VI. Officers Activity Reports – It was requested, in accordance with normal practice, that verbal reports be limited to approximately two minutes, highlighting the key points in written reports previously submitted to the Secretary and published.

A. President - (Mr. B. Chris Brewster) Mr. Brewster presented on his twelve years as president and the accomplishments the USLA as a whole has made during that time. His presentation is attached. In addition, Mr. Brewster highlighted his written report: Water Safety USA is a huge step forward for the USLA and for drowning prevention. The group met in October and agreed to pick a single issue that all thirteen participating organizations would push together. The primary lesson to push for this year is “learn to swim”; worked to help legislation get passed in California that makes lifeguards eligible for the Medal of Valor; emphasized that the work with NOAA on rip current education and a variety of other topics is moving forward very vibrantly.[2015_02_04_USLABOD_PresidentActivity.PDF]

B. Vice President – (Mr. Peter Davis) Mr. Davis asked that his report stand as submitted and also recognized Mr. Brewster for being re-appointed for the third time as the moderator of the Water Safety USA group. [2015_02_05_USLABOD_VicePresidentActivity.PDF]

D. Treasurer - (Mr. Rob Williams) – Mr. Williams reports that this is his last meeting as Treasurer and mentioned Greg Farry as his mentor and all the work he did for USLA. A lot of income was received after Mr. Williams submitted his written report and as a result the treasury stands at around $318,000 with some outstanding expenses. E. Executive Delegate - (Mr. Charlie Hartl) – Mr. Hartl asked that his report stand as submitted. He also thanked everyone for supporting him over many years and he will not be running again for Executive Delegate.[2015_02_08_USLABOD_ExecutiveDelegateActivity.PDF]

H. Medical Advisor - (Dr. Peter Wernicki) – Dr. Wernicki reported that the new addition of the Drowning Handbook is out. A new book will also be coming out in January called “The Science of Beach Lifeguarding”. Dr. Wernicki attended the World Conference on Drowning Prevention and several new medical topics were presented: the European Resuscitation Council and ILCOR are now recommending no cervical spine immobilization pre-hospital at all. The new 2015 American Heart and ERC Guidelines on CPR are out. While the AHA doesn’t address drowning or hypoxic problems the ERC and ILCOR are recommending five initial breaths for drowning patients. Both topics are worth researching according to local protocol and will be topics that the Medical Committee discusses in the upcoming year. [2015_02_11_USLABOD_MedicalActivity.PDF]

VII. Regional Council Activity Reports A. Great Lakes - (Mr. Jerry Gavin for Mr. Joe Pecoraro) - Mr. Gavin reported that the Great Lakes

E. Northwest - (Mr. Bert Whitaker) In addition to the written report, Mr. Whitaker reflected on the loss of Robert Fennell, former Lt. with the San Francisco Fire Dept., and his contributions to lifeguarding and firefighting efforts. [2015_02_27_USLABOD_NorthwestActivity.PDF]

F. Pacific Islands – (Mr. Kalani Vierra for Mr. Ralph Goto) Mr. Vierra reported that the 2015 State Hawaii Drowning Prevention Conference was held in July. The State Junior Lifeguard Championships were held on Hawaii Island with Kauai winning for the 12th consecutive year. Hawaii Ocean and Water Safety Advisory Committee was formed by the State Department of Health and Injury Prevention. The purpose of the committee is to oversee and provide guidance to state and county organizations addressing ocean safety issues and concerns. Members of the committee have met with representatives from Hawaiian Airlines to discuss in-flight safety videos. The County of Maui is in the transition stages of going under the fire department and in the process of hiring new supervisors and restructuring. The Hawaii Government Employees Association Bargaining Unit #114 is negotiating a new contract for state law enforcement and county water and ocean safety officers.[2015_02_29_USLABOD_PacificIslandsActivity.PDF]

G. South Atlantic – (Mr. Tom Gill) Mr. Gill reported that it was “the summer of the shark” in the South Atlantic Region and there were many media reports from Florida to Virginia Beach due to the shark activity. Mr. Gill thanked the current leadership on the Executive Board for their hard work and the region supports Ms. Bowie for re-election as National Secretary and Mr. Bradley for National Treasurer in the elections that were to be held on November 14, 2015. The regional competition was held in Carolina Beach, NC along with a regional meeting. One of the regional meetings is now held after the first day of the competition to attract more attendees and to encourage participation from new members. [2015_02_23_USLABOD_SouthAtlantic.PDF]

H. Southeast – (Mr. Gerry Falconer) Mr. Falconer asked that his report stand as submitted. In addition, Puerto Rico has allowed the Southeast Region to expand into the Caribbean - they are still in need of assistance and help from the USLA. The Southeast Region thanked Mr. Brewster for his assistance and help in many areas including the Panhandle and Puerto Rico. [2015_02_24_USLABOD_SoutheastActivity.PDF]

I. Southwest - (Mr. Mike Beuerlein) Mr. Beuerlein highlighted his written report: the Southwest Region had a busy summer with ocean closures, beach evacuations, tsunami warnings and swift water rescues. California Assembly Bill 489, which added Ocean Lifeguards to the list of those eligible to receive the California Medal of Valor, is a big deal for the State of California, professional lifesaving and for the USLA. Thanks to Chris Brewster and Rob Williams for their hard work to help get this bill passed. Very happy to see the John Wayne Cancer Foundation involved with the USLA in their “Block the Blaze” program for Junior Lifeguards. The Ben Carlson Foundation has recently teamed up with the Southwest Region’s Public Education and Junior Lifeguard Committees to produce large, retractable rip current banners that have been distributed to each of their thirty chapters throughout the State of California. The region has a number of new committees and new leaders that are detailed in the written report. Mr. Beuerlein mentioned that Alex Peabody, who attended the Board of Directors meetings for many years, continues to battle ALS. VIII. Executive Director – (Ms. Kay Smiley) In addition to her written report, Ms. Smiley explained that she has three concentrations that she focuses on during the year: support, service and development. She provides support for the national officers, committee chairs and to the special assignments. Ms. Smiley assists with Certification as well as Statistics to ensure that chapters are submitting their information in a timely manner for recertification as well as their yearly statistics. Firehouse Subs has an online grant application for $10,000 to $20,000 to purchase rescue equipment that they award quarterly and agencies are urged to visit their website. IX. Fund Raising and Sponsorship Oversight – (Mr. Ed Zebrowski) Mr. Zebrowski asked that his report stand as submitted. In addition, Nautica will no longer be a title sponsor for the National

X. Magazine Publication – (Mr. Brewster) Mr. Brewster highlighted his written report: he was asked to take over the magazine publication while he conducted a search for a new editor. There were seven applicants, including one from Egypt, which were to be discussed in Executive Committee. Mr. Brewster made a major effort to standardize the look of the magazine. He contacted each advertiser from prior editions of the magazine individually inviting them to continue advertising in ALM and also offering them the chance to update their ads. A goal is to create an invoice and billing system via the YourMembership platform to bill the advertisers electronically and accept credit card payments with the hope to achieve 100% collection on the advertising payments. XI. Public Information Officer – (Mr. Tom Gill) Mr. Gill reported that it was a huge summer for media for the USLA. He requests that there could be an updated list of contacts on the media page for specific topics such as statistics, etc. [2015_02_46_USLABOD_PublicInformationActivity.PDF]

XIII. Committee Chair Activity Reports A. Standing Committees

i. Bylaws/Policies and Procedures – (Mr. Ed Zebrowski III) Mr. Zebrowski III reported that the Bylaws and Policies and Procedures were updated by Ms. Bowie and uploaded to the USLA website by Ms. Ickes. The committee was to meet if needed.

Heroic Acts- Recognition, Awards and Presentations - (Ms. Adrienne Groh) Ms. Groh reported that the committee received and approved a Medal of Valor nomination between meetings for Kaleo Hauanio who rescued two teenage victims from peril on Saturday, November 15, 2014, at Kahalu’u Bay, an extremely dangerous rocky area that has been the site of numerous fatalities. This was submitted by the Pacific Islands Region to be presented at this Board of Directors meeting so the recipient could attend. The Board of Directors approved unanimously. XV. Call to Order – Mr. Brewster XVI. Medal of Valor Presentation – Presented to Kaleo Hauanio. “Mr. Hauanio, a 25 year lifeguard

veteran, acted with the utmost bravery when he rescued two teenage victims from peril on Saturday, November 15, 2014, at Kahalu’u Bay, an extremely dangerous rocky area that has been the site of numerous fatalities. Mr. Hauanio saw that the victims were in trouble as they were swept in to a current with 6-8 foot whitewater that leads to a dangerous “rock pound”. Equipped with only a rescue board he raced to the victims and pushed and pulled them over the whitewater and navigated them to a safer area. Mr. Hauanio demonstrated the highest level of bravery that day, and selflessly risked his life to save the lives of two people.”

XVII. Committee Action Reports (Motions and voting limited to Officers and Regional Delegates) A. Standing Committees

i. Executive Committee - (Mr. Brewster) 1. Textbook - Mr. Brewster, Ms. Smiley and Mr. Davis have been working

productively with Pearson to arrange for an update of the textbook and various associated products that would help instructors teach more effectively. Pearson has proposed a relationship similar to that of the prior contracts, with no up-front costs to the USLA except our own costs to update the contents. It is hoped that in the next month a contract can be received and reviewed by our attorney that would be acceptable to the USLA and that work could commence soon after. If all goes well, a new book could be published by early 2017. A project team will be put together with one representative from each region that will meet periodically. Each region will have to pay for their representatives’ travel and the representatives need to be willing to do after-meeting work.

2. The Executive Committee heard a proposal from Ms. Smiley concerning board meeting sponsors. The Executive Director will get together with upcoming hosts of meetings and will get on the website a list of sponsorship levels that are invited for those meetings. We will collaboratively encourage sponsors to participate and sponsor the meeting. The sponsors will be able to pay via the USLA website by credit card or echeck. The USLA will then pass the money along to the meeting host.

3. Motion from the Executive Committee that the Board of Directors approve the objectives of the strategic plan and then assign back to the task team to come up with an implementation plan that is prioritized. MPU

4. Discussion was held on the Life Member selection process specifically concerning confidentiality. The Bylaws Committee was asked to review the current process.

5. In Executive Session there was a proposal to censure a member of the Executive Committee and the motion failed.

6. “Shall the Executive Committee recommend that the Board of Directors approve to continue the contract for the Executive Director for a two year period at the current rate of $52,500 a year including travel costs to two Board of Directors meetings and the National Lifeguard Championships?” Mr. Williams amended the motion to have the contract begin the contract January 1, 2016 and run through December 31, 2017. Until January 1, 2016, she will continue to be paid at the monthly rate. MPU

7. Mr. Davis chaired the meeting for this item: “Shall the Executive Committee recommend that the Board of Directors approve to have Mr. Brewster continue as the editor of ALM and to be reimbursed up to $2000 per meeting for travel and lodging expenses which includes any reimbursement through his position on the Executive Board?” MPU [2015_02_13_USLABOD_ExecutiveCommitteeAction.PDF]

ii. Bylaws/Policies and Procedures – (Mr. Ed Zebrowski III) 1. The Executive Committee proposed adding some language regarding the Life

Membership procedure. The following change is recommended in Policies and Procedures III-D, C, 4 “At any Board of Directors meeting, prior to which an application for Life Membership has been submitted to the Secretary as described above, a committee will be convened on the final day of the meeting to consider the application or applications.” MPU

2. Housekeeping issue to include previously approved Heroic Acts wording into the Policies and Procedures. Ms. Bowie will make this correction.

3. The committee will be reviewing the Life Member procedures as well as meeting sponsor procedures at the Spring meeting.

iii. Certification - (Mr. Tony Pryor) 1. A text alert sent will be sent to regional certification officers to remind them when

agencies in their areas are due for recertification. 2. The committee will revisit information on guarding for open water events. 3. Proposed a list of agencies for approval or extension. (All are included in the

written report.) MPU. Mr. Beuerlein made a motion to extend Monarch Bay as may be required to avoid them lapsing for a six month period while some logistics with their application are investigated. MPU.

1. Ms. Groh read the proposed list of submissions. In addition, the committee recommended the Town of Hempstead Ocean Lifeguards for the USLA Joe Pecoraro National Award for Distinguished Safety Service. All are listed in her

v. Junior Guards - (Mr. David Robinson) 1. The committee went over JG membership protocols and how to submit. 2. One submission from Hawaii was presented at the meeting for Junior Lifeguard

of the year, Kimana Olivera from North Shore Junior Lifeguards. The committee voted to select her as JG of the Year 2015. This will be submitted for the ALM.

3. The most recent issue of ALM had some great articles for in Junior Jam section. The next issue will feature an article on the “Block the Blaze” program.

4. Membership certificates were handed out to the region reps and Gold Seal programs were recognized. Gold seal programs have 100% of their juniors join as USLA members.

5. Skeeter Leeper presented a proposal on behalf of Casey Graham to add 4 events to the U19 competition. After some discussion the committee voted to support this proposal. [2015_02_36_USLABOD_JuniorGuardAction.PDF]

vi. Lifesaving Sport - (Mr. Ed Zebrowski) 1. The committee reviewed the 2015 National Lifeguard Championships as well as

the International Surf Rescue Challenge where USLA sent both the adults and the Under 19 team.

2. The screening process for the 2016 High Performance Squad has begun. An email blast was sent out asking for interested parties to submit applications.

3. Mr. Zebrowski had discussions with a representative from LACoSLA in regards to hosting the 2016 National Lifeguard Championships and he hopes to have a recommendation for the Board of Directors in the near future.

4. Virginia Beach is interested in bidding on Rescue 2020. 5. The Surf Rescue Challenge is looking to come to the US in 2019. 6. The Junior Guard Committee rule change proposals for the U19 competition

must go to the Spring meeting to then be voted on at the Fall meeting in 2016. 7. There were a number of proposed rule changes: proposal to add a singles row

for all age groups which was defeated in committee; proposal to add an open women’s landline which was defeated in committee; proposal to change the American Iron Woman to include a row which was defeated in committee.

