We were appointed in March 197 to succeed the now defunctTextile Industrial Committee of the Industrial Training AdvisoryCommittee to advise on the training of technical manpower in thetextile industry* We were given broader terms of reference, includingamong other things the training of technologists, which was outside thepurview of our predecessor*

In this manual, we have prepared standards for 5 principaljobs at technologist, technician, craft and operative levels in theSpinning Branch of the Textile Industry, These stand *rds should beregarded as guidelines rather than rigid rules. They are publishedfor the following purposes :

(i) to introduce a generally acceptable standardof skill for principal jobs in the industry,

(ii) to assist technical institutions in planningcourses,

(iii) to assist employers in drawing up propertraining programme for apprentices/trainees,

(iv) to assist employers in assessing thecompetence of their workers*

We are of the opinion that a good worker should possess notonly technical skill and knowledge but also civil spirit* It is hopedthat in framing training syllabuses, education institutions should payequal attention to the cultivation of civil spirit* Only then will therelationship between the management and the employees grow co-operativeand friendly*

Plans and executes planned maintenance systemsfor textile plant, deals with plant breakdownto minimise down-time, carries out plantadjustments, modifications and repairs to meetproduction requirements, maintains workshopfacilities and air-conditioning system* operatessteam-raising plant including generation andsupply of all fluid services, maintains factoryelectrical supply, factory building andaccessories, installs new textile machinery andequipment, and liaises with equipment supplierson matters concerning cervices.

IV. PfiOFESSIONALSKILLS

Ability to :

1. Plan and direct maintenance schedules andmethods.

2. Control maintenance activities in accordancewith formulated plans and policies, andprescribed standards and regulations.

3. Carry out and supervise erection, setting,repairing, overhauling converting, checkingand scouring works of all machinery, andinstruct maintenance workers in such work.

4. Advise on plant layout, adjustments,modifications and repairs to meet productionrequirements.

Responsible to the production department manageror senior managementt participates in theformulation of training policy, plans, organisesand controls the training functions in a textilemill including the setting of qualifications ofnew recruits and assignment of trainees at alllevels to respective sections, and the co-ordination and supervision of their training.
