ExxonMobil Production Gompany (ExxonMobil), on behalf of Exxon Mobil Corporation (Operator ID 00276), herein submits for your review and subsequent approval, a Cessation of Pipeline Operations for Right-of-Way (ROW) G-29192 and G-29193.

ExxonMobil requests a Cessation of Pipeline Operations for ROW G-29192 retroactive from December 1, 2017 to September 30, 2019 for the purpose of performing ROW Modifications detailed in a subsequent application.

Pipeline Right-of-Way (ROW) OCS-G29192 Descnption: Pipeline Right-of-Way (ROW) OCS-G29192 is a 200-foot wide and approximately 7.53 miles (39,745 feet) long corridor associated with the 8-5/8-10-3/4-inch pipeline Segment No. (PSN) 18839. The purpose of pipeline ROW OCS-G29192 is to operate and maintain PSN 18839 and to transport bulk gas from FLET #3 in Block 964 through Blocks 963, 919 and through FLET#1 and Riser Base PLET (SHO#1) to the Lucius Spar in Block 875, all located in Keathley Canyon Area.

Additionally, ExxonMobil requests a Cessation of Pipeline Operations for ROW G-29193 retroactive from October 1, 2017 to September 30, 2019 for the purpose of performing ROW Modifications detailed in a subsequent application.

Pipeime Right-of-Way (ROW) OCS-G29193 Descnption: Pipeline Right-of-Way (ROW) OCS-G29193 is a 200-foot wide and approximately 7.44 miles (39,308 feet) long corridor associated with the 8-5/8-10-3/4-inch pipeline Segment No. (PSN) 18840. The purpose of pipeline ROW OCS-G29193 is to install, operate, and maintain PSN 18840 and to transport bulk gas from FLET #4 in Block 964 through Blocks 963, 919 and through FLET#2 and SHO#2 to the Lucius Spar in Block 875, with an associated control umbilical. Segment No. 18887, all located in Keathley Canyon Area.

Pipeline Segment Number 18839 and 18840 ceased to transport bulk gas on December 1, 2017 and October 1, 2017, respectively. An application for a Cessation of Operations to maintain the ROW was not submitted to the Bureau of Safety and Environmental Enforcement (BSEE) within 90 days of the dates the pipelines ceased to transport bulk gas. Pursuant to 30 CFR 250.1014, ROWs G-29192 and G-29193 were deemed to have expired effective March 1, 2018 and December 30, 2017, respectively.

On August 20, 2018, ExxonMobil submitted applications to partially decommission pipeline segment number (PSN) 18839 and 18840 associated with Right-of-Way (ROW) G-29192 and G-29193 in accordance with 30 CFR 250.1751 and 30 CFR 250.1752. Additionally, ExxonMobil respectfully requested a departure from the requirements of 30 CFR 250.1010(h) to abandon in place the appurtenances associated with ROW G-29192 and G-29193.

As indicated in the Certified Verification Agent (CVA) Approval Letter dated July 2, 2014, PSN 18839 and 18840 include an 8.625 inch Steel Catenary Riser and Riser Base PLET (SHO #1 and SHO#2) constructed and installed by Anadarko Petroleum Corporation (Operator ID 0981). As part ofthe proposed decommissioning scope, the application included plans to cap the risers at the Riser Base PLET and preserve for future utility. In

support of the riser preservation, the application included a copy of the Designated Operator application signed by Anadarko requesting to be designated operator of the riser.

On September 5, 2018 BSEE recommended for ExxonMobil to submit a Cessation of Pipeline Operations for ROW G-29192 and G-29193 retroactively from 12/1/2017 and 10/1/2017 in order to maintain the ROW as active. Upon activation ofthe ROWs, ExxonMobil requests the modification of G-29192 and G-29193. The modifications to segment PSN 18839 and 18840 are listed below. Please note, PSN 18887 will not be modified.