8. Action Item - The Competition Committee voted to propose a motion to eliminate the rule that if you propose a new event it must replace an existing event. A closed ballot was requested for the Board of Directors after discussion from the floor was held. The motion failed with 17 yes, 20 no and 1 abstention. Any rule change proposals to add events that were passed in committee are then null and void since this proposal did not pass.

vii. Membership - (Ms. Charlotte Graham) 1. The committee selected a soft-sided lunch bag for the 2016 membership kits and

plan to also produce a membership patch and is looking for any suggestions. 2. The Junior Guard Committee will send their winning Junior Guard artwork for use

on a sticker for their 2016 membership kits. 3. Ms. Graham is seeking additional co-chairs for this committee, particularly from

the South Atlantic and the Southeast regions. The role of the co-chair is to be an official representative for their region for questions that come to the USLA and to facilitate the proper use of the membership templates for distribution to chapters and then preparation for import.

4. Ongoing projects include drafting an actual Life Member form since a USLA vers ion does not currently exist and continuing audit of chapters.

5. The chair attended the Ways and Means committee to seek a continuation of their current committee budget. She also brought a motion at that committee regarding covering meeting registration fees for all Committee Chairs who are not part of a paid Regional delegation or Executive Board members.

6. The Membership Committee proposes a revision to the USLA Bylaws, Article VIII (National Board of Directors), Section 3 - B “Member/Director Ratio” as follows: Continue the ratio to read: 801 to 1100 Members in good standing 8 Directors 1101 to 1500 Members in good standing 9 Directors 1501 to 2000 Members in good standing 10 Directors 2001 to 2500 Members in good standing 11 Directors and for each additional 500 members in good standing, add one additional Director This was also read into New Business to vote on in the Spring. i. Public Education - (Ms. Denise Blair) 1. The committee decided to continue with the Beach Safety Challenge. To solicit

more participation, two eblasts will be sent out to remind and to promote the contest.

2. Ms. Smiley asked the committee if there was a way to report Public Education statistics. A suggestion was made for the regional presidents to include this in their activity reports. In addition, a template will be developed about public education programs for agencies to complete.

3. The application and guidelines for the Education Grant Program have been posted online. We are awaiting for a piece from the legal advisor. Grant applications are due by April 1, 2016. The committee will review proposals at the spring meeting and grant requests if appropriate.

4. Public Education materials are available on the website for download. 5. The committee believes that Social Media is a crucial part of the development

and promotion of the USLA. It would be beneficial to have a separate group that focuses on social media, including policies on social media, development of an app and related areas. This group should include representation from other committees.

6. Jo Wagenhals shared a new project the Southeast region is doing along with the South Florida’s Chief Association. This campaign is similar to the National Trust for Historic Preservation’s “This Place Matters”. People take pictures in front of rough water holding a sign that says “Swim Near a Lifeguard”. Then they upload these pictures to the website swimnearalifeguard.com and on Instagram.

7. The committee will look into developing a formal process for reviewing materials in order to keep the review process consistent and timely.

1. Mr. Williams reported that each year through board resolution, the treasurer shall move $5 per adult competitor minus expenses at the National Games to the National Team Travel budget. With the increase of credit cards and other expenses, this number has drastically been reduced. The Ways and Means Committee moved to move $3 per adult competitor at the National Games to the National Travel Team budget. MPU

2. The Ways and Means Committee proposed to move the $5,000 that was not spent from the 2015 National Games for officials to the Youth National Travel Team. MPU

3. Annually, the United States Lifesaving Foundation donates to the USLA. The Ways and Means committee has decided to evaluate the donation annually at the Fall meeting to determine if the USLA needs the donation for operating funds, or if the USLA can decline the donation. After discussion on the 2015 budget, the Ways and Means Committee made the motion not to accept the USLF donation of $1,987.94 and leave it in the Foundation treasury to build that account. MPU

4. Motion from the Ways and Means Committee for this meeting only that the two standing committee chairs who are not reimbursed by their agency or region (Membership and Junior Lifeguards) be reimbursed $200 each for their registration fee to come from their line item budgets. MPU

B. Working Group Committees i. Heritage – (Mr. Dave Shotwell)

1. The chair of the Public Education Committee reviewed current committee activities to improve USLA presence on social media and requested the use of short portions of the videoed interviews of founding and veteran USLA members in their promotional activities.

2. Mr. Gavin reviewed progress on the work done by Phil Rogers on developing videos from the recorded interviews He emphasized that progress is slow and tedious. He indicated he had recommended that the Heroic Acts committee should recognize Phil’s extraordinary efforts. Mr. Gavin also indicated he would be conducting additional interviews during the weekend of the Board meeting.

iii. Medical – (Dr. Peter Wernicki) The committee did not meet. iv. Professional Development – (Mr. Michael Bradley)

1. The committee continued discussion on the potential of the Educational Conference and attracting more participants to the Board of Directors meetings. The committee will use the next six months to research a number of items including topics and speakers for future conferences and tangible benefits for employers to justify the expense of sending their staff to the meetings.

2. The Professional Development Committee recommended that Vice-Chairs be appointed to assist the Chairs of standing and working committees. A Vice-Chair may be recommended by a Chair in conjunction with the President and approved by the Board of Directors. Serve as secretary during committee meetings. The Vice-Chair would assist the Chair with all tasks and responsibilities and serve as Chair in the absence of the Chair. Benefits of the Vice-Chair would present an opportunity for professional development within the USLA, allow for greater participation on the committee level and provide smoother transition during times when existing Committee Chairs step down and incoming Committee Chairs assume office.

A “The Treasurer shall receive and safely keep all funds of the Association and deposit same in such bank or banks as may be authorized by the Board of Directors checking accounts and financial institutions authorized by the Board of Directors in accordance with the Policies and Procedures. USLA funds shall be disbursed only in accordance with the provisions of the Bylaws and the rules established by the Board of Directors on Checks of the Association, signed as directed by the Board of Directors.” MPU

Introduction

I am pleased to provide an update on my work over the past six months. Much of my work is

routine, but daily, involving answering and handling or routing inquiries; providing support to

committee chairs, regions, and chapters; and representing the USLA publicly. I oversee and

support the work Executive Director. I have attempted here to address some highlights of

specific items that may be of interest.

I would like to thank so many of you who have done so much work between the Board

meetings. Clearly, the business of the USLA does not stop at the closing of each Board

meeting. Without your diligence, the work of the USLA could not go on.

Activities and Accomplishments (Since prior Board of Directors meeting)

1. Special Projects

1.1. Textbook Update: Over the past six months Mr. Davis, Ms. Smiley, and I have held

discussions with our publisher, Pearson, about updating the USLA textbook and adding

various features including an instructor guide, online instruction elements, and so on.

We are working to provide a proposal in time for this meeting. Ms. Smiley meanwhile is

reaching out to other publishers. The ideal timeline involves the USLA renewing a

Textbook Committee similar to the prior concept (one rep per region) that would

commence work in January. This may need to be delayed a bit to find the best option.

1.2. Water Safety USA: The USLA is a founding member of Water Safety USA, a group

comprised of these organizations: American Academy of Pediatrics, American Red

Cross, Boy Scouts of America, Centers for Disease Control and Prevention, Consumer

Product Safety Commission, National Park Service, National Safe Boating Council,

National Swimming Pool Foundation, Safe Kids Worldwide, U.S. Coast Guard, the

USLA, the USA Swimming Foundation and the YMCA of the USA. I act as the group’s

moderator. Several conference calls were held over the last six months culminating in

the annual meeting in Scottsdale, Arizona in October, where Mr. Davis represented the

USLA. The group has agreed on an ambitious plan to jointly issue drowning prevention

messages to help maximize their impact. The group has also agreed to issue joint

press releases, to create a website, and to create a website template that can be used

on the website of each member to note its participation. The first message will focus on

encouraging people to learn to swim and will be issued sometime in May of 2016. All of

the organizations will be encouraged to use the same message and to repeat it as

often as possible. Three additional messages have been identified for future years.

1.3. NOAA: We are maintaining a very close relationship with the National Oceanic and

Atmospheric Administration in several key areas.

1.3.1. As we reported at the last USLA Board of Directors meeting, Peter Davis and I

represented the USLA at a NOAA sponsored meeting on rip currents and wave

run-up. A recently released white paper by NOAA memorialized the outcomes

and recommendations moving forward. There are many valuable aspects to our

relationship with NOAA. One of them is to jointly disseminate important

messaging. For example, in the NOAA white paper the author states,

“Suggested high-level actions were as follows: The phrase, “Always swim near

a lifeguard”, should be incorporated into NWS messaging.” There is significant

reliance by NOAA on our statistics. It is a team approach to drowning

prevention.

1.3.2. Mr. Davis and I have participated in several conference calls with NWS offices

nationwide and one with a researcher who is testing a rip current forecasting

system for the National Ocean Service. We are discussing possible updates to

the USLA/NOAA/Sea Grant rip signs and messaging. Those signs have now

been translated into many different languages and posted on beaches around

the world. It all started with our original alliance over ten years ago.

1.4. California Medal of Valor: As a result of work with former San Diego City

Councilmember Ed Harris to select a legislator willing to carry a bill, work with the

legislator’s office to garner support for the bill, testimony in Sacramento at various

hearings by Mr. Harris, Chris Carlson (the father of Ben Carlson), and me, the bill

carried by Assemblywoman Lorena Gonzalez passed out of the California Legislature

and was signed by Governor Brown. A copy of the legislation, which specifically

includes a representative of the USLA on a review panel, is attached. Please note the

and in consultation with the President of the Mid-Atlantic Region, issued a supportive

AB 489, Gonzalez. Public Safety Officer Medal of Valor Act.The Public Safety Officer Medal of Valor Act authorizes the Governor

to annually award and present in the name of the State of California a Medalof Valor to one or more public safety officers, as defined, who are cited bythe Attorney General, upon the recommendation of the Medal of ValorReview Board, for extraordinary valor above and beyond the call of duty.The act also establishes the Medal of Valor Review Board that recommendscandidates to the Attorney General for the Medal of Valor from among theapplications received by the board.

This bill would add ocean lifeguards to the list of public safety officerseligible to receive the award and authorize the United States LifesavingAssociation to represent ocean lifeguards on the review board.

The people of the State of California do enact as follows:

SECTION 1. Section 3401 of the Government Code is amended to read:3401. The Governor annually may award and present, in the name of

the State of California, a Public Safety Medal of Valor of appropriate design,with ribbons and appurtenances, to one or more public safety officers citedby the Attorney General pursuant to Section 3402 for extraordinary valorabove and beyond the call of duty. The medal shall be the highest stateaward for valor awarded to a public safety officer, which includes any personserving a public agency, with or without compensation, as a firefighter, anocean lifeguard, a law enforcement officer, including a corrections or courtofficer or a civil defense officer, or an emergency services officer.

SEC. 2. Section 3402 of the Government Code is amended to read:3402. (a)  There exists in state government the Public Safety Medal of

Valor Review Board, whose purpose is to solicit and review applicationsfor, and make recommendations to the Attorney General regarding, thePublic Safety Medal of Valor.

(b)  The board shall be comprised of one representative selected by eachof the following organizations:

(1)  The California Association of Highway Patrolmen.

(d)  The board shall review the applications for the medal to determinewhich applicants, if any, to recommend to the Attorney General. The boardmay hear from witnesses and consider whatever information it considersadvisable to carry out its duties. The board may secure directly from anystate department, or other state or local agency, information as the boardconsiders necessary to carry out its duties. Upon the request of the board,the head of a department or agency may furnish information to the board.The board shall not disclose any information that may compromise anongoing law enforcement investigation or is otherwise required by law tobe kept confidential.

(e)  Not more often than once each year, the board may present to theAttorney General the name or names of those persons, if any, it recommendsas candidates for the medal.

(f)  The board may receive donations to pay for meeting and witnessexpenses. Witnesses requested to appear before the board may be paid nomore than the fees paid to witnesses pursuant to the Code of Civil Procedure.The per diem and mileage allowance may be paid from funds donated tothe board and shall not be paid by the state. If donated funds are not availableto the board, the board shall not hold hearings or have witnesses.

Activities and Accomplishments (Since Prior Board of Directors Meeting)

1. Strategic Plan- Participated in review committee for strategic plan. It's been a long, fairly overwhelming process but I think we'll get some good direction out of it. Many thanks to Kay Smiley for all her hard work and the unbelievable amount of time that's gone into this. Also for all the time and energy the review committee took from their busy schedules.

2. NOAA/USLA Rip Current program- Worked on behalf of USLA, along with President Chris Brewster, on continuing to expand and deepen our relationship with NOAA in this area. Participated in phone conferences and e-mail correspondence. There seems to be a general consensus that the science of rip currents has been explored pretty well and the next phase is to research people's perceptions of them and to target how to more effectively educate the general public about the risks an how to avoid them. The message "Swim Near a Lifeguard" has now become an integral part in the messaging. It's been alot of work on this but that alone justifies the effort.

3. Public Education Video- Worked with Denise and the Public Education Committee on the development of a 3 part video. Helped develop content and coordinate a film crew that traveled to Daytona Beach to conduct interviews at Nationals. Considerable progress on this and should be able to have some show and tell at the Pub Ed meeting. Many thanks to Denise and the committee for her efforts.

4. Water Safety USA- Participated on behalf of USLA in conference calls on different related topics and attended a 2 day meeting in Arizona. This group, which is composed of a roundtable of equals who are all leaders in water safety and drowning prevention, is progressing very well. President Chris Brewster was appointed by unanimous vote for the 3rd time to moderate the group. Water Safety USA is currently is comprised of 13 different organizations. Chris's appointment continues to position USLA as a leader in aquatics in the United States. There were numerous comments made by leaders

5. Worked with Liaison Officer Bert Whittaker and Webmaster Karissa Ickes on various international inquiries about USLA and visiting or guarding the US. Many thanks to both of them for their efforts.

6. Secretary General ILS-AM. Continued duties as the Regional Secretary General for the International Lifesaving Federation. Much of this is development and coordination between our members in South and Central America. Pleased to say that we were able to bring in a new Full Member from El Salvador that was voted in at the recent ILS Board Meeting.

7. ILS Meeting/Conference- On behalf of the USLA and as the Americas Region Secretary General attended both the ILS Board of Directors Meeting and the World Congress on Drowning in Penang, Malaysia in November 2015.

