Thailand Rice Exports Plunge Amid Production Declines, Global Competition

Thai rice exports are forecast to tumble further in 2020, dropping to the lowest level in 7 years. Exports for 2020 are forecast down by a third compared to 2 years ago as exportable supplies fall and prices remain high. The precipitous decline in Thai exports began in calendar year 2019, in part due to tepid demand from key markets. China was Thailand’s second-largest market, but its imports have fallen sharply over the past year. Likewise, Indonesia’s imports plummeted over the past year with more abundant domestic supplies, reducing the need for imports from Thailand or elsewhere. WHEAT

WHEAT PRICES

Domestic: Prices for U.S. wheat classes were up during the month of December, buoyed by strong export sales and the potential for trade to China. Hard Red Winter (HRW) and Soft Red Winter (SRW) gained $14/ton and $6/ton respectively to $237 and $251, and were also supported by dry conditions for newly planted (2020/21) winter wheat. Soft White Winter (SWW) gained $5/ton to $233 and Hard Red Spring (HRS) surged $14/ton to $278.

OVERVIEW FOR 2019/20 Global production is down with smaller crops in Russia and Australia more than offsetting larger crops in the European Union. Global trade is raised slightly with stronger demand from Turkey. Higher exports for the European Union and Ukraine more than offset lower shipments from Russia. The projected U.S. season-average farm price is unchanged at $4.55 per bushel.

Global: Overall, exporter prices firmed during the month of December. EU and Russian prices were supported by strong international demand. In addition to a strong pace of exports, EU prices also found support from wet conditions in western Member States. U.S. prices were supported by advancements in trade talks with China, providing renewed optimism about potential sales to that market. Argentina’s prices rose based on strong export sales ahead of a recent government decision to raise export taxes on wheat, corn, and soybean. Australia’s prices surged even further based on tight supplies. Canada’s prices soared based on strong international demand.

FEATURES By-Class Summaries: Durum Durum is the smallest class of U.S. wheat, representing about 5 percent of total production. Most of the production is in North Dakota, with smaller amounts grown in Montana, California, and Arizona. Durum is a very hard variety of wheat, used in making premium pasta products, couscous, and some Mediterranean breads. The largest export markets for U.S. durum are typically the European Union (mainly Italy) and Algeria. The United States is almost always a net importer of durum, relying mainly on shipments from Canada. 2019/20 Durum Exports Ahead of Last Year’s Pace Durum exports so far have proceeded at a faster rate than last year’s slower-than-average pace. As of December 26, durum total commitments2 are nearly doubled compared to last year and are ahead of pace to hit the year-end projection of 40 million bushels. Commitments to the European Union are particularly strong this year. U.S. Durum Imports Weak This Year U.S. durum imports are projected at 40 million bushels (1.1 million tons), down from 52 million bushels (1.4 million tons) last year. The quarterly pace of imports has been noticeably slower this year in spite of a smaller domestic crop. Note that these statistics include flour and products (semolina, couscous, pasta, etc.). Imports of products have been relatively constant this year, but imports of grain have dropped off considerably, representing less than half of durum imports to date. The slow U.S. durum imports primarily result from unusually large stocks at the end of 2018/19. Much of these supplies were held in the Northern Plains, where most U.S. durum is produced. With nearly all imports of durum coming from Canada, the large supplies on the U.S. side of the border have reduced the incentive for that trade. Even with the fast pace of exports and the slow movement of imports, the United States is expected to remain a net importer of durum in 2019/20.

Turkey and the European Union Lead Global Pasta Exports Global pasta trade totaled more than 5.5 million tons in 2018/19 (wheat grain equivalent), with the top two exporters, Turkey and the European Union, accounting for about half of that total. Even though both countries produce some durum, their export-oriented industries rely on imported supplies. Turkey allows duty-free wheat imports under its inward processing regime so long as the resulting products are exported. Thus, Turkey imports durum wheat, primarily from Canada, Kazakhstan, and Russia, then processes and re-exports the resulting pasta. A large proportion of Turkey’s pasta exports are destined for Sub-Saharan Africa3.

With its production relatively limited, the European Union allows for duty-free importation of durum wheat. EU imports of durum are primarily sourced from Canada and the United States, with smaller amounts from Kazakhstan and Russia. Italy accounts for the majority of EU durum imports. Italian pasta is then exported to a wide variety of markets. About one third of EU pasta exports are destined for the United States and Japan. While global pasta exports are dominated by a few key players, imports, on the other hand, are more dispersed across a variety of markets. The United States is the world’s leading importer of pasta, but accounts for just over 10 percent of global trade. U.S. pasta imports come mainly from the European Union (Italy), China, and Canada.

RICE PRICES Global: Since the December WASDE, Thai 100B quotes have risen to $428/ton with reduced prospects for the off-season crop amid drought conditions. Vietnamese prices increased from last month but remain competitive at $355/ton. Meanwhile, Indian quotes are steady at $362/ton, while Pakistani quotes are unchanged at $358/ton. U.S. values were unchanged at $560/ton, but Uruguay quotes have dipped to $516/ton.

