A development permit application was received on December 8, 2015 from Rising Tides Consultants to permit a conditional use for the operation of a liquor store at 2136 Western Pky. The commercial unit is located in University Marketplace in Area D and is 523 square feet in size (see Attachment A for context maps). The previous tenant was a bakery and the applicants wish to change the use to a private liquor store and conduct minor tenant improvements. Please refer to the drawings in Attachment B. No additional parking will be required since the requirement of 0.5 spaces per 1000 square feet of floor space is the same for both retail and restaurant uses. The property is zoned Comprehensive District (CD-1) under the Land Use, Building and Community Administration Bylaw (the “Bylaw”). Liquor store is listed as a Conditional Approval Use and requires a development permit to be obtained in accordance with Section 10 (1)(c) of the Bylaw. No letters of objection or support were received during the public review period. Pursuant to Section 10(12)(b) of the Bylaw, the request for a Conditional Approval Use must now be reviewed by the Advisory Design Panel.