ACTIVITY REPORT OF THE AMERICAS REGION INTRODUCTION The Americas Region has continued to harness the talent of our Member Federations to develop lifesaving in their own countries and to promote membership to new countries. There are many examples of this within our report. This work is coordinated through a vibrant communication process among Member Federations, primarily coordinated by our bilingual Regional Secretary General, in regular consultation with the representatives to the ILS Board of Directors, the representatives of the Full Members, and the Regional President. Director Leo Manino has been working with the country of El Salvador to bring them on as a new Full Member to be voted on in Malaysia. Some of the newer members in South America continue to gain strength and to reach out to their neighbours as well, creating a mutual support network. EPSA, the Full Member from Argentina hosted the Second Argentinean Lifesaving Championship and Sixth South American Lifesaving Championship. The event was an enormous success and many of the groups from the ILS-AM region attended. The Americas Region allotment of ARISF funds was used to support this event. Due to an increase in Full Member Federations within the Americas Region we now have a spot for an additional Director. Congratulations to Yanick Graveline of the Lifesaving Society of Canada who now holds that position and joins the ILS Board of Directors as a representative of the Americas Region. We still have much to do as a region with regards to member development, and there are many countries in our region that as yet do not have member federations. However, when taking the regional population as a whole, the progress is encouraging. Out of a total Americas Region population of 851 million people, 79% now live in countries with an ILS Full Member Federation to oversee lifesaving and drowning prevention. We are working continually to exploit opportunities to help establish lifesaving organisations to cover the remaining 21% and the addition of El Salvador will make a difference. Argentina 1. Hosted the Second Argentinean Lifesaving Championship and Sixth South American Lifesaving Championship with the participation of SOBRASA of Brazil, SEAL of Chile, USLA coaches Randall Eickhoff and Casey Graham and more than 160 Argentinian lifeguards from 4 affiliated clubs. The ILS Olympic Solidarity funding for the Americas region cycle was used to help facilitate this event.

2. Held the Indoor Lifesaving Championship 2015 with 4 dates in La Plata - Escuela de Guardavidas - EPSA Equipo Profesional de Salvamento Acuático.

3. Initiated first time ILS Junior Lifesavers and Instructor Junior Lifesavers courses: they are conducted in different Argentina`s Regions.

4. National delegate participation in the Brazilian Symposium -Pool Safety 2015. 5. In the process of opening several new regional offices with growing presence in the

country. In one of these are conducting lifesaving courses. Furthermore, opening of 10 new affiliated rescue clubs.

Brazil

1. A lifesaving video education with ILSA support using cartoon on prevention on drowning at flood is available for free reproduction (with also authorization to insert countries logo at the beginning) in Portuguese, English and Spanish. See it at www.sobrasa.org. This is a very important tool to promote prevention at flood disaster.

2. A comic book is being made to work on kid’s prevention programme together with cartoon video.

3. A First Brazilian Aquatic Emergency Symposium was held in Brazil, Rio de Janeiro, August 2014, 19th, with attendance of 154 among lifeguards, surfers, divers, swimmers, environmentalists, aquatic sports athletes, and flood disaster, military Navy and airplanes rescue specialists. The purpose of event was to gather all specialists to debate aquatic emergency. This action gave to Sobrasa and ILS a leadership on aquatic emergency topics in Brazil. 4. The 14th Brazilian Lifesaving Championship and Symposium was held November 2014 in Vitoria – Espirito Santo - November 19 to 22 - with involvement of 470 athletes from 15 different states from Brazil and international

5. POOL+SAFE campaign - The SOBRASA second year prevention campaign to reduce drowning at pools involved 16 institutions, 38 partners and 37.000 children. The POOL+SAFE campaign bring your attention to follow 5 attitudes that may change the future of our child by increasing the safety of your pool. Canada 1. Canadian Drowning Report: The Lifesaving Society Canada, in association with its Lifesaving Society Branches across Canada, and the Drowning Prevention Research Centre, released the National Drowning Report – 2015 Edition in May.

2. Lifesaving Sport: Canada sent a team of athletes to the Sanyo Bussan International Lifesaving Cup, July 2015. Canada hosted national lifesaving championships in surf, pool and emergency response from May to August, 2015 with over 20 clubs participating in each championship.

3. Public Education: Julie Mac Isaac was appointed Public Education Commissioner and is already working on building support groups to focus on growing the Swim to Survive programme and improve collaboration on National Drowning Prevention Week.

4. National Drowning Prevention: Week was held in all provinces from July 18-26, 2015.

5. Dr. Steve Beerman MD facilitated a May planning session for Lifesaving Society Canada volunteers and staff at the annual meeting in May to plan for addressing recommendations contained in the WHO Global Report on Drowning.

6. Canada was chosen to host WCDP 2017 in Vancouver, BC and the organizing committee is well on its way to putting together a great experience for global drowning prevention advocates.

7. The Chinese Red Cross and Canadian Red Cross Water Safety have partnered since 2010 to bring water safety lessons to China The trainers they have partnered to train will now work with the Chinese Red Cross to train new Instructors and start expanding the programme into other coastal cities, where the drowning rates are highest.

8. The Canadian Red Cross’s Aboriginal Swim Programme works with Aboriginal communities to deliver learn-to-swim programming and water safety education in rural and remote Aboriginal communities. Over the last three summers the programme has had 460 participants in over 20 Canadian reserve communities.

9. The CRC is in year one of a 3 year project in the province of Quebec that will deliver a boating safety education and awareness programme with an emphasis on wearing personal flotation devices (PFDs) and lifejackets.

10. In 2014, the Canadian Red Cross launched Red Cross Swim Adapted. The goal was to develop a series of resources for Water Safety Instructors to work with swimmers with disabilities and their families. Red Cross Swim Adapted is now available across Canada.

11. In October 2015, the Red Cross has launched the revised Water Safety Instructor Development Programme.

Costa Rica 1. The Asociacion Nacional de Guardavidas Costa Rica applied for and attained Full Membership with ILS.

2. Initiated a national programme to prevent accidents within the community. 3. Multiple beaches initiated programmes for public education or lifeguard services. 4. The first ever symposium on lifesaving in Panama is receiving help from Costa Rica.

The Costa Rican Full Member has been working with lifeguards in Panama to help their sister country further lifesaving development.

5. A course was held for Emergency Responders.

Peru 1. Applied for and received ILS reciprocity for 7 courses. 2. The first lifeguard certification for pools was completed. 3. Created a manual with the emblem of the National Association of Peru for the

National Police Lifeguards that will be used by more than 1100 lifeguards. 4. The National Police Lifeguards performed 1123 rescues at the various beaches

around Lima and the National Lifeguard Association is working on a system to collect statistics from the National Police.

5. The National Police Lifeguard programme celebrated 75 years this year.

USA 1. USLA collaborated with the National Oceanic and Atmospheric Administration (NOAA) National Weather Service (NWS) and Sea Grant to promote rip current awareness throughout the USA by teaching the public how to identify and survive rip currents.

2. USLA is working on an ongoing basis with National Weather Service to facilitate the

provision daily feedback from beach lifeguard agencies to assist them in their marine forecasts, and updates to improve coastal safety forecasting.

3. All USA ILS member organisations participated as a member of Water Safety USA, a national multi- agency effort in the United Sates dedicated to addressing water safety and drowning prevention.

4. Collaborated with Water Safety USA to enhance the messaging on water safety and drowning prevention in the United States.

5. The American Red Cross Centennial Campaign is in its second year. This campaign is a 5-year initiative to reduce the drowning rates in 50 selected communities in the U.S. where the drowning rate or the numbers of drownings are high. Along with Red Cross training partners, swim lessons and other water safety education is made available to community members who might not otherwise have the opportunity to get this lifesaving training. As of the middle of August, there were 34 Centennial partnerships in more than 147 facilities in 12 states across the country. To date, 16,076 additional children and adults are learning to swim and about water safety as a direct result of this campaign.

6. The American Red Cross introduced a new basic-level course in the Lifeguarding programme, Aquatic Attraction Lifeguarding (Water ≤ 3'). This course, which was developed to help meet the needs of the waterpark industry, provides participants with the knowledge and skills needed to prevent, recognize and respond to aquatic emergencies in water depths of 3 feet or less, typically at aquatic attractions such as winding rivers, water slides and water play areas.

Uruguay 1. Held an International Conference on Aquatic Prevention and Lifesaving “PYSA” Biannual event which gathers national and international experts to update and discuss knowledge and experiences from different areas of expertise (medical, research, education, rescue).

2. National Drowning Prevention Campaign-It promotes prevention and water safety advice for open waters, involves public active participation through sharing it in social networks, is supported by the National Broadcasting SODRE, through spots transmitted in its radios all across the country during summer high season.

3. Multiple Lifesaving Sport Activities- enhances solidarity, collaboration and gender inclusion through promoting its practice and Competitions. It targets adolescents from public and private schools.

4. Junior Lifeguard Programme- Prevention education based on water competencies developed in pools. It includes three workshops: Coastal dynamics, Health promotion and First aids. It targets 11 and 12 years old school students.

5. Sea school- Education on prevention on beaches, through sports and games adapted to the natural environment (surf, kayak). It targets from 8 years old children to adults with no age limit. It is an inclusive activity for people with intellectual, visual and physical disabilities.

Venezuela 1. November 4th, 2014 was the 10th anniversary of the YMCA lifeguard school which worked on the development of water lifeguarding in Venezuela. In November 2004 the first conference of lifesaving which was attended by Brazil, Spain, Portugal, Argentina, and USA.

2. Since the inception of the lifeguard programme 336 new guards have been certified on the mainland and 294 on the island of Isla Margarita

3. The formal recognition of lifeguard certification has opened up more then 250 jobs in hotels and waterparks in Isla Margarita.

4. In August of 2014 a law was passed in the state of Nuevo Esparta requiring certified lifeguards at public water spaces. The YMCA was instrumental in this effort

5. In August of 2014 the first Lifeguard Institute was opened on Isla Margarita www.ineguard.org .

6. Oct 30-Nov 1, 2015 a national forum on water security and the quality of service of tourism is scheduled to be combined with a seminar on lifesaving sport and a national lifesaving competition.

7. In July the first lifesaving for kitesurfing instructors course was held on the islands of Los Roques.

Activity Report

Introduction

Thank you to the Pacific Islands Region for hosting this meeting. I know it is a big endeavor for them to host and their efforts are appreciated. I would also like to thank the Board of Directors for the continued support to me as secretary of the organization. 2015 marks my 10th year in this position and I couldn’t have done this without the support and guidance of many individuals.

Activities and Accomplishments (Since Prior Board of Directors Meeting)

1. Updated the Bylaws per Board action from the South Padre meeting: From the Executive Committee proposed Bylaw change for Article XI – remove Section 5 and add the following language to Article VIII- Section 4(C) as 2. “At the Spring Meeting, the Secretary shall begin to solicit nominations for an interest in nationally elected and appointed officers. The Secretary shall notify the regional Boards of Directors of any nominations received no later than seven days prior to the Fall Board of Directors Meeting. Any delegate may make nominations from the floor at the time of the election. Current 2,3,4 become 3,4,5. MPU

2. Updates the Policies and Procedures per Board action from the South Padre meeting: Motion from the Ways and Means Committee to create a new Policy called “Investment of USLA Funds. Definitions: 1) Operational Funds: The income and expenditures allocated in the annual budget (including short term reserves for that year) and any surpluses received in a given year for the operation of the USLA and satisfaction of all obligations during the budget year. 2) Operational Reserve: Funds not required for operational funds which are reserved under Board approval to ensure the long-term viability of the organization. Policy: Sufficient Association funds must be accessible for operating cash flow and prudent investment of reserve funds should seek conservative growth. In order to accomplish this goal: a) Operational funds shall be deposited in insured checking, savings, and money market accounts as may be approved by the Board of Directors. b) Operational Reserve funds may be conservatively invested in liquid investments with a target of no less than 30% in cash and no more than 70% in stock or bond funds that track broad market indices as may be approved by the Board of Directors. The Treasurer shall ensure that the fund is rebalanced whenever target percentages vary by more than 5%. The treasurer shall report to the Board of Directors annually on the performance of the Operational Reserve and make any appropriate recommendations for modifications.”

3. Updated both Bylaws and Policies and Procedures documents to have a consistent look and added links from the table of contents for easier navigation.

4. Conducted one evote concerning Wenonah Canoe, Inc.

5. Sent over 150 thank-you notes for National and Youth Team donations.

6. Produced the meeting minutes for the Executive Committee meeting.

7. Produced the meeting minutes from the Spring Board of Directors meeting.

Treasurer Report

Activity Report

Introduction

It has been an honor to serve as the USLA Treasurer since 2007. I owe gratitude to my predecessor in Greg Farry and his belief in me to keep the USLA financially sound over my tenure. It is always tough leaving a position, but I realize that it is my time to pass the torch to someone new. I am here to help the new treasurer and partake in the Ways & Means Committee (I am still the Southwest Treasurer).

Activities and Accomplishments (Since Prior Board of Directors Meeting)

1. Acted on behalf of the USLA on all financial matters

2. Completed 2014 audit and currently working on the 2014 tax return

3. Budget Notes – Overall, the USLA budget needs to be watched and scrutinized over the next year. The reserves had grown significantly with good budgeting and committees staying within their line items. However, the past two years have been difficult to maintain a balanced budget and add to reserves. With many outstanding income and expenses still to come in 2015, it is difficult to judge if the USLA will come in under budget and add to reserves.

3.1. Income

3.1.1. Working with the past ALM Editor to collect debts from past magazines

3.1.2. Certifications Fees are above expectations

3.1.3. Competition Income – Still waiting for some sponsorship income outside companies and the host.

3.1.4. Member Dues – a little below expectations, but still waiting for some member checks from different chapters and regions

3.1.5. Royalties are above expectations for the year

3.1.6. Sponsorships are above expectations for the year and still expecting more

3.2. Expenses

3.2.1. Administration line item is expected to go over budget with the new contract for the Executive Director approved at the Spring Board of Directors meeting

3.2.2. Competition – Still owe host a portion of the registration fees

3.2.3. Credit Card Charges – with the majority of our business/income coming through credit cards, the fees have increased significantly

3.2.4. Event Host – Still owe Pacific Island for Fall Board of Directors Meeting registration

3.2.5. Insurance – One insurance invoice will be due in December

3.2.6. Professional Fees – it was approved at the Spring BOD to spend $4,000 on an audit and tax return preparation. This was a significant increase from our former accountant

3.2.7. Travel and Meetings will incur additional expenses for the Fall Board of Directors meeting in Hawaii

Introduction

It is always a pleasure to come back to Hawaii, especially to the “big island” where I have spent many years providing medical care to participants in the “Ironman Triathlon”. Picture yourselves biking 112 miles on this hot, windy, hilly road! - in a speedo – maybe not!