OVERVIEW FOR 2019/20 Global rice production is lowered this month due to a drop in Thailand’s crop. Global trade is also down, as lower exports from Thailand more than offset higher trade for India and Pakistan. China and Indonesia imports are revised lower. OVERVIEW FOR 2018/19 Global rice production is lowered slightly this month, as smaller crops in Pakistan and Bangladesh offset a larger crop in Sri Lanka. Global trade is up as Pakistan’s record exports more than offset further declines for Thailand. Global stocks are raised once again to a new record.

Global: Since the December WASDE, the convergence of major exporters’ export bids has continued except for Brazil, where quotes are unavailable seasonally. Argentine bids are up $6/ton to $176 and Black Sea bids are up $7/ton to $176 as well. U.S. bids are up $5/ton to $175. While overall prices are little changed since last month, prices have been climbing steadily for 4 months, reflecting hopes of the U.S.-China Phase One agreement.

OVERVIEW FOR 2019/20 Global corn production is forecast up with larger crops in Bangladesh, the European Union, Russia, and the United States. MARKET FEATURE Kazakhstan Barley Exports Grow to Meet Iranian Demand

Kazakh exports of barley have grown significantly over the past decade to meet demand from Iran, its primary customer. Since 2010/11, at least half of Kazakhstan’s barley exports have been destined for Iran, reaching a decadal high of 94 percent of total exports (for a volume of 1.3 million tons) in 2017/18. Despite this growth, Kazakhstan remains the smallest of the major players in the world’s barley export market, ranking seventh globally for most of the decade. The European Union and Russia are forecast to be the largest exporters of barley in 2019/20, with export volumes totaling two to three times that of Kazakhstan. As Kazakhstan’s exports have grown, Iran’s balance sheet also shows corresponding growth in barley imports over the same time period. The growth in imports has fueled expansion of Iran’s barley feed use. The current forecast for Kazakhstan’s 2019/20 barley exports is the highest to date at 1.8 million tons. Although Iran also imports large amounts of barley from Russia and the European Union, in all likelihood, Iran will continue to import a substantial percentage from Kazakhstan.

Corn Trade Expands Over the Decade

Corn is the primary feed grain used as an energy source in livestock and poultry sectors. Grown widely and with relative abundance, corn is typically less expensive on an energy-equivalent basis compared to other feed grains such as barley, sorghum, oats, and feed-quality wheat. Corn use has steadily grown as demand for competitively-priced feedstuffs has expanded around the world. In response to strong import demand, corn trade has nearly doubled over the past decade. Although the United States has maintained its place as the largest supplier, exports from Argentina, Brazil, and Ukraine have expanded, accounting for most of the growth. Argentina’s exports grew after the elimination of export taxes and permits in December 20154. The impact of the export tax introduced in September 2018 was minimal5. Shortly after taking office in December 2019, the new government changed the export tax to a fixed 12 percent rate on the peso value. The announced tax increase could impact export prospects. Major destinations have been countries in North Africa, mainly Algeria and Morocco, and in Southeast Asia, largely Vietnam and Malaysia. Brazil has emerged as a competitive supplier with expansion of the second-crop corn (safrinha)6, which comes onto the market coinciding with the U.S. shipping season. Much of Brazil’s second-crop corn has been destined to overseas markets, even though feed demand and ethanol use have grown in the domestic market. Top destinations by volume have been Iran, the European Union, Egypt, Japan, Vietnam, Malaysia, Taiwan, and South Korea.

Ukraine has expanded its production and exports benefitting from preferential access to China and the European Union since 2013/14. Continued expansion in port capacity, proximity to key markets in the Middle East and North Africa, and a biotech-free reputation have contributed to the growth in exports over the period, as has declining domestic use. In comparison, the gains for the United States have been mixed. Exports declined during the early decade hindered by tight supplies and a simultaneous explosion in fuel ethanol production. With large crops after the drought in 2012/13, the United States regained its competitiveness and expanded exports setting a record in 2017/18 amid tighter supplies of other feed grains in the world. Countries in the Western Hemisphere have been key destinations for U.S. corn, supported by preferential agreements and transportation advantages. Exports to other destinations, however, have faced strong competition from other suppliers. For 2019/20, global exports are currently forecast at 172 million tons, marginally higher than the previous year. Many importing countries have shifted their purchases to Argentina, Brazil, and Ukraine where exportable supplies have been abundant. Meanwhile, the pace of U.S. corn sales and shipments have been slow and the smallest since 2012/13. Moreover, cash bids in the U.S. interior have been higher than a year ago and relatively stronger than Gulf exports bids, implying strong demand and/or limited supply in many areas. This also indicates uninspiring exports in coming months.
