets 250,000 tons to 150,000 as tight supplies of domestic feed ingredients will likely limit exports, while Ukrainian barley is lowered 300,000 tons to 2.5 million as lower-than-expected new crop supplies should limit late season exports.

• Argentine sorghum is up 200,000 tons to 1.6 million as result of the recently harvested

large crop and the most exports in 25 years. Selected Importers

• U.S. corn is raised 100,000 tons to a record 600,000 as strong imports continue from Canada.

• Iranian corn is boosted 300,000 tons to 3.5 million with strong shipments through February, especially from Brazil.

• Malaysian, Uruguayan, and Vietnamese corn are up 200,000 tons each based on trade data; Russian and Venezuelan corn are cut 200,000 tons each, also based on trade data.

• A data series was added for Namibian corn (starting in 2000) as the country is a consistent importer of about 100,000 tons annually from South Africa.

• Chinese barley is reduced 200,000 tons to 1.7 million on a slower import pace and expectations of continued tightness in global malting barley supplies.

• Saudi and Syrian barley are lowered 200,000 tons each to 6.2 million and 600,000 tons, respectively, on expectations of lower new crop supplies in Ukraine and the EU.