I am also pleased to note how the Oahu Ocean Safety and Lifeguard Services are on the cutting edge of data collection and research with their contributions to the CARES – Cardiac Advanced Registry to Enhance Survival. Their data will help will be invaluable in evaluating drownings in a much more detailed manner than ever before.

Activities and Accomplishments (Since Prior Board of Directors Meeting)

1. I was able to attend the USLA Nationals in Daytona. It was a well-run, fun event. There were several medical incidents requiring treatment – a dislocated shoulder under the lights in beach flags, a subluxed elbow, and a possible spinal injury. My comment as an official/physician for the nationals over the past 20 years is to note that adding any additional events will overwhelm the competition schedule. It will be too long, and I will no longer be able to participate. I also believe that several of the suggested events will be dangerous for many competitors under less than ideal conditions. I believe that the USLA should consider these implications before voting on any of the upcoming rule changes.

2. I have responded to numerous media interviews and questions from the public on numerous topics including the definition of drowning, secondary drowning, shallow water blackout, hearing requirements, and CPR.

3. The new Drowning “handbook” has been published. It has over 100 chapters and 75 authors. I had the pleasure to write 3 chapters in this edition. I have a few books available to anyone who wants one. The list price is around $250. Those that I have available are only $80 plus shipping due to a volume discount.

4. The upcoming World Drowning Prevention Conference will be held in Penang, Malaysia prior to our upcoming meeting. I will be overseeing the “Treatment/Medical” section of the conference. This will enable me to share all pertinent information to the ULSA on any topics presented. Some of the Medical highlights are sessions on Shallow Water Blackout, New CPR guidelines, and Utstein Drowning Recommendations.

5. The ILS Rescue Commission will concurrently meet in Penang – I will give my input as a member of this group. I will also chair the ILS Medical Committee at this meeting. I will additionally participate in the ILS Sport Commission as the Medical/Anti-doping member. There have been several positive drug tests in the ILS over the past year.

6. I have been invited to participate in the International Red Cross and World Health Organization General Assembly meetings in Geneva in December to discuss water safety.

7. At the present time a Medical Committee meeting is not anticipated. If any member or committee is expresses a need, we would be happy to schedule a meeting to address any questions.

Introduction

Thank you to the Pacific Islands Region for choosing another great location for the meeting. Not certain there are any bad locations in the region but we appreciate the efforts finding another one considering the financial burden it is here in paradise to host a meeting.

Activities, Accomplishments and Information (Since prior Board of Directors Meeting)

1. Regional Championships were held in Rehoboth Beach, De and Spring Lake, NJ for the first time. Despite the weather Janet Carbin and her staff did a great job and the attendance increased. In Rehoboth Beach Kent Buckson and his crew once again put on a great show.

2. Asbury Park hosted our Junior Championships for the second time. It was another success with our numbers also increasing. Thanks to Denise Blair and Darlene Rue for their hard work.

3. This is an election meeting and it seems there will be change. Sometimes change is good, only time will tell. One person will be hopefully only changing his seat at the head table deserves our thanks and appreciation for all of his efforts. When Greg Farry passed Rob Williams asked for support, told us he was capable and that he would do a good job. He has done a great job and deserves to be recognized and applauded for that. While we will miss him as Treasurer I am happy that Rob still wants to continue on the Executive Committee and I am hopeful that he will be elected. His is a voice worth listening to.

4. Another person will be changing seats at the head table, Chris Brewster. We are all aware of what Chris has accomplished. The list is to lengthy to enumerate here, but suffice it to say we are in a far far better place today than we were when he took office. His passion for Lifesaving and the USLA is unparalleled. While we may not have always agreed on everything I think we all agree that Chris always did what he felt was in the best interest of the USLA. Again he is not going away just moving to another chair and I am sure his contributions to the USLA will continue. Thanks, Chris.

2. Bob Bertrand attended the Northern New England Lifeguard Championships at Hampton Beach, RI.

3. Elections for the next two year term were conducted this fall with the above new officers for the New England Region.

4. Special thanks to VP, Scott Hansson and Secretary, Christen Cevolli for their time and efforts as Officers of the New England Region that expire at the end of 2015.

Fall 2015 Activity Report

Introduction

Thank you to the Pacific Islands Region for hosting the Fall Board of Directors Meeting. Although I am not in attendance, I will be there in spirit. The Northwest Region is very well represented by our delegates present.

Activities, Accomplishments and Information

1. The Northwest Region is sad to report the passing of Robert Fennell former Lt. with the San Francisco Fire Dept. Robert “Bob” devoted his life to his family and to helping others. He was a valued member of the NW Region USLA and helped establish the SFFD Water Rescue Program. Bob’s sincere enthusiasm for lifesaving and his friendship will be greatly missed.

2. The Northwest Region held its Fall Regional Board of Director’s Meeting in Santa Rosa, California on Friday, October 2, 2015.

3. We held our Regional elections and the new officers are as follows: President- Bert Whitaker, VP- Kyle Maxwell, Secretary- Nick Schriver, Treasurer- David Robinson, Advisor- Cathy VonWald, Executive Director- Jim McCray, and Executive Delegate- Michael Brooks.

4. Lifeguard agencies in the Northwest Region had a great 2015 season. It was a hot and dry summer overall with above average attendance at all of the California beaches. The Seattle area had the hottest summer on record and saw lower attendance than 2014 but a higher rate of incidents. The Region continues to boast no lifeguarded drownings.

5. Regional Competition was held at Lake Tahoe in July.

6. Next Regional Board of Directors meeting will be held in Lake Tahoe (TBD) on Friday, February 19, 2016.

7. Kyle Maxwell accepted a full time position as Aquatic Assistant with East Bay Regional Parks.

8. Pete DeQuincy recently presented sessions at the NW Aquatics Conference in Washington State. The conference was well attended.

9. The Sonoma County Junior Lifeguard Program was again a huge success. It was expanded to include the new surf camp (3 sessions) and had a great following out in the ocean. The programs served 250 kids in Sonoma County this summer.

10. Redwood Coast Chapter hosted the Spring Lake fundraiser swim. Lifeguards volunteered their time in exchange for USLA membership.

11. Sonoma County Regional Parks continued the Russian River Water Safety River Patrol in 4 Regional Parks. In the program a Ranger was trained in open water lifeguarding and 2 lifeguards provided water safety outreach, loaner lifejackets and education along the Russian River. In addition to the lifeguards, they had 4 bilingual interns who staffed lifejacket boxes along popular beaches of the Russian River. They loaned lifejackets and provided safety education for dangerous points in the river. The program was a huge success with 15 rescues and 0 drowning deaths in the 4 Regional Parks. We have begun discussions on the location and planning for the Fall 2016 Board of Director’s meeting hosted by the Northwest Region.

12. Many lakes and beaches in the NW were impacted by toxic blue green algae blooms. Some facilities were closed for much of the season to dogs and humans. Staff and program participants were directed to other facilities.

13. East Bay piloted new swim test requirements at several open water gated facilities. The staff and public adjusted well and they recorded 34,806 swim tests.

Public Education

Sonoma County Regional Parks continued providing water safety education to children and parents in the Swim Safe program. The Vamos a Nadar programs was delivered to 350 children and 500 parents this summer.

East Bay Regional Park developed Vamos a Aprender program which is a hybrid of the Vamos a Nadar program in Sonoma County and the Department of Water Resources Aquatic Adventure Camp. The program targets the Hispanic population at Del Valle Regional Park in Livermore and provides a 45 minute water safety program in Spanish, teaching basic water safety and lifejacket safety. The program is led by enthusiastic bilingual lifeguards and provides a wristband, coloring book and lifejacket to each participant.

Sonoma County began weekly adult swim lessons at Spring Lake Park during the month of August. Those programs were delivered to about 30 people throughout August using bilingual lifeguards and interns.

Bellevue continued its lifejacket loan program at all of its beach parks this summer.

Activities, Accomplishments and Information (Since prior Board of Directors Meeting)

1. The 2015 State of Hawaii Drowning Prevention and Ocean Safety Conference was held at the Hapuna Prince Resort on Hawaii Island, July 30-31, 2015

2. The 2015 State of Hawaii Jr Lifeguard Championships was conducted at Hapuna Beach on August 1, 2015. After a calculation error, Kauai came out on top honors and won their 12 consecutive State Championship title

3. A Hawaii Ocean and Water Safety Advisory Committee was formed by the State Department of Health’s Injury Prevention program to included representatives from the four island counties. The purpose of this committee is to oversee and provide guidance to individual, County, State, private organizations addressing Ocean Safety issues or concerns, with an emphasis on drowning prevention strategies. Members of this committee have met with the Hawaiian Airline’s representatives to discuss in-flight safety videos for inbound passengers to Hawaii.

4. The Kauai Lifeguard Association (KLA) held its 3rd Wave fundraiser concert, to help raise funds for P/A systems, and Jr lifeguards 2016 national championship travel expenses.

5. County of Maui is on the transition stages of Ocean Safety Officers going under the Fire Department. They are in the process of hiring new supervisor (Lieutenants) positions and having a new re-org structure.

6. The Hawaii Government Employees Association Bargaining Unit #14 is negotiating a new contract for state law enforcement and county water and ocean safety officers. After many months of bargaining with no negotiated settlement reached, the process is now heading to binding arbitration, scheduled for November 16 through November 21, 2015.

Introduction

Aloha to the USLA Board of Directors and mahalo to the Pacific Islands Region for hosting this meeting; a pivotal moment in the future of the USLA. The USLA in almost every facet is on the rise. Much of the reason for the success lies at the feet of the current leadership. While we have not agreed with every decision; the successes are undeniable. The amount of time, thought and passion put forward by the leadership has taken this organization to a new level and for that we are grateful. We look forward to electing new leadership that will continue the successes while expanding the search for new avenues of growth.

Currently, two SALA members are nominees for elected positions on the executive board. Our region enthusiastically endorses Nikki Bowie to remain as Secretary and Michael Bradley to become the next Treasurer of the USLA.

The South Atlantic Region delegation is proud to again represent over 800 professional lifesavers. At our last meeting, held in conjunction with the SALA Lifeguard Championships in Carolina Beach, 49 members were in attendance. While much of the discussion focused on competition, members were able to see the many non-competition aspects of the USLA.

In the recommendations section below you will see the votes of the members on national competition rule change proposals. While the outcome of the votes of the membership at the meeting were highly favorable towards the rule changes, the votes do not reflect the long and productive discussion concerning the safety of the athletes, limitations of time and the reputation of the USLA that every member understands plays a critical role in the decisions to be made by this board. The regional championships were a huge success and we appreciate the efforts of Simon Sanders and the Carolina Beach crew for their hospitality and organization.

Last but not least, the summer of 2015 became the summer of the shark for many of our agencies. With 9 attacks in a period of weeks, SALA beaches became the media focal point for national and international outlets. The response of all our agencies and members were professional and sometimes lifesaving.

1. Amend the current rule that in order to add a new event to the competition schedule, one current event

has to be eliminated(region vote = yay),

2. Add a 3 person paddle event, open men and women. Stipulate that competition runs concurrently to

3.. Add a single loop, single rower, surf boat race, open men and open women (regional vote=nay)

4. Add surf boat portion to the current American Ironwoman event. This will mimic the current

American Ironman (regional vote=yay)

The 2015-16 membership numbers continue to increase. From fewer than 200 members a few years ago to the 676 current members, the SER has steadily grown and continues to grow. The current SER Executive Board has been a major factor in the growth. I would like to thank Jim McCrady, Jeremy Watkins, Jo Wagenhals, Joe McManus, Karissa Ickes, Alan Holt, Sasha Medina and Eisen Witcher for their tireless efforts to bring members to the SER.

The James “MAC” Memorial Surf Lifesaving Championships were a smashing success. Tom Gillin and the Flagler Beach agency put on an outstanding event. Matt Dunn and the Flagler Chamber of Commerce welcomed the SER and provided 3 full days of hospitality and great competition. WELL DONE!

Following the Regional competition, Volusia Surf Lifesaving Association (VSLA) hosted the USLA National Lifeguard Championships with unbelievable success. The SER welcomed competitors from all regions and the Florida weather cooperated for great days of competition. Congratulations to LA County and Destin, FL for being named National Champions.

The SER Public Education programs for the upcoming year look exciting. The proposal of billboards with the “SWIM NEAR A LIFEGUARD” message is a fantastic idea. Led by Jo Wagenhals, the goal is it have billboard signage at critical entries to the SER for visitors

The SER continues to work on USLA certification for all agencies in the State of Florida.

I would like to thank Gary Wise, South Walton, for his years of service. Gary recently left his employment with South Walton but has, and will, continue to bring lifesaving efforts to the coastal agencies of the Florida Panhandle.

Congratulations to Joe McManus recently conferred as a SER Lifetime Member.

On the National level…USLA National President Chris Brewster will not be seeking re-election. On behalf of the SER, I would like to thank President Brewster for his tireless efforts to maintain and expand the message and goals of the USLA. Chris has been a valuable partner with the SER in bringing lifesaving to our region. From the Panhandle to Puerto Rico, the SER has had an impact on saving lives and President Brewster has been a factor in that effort. THANK YOU!

Southwest Region Delegates are excited to be in Kona for this meeting; many thanks to the Pacific Islands Region for hosting us.

Activities, Accomplishments and Information (Since prior Board of Directors Meeting)

CSLSA teamed with USLA and the City of Newport Beach to lobby for passage California Assembly Bill 489, which added Ocean Lifeguards to the list of those eligible to receive the California Medal of Valor, our state’s highest honor for public safety employees. The bill also adds a representative of USLA to the California Medal of Valor selection committee. After months of lobbying and many letters from Southwest Region agencies and chapters, I am proud to announce that the Governor signed AB489 and the new law will go into effect January 1, 2016. Project Wipeout remains as the Southwest Region’s signature public education program. Ian Burton (CSLSA’s Project Wipeout Coordinator) and Mike Silvestri (CSLSA Public Education Chairman) continue to do a great job working with Linda Reuter (Hoag Hospital’s Project Wipeout Director) on the Project Wipeout Committee. This year, the annual Lifeguard Conference was held on Wednesday, July 8th. The agenda featured spinal injury treatment, airway management for drowning, Critical Incident Stress Debriefment, the new Project Wipeout video project and the Excellence in Lifesaving Award. We appreciate all of the agencies that continue to provide the staffing to keep Project Wipeout events (Orange County Fair, Imaginology, Festival of Children) going throughout the year. The Southwest Region’s partnership with the John Wayne Cancer Foundation (JWCF) continues to be solid and represents our largest Public Education program to date. 27,000 Junior Lifeguards throughout the state received critical education this summer on skin cancer recognition and prevention. Educating these 9 to 17 year old children is a vital step in cancer prevention for communities up and down the California Coastline. The 2015 California Surf Lifesaving Championships were held on July 24th for the Junior Lifeguards and July 25th for the Lifeguards. The Huntington State Beach Lifeguard Association stepped up for the 2nd year in a row and provided an excellent venue for our regional competition. Gus Avila, Chris Egan, Diego Busatto, Brian Etnyre did an outstanding job spearheading this first class event.

Southwest Region Board Members continue to be actively involved in the California Marine Safety Chief’s Association, the Orange County Marine Safety Chief’s Association and the Orange County Training Officer’s Association. These collaborations have served to elevate our profession. I was recently fortunate to attend the California Marine Safety Chief’s Association Meeting in Camp Pendleton and thanked the organization for their valuable work on the shark and lightning policies that were used on a number of occasions this past summer. The Los Angeles County Lifeguard Association hosted the Fall 2015 Southwest Region Board of Directors Meeting on October 8th at the Redondo Beach Performing Arts Center. Charlotte Graham, Bob Moore and crew did an outstanding job coordinating the event. This committee supports all of the other Southwest Region committees and will be working closely with our Public Relations and Website Committees. I am pleased to announce that Skeeter Leeper has volunteered to be the first chairman of our Social Media Committee. Developing a Social Media Policy will be the committee’s most immediate new challenge.

Introduction

This has been a busy six months working on a wide variety of projects: annual report, statistics, lifeguard agency certification program applications, course completion cards, national championships, membership renewal list, taxes, working with Water Safety USA, and preparing the draft Strategic Plan.

Activities and Accomplishments (Since Prior Board of Directors Meeting)

1. Statistics - Assisted Rick Gould in contacting agencies that were delinquent reporting their 2014 statistics and developed a backup reporting form on Your Membership for agencies that were having difficulty saving their data in the current system. This year 130 agencies reported statistics, the highest number of reporting agencies in USLA history. Also, the data indicates 2014 had the highest number of rescues reported with 91,373 documented rescues.

2. Annual Report - Completed the 2014 annual report, which will be published on a digital platform again this year. Collected public education pictures and reports to highlight the Region’s water safety education efforts.

3. National Championships - Opened and worked the registration desk each day, assisted participants with check-in and onsite registrations and managed payments. Greeted event VIP’s, including a visiting guest from West Africa who came to observe the national championships. Met with a number of volunteers and gathered suggestions on ways to help improve the USLA.

4. Water Safety USA - Assisted the 13 organizations by sending out polls and arranging conference calls. Coordinated details for the Scottsdale, Arizona meeting.

5. Certifications Program - Worked with Tony Pryor to process fall 2015 Lifeguard Agency Certification Program and Aquatic Rescue Response Team applications. Coordinated with certification officers for their report of finding forms. Continued to contact agencies to collect fees. This effort has increased income for certification fees by $3,480 dollars over the 2014 budgeted goal.

6. Certification Application Archives - Reorganized the archived certification applications on Your Membership from 1993 -2015. Entered each application, attached the supporting documents, and filed applications by year and alphabetical order to help the certification officer find agencies on Your Membership.

7. Course Completion Cards - Created promotional ad for e-blast to promote the new course competition and renewal cards. Processed orders, verified training with each training officer and answered questions from agencies.

8. ASHI project - Worked with ASHI to place ads in America Lifeguard magazine. These ads promote the benefits of selecting American Safety and Health Institute to train CPR, First Aid and First Responder courses.

9. Strategic Plan - Continued work with the strategic planning task team and Laura Slane to create a first draft of the strategic plan. Researched and developed suggested outcomes for each objective. Created and sent out several surveys to task team members to collect their input and votes.

10. 2015 Membership Survey - Assisted in the development of membership survey and sent surveys to all adult members. Tallied open response answers from the survey and personally contacted 43 members who requested to be contacted to share additional comments. We had a 25% increase in survey responses from last year.

11. Crisis Management Plan - Created a draft USLA Crisis Fact Sheet to be used as a resource for USLA PR volunteers in the event of a major crisis.

12. Hilton National Account - Worked with the Hilton Hotels and Resorts for USLA to become a Hilton Worldwide national account. This will help USLA secure better contracts, including the best rates and concessions for national meeting and events at Hilton properties.

13. Vendor Agreement Proposal - Created a vendor agreement proposal to help recruit vendors and sell exhibitor booths at national meetings to increase income for the host Region.

14. Brand Agreements - Updated files and notified President of upcoming contract expiration dates.

15. Backup Storage Systems - Began research for a backup storage system to store USLA files from volunteers and staff computers in the cloud.

16. LinkedIn - Worked with Karissa Ickes to set up a USLA LinkedIn company page.

17. Agency Master List - Continued work to keep contact data current on each agency.

18. Agency Vendor Applications - Assisted agencies as needed with vendor applications to make it easier for cities and counties to process payments with USLA.

19. National Parks - Continued to work with the National Parks staff in their quest to be an USLA lifeguard certified agency. The staff goal is to obtain USLA training for all national parks with beaches and open water.

20. Membership Renewals - Assisted Charlotte Graham with the membership list. Downloaded and sorted data for adult and junior membership renewals for the Gulf Coast, Great Lakes and New England Regions and sent membership data to Region Treasurers.

21. Taxes - Assisted Rob Williams in preparing a few sections of the 990 tax form. Assisted with Tax ID information for the Florida Department of Revenue.

22. Manual Update – Began discussions with Chris Brewster, Peter Davis and publisher on updating the Open Water Lifesaving manual. Researched alternative options and held discussion with educational book designers, graphic design companies, e-learning and interactive learning consultants.

23. Member Communication - Answered phone calls and emails from members and certified agencies. Assisted with website inquires.

4. Met with Nautica in an effort to negotiate a new sponsorship contract without success. It was believed that actions involved with this year’s Championships damaged the relationship and would make a continuation difficult.

5. Presently in discussions with a number of companies for possible sponsorship of next year’s Championships. I believe that it is important to note that an apparel company has told me that they were reluctant to become involved as they had heard that we didn’t always “live up to our contracts”!

American Lifeguard Magazine Editor

Introduction

I was appointed by the Executive Committee to take over editorship of ALM if a search for editors did not result in favorable options. That search was conducted, but the lead-time required to publish the magazine on time required that I handle the editing for the fall edition. It has been an interesting and in some ways very enjoyable experience, but certainly a lot of work. The first edition of ALM which I edited was mailed on October 20, 2015, 10 days ahead of the November 1 target deadline.

The job of the editor is manifold: solicit content, select content, edit content, solicit advertising, liaise with advertisers, bill advertisers, collect from advertisers, manage a relationship with a graphic designer who turns content into a magazine, manage a relationship with a printer which publishes and mails ALM.

Over the past three years American Lifeguard Magazine has improved in many ways with respect to on-time production and overall quality. One area that has been a continual challenge has been cost. ALM has perhaps always operated at a deficit. Over the past three calendar years expenses exceeded income for ALM by an average $25,821 per year, with a net average cost of $8,607 per magazine. As a comparison, this cost is about 5% of the USLA’s overall budget and is almost twice the budget of the Public Education Committee. Placed in context of a membership of about 12,000, this is an expense of about $2.15 per member, per year, which is borne entirely by the national body with no cost-sharing by the regions.

One area of particular concern is collecting advertising revenue. This has been the job of the editor. In early September 2015 the Treasurer reported advertising funds due the USLA, but uncollected, of $3,890 for the summer edition and $3,120 for prior editions going back to summer 2014. In addition, one advertiser stated that while three full page advertisements had been placed in three successive magazines, he had not approved any of them and thus we were forced to write them off. Essentially, as of early September, there was then close to $8,000 in funds owed, but not paid. It is unknown if these funds are collectable. (To avoid this problem for the fall edition, I contacted every advertiser personally and got advance approval in writing.)

Clearly, reducing costs and improving upon revenue collection would have the impact of improving the USLA’s financial picture and increasing the value to the USLA of income from membership.

The prior editor was compensated $750 per issue that was mailed on time (less for those mailed late), 15% of the gross revenue from newly solicited advertisers, and 10% of the gross revenue from ongoing solicited advertisers. This was $4,130 in 2014 ($1,376 per issue average).

A major focus for this magazine was standardizing the look of it to create a more professional appearance and ensuring good quality content. For example, stories are now consistently presented as three columns per page and the same typeface. I endeavored, with some success, to ensure that the font size is the same in each story. This can be improved. There are call-outs in a number of the stories with quotes to break up the text. Hopefully readers might agree with me that there are improvements, but more improvements will make it look even better.

1. Created an Excel database of all current and lapsed advertisers utilizing various lists provided by the prior editor. Checked them against online addresses and created a mailing list.

2. Individually contacted all advertisers from the summer edition to elicit their approval to run advertising the upcoming and future editions. Received approvals in writing from most of them. Some politely declined. Some complained that prior ads had been run without approval.

3. Sent an individual letter to all advertisers (about 45) from prior editions inviting their interest in advertising in ALM.

4. Offered each advertiser the opportunity to update their ad, which several elected to do.

5. Solicited written content from USLA members and other sources. Selected the most appropriate stories and edited each story.

6. Wrote content for the magazine.

7. Worked with the graphic designer with whom the prior editor contracted to improve the look and layout of the magazine. This includes a new masthead and table of contents, more consistent typeface, more consistent columns, text callouts in many articles, and other features. The intent is to make the look of ALM more professional. This is a work in progress that will require further attention, but the first improvements should be evident in the fall edition.

8. Worked with the printer to evaluate various options to reduce costs and improve quality. These include varying the size of the magazine based on the number of advertisers, considering ways to decrease weight to save on postage, and other options. This provides flexibility for the future.

9. Worked with the printer to find ways to reduce mailing costs.

10. Worked with the Membership Committee Chair to determine which members should receive magazines.

11. Determined, in consultation with the Membership Committee Chair, that it is not cost-effective to mail magazines to foreign addresses, since the cost is about $15 per addressee, which is the USLA’s entire income per member and we would thus have a loss for each of these members.

12. Published and mailed the magazine on October 20, 2015, 10 days prior to the deadline.

13. Published the magazine at a cost of $4,932 (assumes payment by all advertisers), which is more than a 40% reduction from the average cost of ALM from 2012 – 2014. If this can be duplicated or bettered in future editions, the annual cost to publish ALM should decline substantially by about $9,000 per year.

National Lifesaving Statistics Report 2014

Since it’s inception as the National Surf Life Saving Association in 1964, the chapters and agencies involved in lifesaving efforts in the United States have endeavored to record the activity performed by their lifeguards. These records have been compiled in a statistical format to record the various categories of activity performed by these agencies. The Association, now known as the United States Lifesaving Association (USLA), has published this information for many years for several purposes. The main function is to educate the public about the profession of lifesaving. The statistics also serve to highlight particular professional areas of interest, provide tools in agency budget development, and further the knowledge base about the open water environment. The United States Lifesaving Association

The United States Lifesaving Association is a non-profit, professional organization of lifeguards who work at open water beaches (both surf and inland). Members are organized into chapters, which are generally formed by reason of a common employer of the member lifeguards. Since this is not a union, membership extends to all ranks of lifeguards and there is strong participation from management level employees through line lifeguards. Open water lifeguard agencies, most of which are governmental bodies, participate in USLA through their employees and benefit through various means, such as promulgation of public safety material, collection and dissemination of statistics, development of lifeguard educational material, and the USLA Lifeguard Agency Certification Program.

Beaches, Collection and Categories

The USLA collects lifesaving statistics for all beaches affiliated agencies and also accepts reports from other ocean beaches indirectly associated with the USLA. The collection efforts date to 1960 and for much of the first twenty years, focused exclusively on California beaches, especially the greater Los Angeles area. In the late 1980's, collection efforts began in earnest for the entire United States. This reporting system reflects more than twenty years of active national statistics collection, with a gradual progression from a west coast based report to the more national look presented here. USLA now reports lifesaving statistics from nine geographical regions of its organization. Typically, approximately 100 or more agencies/beaches report each year. These include most of the major United States beach lifeguard agencies such as the County of Los Angeles, the State of California, the City of San Diego, the City of Huntington Beach, the City and County of Honolulu, the County of Volusia, the City of Fort Lauderdale, the City of Cape May, and the Long Beach Township, New Jersey.

Data Overview The 2014 statistics report has significant increases in many categories. While there is a slight increase in reporting agencies from last year, the data is within expectations as the reporting agencies remained consistent year to year. At the time of the writing of this report, 130 agencies are providing their statistics. More intensive efforts to reach non-reporting agencies this year are part are leading to a more consistent picture of lifeguard activity. Rescues have increased significantly this year while Preventive Actions are up to a five year high. In fact, the Rescue category, with 91,373 rescues in 2014, is the highest ever total recorded by USLA, exceeding the previous high recorded in 2009 of just over 83,000 rescues. Medical aids are slightly up, matching activity from 2010. The Lost Persons category has risen again, after showing a five year trend downward. Beach attendance is also at a five year high. From an anecdotal viewpoint, much of the upward trend is largely being attributed to the California drought, whereby beach use was heavier as fewer poor weather and rain events occurred, particularly in Southern California. For example, Los Angeles County beaches reported an increase of over 30% in rescues from their typical annual totals. Similar conditions this year and a summer of significant surf along this coastline will likely bring a similar number for 2015. Beach activity levels show little change in such areas as Drowning Deaths, where percentages have remained stable over the last ten years. While the total number has increased from 2011 and 2012, the ratio of Guarded to Unguarded Deaths remains relatively stable. Following a predictable pattern, the number of guarded drowning deaths remained small and the ratio between Unguarded and Guarded Deaths has remained relatively stable for over ten years, despite an increase in reporting agencies. The primary cause reported was Drowning Deaths. Among the most frequent questions or requests USLA receives from media and academic sources are requests for such information. This report details the tenth year of reports. Caution should be taken in reviewing this information. Srepresents only data that the agency reports. In some cases, the agency has declined to offer a cause. Efforts are expected to include review of the consistency of agency reports prior to any analysis. The National Statistics Coordinator advises that the 2014 statistics must be viewed carefully if any long term trend analysis or forecasting is contemplated. This report comprises the totals from beaches in each of the USLA's regional councils. This year, the total number of reporting beaches has stabilized over 125 agencies, substantially up from the average number of 110 agencies between 2001 to 2010. Stronger accountability in relation to the USLA Lifeguard Agency Certification program, discussed below, accounts for the increase. As such, representative samples should be taken on an agency to agency comparative model, or on a long term model for national numbers for any forecasting or trend analysis.

Primary Causes of Rescues

Using the data developed in 1994-2004 the USLA has identified the Primary Cause of Rescue

to be predominately from Rip Currents. The data developed has been analyzed in several ways. First, from the perspective of all reporting agencies, the data provided indicates Rip Currents account for roughly 45% of all rescues performed by the USLA. However, this analysis must be adjusted for environmental conditions. First, the data includes reports from agencies that operate open water/lake beaches without these conditions. Second, several of the reporting agencies were unable to redesign their reporting procedures to identify all of the causes. Thus, well over 20,000 rescues are not attributed to cause and thus classified in the analysis as 'other.' USLA is encouraging agencies to begin to carefully collect this data in the future. In order to compensate for these conditions, the data was evaluated to identify the agencies that should be included in the primary cause analysis, which would be those situated on surf beaches. This analysis finds the predominant cause of rescues again to be rip currents, exceeding 82% of all rescues. California beaches recorded a more significant percentage for rip currents and the percentage rose in 1998 to 90.12%.

This hypothesis was tested again in 2010. A sample of agencies from the reporting database were selected based on consistent reporting history and known rip current conditions. In 2014, for the purposes of responding to an academic article regarding rescue causes, USLA again reviewed the data, particularly for the ten year period 2005-2014. The conclusion remains consistent with previous positions that rip currents are the primary cause at least 80% of surf rescues. Links to National Certification System

The USLA has linked the national statistics reporting system to the Lifeguard Agency Certification program. First, all agencies that are certified by USLA are required to submit their

agency activity annually in order to maintain certification in good standing. Second, the Certification program distributes statistics notices to all identified agencies each winter to assist in statistics collection. This relationship has been highly beneficial, with over ten non-USLA chapter reports included in the 2014 statistics. This year’s reports identify 130 agencies to date and it is not hard to speculate that full reporting by chapters and certified agencies could result in recording over 100,000 rescues annually. For example, over 50 agencies along the Atlantic seaboard and Chicago, which generally recorded more than five thousand rescues annually, have reported in the past. USLA hopes to regain these reports in the coming years.

New Demographic Data Collection Module In 2010, the USLA authorized and created a new data collection module, intended to capture information about the reporting lifeguard agencies in this report. The categories were intended to reflect agency operations and not change unless the jurisdiction, operations or profile of an agency changed. The categories include miles of beach guarded, number of part time and full time employees and types of equipment used, among others. To date, about 50% of the reporting agencies have completed this new part of the database. Efforts will be undertaken to improve this section in the coming year. Of the 78 agencies reporting below is a sampling of the data:

Data Base Issues

Again this year, the database was built to collect and manage the national statistics had significant periods of unreliability. Users were often unable to log-in, or when they were able, the data was submitted but not recorded. This left USLA in the un-enviable position of having to track down about 10-20% of agencies individually, by e-mail, phone and letter to attempt to obtain their annual statistics. In addition to the data that was missing, the frustration that users endured hurt the credibility of the system. In a short discussion with the database designer, the system is now 10 years old, and given the evolution of computer technology every day, the system may need to be replaced in the near future if these problems persist. USLA anticipates replacing the system through a request for proposal in the next few years.

Thank you to the Gulf Coast Region for hosting the meeting in South Padre. We look forward to a productive meeting in Kona, with positive discussion about the committee goals now and for the legacy of the USLA. The committee would like to congratulate Chris Brewster and everyone in the organization involved with the passing of the Medal of Valor for lifeguards in the state of California. This brings pride and recognition to lifesaving, and we could not be more elated and proud.

Activities and Accomplishments (Since Prior Board of Directors Meeting)

1. Continuing to coordinate with outside media vendor to create a possible MOV documentary

2. Continuing work on the website with the webmaster’s coordination regarding submission process.

3. Working with the webmaster and other committee members to have the HA regional representatives emailed directly any submissions from their region in addition to the HA chair. This continues as a huge endeavor.

4. Creating better communication between meetings for submissions and a clear pathway of how to most effectively get information the representatives on regional presidents

5. Progressing with the leadership of the webmaster the task of linking MOV recipient names to stories of the rescue on the USLA website

6. Continuing work with the committee between meetings to solve issues and expedite the decision making and productivity time

hear about some new Junior Guard programs that finished their first season.

Activities since the last meeting

contact for the public – continued since last meeting

3. Library: With Karissa, working on creating a library accessible to the public in which we can

share junior guard documents such as waivers, curriculum, and fee schedules etc.

4. Worked with Casey Graham and Gus Avila to update the U19 competition guidelines.

5. Coordinated with the John Wayne Foundation and Block the Blaze to provide outreach in

Northern California and continued discussions about sponsoring JG programs nationally.

6. Coordinated submissions for the Junior Jam section of the USLA magazine.

1. Daytona Beach hosted the 2015 Nautica National Championships in spectacular fashion. Congratulations to Mark Swanson, Nanci Nolin, Sasha Medina and the rest of the Volusia County Lifeguards for a job well done. A big thank you is also due Charlie Lydecker and his company for all their support. LACOLA was able to hold off Monmouth County and recapture the A Championship while Destin, Fl took honors in the B Division for the first time. The officials did a good job in getting the event started on time each morning and keeping things on schedule. The event was live streamed for the first time and again broadcast on Universal Sports Network.

2. Open and U19 teams were chosen and competed in the International Surf Rescue Challenge in Australia.

3. Negotiations have begun with LACOLA on hosting next year’s Championships and will continue at this meeting.

Recommendations for Committee and/or Board Consideration

1. When deciding how to vote on all of the proposed rule changes be mindful of these facts. This year’s event started on time every day at 8:00AM and still we did not finish prior to 6:00PM. This means the official’s day starts at 7:00AM and ends around 6:30PM. Even with our crew getting somewhat younger that is 4 very long days. We have expanded our event to what is probably the physical limit for the officials and we also have no more time in the day. We grew from 1 day for Juniors and 2 for adults to 1 and 21/2 and then to 1 and 3 days. Now we even have U19 added to the Junior day. I would recommend you give serious consideration to your vote. I am not certain it would be a good thing if we are unable to complete the event or have the competitors officiate their own events regardless of how competent they feel the officials are.

Introduction

Aloha to you all and thank you to the Pacific Island Region and especially the Hawaiian Lifeguard Association for hosting the Fall meeting here in beautiful Kona!

My role as your membership chair continues throughout most of the year at a slow and steady grind. There were several peak periods of insanity this past summer as we now have two Regions using the Your Membership database platform to manage their Regional competition registrations, which is outstanding and definitely recommended. Unfortunately those races always come just weeks before the onslaught of Nationals registration so it creates added pressure. There was a vast improvement this summer since we extended the Nationals registration deadline but it was still madness for a few weeks.

Once again, I must recognize the continued behind-the-scenes assistance of Charlie Hartl, Karissa Ickes and Judy Suchecki of Uniserv. Without their dedication to ensuring membership records are accurate we would not be able to import lists as quickly as we now can. I would also like to recognize Michael Bradley, Ralph Wagner and Jo Wagenhals for their diligent efforts to ensure the accuracy of all of their many regional membership rosters before they are submitted. The system is becoming more intuitive and I expect it to continue to improve as we move forward.

Our Committee has several items to consider and discuss and I look forward to a productive committee meeting later today.

Activities and Accomplishments (Since Prior Board of Directors Meeting)

1. Fielded innumerable emails regarding a variety of membership issues and requests throughout the spring and summer, especially just before Nationals.

2. Edited and uploaded all the membership rosters received from chapters, Regions and our fulfillment company into the database

3. Assisted with adult and junior competitor membership verifications, signups and registrations for several Regional Competitions and the 2015 National Championships

4. Generated the first ALM mailing list for 2015-16 well in advance of the Nov 1st mailing deadline

5. Provided specific membership information to the ALM Editor regarding members with foreign (non-US) mailing addresses

Issues for Discussion and/or Resolution (at this meeting)

1. Select a 2016 Membership Kit item and confirm continued Regional cost-share for kits.

2. Address any Regional concerns about bulk or online membership.

Introduction

I would like to thank the Pacific Islands Region for hosting the fall meeting. It is always a special treat to be able to travel to a new venue.

Activities and Accomplishments (Since Prior Board of Directors Meeting)

1. National Beach Safety Challenge The committee held the annual National Beach Safety Challenge. There were two submissions: Charleston County Parks and Recreation Commission and Monmouth County Chapter. Thank you for participating.

2. Grant Program The final copy of the explanation and the explanation for the grant program have been submitted Ms. Ickes to be posted to the website. Applications are due by April 1, 2016. The committee will vote at the Spring Board of Directors Meeting.

3. Lesson Plans The lesson plans were revised and sent to be posted on the website.

4. Pub Ed Materials Pub Ed material is available online to download and reprint. There are still coloring books, bookmarks and wristbands available. Please contact Denise if you would like any of these materials.

5. USLA Videos The last six months have been busy and productive in developing the USLA videos. Three video sections that are under post production and the editing process. Bob Ball traveled to USLA National Championships in Daytona and interviewed several people, including junior guards, competitors, officials and officers. Thank you to Peter Davis who provided one of his staff members to assist Bob while he was there.

a. Beach Safety Claymation Video - The script was finalized and a primary claymation character was created for the beach safety video. The voices were selected and recorded. The animator/artist is polishing the video and the B-Roll is being laid over the recording. Expected delivery by the start of the meeting.

b. Junior Lifeguard Recruitment Video - This program is going through the final polish and review process.

c. Lifeguard Recruitment Video – This program is in post-production. Sound bites recorded in Daytona were used to create the dialogue for this video. Expected delivery by the start of the meeting.

d. USLA History Video – This section is still in the development process. More information and images are needed.

M E M O R A N D U M DATE: November 14, 2015 TO: Ways and Means Committee FROM: Rob Williams, USLA Treasurer B. Chris Brewster, USLA President SUBJ: Investment of USLA Funds At the April 2015 meeting of the Ways and Means Committee we proposed some changes to USLA policies to allow the investment of USLA reserves, under certain constraints, in an effort to improve returns on investment. The changes to the Policies and Procedures were approved in April. The changes to the Bylaws are expected to be approved at this meeting. A copy of our original memorandum is attached. We noted in our prior memorandum that the USLA has two options: active or passive investing. The former involves turning our investments over to an advisor, at a cost of about 1.6% of invested assets each year. The latter involves investing broadly at a much lower cost of about .10% per year. We recommend the passive approach as there is no clear value in the active approach and it comes with a substantial cost. Moreover, the passive approach can be easily and simply managed by the Treasurer. Each of the sources we reviewed recommends that nonprofit organizations put investment policies in place prior to investing (i.e. beyond deposits in checking and savings accounts). This protects all parties and helps ensure that the Board of Directors is bought into whatever is decided. It also gives the Treasurer certain specified authority to act. The Policies and Procedures now state as follows:

Investment of USLA Funds Definitions:

1) Operational Funds: The income and expenditures allocated in the annual budget (including short term reserves for that year) and any surpluses received in a given year for the operation of the USLA and satisfaction of all obligations during the budget year.

2) Operational Reserve: Funds not required for operational funds which are reserved under Board approval to ensure the long-term viability of the organization.

Policy: Sufficient Association funds must be accessible for operating cash flow and prudent investment of reserve funds should seek conservative growth. In order to accomplish this goal:

a) Operational Funds shall be deposited in insured checking, savings, and money market accounts as may be approved by the Board of Directors.

b) Operational Reserve funds may be conservatively invested in liquid investments with a target of no less than 30% in cash and no more than 70% in stock or bond funds that track broad market indices as may be approved by the Board of Directors. The Treasurer shall ensure that the fund is rebalanced whenever target percentages vary by more than 5%. The Treasurer shall report to the Board of Directors annually on the performance of the Operational Reserve and make any appropriate recommendations for modifications.

We recommend a simple and low cost approach that is somewhat similar to that which has been successfully followed by the United States Lifesaving Foundation:

1) Money Market Fund - 30%: The USLA currently places some of its cash in Fidelity Cash Reserves. This can be utilized through our existing Fidelity brokerage account for the 30% of reserves. There are no fees.

2) U.S. Treasury Bond Fund – 20%: The iShares Core U.S. Treasury Bond ETF (GOVT) offers broad, liquid exposure to U.S. Treasury bonds ranging from 1-30 year maturities. The cost of this ETF is .15% of assets, which is quite low. Although this is not a Fidelity offering, we can invest in this ETF through our existing Fidelity brokerage account commission free. The benchmark index for this fund has returned 4.35% over the past 10 years ending September 30, 2015.

3) Stock Fund – 50%: The United States Lifesaving Foundation currently invests 50% of its assets in an ETF that follows the Russell 3000 index, which mimics the performance of the largest 3,000 U.S. companies representing approximately 98% of the investable U.S. equity market. There are several ETFs available that follow this index, but the iShares Core US Value ETF (IUSV) has a very low cost of .09% of assets and although this is not a Fidelity offering, we can invest in this ETF through our existing Fidelity brokerage account commission free. Performance of this fund as of September 30, 2015 has been 5.49% over a ten year period.

In the proposal above, exposure to stocks provides us the potential for long-term returns well above what we have been realizing. The money market fund provides us liquidity at

a low rate of return. The Treasury bond fund offers us returns above those of the money market fund at a low risk. An important aspect of investing is rebalancing. As noted in the policy, the treasurer shall ensure that the fund is rebalanced whenever target percentages vary by more than 5%. It is recommended that the Treasurer be directed to check the fund balance twice a year, one month prior to each Board of Directors meeting and rebalance as appropriate. Following this simple and low cost strategy, the USLA can utilize its existing no-cost Fidelity account and can be expected to see meaningful returns over the long haul. There will be increased volatility, but this will be confined to our reserves and we should see a substantial long-term benefit.

Activities and Accomplishments (Since Prior Board of Directors Meeting)

1. Special Projects

1.1. USLA Newsletter (E-Blasts): Continued to collaborate with President Brewster and numerous other dedicated USLA leaders to disseminate E-Blasts to our general membership. Using our custom newsletter template, two newsletters have been sent via email since the last BOD Meeting. USLA Newsletter 2015-02 was sent to 8,139 current members (with 4,314 “Total Views” and 385 “Total Click-Backs”) on 6/1/15. USLA Newsletter 2015-03 was sent to 15,223 members in the database (with 6,763 “Total Views” and 509 “Total Click- Backs”) on 7/9/15.

1.2. Special E-Blasts: There are occasions where communication to our members is necessary, but does not warrant an official newsletter or requires a targeted audience. Special E-Blasts since the last meeting included, but were not limited to the following:

1.2.1. USLA Seeks Editor for American Lifeguard Magazine announced that long-time editor of American Lifeguard Magazine (ALM), Mike Bartlett, stepped down from his position. Members, non-members, and corporations were encouraged to express their interest in the ALM Editor position. A link to an online application was provided with a deadline of June 25, 2015. USLA Seeks Editor for American Lifeguard Magazine was sent to 4,064 adult recipients (with 2,853 “Total Views” and 184 “Total Click-Backs”) on 5/22/15.

1.2.2. Limited Time Offer From Hobie® Polarized For All USLA Members - July 2015 notified current members that, for a limited time, USLA members were (through 7/10/15) eligible to receive 50% off MSRP. Limited Time Offer From Hobie® Polarized For All USLA Members - July 2015 was sent to 8,115 recipients (with 4,729 “Total Views” and

618 “Total Click- Backs”) on 7/3/15.

1.2.3. 2015 USLA SER Regionals: Register Today! was sent on behalf of the Southeast Region (SER) to remind its members from the 2014/2015-membership year to renew their membership and register online for the 2015 Southeast Regional Championships. Links to online event registration via www.usla.org were provided for both the Adult and Junior Guard Championships. 2015 USLA SER Regionals: Register Today! was sent to 668 recipients (with 588 “Total Views” and 104 “Total Click-Backs”) on 7/7/15.

1.2.4. 2015 Nautica USLA National Championships Update: Collaborated with Ed

Zebrowski to disseminate pertinent information related to the 2015 Nautica USLA National Championships. 2015 Nautica USLA National Championships Update was sent to 14,873 recipients (with 8,757 “Total Views” and 415 “Total Click Backs”) on 7/20/15.

1.2.5. USLA values your input - Please respond by Thursday, Aug 20. was sent at the request of Executive Director, Kay Smiley, to announce the 2nd USLA Membership

1.3. “Batch Address Validation”: Continued to execute the “Batch Address Validator” within the USLA Membership database. The batch address validator is a function included in our contract with YourMembership that will validate the Primary addresses in our membership directory. Addresses are matched against a current USPS database to validate the mailing addresses we have on file for each USLA Member. This is done on an ongoing basis in an effort to increase accuracy when shipping membership kits, ALM Magazines, etc.

1.4. 2015 Nautica USLA National Championships: Collaborated / worked closely with Mr. Ed Zebrowski and Volusia County to create and / or update site content pertinent to this event as appropriate. Collaborated / worked closely with Mr. Skip Prosser to facilitate the online registration and scoring system for this event. Mr. Prosser and I also worked to create and disseminate Competitor ID Numbers. Competitor ID Numbers were available online (http://www.nationalsnumbers.usla.org/).

1.5. National Teams - Fundraising:

1.5.1. Youth National Team: Collaborated with Mr. Prosser, Mr. Graham, & Mr. Avila to update the team fund / donation area on our site to support their team’s journey to the 2015 International Surf Rescue Challenge in Australia. $7,600 was collected via www.usla.org. Thanks to Treasurer Williams for facilitating the treasury aspect of this endeavor.

1.5.2. Open National Team: Collaborated with Mr. Prosser, Mr. Eickhoff and Dr. Barrows to update the team fund / donation area on our site to support their team’s journey to the 2015 International Surf Rescue Challenge in Australia. $6,041.11 was collected via www.usla.org. Special thanks again to Treasurer Williams for facilitating the treasury aspect of this endeavor.

1.6. High Performance Squad Social Media: Collaborated with Mr. Skip Prosser, Mr. Ed Zebrowski and Mr. Chris Brewster to establish official Twitter, Instagram & Facebook accounts for the USLA High Performance Squad (HPS). Careful thought went into the implementation (May 2015) of these platforms and the Webmaster will be working closely with the current National Teams Coordinator to maintain the USLA Brand as well as to ultimately drive traffic back to www.usla.org. The HPS Twitter account (www.twitter.com/uslahps or @uslahps) currently has 32 Followers, the Instagram account (www.instagram.com/uslahighperformance) has 234 Followers and the Facebook account (www.facebook.com/uslahighperformancesquad) has 736 Likes.

2.1. Website Committee Chair: Continued to work with President Brewster and Executive Director, Kay Smiley, on various issues related to www.usla.org.

2.2. “Contact USLA”: Ms. Charlotte Graham and I continued to manage the “contact forms” that are generated when an individual (members and non-members) contacts the USLA by navigating to the “Contact Us” area of the site. Most inquiries are general questions (password recoveries, parties interested in becoming lifeguards and general questions about the USLA). Addressed all inquiries as appropriate. Distributed inquiries to appropriate parties on a regular basis (inquiries pertaining to membership, lifesaving sport, donations, treasury, junior guards, sponsorships, public education, certification, media, ALM, Heroic Acts, etc.). Special thanks to Ed Zebrowski, Tony Pryor, Denise Blair and Chris Brewster for their tireless efforts to address the countless inquiries that inevitably come their way. I would also like to thank Peter Davis for the patience and diligence that he demonstrates when replying (often in another language) to the myriad of International inquiries we receive through www.usla.org.

"Mac" McCarthy Regional Surf Lifesaving Championships: Collaborated with Mr. Tom Gillin (City of Flagler Beach, FL), Ms. Jo Wagenhals and Mr. Rob Williams to facilitate the online registration and payments of 223 total attendees (adult and junior guards) for the championships held July 16th – 18th.

o California Surf Lifesaving Championships: Collaborated with Mr. Gus Avila and Mr. Rob Williams to facilitate the online registration and payments of 163 total adult competitors for the July 24th event. Additional collaboration with Mr. Skip Prosser took place to facilitate the scoring of the competition.

o 2015 Nautica USLA National Championships: Collaborated with Mr. Rob Williams, Mr. Ed Zebrowski and President Chris Brewster to facilitate the online registration and payments of 872 total competitors (both adult and junior guards) for the event that commenced on August 5th. Additional collaboration with Mr. Skip Prosser took place to facilitate the assignment of competitor numbers as well as scoring*. *Additional information available under item 1.4.

o USLA Fall 2015 Board of Directors Meeting: Collaborated with Ms. Nikki Bowie, Mr. Ralph Goto and Mr. Rob Williams to facilitate the online registration and payments for this biannual event. 2.5. “Member Profile Updates”: Continued to moderate “member profile” updates to ensure that content is appropriate.

2.7. Forums: Continued to moderate the “Guard-to-Guard” and “Used Equipment Exchange” Forums to ensure that content is appropriate.

2.8. Facebook: Continued to moderate the USLA “Facebook Page” to ensure that content is appropriate, answered inquiries and utilized this free media outlet (in collaboration with President Brewster, Tom Gill & Skip Prosser) to frequently disseminate USLA news and information (recent examples range from event promotion to current events). A new Safety Tip was posted every Monday (“Safety Tip Monday”) from May through July*. The “likes” of our Facebook Page have increased from 2,248 in April 2015 to 2,938 in October 2015. *Additional Safety Tip ideas may be required if we would like to do this year-round.

2.9. Treasury: Worked continuously with Mr. Rob Williams to reconcile transactions originating from www.usla.org. Rob Williams and I have continued to generate reports of online membership registrations / renewals to match the financial batch reports sent out quarterly. At a minimum, reports are distributed to the Regional Treasurers on a quarterly basis.

2.10. Communications: Assisted with drafting, editing and disseminating press releases and general communication as needed.

2.11. Membership: Worked continuously with Ms. Charlotte Graham to facilitate the online membership registration process. Collaborated with Rob Williams and Ms. Graham on a regular basis to ensure that transactions for membership dues are accurate.

1.1. Combined Federal Campaign – Donations received in 2015; $1,507.35. The CFC application for the coming year was rejected by the CFC due to errors in our 2013 tax forms. Kay Smiley, as the Executive Director, will handle the reapplication process.

2. Sponsor Relations

2.1. C4 Waterman- The C4 Waterman contract was signed in March 2012 and ended March 15, 2015. The contract was negotiated and has now been extended through March 15, 2018. Total income has been $26,750 with $6,750 in 2015.

2.2. Ingram – The contract was first signed in 2009 and has been extended until 2018. Income from Ingram since the original contract was signed in 2009 has totaled $35,000 with $5,000 in 2015.

2.3. Eyeking - The most current Eyeking contract extends from January 1, 2014 to December 31, 2016. Total income has been in accordance with the contract. Income from Eyeking since the original contract was signed in 2008 has totaled $29,453.63 ($15,453.63 in royalties and $14,000 in sponsorship fees). In 2015 royalties are $3,519.71 and sponsorship was $4,000.

2.4. Da Fin - The most current Da Fin contract extends from September 1, 2011 until August 31, 2016. Total income has been in accordance with the contract. Income from Da Fin since the original contract was signed in 2006 has totaled $32,000, not including ALM ads.

2.5. Popularity Products – A contract with the company was signed in August 2014 and continues through December 31, 2017. If a specified income is met, the contract can be extended in the discretion of Popularity Products through December 31, 2020, or the parties may extend the contract based on mutual agreement. The company created an official USLA shop on their website. They also plan to purchase advertising in ALM to drive traffic and sales.

2.6. VF Sportswear, Inc. (Nautica) – The USLA extended its contract with VF Sportswear to cover the 2015 National Lifeguard Championships. Gross income from VF Sportswear since our first contract has been $118,000. ($43,000 in 2015)

2.7. SwimOutlet.com – This is a one year contract that expired March 2015. It included certain promotional considerations and discounts for USLA members. The USLA received $5,000 in accordance with the contract. The company did not wish to extend the contract.

2.8. ASHI – A contract with ASHI was approved in September 2014 and is now in effect. Lifeguard agencies wishing to avail themselves of the favorable rates for first aid and CPR certification

Introduction

The committee would like to thank the Pacific Islands Region for their hard work and effort planning this meeting. The meeting was very productive and the hospitality of PI region was overwhelming. Thank you to the committee, the board, and Ralph Goto for the presentation of the MOV to Kaleo Hauanio. It is always an honor to be able to present awards to the recipients in person.

1. The website is a continued work in progress for the committee and we are working with the website coordinator to streamline the application process. It is almost complete, which will make the submission and communication of applications more efficient. Mandatory fields on the application will alert until complete and will hinder the application until completion. Website glitches are being fixed by the website coordinator.

2. The committee chair met with the Policies and Procedures Committee to have the already approved USLA National Awards Program entered into the USLA Policies and Procedures

3. The committee and the website coordinator are in the process of adding a section to the Heroic Acts portion of the website that will be dedicated to our fallen lifesavers. The committee will need input from all of the regional representatives.

Committee Goals

1. Continued research and design a fallen lifesavers dedication on the website.

2. Create a plan to maximize our efforts with publicity to get as much exposure to the heroic acts and showcase the USLA as possible in tv, print and social media. The committee discussed linking any media coverage to the recipient on the website. This coincides with our continued work to link MOV stories to the names on the website.

3. Improve communication between board meetings within the committee and website coordinator to keep everything current and accurate.

Junior Guard Committee Meeting

2. USLA JG Membership Update - Charlotte reminded everyone to send all memberships in the excel spreadsheet format. Contact her with any questions. Jo Wags had a question about what to do if a junior program is not longer affiliated with a certified agency. If a program is not affiliated with a certified agency they are not able to join USLA

3. JG of the Year 2015 - One submission from Hawaii was presented at the meeting,.

Kimana Olivera from North Shore Junior Lifeguards. The committee voted to select her as JG of the Year 2015. This will be submitted for the ALM.

4. JG Summer Contest - We will take the top submissions from the CSLSA as winners of our

program.

5. Junior Jam - The last issue of ALM had some great articles. We are looking forward to the next edition of Junior Jam and the Block the Blaze article.

6. JG National Championships 2016 - Next year the competition will be in LA County. The

committee looks forward to hearing more details at the spring meeting.

7. Website - David has been working with Karissa to develop a library of materials available on the website. Kay asked for people to send in pictures of juniors for the website.

8. Membership Certificates - Membership certificates were handed out to the region reps.

Gold Seal programs were recognized. Gold seal programs have 100% of their juniors be USLA members

9. JG Video - Denise will email the link to the JG video that has been developed through

the pub ed committee. Please send any feedback.

10. U19 - Skeeter Leeper presented a proposal on behalf of Casey Graham to add 4 events to the U19 competition. After some discussion the committee voted to support this proposal.

11. Round table

Jim McCrady said that a lot of high school students in south Florida need public service hours. They have started to use these students to help with their junior program. Bryan Philips from Oahu asked for some guidance on how to get your junior program under your agency.

1) The Committee selected soft-sided lunch bags for the 2016 member kits. We also plan to produce a membership patch and are accepting ideas for its design.

2) The Junior Guard Committee will send their winning JG artwork for use on a redesigned sticker for their 2016 membership kits.

3) The Chair is seeking additional co-chairs for this committee, particularly from the South Atlantic and the Southeast regions. The role of the co-chair is to be an official representative for their region for questions that come to the USLA and to facilitate the proper use of the membership templates for distribution to chapters and then preparation for import.

4) The Committee has several ongoing projects including drafting an actual Life Membership application form, creation of a flyer for the 2016 membership kits promoting the USLF, and continuation of collecting specific data from each chapter of the USLA (such as total chapter members if different from total USLA members, total eligible employees at their affiliated agency, etc)

5) Lastly, the Chair will attend the Ways and Means committee to seek a continuation of our current committee budget. She will also bring a motion at that committee regarding covering meeting registration fees for all Committee Chairs who are not part of a paid Regional delegation or Executive Board members. .

We had a very productive committee meeting. Thank you to everyone who attended. A special thanks to Bill Humphreys for serving as secretary.

1. National Beach Safety Challenge: The committee decided to continue with the Beach Safety Challenge. We had a discussion about how to elicit more participation. I will send out two email blasts, one in May and one in July to promote the contest.

2. Public Education Statistics: Kay Smiley asked about getting more data from agencies on their public education programs. This will be useful in soliciting sponsors. Kalani suggested having the regional presidents include a section on pub ed in their activity reports. Kay and I will develop a template with 5 questions on public education programs for agencies to complete. Once developed the questions will be sent to the committee to review.

3. USLA Videos: The committee will view the videos that have been developed and make comments/recommendations on the videos. Once the videos are completed they will be posted on the website and on our youtube page. We will be partnering with the Heritage Committee to produce a video on the history of the USLA.

4. Website: We like the public education section on the website. One suggestion was to provide the correct answers for the incorrect answers on the quizzes. We will on this.

5. Water Safety USA: Peter and Chris shared what is going on with Water Safety USA. Water Safety USA is having one mutual theme per year. The theme for the first year is Learn to Swim. The committee feels strongly that this theme should be promoted throughout all the committees and regions. The committee challenges the committee chairs to incorporate the Learn to Swim theme.

6. Grant Program: The application and guidelines for the Education Grant Program have been posted online. We are awaiting for a piece from the legal advisor. Grant applications are due by April 1, 2016. The committee will review proposals at the spring meeting and grant requests if appropriate.

7. Pub Ed Materials: Most of our pub ed material is available online to download. Any changes that someone wants to make to any of these materials need to be approved by the committee.

8. Translating Existing Pub Ed Materials: Some of our material is already translated into Spanish. David Robinson translated the coloring book and it is in PDF form ready to be posted to the website. In the future we will translate more of the material.

9. Social Media: The committee believes that Social Media is a crucial part of the development and promotion of the USLA. It would be beneficial to have a separate group that focuses on social media, including policies on social media, development of an app and related areas. This group should include representation from other committees.

It has been a pleasure to work as the USLA Treasurer and Ways & Means Committee Chair since the spring of 2007. I have learned a tremendous amount in fiscal responsibility and worked with great individuals that represent their region and agency. I am confident the financial accounts will be in safe keeping with the new treasurer, Michael Bradley. I am here to support him along with all the rest of the committee members.

1. Reviewed and asked for questions on the 2015 budget and balance sheet.

2. Discussed succession plan for new treasurer

2.1. Will work with Michael Bradley to transition the treasurer and accounts to his name with the new president as co-signature on the USLA accounts.

2.2. Planning to set up conference calls to show Michael how to work with online accounts and accounting software.

2.3. With me staying on as the Southwest treasurer, I will be able to support Michael in the coming months and participate in his committee. I have been asked by President Davis to stay involved in the committee and potentially be the vice-chair until Michael has developed his own system for the treasury.

2.4. Will send Michael via U.S. Postal Service important documents that need to stay with the treasurer.

3. Discussed the Investment Strategy for the USLA. It was decided to table the discussion until the spring meeting. This will allow Michael to understand the systems in place for the treasury and Ways & Means Committee.

After discussion and a revised motion, Jo Wagonhals moved to move $3 per adult competitor at the National Games to the

2. Heritage Interview Project: Jerry Gavin reviewed progress on the work done by Phil Rogers on developing videos from the recorded interviews He emphasized that progress is slow and tedious. He indicated he had recommended that the Heroic Acts committee should recognize Phil’s extraordinary efforts. Gerry also indicated he would be conducting additional interviews during the weekend of the Board meeting.

As we continue to determine what we as a committee want as professionals, we will need to look at the big picture of the USLA. Education and development continue to go hand in hand as we discuss the potential of the education conference in attracting more participants.

National Travel Team budget. Rob McGowan seconded the motion. MPU in committee and BOD approved.

2. National Team – it was proposed by the Competition Committee to move the $5,000 that was not spent from the 2015 National Games for officials to the Youth National Travel Team. After discussion on how much was left in the National Games Budget, Jerry Gavin made the motion to move the remaining $5,000 from the officials’ budget to the Youth National Team. Rob McGowan seconded the motion. MPU in committee; BOD approved.

3. Annually, the United States Lifesaving Foundation donates to the USLA. The Ways and Means committee has decided to evaluate the donation annually at the Fall meeting to determine if the USLA needs the donation for operating funds, or if the USLA can decline the donation. After discussion on the 2015 budget, David Robinson made the motion not to accept the USLF donation of $1,987.94 and leave it in the Foundation treasury to build that account. Jerry Gavin seconded the motion. MPU in committee and BOD approved.

4. The membership committee proposed that the standing committee chairs that are not financially supported by a region or an agency be reimbursed for their registration fee for the fall 2015 Board of Directors meeting. After discussion, Jo Wagonhals motioned that the two standing committee chairs (Membership and Junior Lifeguards) be reimbursed $200 each for their registration fee to come from their line item budgets. Bart Mattaliano seconded. MPU in committee and BOD approved.

5. After lengthy discussion and updates to the 2016 USLA draft budget, Bob Bertrand motioned to accept the 2016 budget. Michael Bradley seconded the motion. MPU in committee and BOD approved. Attached below

10. Swim Near a Lifeguard. Com: Jo Wags shared a new project the Southeast region is doing along with the South Florida’s Chief Association. This campaign is similar to the National Trust for Historic Preservation’s “This Place Matters”. People take pictures in front of rough water holding a sign that says “Swim Near a Lifeguard”. Then they upload these pictures to the website swimnearalifeguard.com and on Instagram.

11. Project Wipeout: Mike Beuerlein asked about the status of approval of the Project Wipeout videos. I sent out a link to the videos and a feedback template. The committee members have 30 days to review and offer input. After that the videos will be forwarded on to the legal and medical advisors for review.

12. Process for Reviewing Material: The committee will look into developing a formal process for reviewing materials in order to keep the review process consistent and timely.

13. New Projects: Tony Pryor suggested purchasing small boxes of crayons with the USLA logo on the front and 3 safety tips on the back. There was some discussion on this idea and we will revisit in the spring. The committee also discussed developing a wishlist of materials.

courses and can find details on the USLA website. This pricing can extend to other areas of our agencies, not just for the lifeguards. There has been no income from this relationship to date.

3. Royalties

3.1. Amazon.com - Amazon provides us with incentives when people click through from USLA.ORG (textbook) to Amazon and buy a USLA text or any other items. Total income for 2015 was $135.16

3.2. Pearson - We receive royalties for our textbook sales. Total received in 2015 was $803.74. 3.3. DVD Sales (via UniServ) - We have received $9,013.18 in overall in sales proceeds since sales

began, with $1589.76 in 2015. Our cost for DVDs has totaled $6,994.49. We have over 800 titles of each DVD in stock.

3.4. UniServ Guard Gear - Catalog sales of clothing and related items via the UniServ site has resulted in $239.64 in income in 2015.

3.5. Office Depot – Income in 2015 is $70.98. The company merged with Office Max, so discounts apply to both.

4. Nationals 2015 and 2017 – Mr. Zebrowski reported that the competition went well, although Nautica will no longer be a sponsor. Volusia is scheduled to host in 2017.

5. Nationals 2016 – Mr. Zebrowski met with Frank Bird representing Los Angeles County Surf Life Saving Association (LACoSLSA) concerning the terms of the host agreement. LACoSLSA is proposing a 50/50 split of all income and losses as opposed to the current host agreement. Mr. Zebrowski will continue to work on this and try to come to an agreement. He will also see if there are any other interested parties in case an agreement cannot be reached.

6. California Assembly Bill 489 – This bill, authored by Mr. Brewster and carried by Assemblywoman Lorena Gonzalez allows California ocean lifeguards to be considered for the California state medal of valor. Mr. Brewster, Chris Carlson (the father of Ben Carlson) and Ed Harris of San Diego who engaged Ms. Gonzalez to carry the bill, all testified in the state capitol in support of the bill. The bill has been signed into law. The USLA is now eligible to have a representative on the medal of valor committee each year.

7. National Weather Service – Sea Grant – USLA Collaboration – Mr. Brewster and Mr. Davis have continued to attend to this relationship. Several conference calls have taken place in the past six months to review recent rip current research and to consider modifications to public education. It is notable that we have received additional requests to use the signs and translate them into languages around the world.

8. Brand Licensing, Inc. – The USLA entered into an agreement with Brand Licensing, Inc. for a two year period in May 2013. The relationship will expire in May 2015.

9. Water Safety USA – The USLA is a founding member of Water Safety USA, a group comprised of these organizations: American Academy of Pediatrics, American Red Cross, Boy Scouts of America, Centers for Disease Control and Prevention, Consumer Product Safety Commission, National Park Service, National Safe Boating Council, National Swimming Pool Foundation, Safe Kids Worldwide, U.S. Coast Guard, the USLA, the USA Swimming Foundation and the YMCA of the USA. Mr. Brewster acts as the group’s moderator. Several conference calls were held over the last six months culminating in the annual meeting in Scottsdale, Arizona in October, where Mr. Davis represented the USLA. The group has agreed on an ambitious plan to jointly issue drowning prevention messages to help maximize their impact. The group has also agreed to issue joint press releases, to create a website, and to create a website template that can be used on the website of each member to note its participation. The first message will focus on encouraging people to learn to swim and will be issued sometime in May of 2016. All of the organizations will be encouraged to use the same message and to repeat it as often as possible. Three additional messages have been identified for future years.

10. USLA Textbook Update – Mr. Brewster, Ms. Smiley and Mr. Davis have been working productively with Pearson to arrange for an update of the textbook and various associated products that would help instructors teach more effectively. Pearson has proposed a relationship similar to that of the prior contracts, with no up-front costs to the USLA except our own costs to update the contents. It is hoped that in the next month a contract can be received and reviewed by our attorney that would be acceptable to the USLA and that work could commence soon after. A budget for this project of

$10,000 has been proposed to the Ways and Means Committee. If all goes well, a new book could be published by early 2017. A project team will be put together with one representative from each region that will meet periodically. Each region will have to pay for their representatives’ travel and the representatives need to be willing to do after-meeting work.

11. Investments - At the spring Board of Directors meeting a review of USLA investment options for our reserves was shared. Proposed modifications to the Policies and Procedures were adopted and modifications to the Bylaws are slated for adoption at this meeting. These changes will allow the USLA to direct an investment strategy for USLA reserves. A memorandum from Mr. Williams and Mr. Brewster which lays out a proposal for investment allocations is attached and will be forwarded to the Ways and Means Committee.

Action Items

1. Board Meeting Sponsors – Over the years, Board meeting sponsorship has been handled by each successive Region in the rotation. This has meant that each Region has to individually contact long-time sponsors, develop a relationship, set fees, and collect funds. To standardize this and ease the burden on the Regions, Mr. Brewster asked Ms. Smiley to come up with a system whereby the USLA would maintain the ongoing relationship and collect the funds, which would go to the meeting hosts. The sponsors could pay online via credit card. The host could add additional sponsors as desired. Question: Shall the Executive Committee approve this concept? Mr. Zebrowski made a motion to move forward in consultation with the Bylaws Committee to make sure this is not in conflict with existing Policy III-C. MPU. After consultation with Mr. Zebrowski III, he determined that there was no conflict. The Executive Director will get together with upcoming hosts of meetings and will get on the website a list of sponsorship levels that are invited for those meetings. We will collaboratively encourage sponsors to participate and sponsor the meeting. The sponsors will be able to pay via the USLA website by credit card or echeck. The USLA will then pass the money along to the meeting host.

2. Strategic Plan - Ms. Smiley updated the Executive Committee on the strategic planning process. The Executive Committee is invited to comment and prioritize. Motion by Mr. Falconer to approve the objectives of the strategic plan and then assign back to the task team to come up with an implementation plan that is prioritized. Motion passed, one opposed.

3. American Lifeguard Magazine - At the spring Board of Directors meeting Mr. Brewster was asked to solicit potential editors for American Lifeguard Magazine and, if necessary, in the interim edit the magazine. Mr. Brewster handled editing of the magazine, with results noted in the American Lifeguard Magazine editor report. Eight people applied, although one is from Egypt. For reference, the prior editor was compensated $750 per issue that was mailed on time (less for those mailed late), 15% of the gross revenue from newly solicited advertisers, and 10% of the gross revenue from ongoing solicited advertisers. This was $4,130 in 2014 ($1,376 per issue average). Mr. Brewster stated that he is willing to continue as the editor of the magazine if the committee wishes. He requested that he would not have a for - hire agreement but that he would be reimbursed his travel and lodging expenses for the Board of Directors meetings. At this point the meeting went into Executive Session. Motion from Mr. Gill to have Mr. Brewster continue as the editor of ALM and to be reimbursed up to $2000 per meeting for travel and lodging expenses which includes any reimbursement through his position on the Executive Board. MPU.

4. Contract Status – The Executive Director acts at the direction of the Executive Committee under the supervision of the President. The President reported to the Executive Committee on this relationship for discussion and further direction in Executive Session. 4.1 The following was moved by Mr. Beuerlein “Shall the Executive Committee recommend that the Board of Directors approve to continue the contract for the Executive Director for a two year period at the current rate of $52,500 a year including travel costs to two Board of Directors meetings and the National Lifeguard Championships?” Motion passed.
